What is the legislation process ?

The word legislation is derived from Latin word legis mean law and lation mean making legislation
mean making of law

Types of bill

Ordinary bill

Money bill

Constitutional amendment bill

Ordinary bill

Any bill which is not a money bill, financial bill or constitutional amendment bill is called an ordinary bill

It can be introduced by any house (National assembly or senate)

It is passed in one house by simple majority and than sent to the other house

After it is passed in both houses it is sent to president

Now president can have three options

Give his assent to bill (to become act)

Return the Bill for reconsideration with recommendation

Hold the bill for any amount of time (pocket veto/absolute veto)

Money bill

 A Money Bill can originate only in the National Assembly. A copy of the same is transmitted to
the Senate which may within 14 days make recommendations thereon to the National
Assembly.
 After the Bill has been passed by the Assembly with or without incorporating the
recommendations of the Senate, it is presented to the President, who shall give assent in 10
days.
Constitutional amendment bill

A constitutional amendment is a modification of the constitution of a polity, organization or other


type of entity

 Constitutional Amendment Bill can originate in either House.


 Each House has to pass the Bill with two thirds majority of the total membership of that House.
 If 2nd House passes the Bill with amendments it is referred back to the House in which it
originated and if that House agrees to those amendments with two thirds majority it is sent to
the President for assent. If the 2nd House does not agree to the Bill or the amendments the
matter ends there and then.
 Constitutional amendment Bill which seeks altering the limits of a Province shall also be passed
by the Provincial Assembly of that Province by the votes of not less than two thirds of its total
membership.
What is difference between an act and ordinance
Acts and ordinances are different types of laws that are made at different levels.
 Acts
Act is codified law and passed by legislators in the parliament 
Ordinances
are passed by municipalities and apply within city limits only. Acts are for the country as a
whole as they get passed by the parliament

What is the purpose of making law

establishing standards, maintaining order, resolving disputes, and protecting


liberties and rights.
