I interview Captain Leila Cruz for this activity, she is the current captain in Barangay
Lamao. According to her RA 9003 or the ecological solid waste management act has been
implemented in our barangay then and now. Barangay officials in Lamao is trying to keep our
environment clean by orienting the people on how to segregate their waste. The barangay
conducts a project recently; they gave buckets to each houses for them to separate their waste.
Further, the barangay is maintaining the cleanliness of barangay Lamao by hiring street
sweepers; in this case, the barangay helps the people especially the women in getting a job, this
program is called ten days where women are hired to sweep the street for ten days then after ten
days a new set of people will be hired as street sweepers. These sweepers are separate from the
regular sweepers in the barangay. At the same time barangay Lamao add two more garbage
trucks to speed up the collecting of waste in every street. The program mention is success
although, it is not 100 percent implemented because some of our citizen and barangay officials
do not cooperate but we can say that there are more percent of people cooperating than those
who not. The level of the success of the program is 95 % as we notice our barangay is clean.
The new program aligns now related to RA 9003 is conducting seminars for those people who
want to join or help in maintaining the cleanliness in our barangay especially those who are near
at the coastal area. DENR are reaching out to our barangay officials in making those program
because cleanliness is number 1, they say it is our treasure, it is one of the things that our citizens
needed especially now in times of pandemic, we need to be organize and clean all the time; if the
place is dirty there are illness that might appear. Even our health center is reaching out and
updating our barangay in what we need to do to maintain cleanliness and avoid illnesses.
Implementing RA 9003 now is a sacrifice because in face to face it is okay to act normal
but now in the time of pandemic we need to distance ourselves and the actions are limited but we
are trying to seminar and explain to our citizens our health and safety protocols; such as wearing
facemask and face shield. It is hard to implement because we are not use to it but we need to
because we need to protect ourselves because we have our love ones at home that we are
protecting from the virus. The key persons in implementing RA 9003 are the barangay officials,
sk officials, sweepers, garbage collectors and other group concern such as the tau gama, akro,
304th etc. Moreover, barangay officials allocate time once a month to clean our barangay.
The garbage collector collects the trash daily although our dumpsite in Mamala have
schedule in dumping trash (MWF) so garbage collectors does not dump the waste daily.
Barangay Lamao do not pay fee in dumping waste in Mamala we just need to follow the
schedule in dumping waste.

The challenges we met in implementing 9003 are talking and explaining to people the
system or ways on how they will pile their garbage, some of the youth is ignoring the trashcan
and just throwing their waste everywhere; it is saddening because we expect that the youth are
the one who will help us. Sometimes even we collect waste residence still throwing waste on
prohibited place. Further, even we announce that they need to take out their trash if the garbage
collector arrive they still take it out at night as a result street dogs are digging the waste.
In order to solve this problems, we need the cooperation of the people, we are trying to
reach out to the people for them to understand the importance of the cleanliness, also we are
reaching out to those dogs’ owner, we also add garbage truck to collect waste in every street, all
officials in the field of cleaning are taking action to implement RA 9003. Lastly, according to my
treasurer the allocated fund in the beautification of our barangay Lamao is more or less
10,000,000.
