SENIOR HIGH SCHOOL ASSESSMENT

eLMS Implementation Procedure


1. OVERVIEW
Senior High School Assessment (SHSA) is developed to assess the effectiveness of the Senior High School
(SHS) learning delivery system by monitoring the learnings acquired each term to identify areas of
improvement in the SHS learning delivery system.

Learning Management System (LMS) is a software that hosts e-learning assessment tests and delivers these
tests to student on their computers or smart devices. LMS powers e-Learning by delivering assessment
materials and results for use by school officials, instructors and students.

The purpose of this document is to guide the schools on the usage of SHSA as a common exam taken by
the SHS students via eLMS.

2. COVERAGE
This shall cover scheduling, delivery, configuration, test administration, producing reports, release of
results and other SHSA related matters.

3. DEFINITIONS
Senior High School Assessment (SHSA) — a series of five (5) set test administered each term to the Senior
High School students. It is composed of two (2) parts: General Knowledge and Strand Specific Test.

General Knowledge Test — Composed of four (4) areas—English, Mathematics, Science and Abstract
Reasoning. It assesses knowledge acquired from Grade 3 to Grade 12.

Strand-Specific Test — a program-based test that measures learned competencies.

Senior High School Assessment (SHSA) Materials — composed of the following materials:

4. RESPONSIBILITIES
Assessment Department — facilitates the development and timely distribution of Senior High School
Assessment. It also manages the tests via the eLMS platform. It is also responsible for the timely release
of SHSA results to school across the network.

School Principal — ensures compliance with implementing rules and procedures at the school level

Assistant Principal — ensures compliance with implementing rules and procedures at the academic program
level; serves as the Local eLMS Administrator in the school level responsible in managing the administration
of SHSA via the eLMS platform

Registrar – ensures complete and updated list of the officially enrolled students in the PeopleSoft Campus
Solutions (PSCS) facility

School Operations Managers (SOM) — ensures compliance of schools with implementing rules and
procedures for the SHSA. They also ensure that all SHSA eLMS-related concerns to and from schools are
promptly communicated.

SHSA PROCESS

The figure above shows the SHSA Process. It has three (3) phases — Before Test, Test Proper, and After
Test.

Before Test — Creates data fields for user profiles and back-end infrastructure to store and manage them;
creates a test catalog to facilitate test discovery; selects tests tied together for test takers; prepares and
posts test schedules in school and eLMS facility; enrolls students in the facility; configures script for the
SHSA administration

Test Proper — Administers SHSA test to the students via eLMS platform; manages administration of SHSA
tests to the senior high school students

After Test — Tracks and monitor data points; produces and uploads results of test takers

6. PROCEDURES AND GUIDELINES


The following are the procedures and guidelines pertinent to SHSA implementation.

Test Scheduling
1. The Assistant Principal informs the students of the schedule of the SHSA test via eLMS platform.
Each test is answerable for one (1) hour only. This is a timed-test.

2. The Assistant Principal provides the coverage of the tests to the students before the first date of test
administration.

3. The Assistant Principal accomplishes and submits the SHSA Acknowledgement Receipt in the eLMS
facility upon receipt of the SHSA materials.

Test Delivery
1. The Assessment Department creates the test questionnaires for sharing to the students the via eLMS
platform.

2. The Assessment Department designs the eLMS facility for the students in answering the SHSA on a given
schedule.

3. The Assessment Department uploads the SHSA Administration materials via eLMS before the first day
of test schedule.

Test Configuration
1. The Assessment Department configures the eLMS facility by creating the script for the SHSA
administration like the time start and end of the test, schedule of giving the tests, identifying number
of attempts to submit tests, and customizing messages.

2. The Assistant Principal ensures that the list of students in the PSCS attendance sheet are accurate,
complete, and updated.

3. The Assistant Principal requests a list of late enrollees from the Registrar to validate and enroll
students in the eLMS facility.

4. The Assistant Principal requests the enrollment to the SHSA eLMS facility of the late enrollees via e-
mail addressed to feedback.assessment@sti.edu.

5. The Assessment Department enrolls the requested late enrollees in the eLMS facility.

6. The eLMS facility sends a canned message to the student already enrolled in the facility.

Test Administration
1. The Assistant Principal shall inform the students of the importance of the SHSA. The score of the
students in the assessment will comprise the 10% of the SHS students’ grade in all subjects.

2. The Assistant Principal emphasizes that the SHSA is a timed test and students will only answer the 50-
item test in 60 minutes.

3. The Assistance Principal reminds the students of the following before the taking the test.
1.1 Answer the survey honestly and completely.
1.2 Be in a quiet place while taking the test.
1.3 Do not open any other application like Google, etc. while taking the test.
1.4 Leave a comment on the comment box of the specific test when problem is encountered.

4. The Assistant Principal assists the students who cannot access the test by listing the student name,
student number, grade level, strand/track, and concerns.

5. The Assistant Principal sends request to the Assessment Department thru e-mail addressed to
feedback.assessment@sti.edu regarding the concerns of the students.

6. The Assessment Department receives the request and apply the appropriate action in each situation
and responds to the e-mail request of the Assistant Principal.

7. For the duration of the test, the Assistant Principal always monitors the students and appropriately
document incidents that may be occurred or reported while the students taking the test; the Assistant
Principal should take actions as may be appropriate and note the circumstances and other relevant
details.

8. The Assistant Principal addresses the case of student who were not able to take the scheduled SHSA
administration. The following are the only acceptable reason for a student to be absent on the
scheduled tests:
1.1 Sickness or illness.
1.2 Death of an immediate family member or relative.
1.3 Any untoward incident that causes the student not to be able to attend to the test schedule.

9. The students submit the evidence of the reason for their absences to be able to take the test within
three (3) days from date of return to school.
1.1 If sickness is the reason for absence, submit a medical certificate duly signed by a licensed
physician indicating his/her license number.
1.2 If death of an immediate family member or relative is the reason for absence, submit a
photocopy of the death certificate.
1.3 If untoward incident, submit an incident report with signatures of two (2) witnesses.

10. The Assistant Principal scans the incident medical certificate or excuse letter due to death of a relative
or death certificate or incident report and immediately send to the Assessment Department.

11. The Assistant Principal can only allow special tests for students who were not able to take the test on
its scheduled administration within five (5) days after the last of SHSA administration.

12. The Assistant Principal can only allow special tests for students who are late enrollees within five (5)
days after the last day of enrollment.

Submission of SHSA Deliverables


The School Principal accomplishes and submits the SHSA Administration Report and Feedback Form in the
eLMS facility. S/He discusses with the Assistant Principal the difficulties encountered in complying with
the requirements in the administration of the SHSA.

Generation of SHSA Deliverables


1. The Assessment Department generates reports of tests administered to the students for processing
purposes.

2. The Assessment Department generates reports of test administrations for validation purposes.

Scoring, Reporting, and Delivery of Results


1. The Assessment Department consolidates the report and processes the results.

2. The Assessment Department sends feedback to the school through their SOM.

3. The Assessment Department may observe other issues, concerns, or complaints and will be included in
the feedback to the schools. The department notifies the school immediately and gives the school
three (3) working days to comply from date of notice. If the Assessment Department will not receive
any response within three (3) working days, the Assessment Department will proceed with the
processing of the results, and whatever results will be official and final.

4. The Assessment Department addresses the school’s response within three (3) days from date of receipt.

5. The Assessment Department produces the computer-generated results for the schools. The following
are the results to be received by the schools from the Assessment Department:
1.1. School vs. National — indicates how the school performance is relative to all senior high school
students of STI.
1.2. Summary of Results Per Topic — table of results of the latest assessment
1.3. Competency Report – indicates the students demonstrated understanding on the desired
competencies in each learning area.
1.4. School Progress Report — visually shows the batch progress for all subject areas. This is updated
as the students take the succeeding tests.
1.5. Individual Report for Students — shows comparison against the student’s score, school’s average
score, and the national average score. This report also provides the progress report of the
student.
NOTE: Student Scores Report is a result intended for student’s reference

6. The Assessment Department uploads the SHSA results to the school after 20 working days as scheduled
in the SHS Calendar.

7. The School Principal downloads, reviews, and forwards the SHSA Results to the Assistant Principal.

8. The Assistant Principal accomplishes and submits the SHSA Acknowledgement Receipt for Results in
the eLMS facility upon receipt of the SHSA results.
