The interruption of power supply up to 50% of Rated Output caused by plugging of the coal bunker or coal feeder as a result of high moisture content or size of coal, shall be considered as minor defect as long as the normal load can be recovered within one hour. The Contractor shall verify the above coal conditions for such an occurrence. (3) Plant Performance Test (a) General: After successful completion of the Reliability Run, Performance Tests for each unit shall be conducted by the Contractor to determine actual performance of the plant and equipment and to demonstrate that the equipment performs in accordance with the specified requirements and to the satisfaction of the Owner. All tests shall be coordinated by the Owner and shall be timed, when necessary, to conform to System requirements. The tests shall be carried out while the Station is carrying ordinary commercial load. Every effort shall be made by the Contractor to keep load on the Unit under test at a constant value. Throughout each test the Unit shall be operated by the automatic controls and not manually. The Performance Tests shall be conducted simultaneously on the Boiler, Turbine and condensing/feed heating plant and auxiliary unit systems in the normal operating conditions, with the results combined to give performance values. Tests for Guaranteed Gross Unit Rated Output shall also be conducted simultaneously. The Performance Tests shall be based on a “Net Unit” or kW sent out basis, i.e. output measured at the HV terminals of the generator step-up transformer or gross output less power consumption of the unit auxiliaries listed in Part 2, Annex C. Power consumption of station auxiliaries shall not be included in the determination of the Net Unit Rated Output, Maximum Overload Capability. Unit and station auxiliaries and loads are listed in Part 2, Annex C. The Performance test for Auxiliary Power Consumption Load shall be complied with Decision No. 52/QĐ-ĐTĐL dated on 04th August, 2015 regarding the procedure for measurement of Generator Characteristic of Coal Thermal Power Plant in the Vietnam Competitive Generation Market (by Vietnamese regulation) and equivalent standards. The auxiliary power system shall be measured for unit and station load (11kV, 400/230V) that are being supplied from the Unit Auxiliary Transformer (machine voltage to 11 kV). The total unit auxiliary kW load shall be measured at the Unit Auxiliaries Transformer incoming power supply to a level of accuracy equal to or less than 1.0% error. To achieve this, the necessary incoming circuit metering current transformers, voltage transformer and meter shall be class 0.2 accuracy for incoming power supply.
