  CMSRU is provisioned with Hughes Dry Dock and berths 5,6,7 and 8 IDs of MbPT. Various ship repair works like steel
renewal, shafting, thruster repairs, painting etc., are being undertaken in HDD. Most of these works have to be
undertaken at locations which cannot be directly accessed from dry dock floor. In such cases, same is facilitated by
providing staging or by using Articulated boom lifts. Articulated boom lifts are presently being hired based on the
requirement from the yard.

  In a view to develop inhouse facility to support various ship repair activities, it is proposed to procure one no: of Electric
Articulated Boom Lift. In addition to operation at HDD, same shall also be used for accessing various locations inside
shops, supporting works during afloat repairs etc. Based on the assessment of various repair works inside HDD, it is
proposed to procure an Electric Articulated Boom Lift which can access a height of around 14M.

      Technical specification of Electric Articulated Boom Lift has been prepared and attached Technical-Specification. An
amount of Rs 70 Lakhs is estimated for procurement of the item. It is proposed to procure one no Electric Articulated
Boom Lift under Annual Plan 2021-22 of CMSRU.

   File is accordingly forwarded for:

a)    Necessity approval of the proposal

b)      Approval for utilizing an amount of Rs 70 Lakhs from Annual Plan 2021-22 of CMSRU (Sl No:12) for
procuring one no Electric  Articulated Boom Lift

c)    Creation of WBS Element from Projects Department

The case is returned back to the Initiating Officer to make the specifications broad based to qualify suitable models since
the specifications on file appear to qualify only one model which may result in a single vendor situation. Further the
approximate cost of procurement may be indicated on file to finalise the method of tendering.

1. Revised technical specifications are attached Revised-Technical-Specification.

2. M/s Maco Cooperation has provided a budgetary quote for Rs 90.56 Lakhs (including taxes) for Genie make
Budgetary-Offer. Based on discussions with representatives of M/s JLG, the amount for one Electric Articulated Boom Lift
as per the technical specification is within 70 Lakhs.

3. Hence, an amount of Rs 70 Lakhs is estimated for procurement of the item. It is proposed to procure one no Electric
Articulated Boom Lift under Annual Plan 2021-22 of CMSRU.

4. File is accordingly forwarded for:

a)    Necessity approval of the proposal by D(T) as per Capex DOP 5.1.a

b)      Approval for utilizing an amount of Rs 70 Lakhs from Annual Plan 2021-22 of CMSRU (Sl No:12) for
procuring one no Electric  Articulated Boom Lift

  1. An  amount of Rs 70 Lakhs is budgeted  under Annual Plan 2021-22 of CMSRU  to procure one no
Electric Articulated Boom Lift.

2. Ariel platform is required at CMSRU for painting and hull repair regularly. Electric
operated ariel platform is recommended considering the difficulty in sourcing of diesel and storing.

3. Accordingly necessity is appreciated for  procuring one no Electric  Articulated Boom Lift  and
recommended for approval please.

4. Put up for  Necessity approval  by D(T) as per Capex DOP 5.1.a.
