AFFIDAVIT
I, ARSENIA U. NAVARRO, of legal age, Filipino, and a resident of Block 10 Lot 14 Solana Country
Homes, San Isidro, Bacolor, Pampanga, Philippines, having been duly sworn in accordance with law,
hereby depose and state that:

1. I am a homeowner and member of Solana Country Homes Homeowners Association,

Inc. (SCHHAI), a non-stock, non-profit association duly registered with the Housing and
Land Use Regulatory Board (HLURB);
2. On 10 June 2020, I posted a bond for the construction of a fence in my property
amounting to Six Thousand Pesos (P6,000.00) as attested to by the Official Receipt No.
7789 issued to me by SCHHAI led by Ms. Agnes Flake as President and Ms. Arlene
Quiambao as Treasurer, among others;
3. In the latter part of the same year 2020, I told Ms. Quiambao that I will request for the
refund of said bond should my sibling decide not to continue the renovation of the
property which Ms. Quiambao acknowledged;
4. Without my knowledge, express consent and due process, Ms. Quiambao applied my
bond to be refunded and used it to offset past association dues, particularly for June-
July 2018, January- February 2019, and October- November 2020, as attested to by the
Official Receipt No. 10067 dated 11 December 2020 which Ms. Quiambao never gave
me a copy thereof;
5. The Amended By-Laws of SCHHAI specifically provides that the Treasurer shall send
notices on overdue association dues and/or demand letters which I have never
received from SCHHAI and/or from Ms. Quiambao;
6. I am executing this Affidavit to attest to the truthfulness and veracity of the
foregoing and for whatever legal purpose it may serve.
