CRISIS MANAGEMENT – POWER FAILURE

1. Duties and responsibilities

a. Engineering Manager/Assistant Engineering Manager/Engineering Supervisor has to standby


for any electrical breakdown and power failure.

b. Engineering Manager/Assistant Engineering Manager shall oversee that all defects are
promptly and properly rectified and instruct Building Supervisor/Building Officer to announce
appropriate message (see Annex 2A) via PA System.

c. Building Operation Manager/Assistant Building Operation Manager shall oversee recovery


process and keep Management and Tenants updated.

2. Procedure

The procedure is as follows:

a. Detection of power failure

When the Fire Command Centre (FCC) detects a power failure or is informed of a power
failure, Building Supervisor/Building Officer in FCC shall contact the Engineering
Manager/Assistant Engineering Manager/Engineering Supervisor to immediately attend to
the problem.

b. Assessment of power failure

On receiving the message of power failure, Engineering Supervisor/Technician shall


ascertain the affected areas and equipment. He shall take the following actions according to
the severity of the power failure.

c. Action taken according to type of power failure

i. Power failure in a tenant's premises

Engineering Supervisor/Technician shall:

• Proceed to the affected area to check the cause of the tripping and isolate/rectify the
fault

• Reset the electrical leakage current breaker(s) or miniature circuit breaker(s) and
report to Engineering Manager/Assistant Engineering Manager.

ii. Power failure in building

• Due to Low Tension (LT) switchboards

Assistant Engineering Manager/Engineering Supervisor shall:

 Instruct Technician to check if all affected systems such as air-conditioning system,
lift, etc. is supported by the emergency genset
 Proceed to the affected switchroom and note the fault registered at the switchboard
 Inform the Engineering Manager of the findings
 Check the cause of the tripping and isolate/rectify the fault
 Reset switchboard to put power supply to normal
 Report via walkie-talkie to Engineering Manager/Building Operation Manager when
the system is back to normal

• Due to High Tension (HT) switchboards

Engineering Manager shall:

 Instruct Technician to check if all affected systems such as air-conditioning system,


lift, etc. is supported by the emergency genset
 Proceed to the affected HT panel and note the fault registered at the HT panel
 Call electrical contractor to site immediately
 Inform General Manager (FM)/Building Operation Manager of the findings and that
electrical contractor has been contacted
 Wait for the arrival of electrical contractor at HT room
 Instruct Assistant Engineering Manager/Engineering Supervisor/Technician to
standby at LT switchroom to reset switchboards after HT panel have been reset by
electrical contractor.
 Report to General Manager (FM)/Building Operation Manager when the system is
back to normal.

iii. Power failure due to failure in PLN’s electrical network

Engineering Manager shall:

 Check with PLN the cause of power failure and when it can be restored.
 Instruct Technician to check if all affected systems such as air-conditioning system,
lift, etc. is supported by the emergency genset
 Inform General Manager (FM)/Building Operation Manager of the findings.
 Instruct Assistant Engineering Manager/Engineering Supervisor/Technician to
standby at LT switchroom to reset switchboards and re-activate M&E equipment
after power has been restored.
 Assistant Engineering Manager/ Engineering Supervisor to check M&E equipment
such as chillers, cooling tower, lift, plasma/LCD TV are in normal operating
condition. If not, to rectify immediately.
 Report to Head (FM)/Building Manager when the system is back to normal.
 Request PLN for a letter on the time power failure.

d. For major or total power failure in building

If the power failure results in major or total power failure in the building, Building
Supervisor/Building Officer shall co-ordinate the emergency operation.

Building Operation Manager shall:

i Communication

 Contact electrical contractor


 Contact General Manager (FM)
 Inform Concierge about power failure
 Contact Tenants Representative by phone or SMS. Building Supervisor to record
down the time and name of person contacted.
 Brief Tenants/ General Manager (FM) on status and action plan
 Make announcement message (see text 1 at Annex 2A) via PA system.
 Contact lift vendor.

ii Security Deployment and Access Control

 Detail 1 Security Officer to each lift lobby to control access


 Detail 1 Security Officer to each carpark entrance and loading bay entrance and stop
entry
 There is no need for tenant evacuation. Tenants are advised to stay calm and standby
for further instructions.

iii Carpark

 Deploy 2 Security Officer at carpark exit barrier to manually open the exit barrier
 All vehicles are allowed 'free' exit during power failure

iv Lift Mantrap

Building Supervisor/Building Officer to check if any passengers are trapped inside the lift. If
so, Building Supervisor/Building Officer shall activate and direct lift contractor for lift rescue
operations.

v Signages

To put up signages in Main Lobby

"There is a power failure in the building. We


are attending to the problem
We apologise for the inconvenience caused".

Check to ensure all systems are back to normal on resumption of normal supply, Report to
General Manager (FM) and inform the Tenants via PA System (see message text 2 at
Annex 2A) Send letters of apology to Tenants affected by the emergency after situation is
back to normal. Submit a report to the General Manager (FM within 24 hours

e. Power failure after office hours

The same procedure as listed in the above-mentioned shall be followed.

f. Contingency plan

i Where the generator fails

 If the generator fails, Engineering Supervisor/Technician shall proceed to the


generator room and try to manually to start the generator.

 If the generator could not be started manually, the generator term contractor should
be called to rectify the fault.

 Engineering Manager shall determine how long can the normal power supply is
restored. If the normal power supply cannot be restored within the next working day,
Engineering Manager shall activate the diesel fuel supplier to top up the diesel tank.
Alternatively, he shall seek permission from General (FM) to install an emergency
portable power generator.

 Engineering Manager/Asst. Eng. Manager and electrical contractor shall be on


standby when emergency portable power supply arrives on site, and supervise the
hooking up of portable power supply to the building.

ANNEX 2A

POWER FAILURE ALERT MESSAGES

TEXT 1 POWER FAILURE (affecting air-con, lifts, card access)

"Ladies and gentlemen, your attention please.

There is a power failure in the building

The power failure has affected the building air-condition, lift and card access operation. We are
attending to the problem and will inform you of further developments. All Tenants are advised to
safeguard access control to the office premises. We apologise for the inconvenience caused.

Thank you."

(Announce twice)

TEXT 2 AFTER POWER SUPPLY HAS BEEN RESTORED

"Ladies and gentlemen, your attention please.

Power supply to the building has been restored. All affected services are now back to normal. We
apologise for the inconvenience caused.

Thank you."
