1.0 Introduction
1.1 Scope
TomeetregulatoryrequirementsandexpandthejointlyownedwatersystemservingtheCityofParksville
andtheRegionalDistrictofNanaimo(RDN),theEnglishmanRiverWaterService(ERWS)isdevelopinganew
riverwatersupplycoupledwithAquiferStorageandRecovery(ASR).Thisinnovativeapproachmeetsthe
ERWS’smissionfor“AnEnvironmentallySensitiveUseofWatertoImproveFishHabitatandDomesticWater
Supply.”
Workcarriedoutpreviouslybyotherconsultantsincludeswaterqualitymonitoring,watertreatmentpilot
testing,andpreparationofaconceptualdesignfortheproject.PilottestingoftheASRisongoingand
expectedtobecompletedbythebeginningof2014.
ThepurposeofthisTechnicalMemorandum(TM)istoconfirmthedesignbasis,presentproposeddesign
alternatives,andrecommendadesignfortherawwaterintake,pumpstation,andtransmissionmaintothe
EnglishmanRiverWaterTreatmentPlant(WTP).

1.2 Existing System and Proposed Development


TheComparisonofIntakeandWaterTreatmentPlantSitingOptionsreportdescribesthepastandproposed
developmentoftheexistingEnglishmanRiverwatersystem.
Figure1Ͳ1showsthelocationoftheexistingdrinkingwaterinfrastructure.Inbrief,drinkingwateris
currentlyderivedfrommunicipalwellsandanintakeintheEnglishmanRiver.Treatmentislimitedto
chlorinationoftheriverwater.
Withthelimitedavailabilityofwatersupplysourcesinthearea,theArrowsmithdamisacriticalelementof
thewatersupplysystem.Thedamcollectsandstoreswaterduringthewinterforreleasebacktothe
EnglishmanRiverduringthesummerforfisheriesenhancementanddrinkingwateruse.
TheproposeddevelopmentoftheERWSisintendedtoaddresstheCityofParksville’sandRDN’sneedfor
additionaldrinkingwater,andtheVancouverIslandHealthAuthority’s(VIHA)requirementforadditional
watertreatmentbyDecember16,2016.Thisprojectwillinvolvedesignandconstructionof:

TheASRwellshaveanestimatedpotentialcapacityof15ML/d,andwillallowtreatedwaterfromthenew
WTPtobepumpedintoanaquiferduringthewintermonthsandstoreduntilthesummerwhenwater
demandsareattheirhighest.Assuch,theywillprovideathirdsourceofsupplytosupplementtheriver
intake,inadditiontotheexistinggroundwaterwellswhichwillremaininoperationaftertheWTPhasbeen
commissioned.

2.0 Design Basis


Thissectiondetailstheproposeddesignbasisfortheintake,rawwaterpumpstation,rawwater
transmissionmain,andaccessroad.Thedesignbasiswasformulatedusingindustrystandards,best
practices,andregulatoryrequirements;whereapplicable,specificdocumentshavebeenreferencedinthis
section.Attheprojectcharteringandintakesitereviewmeeting,thefollowingprojectobjectiveswere
presentedandagreeduponbyERWS:

Theseprojectobjectiveswerealsotakenintoconsiderationforthedesignbasis.

2.1 General
2.1.1 Raw Water Demands and Phasing
TheMinistryofForest,LandsandNaturalResourceOperations(MFLNO)hasapprovedtheproposedwater
withdrawalandpointofdiversionfromtheEnglishmanRiverthroughtheconditionalwaterlicense
(C129170)thatwasissuedonJanuary17,2013andisincludedasAppendixA.Thelicenseallowsfor
withdrawalofflowsupto48ML/d,whichistheultimatecapacityofthenewintakeandwatersupply
systemtotheWTP.
ProvidingacostͲeffectivesolutionwasidentifiedasoneofthecriticalsuccessfactorsattheproject
charteringmeetingwithERWS.Aneffectivephasingstrategywillminimizecostsbyevaluatingcapitalcosts
inthefirstphaseagainstpotentialsavingsinfuturephases.Table2Ͳ1showstheproposedsizingandphasing
oftheintake,pumpstation,transmissionmains,andWTPtoultimatebuildout.

Thisphasingstrategywillbepracticaltoconstructandmatchescommunityspendingwithneedsinan
affordablemanner.

2.1.2 Seismic Requirements


Theintakeandrawwaterpumpstationwillbedesignedtothe2012BCBuildingCodewhichdesignates
watertreatmentfacilitiesaspostͲdisasterstructures.

2.1.3 Flood Protection Level


ThefloodprotectionlevelisbasedontheMinistryofEnvironment(MOE)FloodHazardAreaLandUse
ManagementGuidelines(2004).Thisguidelinerecommendsafreeboardof0.6moverthe200yearpeak
floodforpublicutilities;however,duetothe“flashy”natureoftheEnglishmanRiverandthepotentialfor
debris,afreeboardof1.0misrecommended.
The200yearpeakfloodlevelwasupdatedaspartofthisproject.Detailsofthisanalysiscanbefoundin
TM2AIntakeHydrologyandHydraulics.

2.2 Intake
2.2.1 Location
Thefollowingmajorandminordesigncriteriaweredevelopedforthepurposeofevaluatingthepotential
intakelocations.ThesecriteriawerereviewedwithERWSpriortothesitemeetingonAugust13,2013.

x RiverDepth:Aminimumwaterdepthlessthan0.75mwilllikelyrequireaweirtoextract48ML/d.
Installingaweirislessdesirablebecauseitincreasescostandmayaffectrecreationalactivitiesonthe
river.RiverCrossing:Arivercrossingwillincreasecosts.
x LandOwnership:LandownedbytheCityofParksvilleortheRDNispreferred.Privatelandownership
willpotentiallyaddcostsanddelaysforlandacquisition.

3.0 Preliminary Design


3.1 Intake
3.1.1 Location
Figure3Ͳ1showsthefourpotentialintakelocationsthatwerepreviouslyidentifiedattheconceptual
planningstage.Site1isdownstreamoftheE&NRailwaybridgeandHighway19bridge.Sites2,3,and4are
allupstreamofthebridges.
Site1offersthemoststraightforwardconstructionandroutetotheWTP,butwaseliminatedtoavoidany
riskofcontaminationfromtransportationaccidentsimmediatelyupstreamoftheintake.Site4was
eliminatedbecauseitrequiresalongerroutetotheWTPandoffersnootheradvantagesovertheother
sites.TheremainingSites2and3werethenevaluatedandscoredbasedonthecriteriadescribedin
Section2.2.1.

3.1.2 Screen

debrisfromenteringtherawwatersupply.Theintakestructurewillbedividedintotwobayssoonecanbe
takenoutofserviceformaintenance.Therewillbetwoscreensperbayforatotaloffourscreenpanels.

flowfromtheriver.Theweirwillconsistoftwopneumaticcrestgatesconnectedtoaconcretesillwhichlies
acrosstheriver.Thesillwillextendfromtheriverbank(tothenorth)toalargerock(tothesouth).Anatural
channelwillbeprovidedtoenablefishpassagearoundtheweir.

3.1.4 Backwash System


Thebackwashsystemconsistsofairpipingattheintakeandanaircompressorlocatedinthepumpstation.
Theairpipingwillbeattachedtotheconcreteintakestructureasopposedtobeingweldedtotheintake
screens.Thiswillreducetheweightofthescreenpanelswhichwillfacilitateeasierremoval.Also,theair
pipingwillnothavetobedisconnectedifthescreensareremoved.
Screencleaningwillbeautomatedandoccuratregularintervalsasrequired.Theairburstswillstartfrom
theupstreamscreenpanelandcontinuedownstreamsomaterialcaughtinonepaneldoesnotgettrapped
inanadjacentpanel.
Sizingoftheairpipingandcompressorwillbecompletedatthedetaileddesignstage.

3.2 Pump Station


3.2.1 Location
Basedonthetopographyaroundtheintakelocationandthe200yearfloodplainelevation,twoalternatives
forthepumpstationlocationandstructurewereconsidered:
x Araisedstructurewhichisbuiltontopoftheintake;and
x Asetbackstructurebuiltapproximately15mnorthoftheintake.
Thefirstalternativeinvolvesintegratingthepumpstationwiththeintakeinasinglestructureattheriver
bank.Thesecondalternativeinvolvessettingthepumpstationapproximately15mnorthoftheintake
structurewheretheexistinggroundliesabovethe200yearfloodlevel.

BothalternativeswouldalloweasyaccesstoandfromtheintakeandWTP.However,duetotheheightand
steepnessoftheriverbank,thefirstalternativewouldresultinamuchhigher,moreobtrusivestructure;
therefore,thesecondalternativeispreferredandproposedfordesign.Figure3Ͳ4showsthelocationin
plan,oftheproposedlocation.

3.2.2 Structure
Thepumpstationstructurewillbedesignedtoaccommodatetheadditionoffutureequipmentandpiping.
Thereislittleeconomicbenefittophasingtheconstructionofthepumpstationstructureduetothe
relativelysmallareathatneedstobeaddedtoaccommodatefutureworks.
Somerecommendedfeaturesofthepumpstationare:
x SkylightsforremovalanreͲinstallationofthepumpsformaintenanceandrepair
x Twinsupplylinesfromtheintakewithvalvestoallowisolationofhalfoftheintakeandpumpstationto
betakenoutofserviceformaintenanceandrepair
x Thepumpstationwouldhouseequipmentwhichcouldpotentiallybedamagedinaflood,including:
 Electrical,instrumentationandcontrolsequipment
 Aircompressorforbackwashingtheintakescreens
Figure3Ͳ5showsthepreliminarypumpstationlayout.

3.2.3 Pump Type


Submersibleandverticalturbinepumpswereconsideredforthisproject.Submersiblepumpsarequieter
thanverticalturbinepumpsgiventhattheyarelocatedbelowthefloorofthepumpstation.However,
submersiblepumpstypicallyhavelowerefficienciesthanverticalturbinepumpswhichmeanstheywillhave
ahigherenergycostoverthedesignlife.Therefore,verticalturbinepumpsarethepreferredtypeandwill
beused.
ThetypeofpumpdrivedependsontherequirementsoftheWTPandtheminimumwithdrawalrate
required.AVariableFrequencyDrive(VFD)allowstherawwaterpumpstoprovideafixedflowtotheWTP
undervaryingheadconditions.Inaddition,thewithdrawalrateofthepumpscanbeloweredtomaintain
requiredinͲstreamflowrequirements.Therefore,therawwaterpumpswillbeequippedwithVFDs.

3.2.4 Pump Sizing


Threepumpswillbeinstalledintheinitialphasewithanadditionalpumpinstalledintheultimatephase.
TheproposedsizingincludingthetotalandfirmcapacityisshowninTable3Ͳ2.

3.2.5 Mechanical Piping and Valves


TheproposedmaterialforthemechanicalpipingandvalveswillbeSchedule10Sstainlesssteel.

3.2.6 Electrical Power Supply


TheelectricalpowersupplyforthepumpstationandintakewillbefedfromtheWTP.Anunderground
electricalconduitisrecommendedfromtheWTPtotherawwaterpumpstationwhichwilltakeadvantage
ofcommontrenchconstructionwiththerawwaterpipeline.

3.3 Raw Water Transmission Main


3.3.1 Horizontal Alignment
TheproposedtransmissionmainalignmentisshownonFigures3Ͳ6and3Ͳ7.Thetransmissionmainwill
generallyfollowthecentreoftheproposedaccessroadbetweentheIslandHighway(Highway19)andthe
Esquimalt&NanaimoRailway.Theproposedtransmissionmainalignmenthasreceivedapprovalinprinciple
fromMOTIbutmustreceiveformalapprovalfromMOTIandICFduringthenextstageofdesign.

3.3.2 Vertical Alignment


TheproposedtransmissionmainprofileisshownonFigures3Ͳ6and3Ͳ7.Theprofilewasselectedusingthe
followingdesignrationale:
x Theprofilewillrisecontinuallyfromtherawwaterpumpstationtopreventsedimentaccumulationat
lowpoints
x Inthesectionalongtheriver(Station0+000toabout0+080),thecrownofthepipewillbebelow
naturalgradetopreventdamagetothepipeiftheaccessroadisdamaged
x InthesectionbetweentheMOTIandICFROWs,themainwillbelaidatapproximatelyexistinggrade,
andfillwillbeplacedontoptogettherequiredcover,eliminatingtheneedforextensiveshoringofthe
embankmentfillsduringwatermaininstallation
Thesteepestsectionofmainwillbelessthan8%;therefore,trenchdamsshouldnotberequired.
Theminimumdepthofcoverformunicipalitiesinthesouthcoastregionrangesfrom0.9mto1.2m.Given
thattheaccessroadissubjecttominimalvehicletraffic,aminimumdepthofcoverof0.9mforthe
transmissionmainisproposed.Thisdepthofcoverwillalsobesufficientforfrostprotection.
Thelimitedgeotechnicalinformationnearthehighwaybridgefillandpiersindicatesthatbedrockiswithin
1.0moftheexistinggroundsurfaceinsomelocations;therefore,rockblastingwilllikelyberequiredto
installthetransmissionmain.Thisrequirementwillbeconfirmeduponcompletionofthegeotechnical
reportforthisproject.

3.3.3 Pipe Sizing


Basedonthedesignflowof48ML/d,aninsidepipediameterof600mmisproposed.Thispipesizeresults
inamaximumvelocityoflessthan2.0m/sinthetransmissionmain.

3.3.4 Pipe Material


CityofParksvilleBylawNo.1261“SubdivisionServicingBylaw”permitstheuseofductileironorpolyvinyl
chloride(PVC)pipeforwatermains.However,theproposedpipematerialforthisapplicationis600mm
diameter(nominal)carbonsteelduetotheimprovedrepairabilityandreliabilitygainedwithsteelpipe.
Aworkingpressureof690kPahasbeenassumedforthepipe.Theworkingpressureforthetransmission
mainwillbeconfirmedoncethepumpsizinghasbeenfinalized.Standardschedulecarbonsteelpipehasa
sufficientlyhighpressureratingtosuittheworkingpressure.

3.3.5 Valves
Buriedisolation(line)valveswillberequiredimmediatelydownstreamofthepumpstationandimmediately
upstreamofthewatertreatmentplant.Tominimizecosts,thevalveswillbebutterflystyle.A600mm
diametergatevalveissignificantlymoreexpensivethanabutterflyvalveofthesamesize(typicallyonthe
orderof5timesthecost).Noadditionalvalvesarerequiredonthetransmissionmain.

3.4 Access Road


3.4.1 Horizontal Alignment
ThepreliminaryhorizontalalignmentoftheaccessroadisshownonFigures3Ͳ6and3Ͳ7.Theroadcrestisat
the200Ͳyearfloodconstructionlevel(FCL)fromStation0+000to0+080.Thealignmentcrossesunderneath
theHighway19bridge,goeseastupanexistingaccessroadbetweenHighway19andtheE&NRailway,and
thengoesnorthacrosstheE&NRailwaytotheWTPsite,crossingthroughboththeMOTIandICFROW.The
proposedalignmenthasreceivedapprovalinprinciplefromMOTIbutmustreceiveformalapprovalfrom
MOTIandICFduringthenextstageofdesign.Theroadwillbegatedattherailcrossing.

3.4.2 Vertical Alignment


TheprofileofthepreliminaryverticalalignmentoftheaccessroadisshownonFigures3Ͳ6and3Ͳ7.The
maximumgradeislessthan6%whichwillallowthedesignvehicle(rubbertirecrane)totravelbetweenthe
WTPandthepumpstation.TheelevationgainbetweentheintakeandtheWTPisapproximately13m.
Theverticalclearancebetweentheproposedroadsurfaceelevationandtheundersidesofthehighwayand
railwayisinexcessof5m,andwillnotposeaconstrainttotheplacementoftheaccessroad.
Theestimatedvolumeoffillrequiredtoconstructtheroad(basedon1moffreeboardabovethe200year
floodelevation)isapproximately2,100m3.

3.4.3 Cross Section


ThetypicalroadcrosssectionisshownonFigure3Ͳ7.Theproposedroadwidthof5missufficientforone
waytrafficforthedesignvehicle.Theroadcrossfallwillbeslopedtowardsthedownhillsidesuchthat
surfaceflowwillbeabletorundownhilltowardstheriver.
Theproposedroadstructurewillconsistofaminimum300mmthicknessof75mmminuscrushedgravel,
cappedwithaminimum100mmthicknessof19mmminusgravel.Somelocationswillrequiretheroadway
tobeoverͲexcavatedinordertoprovidethisminimumgravelthickness.Theroadstructurewillbe
confirmeduponcompletionofthegeotechnicalreport.
Inlocationswherepoolingcouldoccur(lowpointsontheroadprofile),culvertswillbeinstalledtoconvey
runoffundertheroadandontothedownhillsideoftheslope.Itisanticipatedthattwoculverts
(approximately10to15minlengtheach)willberequired.Thecrosssectionalsoshowsaditchontheinside
edgeoftheroadwhichwillpreventrunofffromthehillsidefromflowingacrosstheroad.Theditchwillcross
theroadatoneoftheculvertlocations.
