EXECUTIVE SUMMARY

The Construction of a Multi Purpose Building Project is a proposed project of Ang Dios
Gugma Community, Inc.

Ang Dios Gugma Community, Inc. is a non-stock, non-profit religious organization


created for the purpose of proclaiming the Gospel of God to people of all nations through tri-
media evangelization as a medium of regenerating the Word of God and deepen our faith and
love which generates healing and restoration of relationships through Jesus Christ.

The community has more or less 30,000 members, followers, radio listeners and television
viewers.

HISTORY: ANG DIOS GUGMA COMMUNITY, INC.

The foundation which led to the conception of the “Ang Dios Gugma Catholic Ministries,
Inc.” community was due to a man’s quest for peace, happiness, love and forgiveness.

Burdened and pressured with too many problems in life, he was physically, mentally,
emotionally and spiritually exhausted. His life was miserable as he experienced sleepless
nights, coupled with nightmares and nervousness. He consulted quack doctors for cure but to
no avail. His situation became worst until he even attempted for several times to end his life.
Thanks God, He has other plans for Bro. Edwin A. Daulo. God has chosen him to be the
founder and initiator of Ang Dios Gugma Community.

July 17-18, 1982, marked the conversion and the turning point of this person’s life when he
attended a Spiritual Renewal in Leon, Iloilo. The renewal was sponsored by the St. Catherine
Prayer Group. The “hug and kiss” of the Holy Spirit changed his life and brought into it a
new meaning. The Lord opened this person’s mind about spiritual matters which led him to
search for God’s Word and to read the Holy Bible seriously. In his thirst for the Word of the
Lord, he joined various prayer groups which molded and formed him to what he is now.

On February 2, 1984, with the grace of God, a small community named “God is Love” was
formed with Bro. Edwin A. Daulo as the founder and initiator.

The Holy Spirit moved the group to evangelize Jordan, Guimaras in the same year. Prior to
going to Guimaras, the group prayed that they will be given a sign by healing Tatay Basilio
Gepana, Sr. who was suffering from diabetes and who had a wound on his feet for almost 18
years which was slowly eaten by worms. As such, his condition was deteriorating. For 21
days of soaking prayers done by the group, Tatay Basilio got healed thus, the group believed

that they were being sent by God which paved the way for the opening of the evangelization
of Guimaras.

With the permission of Rev. Fr. Sergio Jamoyot, Parish Priest of Jordan, Guimaras, the group
were allowed to conduct Prayer Meetings in the area. Later on that year, with the blessing
given, the first Life in the Spirit Seminar (LSS) was conducted. It was followed by another
LSS in the area thereby opening more communities in the Poblacion, Sanao and Morobuan,
Guimaras.

In 1986, Bro. Anselmo Lacuesta and wife Sally, Chairman of Hiligaynon Seminar Ministry
of ICCRS joined the community. In the same year, the founder and the Head Servant of the
“Ang Dios Gugma”, Bro. Edwin A. Daulo, transferred his residence from Villa, Iloilo to
Calaparan, Arevalo, Iloilo City and was assigned to oversee the Calaparan Charismatic
Group of the Our Lady of Miraculous Medal Prayer Group.

In 1988, Rev. Fr. Danilo Carolino C.M., Parish Priest of The Lady of Miraculous Medal
Parish and ICCRS approved that the small community of “God is Love Prayer Group.

In May 1993, the Prayer Center of “God is Love Prayer Group” was constructed at the lot
wherein the rights belong to the family of Sis. Fatima Tolentino at Calaparan, Arevalo, Iloilo
City and blessed during its 4th Anniversary Celebration.

Also in 1993, the name of “God is Love Prayer Group” was officially changed to “Family of
God is Love” and continued its mission of evangelization thus, opening communities in
Quintin Salas, Ungka II, Timawa and East Baluarte. In New Lucena, the group was able to
conduct a Life in the Spirit Seminar (LSS) in three (3) barangays such as Brgy. Dawis, Brgy.
Badiang and Brgy. Balabag. The group also conducted the Life in the Spirit seminar to three
(3) barangays in Lambunao, namely, Brgy. Bon-bon, Brgy. Da-an Banwa and Brgy. Pajo. In
late 1993, the group has conducted LSS in Brgy Dawis, Pototan.

In September 1994, Bro. Edwin desired to go into radio as the seed has been planted in his
heart to proclaim the Word of God through the tri-media evangelization. However, before
making a final decision, he contemplated on it further to make sure that the inspiration really
came from the Holy Spirit.

During the “World Youth Day” and the visit of Pope John Paul II in Metro Manila in January
1995, Bro. Edwin and the ADG Youth members were given an opportunity to attend said
occasion. When Pope John Paul II gave his message which says, “Tell the world of His
love”, Bro. Edwin felt a burning desire within him as the power of those words penetrated
deep into his heart. This experience further intensified his desire to go into the radio
evangelization ministry.

During the World Youth Day celebration immediately there was a three-day National
Convention of Charismatic Renewal at the PICC, Manila of which Bro. Edwin was one of
the participants. The Holy Mass was presided by Jaime Cardinal Sin, Cardinal Vidal and
various Archbishops. Cardinal Sin told the participants that he had just received the blessing
from the Pope and he wanted to impart this blessing to them. Bro. Edwin was very fortunate
and blessed to have received said impartation.

During the plenary session of the convention, a cell grouping activity was done. Various
subject matters were given for discussion. Bro. Edwin chose the subject matter of
“evangelization.” To his surprise, almost all of his companions in the cell group that he
joined had already a radio program ministry in their respective places in Luzon, Visayas and
Mindanao. This experience, prodded Bro. Edwin to finally decide to proceed to put up a
radio evangelization ministry.

Thus, on March 16, 1995, the 30-minute slot at DYRP was given to Bro. Edwin for his radio
program. This lasted for one month and one-half (1½) only as DYRP stopped its operation.

On August 01, 1995, the ADG community was able to get a time slot for its radio program at
DYBQ. The radio ministry likewise reached the Province of Capiz in 1999 through its radio
program at DYJJ which lasted for a period of eight (8) months.

In December 2000, the ADG Community transferred its radio program from DYBQ to DYRI
on both its AM and FM band.

In August 2001, the community again transferred its 30- minute radio program from DYRI
to Aksyon Radyo.

On March 22, 2001, the ADG community was registered at the Securities and Exchange
Commission (SEC) under the name, “Ang Dios Gugma Catholic Ministries, Inc.”.

Likewise in the year 2001, the “Ang Dios Gugma” television ministry was established. The
ADG community was able to get a 1 hour slot of TV program from Monday to Friday at
Channel 43 of Cablestar.

In 2005, with God’s grace and Divine providence, the 1 hour slot of TV program was
changed to 24 hours when the ADG Media was able to rent, manage and operate Channel 43
of Cablestar with the studio at Sta. Anne Parish compound in Molo, Iloilo City.

In 2006, the ADG community was able to get another 24 hour slot television program by
renting, managing and operating Channel 42 of Skycable. Thus, widening the scope of its
evangelization program by reaching more television viewers.

The radio and television ministries paved the way for the creation of more ADG outreaches
in various towns in the City and Provinces of Iloilo as well as in Negros Island.

On August 7, 2001, the Ang Dios Gugma Youth Ministry was created in compliance with the
mandate of Archbishop Angel N. Lagdameo to gather and evangelize the youths.

On April 6, 2006, Bro. Edwin decided to put up a school named, “Ang Dios Gugma Catholic
School, Inc.” . The students are mostly pre-school children of families residing in Calaparan
and Calumpang, Arevalo, Iloilo area. BRO. EDWIN A. DAULO, the Head Servant of Ang
Dios Gugma Community, Inc., having seen children of his neighbours sniffing rugby or
taking prohibited drugs, took pity on them. He envisioned to see those children change their
ways and grow up to be God fearing individuals with the knowledge of the love of Jesus
Christ, our Lord God and saviour.

In order to realize his utmost desire that children should be taught true Catholic Christian
values while still young in addition to acquiring academic excellence, Bro. Edwin A. Daulo
proposed that the community should put up a pre-elementary school offering Nursery, Kinder
I and Kinder II, to level up to elementary and secondary education and later on to possibly
put up a seminary to produce priests, nuns and missionaries from students of Ang Dios
Gugma Catholic School, Inc. As proposed by the Head Servant, Bro. Edwin A. Daulo, the
Board of Directors unanimously voted to put up Ang Dios Gugma Catholic School, Inc.
(ADGCSI). It was registered with the Securities and Exchange Commission on April 06,
2006, and granted by the Department of Education (Dep-Ed) a permit to operate a pre-
elementary school.

ADGCSI started operating in School Year 2006-2007, offering a pre-elementary education


such as Nursery, Kinder I and Kinder II with a minimal tuition fee of PhP200.00 per month
to make it affordable to poor families in the vicinity. The school building is located at the lot
owned by the City of Iloilo at Zone 10, Calaparan, Arevalo, Iloilo City, Philippines which is
one of the most thickly populated and marginalized barangays in Iloilo City. It is very near
Villa beach and the government has an impending project in that area. Bro. Edwin A. Daulo,
the President/CEO of Ang Dios Gugma Catholic School, Inc. has signed an Affidavit of
Undertaking to voluntarily demolish the school building and vacate the lot upon receipt of
notice from the local government of Iloilo City.

On February 02, 2015, the Dep-Ed granted the ADGCSI a permit to operate an elementary

school, in addition to the pre-elementary education. With competent and dedicated Principal,
Teachers and staff, ADGCSI started offering Grade 1 to Grade 6 in School Year 2015-2016,
with a total enrollees of 125 pupils.

For School Year 2016-2017, the school population has greatly increased, so much so, that the
present school building could not accommodate all learners.

More so, there is a standing order from the Dep-Ed to transfer the school building to its own
lot in order to earn government recognition for the operation of the school.

In order to comply with the Dep-Ed’s requirement, the Board of Trustees of the ADGCSI
approved to urgently undertake the project of construction of Ang Dios Gugma Catholic
School Building in the lot owned by the community at Hibao-an Norte, Mandurriao, Iloilo
City.

However, on April 10, 2017, the ADGCSI was able to negotiate with the Ateneo de Iloilo to
use the entire second floor of Sta. Maria-Ateneo de Iloilo School Building they vacated
when they transferred to its new building in Barangay San Rafael, Mandurriao, Iloilo City.

With this development, the ADGCSI President, Bro. Edwin A. Daulo, proposed and
approved by the Board of Trustees that the ADGCSI would operate a secondary education or
junior high school department. Upon approval by the Dep ed, the ADGCSI started to operate
Junior High School in the School Year 2017-2018 up to the present.

VISION

An institution of learning which provides holistic educational thrust in order to produce


pupils and students who excel in academics and possess wholesome character based on
Christian value formation.

MISSION

Ang Dios Gugma Catholic School, Inc. is a religious institution for learning promoting
quality basic education among the learners as responsible, discipline, God-centered, and
Christ-like individuals.

In 2010, the “Ang Dios Gugma Catholic Ministries Foundation, Inc.” was created. The
ADG foundation aimed to develop both the spiritual and the physical well-being of

individuals by proclaiming the Gospel of God and witnessing the love of Jesus Christ
through the tri-media evangelization in order to inculcate the true Catholic Faith and
Christian values to people of all nations and to support, finance and sponsor the education of
the poorest of the poor members of society who will be called “Scholars of Hope” , to
finance the operation of “Ang Dios Gugma Catholic School”, to take care of the housing and
sustenance of the less fortunate members of the community and to provide financial
assistance to members on their hospitalization or burial needs, to operate a “Home for the
Aged and the Abandoned”” providing alternative home for the aged, the abandoned, the
out-of- school youth and orphaned children, and support their daily sustenance as an act of
charity, to provide ready supply of blood to Ang Dios Gugma members who in dire need of
blood in cooperation with Philippine Red Cross, to provide once a year free medical and
dental services to indigent members of Ang Dios Gugma Community as well as the PWD’s
and elderly and also feeding program to learners of Ang Dios Gugma Catholic School, Inc.

In order to maintain and deepen the spiritual aspect of each of the ADG members, the
community conducts a formation/teaching through cell grouping activities for members,
leaders and potential leaders.

At present, the Ang Dios Gugma Community, Inc. has outreaches in the seven (7) Districts
of the City of Iloilo, namely, Jaro, Lapaz, Lapuz, Molo, Mandurriao, Arevalo and City
Proper. It has also its out-of-town outreaches in the provinces of Guimaras, Iloilo, Capiz,
Antique, Aklan, Negros Occidental, South Cotabato and Agusan del Sur.

Recently, the ADG community, with the blessing and endorsement of His Excellency, Msgr.
Angel N. Lagdameo, Archbishop of Jaro, was able to reach its evangelization program in
Metro Manila area such as Makati, Rizal and Bulacan. The community also established
outreaches in foreign countries such as Hongkong, Canada, Singapore and Taiwan managed
by the ADG International group.

The ADG community’s mission and vision are as follows:

produces healing and restoration of relationships through Jesus Christ.

Mission

Through Jesus Christ, God has given us His Holy Spirit to heal the sick, to liberate the
oppressed, to set the captives free, to conquer Satan and to give LIFE in His abundance.

On October 23, 2017, His Excellency, Msgr. Angel N. Lagdameo, D.D., Archbishop of Jaro,
gave his approval and imprimatur for the Constitution and Statutes of Ang Dios Gugma
Community and for their implementation by the “Ang Dios Gugma Community.”
This paved the way for the community to officially enter and share its Formation and Way of
Life to the different parishes in the Archdiocese of Jaro with the conformity of each
respective Parish Priest.

The dream of the community to put up a media network throughout the world in order to
strengthen the evangelization program of the community and the proclamation of the Gospel
of God to people of all nations and to create a Christian community where love, faith and a
Christ-centered way of life is practiced has now become a reality. On February 14, 2019, the
President of the Republic of the Philippines approved Republic Act No. 11205 granting the
Deus Amor Est Broadcasting, Inc. a franchise to construct, install, establish, operate, and
maintain radio and television broadcasting stations in the Philippines for 25 years.

With the generosity of donors, benefactors, covenant/prayer partners, members their


friends and relatives, the community had acquired a two-hectare lot in Hibao-an Norte,
Mandurriao, Iloilo City.

Since the membership and followers of the community has become bigger and bigger in
numbers, there is a need to have a bigger venue to accommodate attendees of Holy Mass,
Prayer Meetings, seminars and other religious activities. For this reason, there is an urgent
need for the community to build a Catholic Church in the acquired lot.

Project Cost

The construction cost will require Twelve Million Pesos (PhP 12,000,000.00). Please see
detailed computation of materials, labor and overhead in the attached Annex A.

OBJECTIVES

Immediate Objective

To urgently construct a Multi-purpose Building Construction on the lot owned by the


community to have a venue for the daily celebration of a Holy Mass and to have a temporary
venue for all the religious activities of the community.

Long Term Objective

To have a permanent venue for the celebration of the Holy Mass and give access to
members, followers and people living in the vicinity to go to church and worship God.

PROJECT BENEFICIARIES

Direct Beneficiaries

The direct beneficiaries shall be the members and followers of the community, people living
in the vicinity and in surrounding cluster of subdivisions and barangays. Radio listeners of
Ang Dios Gugma Radio Station DYSA 1053 AM, television viewers of Channel 43 of
Cable Star and Channel 37 of Sky Cable and all mass goers shall also benefit from this
project.

Indirect Beneficiaries

Indirect beneficiaries shall include people living in contiguous municipalities and in all parts
of the country and other countries who come to Iloilo City for a visit particularly in the
vicinity of the project and drop by the church for a visit.

Expected Results

Building of the Catholic church will result to the daily celebration of the Holy Mass, daily
adoration in the Adoration Chapel and as temporary venue of Prayer Meetings,
Formation/Leaders Training and New Life Seminars.

INPUT/Community Contribution/Deliverable

The church shall be constructed in a lot owned by ANG DIOS GUGMA COMMUNITY,
INC. at Hibao-an Norte, Mandurriao, Iloilo City, Philippines

The community has skilled and competent members who are capable to manage the
construction of the building until its completion.

The Ang Dios Gugma Community, Inc. will contribute labor and local materials such as
water and sand that will be used to construct the building and provide security for the
materials.

The Project Manager will deliver both technical and financial reports to the funding
institution to include materials purchased, challenges faced, achievements realized or
progress in the construction, money spent and community support.. This will ensure
accountability and transparency in the management of resources.

 The community will engage the expertise of constructors and other laborers to carry out the
actual work. Then, there will be procurement of the construction materials which will be
stored in the construction site. The Project Manager will prepare all the necessary reports
including the financial reports and submit them to the funding organization as will be agreed
upon.

 Monitoring and Evaluation

A variety of formal and informal Monitoring and Evaluation mechanisms will be set up to
ensure appropriate delivery of construction materials and efficient use of these materials and
fast phase of construction.

Construction team will invite the donors or their representatives to carry out their own
independent evaluation before and during construction and after the completion of the
project. Continuous monitoring of the project will be conducted by the team and
representatives from the community, Ang Dios Gugma Community, Inc. to ensure that the
project achieves its goals and objectives as set out in this proposal.

OUTPUT

A church building with a floor area of eight hundred (800) square meters to accommodate
more or less 3,000 attendees .

 Conclusion

The community will adopt the policy of sunshine governance throughout the implementation
process of this Church Construction project with enthusiastic and committed workers.
