1) Appreciating and honoring the sacrifices and the love that our heroes gave to our country especially
Jose Rizal our patriot, is something that we need to put in our hearts and in mind. The values that it taught
us, the dedication and knowledge it forms us to be something that would stick us to defend and love our
country and do what we have to do that it deserves. Through learning and delving into the depth of our
history and the life that our heroes has renounced would make us acknowledge and treasure the
opportunity and the ideals of independence and patriotism that we will forever bring.

2) The difference is that the opening statement of the Senate Bill 438 is solely about the context of
his works and writings. While the opening statement of the Republic Act 1425 is more specific on
Rizal’s life stories of his pre and post writings as well as the legalities of his books. RA 1425 is more
inflammatory than the Senate Bill 438 because one is allowed to question and criticize his work for
academic purposes.
3) Clearly, the reason Claro M. Recto and Jose P. Laurel insisted on the reading of Jose Rizal’s
works or novels is to simply give tribute and honor to the act of heroism he played during those times
for our country and for the people. However, some members of the senate and the church hierarchy
opposed it as they believed that there were some contents of the novels that invades the religious
belief to their of faith and that the compulsory nature the bill challenged the religious freedom.
Hence, Senator Rector argues that the there is no religious motivation impeded to the novels,
however, it is to reflect and empower the minds of young people to be conscious and to prepare from
their duty serve our country.
4) Senator Claro M. Recto was the main proponent of the Rizal Bill. The bill was highly criticized by
the churches. Recto, during the 1955 Senate election was accused of being a communist and anti-
Catholic. The conditions that drove Claro M. Recto to push the bill is because the purpose of the law
is to disseminate Rizal’s ideas and ideals through his novels: Noli Me Tangere and El Filibusterismo,
and since the youths are important in nation building, it is natural to remind them about the past and
to set our country free from the hands of others and stand up on our own, exactly the ideals and
values that Rizal strove to fight for.
