RATIONALE

Sustainable solid waste management program is possible if there will be sufficient


political will in the part of the Local Government Unit (LGU). Because it is the responsibility of
the LGU to provide the means and capacity to have a good waste management practices.
Through establishing ordinances and initiating education and information campaign, citizens’
participation could be achieved. Solid Waste Management Facilities are essential tools not only
for the easy of processing of but also have a strong impact on the mindset of the people.

Most LGU have a negative impression about investing in their Solid Waste Management
Program (SWMP) because LGUs find it costly and impractical. But once properly designed and
implemented, SWMP could be income generating to the LGU as well as it could create jobs for
the people. This is proven by few LGU in the country. Development of related industries could
be achieved through the application of various technologies like biodegradable and residual
waste processing.

Some LGU may argue that every sustainable SWMP starts will the citizen’s participation.
It is correct at some points, but public initiative in segregation and applying SWM techniques
will be insufficient because if the end-pipe of the waste have no capacity to handle the solid
waste properly. In this case, the public’s effort to improve the SWM will be futile.

The efficiency of the SWM greatly relies on the proper segregation and diversion of solid
waste. Proper segregation relies on the knowledge and participation of the people. And the
participation of the people relies on the political will of the government to implement its policies
and to educate its people. This is why it all boils down to the integrity and willingness of the
government to make a difference.

The Municipality of San Lorenzo Ruiz, a 5 th


Class Municipality, under my leadership, gives utmost
priority and attention to Environmental problems and
concerns. Our duty is to address the problems and
provide necessary solutions.

As the population of the municipality grows, the volume of solid wastes


also increases. During Summer Time, Tourists flock our tourist destinations
such as Zipline, Nacali Falls, Mampurog River and San Lorenzo Ruiz High
Land. Along with this are waste generated from different sources such as
domestic, institutional and commercial. Mismanagement of these wastes
creates adverse effects on environment, health and sanitation, social and
economic well-being of the people of San Lorenzo Ruiz.

Solid waste is a global concern that poses threat and danger to the
environment condition which has to be addressed. On the part of LGU-SLR,
this is not yet alarming, but we have to take necessary and precautionary steps
to address the problem. The “Ecological Solid Waste Management Act of 2000”
provides systematic, comprehensive and ecological solid waste management
program. The law requires the LGUs to formulate their respective Ecological
Solid Waste Management Plan through participative planning approach.

In compliance thereto, the Municipal Solid Waste Management Board


(MSWB) was first created through Executive Order No. 28 s. 2016 which was
issued by the undersigned on December 6, 2016. It was reconstituted through
an Executive Order No. 07 s. 2018 issued on March 13, 2018. The MSWB is
tasked to efficiently and effectively monitor the implementation of solid waste
management programs of the Municipality.

At present, the LGU- considers the ESWMP a primary concern not just
as a requirement but as a tool and guide in addressing the solid waste issues
of this municipality.

The 10 year – ESWM Plan is being prepared consistent with the outline
provided by the National Solid Waste Commission (NSWMC). It went through
the process of waste characterization collected from different sources
preparedly to establish a correct and accurate baseline data as the basis for an
effective and reliable plan.

Finally, this 10-year Ecological Solid Waste Management Plan of the


Municipality of San Lorenzo Ruiz ensures sustainability, viability and
effectiveness in addressing the solid wastes problems of this municipality in
the years to come.

INTRODUCTION

The problem of solid waste generation and its management has become a genuine
concern of the Municipality. The rapid swelling population, increasing urbanization and
intensifying economic activities have all contributed to the generation of solid waste.
In response to this pressing concern, the Local Government Unit of San Lorenzo Ruiz has
adopted measures to anticipate vis-à-vis expansion of solid waste management services,
provision of a more cost-effective waste collection and transport, development and establishment
of cost effective solid waste disposal facility.

The enhancement of the Municipalities solid waste management will be done in


accordance with the provisions of Republic Act 9003 otherwise known as the Ecological Solid
Waste Management Act of 2000.While every citizen is responsible for its waste segregation at
source, the Municipality is primarily in charge of collection and transport of residuals until final
disposal. Thus, the City Government formulated and updates the Ten (10) Year Solid Waste
Management Plan. The Plan will serve as guide to public and private stakeholders in the
implementation geared towards compliance of R.A. 9003. However, the plan will only be
effective if all stakeholders will response and cooperate to the call of environmental protection
not just merely compliance.

A Municipal Solid Waste Management Board (MSWMB) the LGU of San Lorenzo Ruiz
was created under this administration and has formulated the 10-year Ecological Solid Waste
Management Plan consistent with the mandate of RA 9003. The Board was tasked to formulate
plans and policies for implementation and conducted massive information and education
campaign (IEC) for the awareness of the stakeholders. Regular meetings and conferences were
called upon to establish and maintain proper coordination and cooperation among the members
of the Board.
An ordinance shall be passed in support to the implementation of the plan. It is assured that this
plan which will be put into action will respond to the reduction of garbage and promote an
ecologically balanced and healthy community.

1.1 Purpose
1.1.a Municipality’s Vision related to solid waste management

It is envisioned that the formulation of the 10-Year Ecological Solid Waste


Management Plan will lead to the reduction and proper management of
garbage disposal, and will effectively promote an ecologically balanced
and Healthy community.

1.1.b Key issues facing the community

Generation of solid wastes varies directly with the rapid increase of


population which creates high degree of pollution resulting to a negative effect
on the social and economic well-being of the populace. Problems in solid
waste seems not a priority of residents due to lack of awareness and
information what negative effects may bring to them. People discipline for
themselves in as far as garbage management is concerned.

1.1.c Goals for the plan, and how the plan will help to alleviate the issues
facing the community.

1. Creation of committed and effective Solid Waste Management Board


Members to formulate plans and policies on proper garbage
management for strict compliance;

2. Formulate comprehensive and effective waste management program to


be implemented;
3. Institutionalize the environmental consciousness of the people through
intensive education campaign (IEC);

4. Integrate imposition of penalties for violators to establish self


discipline among the residents;

5. Motivate and encourage people to engage in backyard composting


activity using biodegradable wastes to produce soil
conditioner/enhancer fertilizers; and

6. Establish an eco-park and model demo farm for crops and vegetables
production to be replicated by the residents.

1.1.d Intent of RA 9003 and its effect on Solid Waste Management.

RA 9003, otherwise known as the Ecological Solid Waste Management Act of


2000 mandates all LGUs to formulate their respective 10-year comprehensive
Solid Waste Management Plan. This will enable LGU to well-manage them
own solid wastes generated thereby reducing waste residues being dumped to

1.2 APPROACH
The formulation of the municipality’s 10-year solid waste management plan has undergone
different stages as follows:

 Orientation conference with the members of the Municipal Solid Waste


 Management Board (MSWMB) concerning the proposed formulation
 of the 10-year solid waste management plan.

 Creation of Technical Working Group (TWG)

 Inventory of Solid Waste Management Equipment and Facilities

 Identification of Waste Generated in the Locality

SAN LORENZO RUIZ

2.1 GEOGRAPHICAL LOCATION

The Municipality of San Lorenzo Ruiz


is located in the southern part of the province and
bounded on the eastern part by the municipalities
of Basud and the Capital Town of Daet. In the
west, it is bounded partly by San Vicente, partly
Labo, Camarines Norte and Lupi, Del Gallego
that are municipalities of the neighboring
province of Camarines Sur. At the north, it is
bounded by Daet and at the south; Lupi bound it
again. The geographic position is 00’00” N 123 O

00’ E with a grid coordinates of 0.000 easting


500,000,000. It lies between latitude 13 O 56’ 00”
and 14 O 06’ 00” and between longitude 122 O 47’
00” and 122 O 57’ 00”.

Total municipal land area is 273. 65 sq.kms. or about 12.44% of the entire area of
Camarines Norte Province. Urban Area of the municipality is presently confined at Barangay
Matacong with land area of 26.98 sq. kms. Or 9.86% Rural Barangays are made up of Barangays
Daculang Bolo, Dagotdottan, Langga, Laniton, Maisog, Mampurog, Manlimonsito, Salvacion,
San Antonio, San Isidro, San Ramon and part of Barangay San Vicente of Lupi, Camarines Sur
Province for a total Rural Area of 246.67 sq.kms. or 90.14%.

It must be noted that the total municipal land area includes portion of Barangay Pulantuna
and San Vicente, both of Lupi, Camarines Sur under dispute. Barangays Manlimonsito,
Salvacion and San Antonio have the largest land areas while Barangays Daculangbolo,
Dagotdotan and Langga have smallest land areas.

In terms of land area of the municipality of San Lorenzo Ruiz to other municipalities in
the province of Camarines Norte. By land area, San Lorenzo Ruiz has a total of 20,000 (Has.) or
9.09% with 12 Barangays, being the Number 5 (Five) municipality in the province next to Jose
Panganiban with 21, 440 (Has.) or 9.75% in Land Area. Labo ranks the top largest among the 12
municipalities in the province having a total land area of 50, 360 (Has.) 22.89% with 52
Barangays. And Talisay being the smallest which has only a total land area of 4, 680 (Has.) or
2.13% composed of 15 Barangays. The fact that this municipality is small compare to other
municipalities of this province and having its rural settings until now are the reasons why it is
always threatened by the CNN thus close coordination of this station among military

In its humble beginnings, during the Spanish regime particularly in the Year 1800,
1896, the Municipality of SAN LORENZO RUIZ was once a Sitio of Barangay Mampurog
under the territorial jurisdiction then of the Municipality of Calasgasan.
It was said that the seat of the Municipal Government now of SAN LORENZO RUIZ
started as part of vast virgin forest during the Spanish Regime. An individual by the name of
Juan Aruljo who hailed from Guinobatan, Albay came to this place in the later part of 1896 and
cleared the area that later on became known as Matacong.
How the place was called Matacong originated according to old folks from the vernacular
term “Matarom” which means sharp. In those days; a creek named Matacong Creek connects
with Daet River. Hunters from the area usually places on the creek instrument called “Matarom”
or “Duhang”. These hunters when queried in going to this particular place would often reply
“Matarom”. Difference in their pronunciation occasioned by chewing betel nut or with the cigar
on their mouth sounded the name as “Matacong”. It later on became a by-word during the
succeeding generations as referring to the creek, which later on referred to the entire area
surrounding the creek as Sitio Matacong.
By 1905, the area called Matacong was sold by Juan Aruljo to a certain Victor Abaño
that subsequently sold the same to one Victor Racho in year 1917. Matacong later became part
of Daet after the former Municipality of Calasgasan was reduced to a barrio of the Capital town
of Camarines Norte Province. This took place after the so-called province of Ambos Camarines
was divided into two provinces of Camarines Sur and Camarines Norte on March, 1919.
Certain political events paved the way for the autonomy of Matacong. It commenced on
Year 1938 when local settlers of Matacong organized themselves in an organization called
“Samahang Magsasaka” (farmer’s association) and made representation with the Municipal
Council of Daet. The Municipal Council approved and made Matacong a barrio of Daet during
the term of Mayor Santiago Carranceja taken from its mother barrio of Mampurog. Corollary to
this, the Capital town of Daet lost its most important barrios that were created as Municipalities
of Basud and Mercedes.
Republic Act 6144 approved by then House of Congress of the Philippines on
November 08, 1970 created the Municipality of Imelda. It was made up of the barrios of
Daculangbolo, Laniton, Langga, Maisog, Dagotdotan, Mampurog and the so called Matacong all

part of the capital town of Daet as well as the barrios of San Isidro, San Antonio, San Ramon,
Salvacion and Manlimonsito duly separated from the Municipality of Basud.
On February 10, 1989 Republic Act 6708 was passed by Congress of the Philippines
changing the name of the municipality to San Lorenzo Ruiz in honor of the first Filipino saint.

In preparing a comprehensive 10-year SWMP, demographic changes through time must also be
considered. The solid waste generated has a strong relationship with the number of people
located in the LGU. The historical growth of population in San Lorenzo Ruiz is shown in

2.4. Economic Profile and Land Use

2.4.1. Economic and Financial Profile

The NSCB classified San Lorenzo Ruiz as a 5th class municipality. As probably the poorest in
the province, it is very much dependent on the national government or its existence and
operation. Records from the Bureau of Local Government Finance (BLGF) have shown that San
Lorenzo Ruiz received the lowest IRA from the national government compared with other
municipalities of Camarines Norte in 2008.

San Lorenzo Ruiz is considered an agricultural municipality as majority of its land is


devoted to agricultural activities. The major agricultural products are coconut, pineapple, Tiger
Grass, banana, fruits, rice, vegetables, and root crops. The municipal profile is shown below:

LABOR FORCE

 Labor force members comprise the 50.37% of inhabitants which is more than half
of the total population or working age group belonging to 15-64 age bracket 0-14
years and 65 and over comprised 47.38% and 2.23% respectively. This goes to
show that there are 47 persons (in the 0-14 age bracket 0 for every 100 persons
in the working age group. Likewise, there is 2 persons (in the 65 and over age
group) for every 100 persons in the working group age bracket.
Economy

TRADE, COMMERCE AND SERVICES

 Primary economic activities refer to natural resource extractive industries, such


as agriculture, fishery, mining and quarrying. These poultry, quail egg production
and piggery. Secondary economic activities include manufacturing, construction,
electricity, gas, and water supply. Tertiary economic activities refer to services,
such as wholesale and retail trade, hotels, and restaurants, medical and
educational services, housing.

 The municipality has two (2) types of commercial establishments namely Retail
Trade and Services with total of 126 establishments and 31,976 sq.m. total
commercial areas. This is about 4.00% of the total built-up area of the
municipality.

AGRICULTURE

 In terms of land use, San Lorenzo remains primarily an agricultural municipality.


Of the municipality’s total land area of 273. 65 sq.km, 4,550 hectares (54%) are
allocated to agriculture.

 Agriculture is the major economic activity in San Lorenzo Ruiz. The total existing
agricultural land is composed of 5,045 hectares. Major crops include pineapple,
coconut, rice, and vegetables such as ampalaya, eggplant, tomato, okra and pole
sitao. Among the major crops, coconut dominates the agricultural croplands,
occupying about 4,499 hectares. Rice occupies the next most dominant crop
with irrigated rice and non-irrigated occupying about 136 hectares. Pineapple
was abundantly grows in the locality occupying a total area of 128.75 hectares
and there is also 26.45 hectares devoted for growing vegetables like ampalaya,
eggplant, tomato, okra and pole sitao.

Aquaculture and Fisheries

 The Municipality of San Lorenzo Ruiz abounds with inland natural water bodies
ideal as fishing grounds. In addition, fish ponds are established to increase fish
supply for livelihood and economic gain. Fishing activities can be found in the
entire municipality where tilapia fish are being produced. Total area devoted to
fishing activity is about 12.414 hectares

Industry

 Industry has not made significant contribution to the economic development of


the Municipality of San Lorenzo Ruiz. It would appear therefore that the
municipality remained primarily dependent on Agriculture as its main economic
source.

TOURISM

 There are various potential and developing tourism sites in the municipality both
man-made and natural which are now rising as tourism destinations for all kinds
of eco-tourism activities in the Province of Camarines Norte. These tourism sites
have many activities which can be offered to visitors depending on the choice of
the tourists. These may include activities like trekking, mountain climbing, bird
watching, camping and all kinds of nature adventure.

 The Municipality of San Lorenzo Ruiz notwithstanding its rural-setting as a Small


Town boasts of existing tourism-related recreational areas; As of Year 2001,
there are existing tourist spots or attractions within the municipality particularly
Resorts at 1) Barangays Mampurog, Matcong, Dagotdotan along Mampurog
River where facilities consist of shed houses and generates significant number of
tourist visitors as well as revenues; 2) Barangay San Isidro along Botan River
although there are no established facilities therein for frequent number of visitors;
and 3) Barangay Maisog where there is Nacali Falls visited by significant number
of visitors despite absence of facilities.

5. MATACONG-MAISOG TRAMLINE

MATACONG-MAISOG TRAMLINE - a 379 meters tramline that


connects Barangay Matacong and Barangay Maisog. While seated in the
tramline the tourist will enjoy the view of majestic mountain ranges.

6. SAN LORENZO RUIZ HIGHLANDS AND ENVIRONMENTAL PARK.
It always fascinates every visitors with its breathtaking and panoramic view of
municipalities of Vinzons, Talisay, Daet, Basud and Mercedes. From this vantage
point, one can see as far as Bagasbas Beach and San Miguel Bay. A nature’s
Landscape in the highland area of San Lorenzo Ruiz with 20 minutes ride from Daet.
With elevation of 300 meters above sea-level and an overlooking site which can be
seenthe ocean-view and vicinity of nearby towns of Camarines Norte. An ideal
destination for sports activity such as biking, jogging and motor-biking and/or to
experience and heard wind-melody and calmness of nature.

HOUSING AND PROPERTY DEVELOPMENT

 At present, there is only one existing resettlement area in San Lorenzo Ruiz. It is
located on Purok 7 Barangay Matacong and it has 44 housing units with power
and water connection.
Infrastructure

ROADS AND BRIDGES

 Inventory of roads as of year 2020 within the municipality shows that there are a
total of 85 kilometers of road networks made up of provincial, municipal and
barangay roads. By type of road pavements: a) 11 kilometers or 12.95% are
concrete paved; b) 23 kilometers or 27.05% are asphalt paved; c) 24 kilometers
or 28.23% are gravel paved; and d) 27 kilometers or 31.76% are of earth surface
conditions. All barangays within the municipality are currently interlinked by road
networks.

 There are 8 existing bridges within the municipality. The Colgante Bridge,
Kabilang Sapa, Matacong Footbridge and TulayngPangulosa Barangay all of
Barangay Matacong; Laniton Footbridge at Barangay Laniton; Hanging Bridge at

Barangay Mampurog; Panodan Bridge at Barangay Maisog and the Mampurog-


Langga Bridge connecting barangay Langga and Mampurog.

LAND TRANSPORT

 Current transportation facility within the municipality is limited to a Public Utility


Jeepney Terminal situated at the Urban Barangay of Matacong as of Year 2012.
It can accommodate only limited number of vehicles and is usable but needs
improvement of facilities including parking facilities. There is also a terminal
facility for buses, tricycles and multicabs which is only occupying a space along
the streets of Matacong, Mampurog and Daculangbolo.

 Being a land-locked municipality, marine transportation is not applicable.


Likewise, the municipality’s proximity to the capital town of Daet makes the
services of air transportation negligible. there is also no railways stations and
terminals within the locality.

COMMUNICATION

 Landline telephone service, internet service and Broadcast media are available
within the municipality. Cell site facilities were also available within the locality
thus makes a strong signal of cellular phones.
WATER

 The San Lorenzo Ruiz Water Supply System is supplying and serving water
about 815 households with an average consumption of 16.5 cu.m/month per H/H.
POWER

 In terms of household electricity supply as of Year 2012 there are 2,030 or


71.80% of the total households within the municipality are served by electricity

 Electricity service is provided by the Camarines Norte Electric Cooperative


(CANORECO) from electric power supplied by the NAPOCOR. Facilities of
CANORECO within the municipality consist of electric posts, streetlights and a

metering station effectively serving only 6 barangays particularly Daculangbolo,


Dagotdotan, Mampurog, Matacong, San Isidro and Manlimonsito.

2.4.2. Land Use

Based on the existing land use, almost all of the 12 barangays engage agricultural farming,
except barangay east and west poblacion. The proposed plan identified areas that are suitable for
agricultural practices. This includes the prime agricultural lands and those that are presently
planted with tree crops. These areas which are suitable for agricultural practices have been
classified based on the Land Capability and Soil Suitability Analysis. The map for land use is
shown in Figure 4.

Urban land use would entail on the Poblacion area of the municipality. This would encompass
7.773 hectares or 0.28% of the total land area. It is broken down to residential, commercial,
institutional, industrial, parks, and open spaces. The breakdown of the Land use is shown in
Table 6 and Table 7.

EDUCATION
 Current level of school facilities for year 2020 within the Municipality of San
Lorenzo Ruiz indicates that: 1) different elementary schools are situated at
Barangays Daculangbolo, Dagotdotan, Laniton, Maisog, Mampurog,
Manlimonsito, Matacong, Salvacion, San Antonio, San Isidro and San Ramon
and 2) secondary schools are available at Barangays Mampurog and San Isidro
namely the San Lorenzo Ruiz National High School and its extension high school

named Alcantara High School respectively. These elementary and secondary


schools are all public in nature and in fair condition. There is no tertiary school
within the municipality at present which can be attributed to its proximity to the
Capital town of Daet and the dominant rural-setting.

HEALTH

 Municipal Health Center located at Barangay Mampurog offered services for


Maternal and Child Health Care, and programs for National TB Control,
Environmental Sanitation, Malaria Control, Medicine/Medical, Dental Care,
Dispensary Health, and Public Health program.

 The Office of the Social Worker and Development at Barangay Matacong


provides social welfare services such as family life education and counseling and
family planning assistance.

 There is also seventeen (17) Day Care Centers with seventeen (17) Day Care
Workers distributed to twelve (12) barangays of the municipality with 522-day
care children enrolled who are also beneficiaries of supplemental feeding.

Health & Nutrition

 Malnutrition Rate (0-5 years old): below 10% (CBMS Data: 4.73%)

 Morbidity Rate for leading illnesses: within acceptable condition per national
standards (Source: Municipal Health Office/Local Civil Registrar)

 Maternal Mortality Rate: 0.1% or below per 1,000 live births (CBMS Data: 2009)

HOUSING

 At present, there is only one existing resettlement area in San Lorenzo Ruiz. It is
located on Purok 7 Barangay Matacong and it has 44 housing units with power
and water connection.

PROTECTIVE SERVICES

 Present protective services and facilities are confined only to: 1) the Municipal
Police Headquarter within the Municipal building compound at Barangay
Matacong; and 2) Civilian volunteers consisting of tanod brigades in all
barangays. Police facilities are very much limited given its 22 police personnel or
at police to population of 1:572. The municipality is wanting also in terms of fire
and jail services. Other protective services such as security or detective
agencies and military facilities are not available.

COMPONENT BARANGAYS

 The municipality of San Lorenzo Ruiz is composed of Barangays: Daculang Bolo,


Dagotdotan, Langga, Laniton, Maisog, Mampurog, Malimonsito, Matacong,
Salvacion, San Antonio, San Isdiro and San Ramon. The capital barangay is
Matacong where the municipal building was built and where the Urban area is
located.

 San Lorenzo has a total of 12 barangays of varying sizes. In terms of population,


Langga is the smallest with 341 inhabitants as of 2019 while Matacong is the
largest with 3950. In terms of land area, Dagotdotan is the smallest with 2.73 sq.
km while San Antonio is the biggest with 54.64 sq. km. Daculangbolo is also the
most dense at 474 persons per sq. km while San Antonio and Salvacion are the
least dense at only 9 persons per sq. km.

ORGANIZATIONAL STRUCTURE

 Local government of San Lorenzo Ruiz has 205 employees, broken into 12
elective (5.37%), 32 permanent (15%) and 162 job orders (79.02). This translates
to roughly one employee per 69 population.

2.4 NATURAL AND PHYSICAL CHARACTERISTICS


A. Geographic Location. The Municipality of Imelda is located in the southern part of the
province and bounded on the eastern part by the municipalities of Basud the capital town of Daet. In the
west it is bounded partly by San Vicente and Lupi which is municipalities of the neighboring province of
Camarines Sur. At the North by Daet and south by Lupi again. The geographic position is 00’ 00” N 123 °

OOE with a grid coordinates of 0.000 easting 500,000,000. It lies between Latitude 13 ° 56‘ 00” and 14°
06’ 00” and between longitude 122° 47’ 00” and 122° 57’ 00”. It has an area of 10,528.2463 hectares.

B. Climate. Imelda falls under the Second Type of climate consisting of no dry season, very
pronounced maximum rain period from November to January; the municipality is frequently visited by
typhoons causing damage to coconut which is the main source of income in the municipality.

C. Topography. The municipality of Imelda has only two (2) types of topographic relief, the flat
lowland and the mountains area with an elevation of 300 meters above sea level.

D. Slope. Slope is the degree of inclination of a given area. It is the distance rise divided by the
distance run. In equation form,

Thus, a slope of 3% means that there is an again of 3 units for every 100 units of horizontal or
ground distance travelled.

Table 01 shows the various slope categories in Imelda together with corresponding descriptions,
land area in hectares and its percentage to total area.

E. Soil. There exists only one (1) type of soil in the municipality of Imelda, which is San Manuel
clay cloam. This is shown in Table 02 with its depth measurement soil parts and the soil description.

F. Geology. There is no available data on the geologic features of Imelda, and as such, we cannot
determine the fault zones, types of rocks, and types of bedrock formation in the municipality.

3.5 Rainfall

Rainfall is brought about by weather patterns such as different


causes of weather patterns such as air, streams, tropical cyclones,
thunderstorms, the ITCZ, frontal passage, etc. Its intensity or amount is
influenced by latitude or geographical setting, topography and exposure
season. Under certain conditions, surfeit or rainfall results in a potentially
disastrous phenomenon.

It has been shown in Table 12 that average annual rainfall in 1993 is


259.50 mm. in June (Province Record).

Wind is measured in terms of velocity and its speed is usually expressed


in meters per second (mps) and/or kilometer per hour (kph). The prevailing wind
direction at most station conform with the highest wind speed observed in the
province is 11.7 which occurs in the month of December and the lowest recorded is
3.9 which occurs in the month of April, May, June, August and September.

Temperature

San Lorenzo Ruiz has a relatively cold than the average temperature
recorded in the Province of Camarines Norte due to its elevation. Since, the
province has an average of 26.9 O C recorded in 1993. The hottest month is June
and the coldest is February (Table 14).

Humidity

The average annual relative humidity for the province is 83%. For 1993,
almost all monthly values of relative humidity is greater than 80% except for
November and December which posted more than 90%.

Weather Disturbances

All regions over the country are exposed to typhoons, since the divisions

Of the weather disturbance, tropical cyclones are the most destructive


because aside from heavy rains, which they release, they are accompanied by
strong winds.

From 1985 to 1993 a number of tropical disturbances hit the province but
the worst was in 1993 where “Typhoon Monang” brought a great number of losses
with a frequency of 173 kilometer per hour (kph), 51 pints higher from tropical storm
“Saling” in 1989 with a frequency of only about 122 kph (Table 16).

This data will be used in the calculation of the solid waste generation of the LGU for the specific
period of time. It will important for the required capacity building and Information and
Education Campaign (IEC) in the community.
3.0 SOLID WASTE MANAGEMENT

 As to solid waste disposal, the municipality identified methods such as collection


for the residual waste, composting for the backyard, recycling and selling of
plastics and other waste to mobile junk collector.

3.1 Institutional Arrangement

List of Existing Agencies of the Municipal Administration that


handle SWM and its services, and the roles and responsibilities of
the agencies:

a. Municipal Engineering Office


- Responsible for the equipment’s use for the collection of solid waste.

b. General Services Office


- In-charge of IEC to all residents and occupants of buildings in major
thoroughfares and the schedule of collection and other information needed by the
public;

- In-charge of the daily collection of both biodegradable and nonbiodegradable


wastes and supervise the operation of the multi-purpose
truck that collects the waste;

- Coordinate with the office of the Municipal Agriculture Office during the
transport of waste to the ecological park; and

- Implement programs, projects and activities pertaining to cleanliness and


waste management consistent with RA 9003.

c. Municipal Agriculture Office

- Supervise the operation and maintenance of ecological park as well as that


of the shredder machine and other facilities within the premises of Eco park;
and

- In-charge of the supervision and maintenance of composting operation and


plant nursery.

d. Municipal Official Chairman Committee on Environmental Protection,


Department Heads of the Offices concerned and the Designated MENRO
are given the responsibility to handle the IEC.

e. The junkshop present in the municipality is responsible for the buy and
sell of recyclable materials either placed in the MRF or direct from the
households, market and other establishments.

f. The Designated MENRO under the Municipal Engineering Office


leads the implementation of the Solid Waste Management Programs.

g. The Local PNP / is responsible for the enforcement of regulations on solid


waste management ordinances.
Implementation:
- Only residual wastes are collected by the municipal garbage truck for those who applied, paid
the corresponding fees and executed the garbage collection contract. No segregation, no

collection policy is strictly implemented. The specific date and time of garbage collection in a
particular place is scheduled and announced for strict compliance by all concerned.

- “No segregation, No collection” policy is imposed. Garbage not segregated and placed in
proper containers required by the local government shall not be collected. Instead, it will be
treated as violation of the anti-littering act as provided in the Comprehensive Solid Waste
Management Ordinance.

- The specific date and time of garbage collection in a particular place is scheduled and
announced for strict compliance by all concerned.
- Biodegradable waste of individual household and establishments are managed by themselves.
Individual household pit is encouraged.

Roles and Responsibilities of the agencies includes all aspects of SWM to wit:

Collection –(a) the town collects garbage on the scheduled data and time during Mondays,
Wednesdays, and Fridays (MWF). In the morning of these days, garbage to be collected are
residual wastes of the households and establishments. While in the afternoon are residual wastes
of the San Lorenzo Ruiz Municipal hall, Market, San Lorenzo Ruiz National High School
(SLRHS) Church, and public places like streets, parks, plaza and playgrounds; and (b) Tuesdays
and Thursdays (TTH). Only biodegradable wastes shall be collected in the morning of these days
in public places like streets, parks, plaza and playground.

Information, Education Campaign (IEC) Programs

Comprehensive Solid Waste Management Ordinance encourages everyone to participate


in the solid waste management program of the municipality. Information Education Campaign
(IEC) is a component of this endeavor, this is being done through Pulong-Pulong conducted in
the barangays. To ensure awareness of the residents, this municipality produces leaflets, and
posters containing slogans and information pertaining to proper solid waste management and
disposal.

All sectors especially the schools are encouraged to participate in the solid waste management
through Information and Education Campaign. Also part of this campaign is putting up of slogan
with the text “BASURA MO, IBULSA MO” in public places that can be easily seen and “NO
SEGREGATION, NO COLLECTION POLICY” in areas where there is an existing collection
system.

3.3 SOURCE REDUCTION


Recycling:
There are many mobile buyers in the Municipality San Lorenzo Ruiz Brought to Daet
Shop’s That cater Recyclable materials generated by households, market and commercial
establishments in the whole municipality and for the Biodegradable waste every
household shall be held responsible for their own.

Disposal:
Disposal – There are policies established by the municipality to effect proper
disposal of garbage in the locality. These are as follows:

a. No segregation, No Collection Policy


This requires segregation of garbage at source. Non-complying households shall not be entitled
to garbage collection. In this case only residual waste shall be collected. Biodegradable wastes
shall be composted by the households concerned in their own backyard. All other wastes are re-
used and recycled to reduce volume of solid waste generated.

b. Basura mo, Ibulsa mo


All are encouraged to put their little waste such as candy wrappers and the likes in their pockets
in case of being far from the waste container. The acts like this can help minimize the littering of
solid wastes.

c. Anti-Littering
Enactment of anti-littering ordinance penalizes those persons caught throwing their garbage
everywhere. It is a law that prohibits everyone to litter especially in public places like
playgrounds, plaza, public market, etc.

d. Burning is prohibited

Burning is strictly prohibited as it emits greenhouse gases that destroy our ozone layer which is
the cause of global warming.

e. Composting
Aside from composting facility established by the municipal government, all households are
enjoined to have their backyard composting activity at home. With this, initiative, they may able
to produce soil enhancer for their own consumption without spending so much expenses
purchasing inorganic fertilizer they need.

ENFORCEMENT OF REGULATIONS:

- Any individual person or persons who violate the Comprehensive Solid


Waste Management Ordinance shall upon conviction be punished by a fine as
follows;
1st Offense P1,500.00 or 10 days community work or both at the discretion
of the court.
2nd Offense P2,000.00 or 15 days community work or both at the discretion
of the court.
3rd Offense P2,500.00 or 20 days community work or both at the discretion
of the court.

3.4 COLLECTION
The municipality only collects residual waste for only two barangays due to no sanitary
landfill is available in the locality also the lack of transport vehicle and the waste from the
barangays are manageable.

As for the Biodegradable waste the household shall be held responsible for their own
waste generated.

3.4.1 Description of the existing system for each service area:

The Municipality handles the overall collection of wastes from government

offices, business establishments including public market for the two Barangays,
Matacong and Mampurog for its residual wastes.
Final segregation and disposal shall be done at the composting facility and MRF
at Brgy Matacong. Residual wastes shall be disposed at the residual containment
area (RCA).

3.4.2 Type of collection (segregated vs. non-segregated):

a. Garbage not segregated and placed in containers required by the local


government
shall not be collected and will be treated as violation of the anti-littering
ordinance and be penalized accordingly.
b. The collection of hazardous wastes (if necessary) shall be coordinated with the
municipal government for appropriate action.

3.4.3 Frequency of collection to same area for each type of collection.

3.4.4 Areas Currently Not Included In The Collection Service


The remaining ten (10) barangays of the municipality shall take responsible in the
management of their respective solid wastes consistent with the 10-year solid
waste management plan of the municipality. The five barangays included to the
ten mentioned above are from the southern sector of the municipality.

The MRFs established in the barangays shall be properly maintained, while those
barangays without the MRF yet shall be required to establish the same to be
placed in a piece of land determined by the barangay.

ONLY RESIDUAL WASTE SHALL BE COLLECTED


Garbage Collection shall be done regularly every week on the scheduled date
and time, to wit;
-Tuesday & Friday
A.M. – residual waste of households and establishments (commercial,
industrial, institutional, etc.)
P.M. – residual waste of San Lorenzo Ruiz Town Hall, market and San Lorenzo Ruiz
National
High School, Church and public places like streets, parks, playground and plaza.
- Monday and Wednesday
A.M. – Residual wastes on public places (streets, parks, plaza & playground) and
(Two) 2 barangays shall be managed and collected by the Barangay to bring to their
Respected Material Recovery Facility and from the Barangay MRF municipality’s shall
provide the garbage collection services program. These are the Matacong and Mampurog
particularly those houses situated along the road adjacent to the town proper. Households
and different establishments concerned in these mentioned areas are made responsible to
take care of disposing their own biodegradable wastes. Meanwhile residual wastes shall
be transferred to residual containment area (RCA)respectively at Barangay Matacong.

AREAS CURRENTLY NOT INCLUDED IN THE COLLECTION SERVICE

shall be as follows:
- P750.00 – shall be charged annually from commercial, industrial, institutional and other
related establishments. This may be paid monthly or quarterly on equal staggered bases.
- P 500.00 – shall be charged annually from residential buildings. This may be paid
monthly or quarterly on staggered basis.

3.5 TRANSFER
The barangays are responsible for the collection of their residual waste and shall be
collected by the Local Government Unit to be disposed in the Residual Containment Facility
Constructed at Barangay Matacong.

3.6 PROCESSING

LIST OF FACILITIES

The Local Government has a Centralized Material Recovery Facility equipped with
composting facility and RCA. This facility serves also as the processing area, It can contain up to
three hundred kilos of recyclable materials. Five hundred kilos of Residual and 300 kilos of
compostable wastes.

Another one is the Residual Containment Facility it has the capacity of storing up to three
thousand kilos (3,000 kls.) of residual waste and five hundred kilos(500 kls.) of special waste
this one is also located at Barangay Matacong.
Other:

- recyclables collected by Mobile Buyer brought to the capital town Daet


- Biodegradable wastes are managed by its household
- Residual wastes are further classified and brought to final disposal area as follows:
- plastic cellophanes are packed properly and brought to residual containment area
(RCA);

3.7 Disposal Facilities

Collection and disposal, the Local Government only collects the residual for the two
barangays which shall be stored at the Residual Containment Facility located at Barangay
Matacong, as for the Special wastes that shall be collected within the offices there is a separate
storage area.

3.8 Special Wastes


Currently the Municipalities collected limited special wastes in the different offices of the
Local Government Unit and being stored at the separate storage within the Residual Containment
Facility.

3.8.1 Health Care Wastes


The wastes from the different health institution within the municipality is stored in their
septic vault within the area of the facilities.

3.9 Market for Recyclables


The Recyclable material are collected by mobile buyers and brought to the Daet.

Intensive Education Campaign (IEC)

The technical working group on solid wastes, solid waste management board (SWMB), LGU
personnel concerned, barangay official shall educate people in the proper garbage management
and disposal and in the case of school the task to teach school children shall be the responsibility
of the teachers. IEC is being conducted through the following activities:

a) Monthly regular meetings and conferences for SWMB and other local special bodies;
b) Continuous IEC in the 12 barangays through pulong-pulong;
c) Meetings / dialogues with poultry and piggery owners;
d) Information, dissemination campaign in different schools;
e) Leaflets, streamers and posters; and
f) Billboards with text “No segregation, no collection”

Some key issues facing the community relative to solid waste management are laxity
of all concerned to seriously comply and abide with the policy in as far as implementation of
the plan, lack of self-discipline among the populace to cooperate and weak implementation of

4.2 Diverted Wastes

Recyclables such as dry cardboards, aluminums, papers, metals, tincans, plastic


bags, aluminum and such other recyclables items are to be sold directly to the
junkshop. The biodegradable conversion to compost is mostly from kitchen, backyard
and only a fraction of about 1.2 kilos every market day. While diverted non-
biodegradable or recyclable items could not be determined as it directly handled by
household junk buyers.

4.3 Generated Wastes

Kitchen food wastes, yard waste and all other biodegradable wastes generated
mostly by household shall be used in the composition facility.

Hazardous wastes are to be brought to the Municipal MRF for treatment and
final disposal with close coordination with DENR-EMB.

Legal / Institutional Framework

The Solid Waste Management Board is responsible in handling the entire waste
management activities to include garbage collection, processing and sorting for residual
containment operation, municipal street sweepers and IEC program initiatives. The lifestyle
change project focused on the changed behavior as a mechanism for sustainability. The whole
initiative of capacitating people towards change to promote waste diversion at source is
already a process of ensuring sustainability. People’s attempt at such segregation is already a

WASTE MANAGEMENT BOARD OF SAN LORENZO RUIZ, CAMARINES NORTE

WHEREAS, the increasing volume of garbage is posing a serious that to the general welfare and health
of the people, as the environment;

WHEREAS, in connection with the implementation of RA 9003, otherwise known as the Ecological
Solid Waste Management Act of 2000, promulgated on January 25, 2001 with the view to generate
greater multi-sectoral interest and partnership in addressing the garbage problem in the country today;

WHEREAS, DILG Memorandum Circular No. 2001-19 dated March 2, 2000, all Local Chief Executive
are enjoined to create Solid Waste Management Board in their respective level to take the lead in the
implementation of the Solid Waste Management Programs in their localities;

NOW THEREFORE, I, NELSON P. DELOS SANTOS, municipal Mayor of San Lorenzo Ruiz,
Camarines Norte, by virtue of the powers vested in me by law, and pursuant to R.A 9003, hereby order
the composition of the Municipal Solid Waste Management Board of this municipality, to wit;

THE FOLLOWING DUTIES AND RESPONSIBILITIES.

1. Develop the Municipal Management Plan to ensure long-term solid waste management, as
well as, integrate the various solid waste management plans and strategies of component
barangays.
2. Adopt measures to promote and ensure the viability and effective implementation of solid
waste management programs in all component barangays.
3. Monitor the implementation of the Municipal Solid Waste Management Plan, through the
component barangays, and in cooperation with concerned Non-Government Organization.
4. Adopt specific revenue-generating measures to viability of the Solid Waste management
Plan.Convene regular meeting for purposes of planning and coordinating the implementation
of the solid waste management plans of component barangay.
5. Oversee the implementation of the Municipal Solid Waste Management Plans.
6. Review every two(2) years, or as the need arises, the Municipal Solid Waste Management
Plan for purposes of ensuring its sustainability, viability, effectiveness and relevance in
relation to local and international developments in the field of solid waste management.

1. Develop specific mechanics and guidelines to implement the Municipal Solid Waste
Management Plan.
2. Recommend to appropriate local government authorities specific measures or
proposals for franchise or build-operate-transfer agreement with duly recognized
institution to provide either exclusive or non-exclusive authority for the collection,
transfer, storage, processing, recycling or disposal of municipal solid waste.
3. Provide the necessary logistical and operational support to component barangay.
4. Recommend measures and safeguards against pollution and the preservation of the
natural ecosystem.
5. Coordinate the effort of component barangays in the implementation of the
Municipal Solid Waste Management Plan.
6. Call on any concerned agency or sector, as it may deem necessary, support other
appropriate action.

SECTION 3. MUNICIPAL SOLID WASTE MANAGEMENT BOARD (MSWMB)


SECRETARIAT.

There shall be a Municipal Solid Waste Management Secretariat which shall handle the
administrative and technical activities of the Board. The secretariat shall also undertake liasing and
coordination of activities with appropriate agencies of the government. The Secretariat of the MSWMB
shall be headed by the Municipal Engineer in the municipality and will be assisted by the staff of
Municipal Engineer’s Office.

Let copies of this order be furnished to all members for their information and guidance.

This Order shall take effect immediately. Any exiting order found inconsistent thereto
shall be deemed repealed or modified.

Cross-Sectoral Issues and Concerns


As a compendium of multi-sectoral development scheme, this Comprehensive
Development Plan discloses issues and gaps which shall be addressed through inter-
sectoral and cross-sectoral discussions and consultations to formulate holistic approach
of development strategies and solutions requiring interweaving participation and
contribution from the concerned sectors.

Some development issues are confined within the conceptual boundaries of a


particular sector. Other issues however, are common to two or more sectors and such
issues can be addressed jointly by the sectors concerned. The compound and complex
development issues of the municipality are discovered in the course of the planning
process. These special issues are the following: poverty, education, disaster risk
reduction and management, climate change adaptation, public utilities and facilities,
unemployment, agricultural support, absence or lack of needed legislations and laxity in
the enforcement of laws, lack of funds, health and medical services.

As a result of the various consultations and planning workshops conducted, the


following issues and concerns in accordance with their development sectors were
identified and now forms part of the 2020-2025 Comprehensive Development Plan of
San Lorenzo Ruiz:

These issues shall be prioritized and be anticipated by the municipal government


because of its impact and implications on ecological balance, disaster risk reduction and
climate change adaptation. These will affect the people, institution, facilities and
structures. Thus, this plan presents mitigating and preventive measures to protect the
environment and maintain its balance.
It is identified in the environmental development plan that environmental laws
shall be strictly implemented and the LGU shall instill awareness on the care of the
environment through the implementation of Republic Act 9003 otherwise known as the
Ecological Solid Waste Management Act of 2000.

COLLECTION PERIOD:
Garbage Collection shall be done regularly every week on the scheduled date
and time, to wit;
- Monday, Wednesday & Friday (MWF)
A.M. – residual waste of households and establishments (commercial,
industrial, institutional, etc.) for the two barangays, respectively the Barangay Matacong
and Mampurog
P.M. – residual waste of San Lorenzo Ruiz Town Hall, market and San Lorenzo Ruiz
National
High School, Church and public places like streets, parks, playground and plaza.
- Tuesday and Thursday (TTh):
Only two barangays shall be covered by the municipality’s garbage collection services
program for the first two years. These are the barangays of Matacong and Mampurog
particularly those houses situated along the road adjacent to the town proper. Households
concerned in these mentioned areas are made responsible to take care of disposing their
own biodegradable wastes. Meanwhile residual and special wastes shall be transferred to
residual containment area (RCA), respectively, at the municipal final disposal and
recovery facility at Barangay Matacong.
The remaining ten (10) barangays of the municipality shall take responsible in the management
of their respective solid wastes consistent with the 10-year solid waste management plan of the
municipality.
The MRFs established in the barangays shall be properly maintained, while those barangays
without the MRF yet shall be required to establish the same to be placed in a piece of land
determined by the barangay. Residual wastes shall be deposited in the barangay RCA and its
accumulated volume shall be collected by the municipality.

Plan for the Construction of Different Facilities, Such as Composing Facility, RCA
and Centralized Material Recovery Facility
Local and International networking and other SWM related activities
The Municipal Solid Waste Management Board (MSWMB) has the following functions:
a) Develop the Municipality’s Solid Waste Management Plan that shall ensure the long-
term
management of solid waste, as well as integrate the various solid waste
management plans and strategies of the barangays in its area of jurisdiction. In the
development of the Solid Waste Management Plan, it shall conduct consultation with
the various sectors of the community;
b) Adopt measures to promote and ensure the viability and effective implementation of

solid waste management programs in its component barangays.


c) Monitor the implementation of the Municipal Solid Waste Management Plan through
its various political subdivisions and in cooperation with the private sector and the
NGOs;
d) Adopt specific revenue-generating measure to promote the viability of its Solid
Waste Management Plan;
e) Convene regular meetings for purposes of planning and coordinating the
implementation of the solid waste management plans of the respective component
barangays;
f) Oversee the implementation of the Municipal Solid Waste Management Plan;
g) Review every (2) years or as the need arises the Municipal Solid Waste Management
Plan for purposes of ensuring its sustainability, viability, effectiveness and relevance
in the fields of solid waste management;
h) Develop the specific mechanics and guidelines for the implementation of the
Municipal Solid Waste Management Plan;

i) Recommend to appropriate local government authorities specific measure or

proposals for franchise or build-operate-transfer agreements with duly recognized


institutions, pursuant to RA 6967, to provide either exclusive or non–exclusive
authority for the collection, transfer, storage, processing, recycling or disposal of
municipal solid waste. The proposals shall take into consideration on contacts,
franchise and build- operate-transfer agreements;
j) Provide the necessary logistic and operational support to its components cities and
municipalities in consonance with subsection (f) of the Local Government Code;
k) Recommend measures and safeguards against pollution and for the preservation of the
natural ecosystem; and
l) Coordinated the effort of its component barangays in the implementation of the
municipal Solid Waste Management Plan.

Barangay Solid Waste Management Committee

It is envisioned that San Lorenzo Ruiz shall be pollution free by the next ten years, with
sustainable solid waste management, collection, composting and dumping in a developed and
well managed dumping facility, progressive and resilient to climate change and disaster.

a) Well-informed and disciplined citizenry, cooperative and active in terms of solid


waste management;
b) Well-developed controlled dumpsite, accessibility and transportation facilities;
c) Active solid waste management board (SWMB) and barangay solid waste
management committee;
d) Active participation and involvement of CSOs / Pos, NGAs and other stakeholders;
e) Sustainable organic farming and vegetable production; and
f) Sustainable drainage system.
Coordination with barangays to implement segregated collection shall be done
through radio communications or through cellphones or meetings; and Collection of
recyclable wastes maybe stored in the MRF for scrappers to buy and pick them out for
sale or may be directly taken out from the source such as houses or establishments that
generates garbage.
Description of Activities to Date and Planned Activities
a) Conduct regular meetings consultative meetings and conferences;
b) Strengthening the capacity of MSWMB and BSWMCs in development planning
through trainings and seminars;
c) Improvement and construction of comprehensive drainage system;
d) Improvement of controlled dumpsite for residual, hazardous and special wastes;
e) Improvement of material recovery facilities for recyclable wastes both in the
población and in the barangays;
f) Maintenance of eco-park;
g) Reconstruction of organic composting facility and composting of biodegradable
wastes.; and
h) Maintain leachate pond at the final disposal site.
Coordination with barangays to implement segregated collection shall be done
through radio communications or through cellphones or meetings; and

Collection of recyclable wastes maybe stored in the MRF for scrappers to buy
and pick them out for sale or may be directly taken out from the source such as houses
or any establishments that generates garbage.

SWM System

- Regular meetings, consultations and conferences is very essential in the strengthening


and activating the role of every stakeholders particularly the members of SWMB. It is in
this venue where issues and concerns affecting solid waste management program are
thoroughly discussed, decided and approved;
- Capacity building seminar for the MSWMB and BSWMB in the prioritization
for effective development planning formulation and implementation;
- Construction of drainage system is needed to prevent the municipality from flooding;
- The controlled dumpsite where residual waste, hazardous / special wastes are to be
dumped should be develop maintained and improved;
- MRF and eco-park must be kept maintained for sustainable vegetable production;

Source Reduction

Reduction at source of solid wastes to be collected shall be strictly imposed. There


shall be mandatory segregation of garbage before transportation to its designated dumping
area. Recyclable shall be placed or stored in the nearest MRF, compostable ones shall either
be brought to the composting facility for shredding and composting or be composted at
source where it is situated. In doing so, only residual, special, and hazardous are brought to
their respective dumping places.

Source reduction programs to be implemented and implementation schedule.

The rural barangays shall be responsible for the segregation and collection of
recyclable and biodegradable wastes and initiate processing and storage through them
respective material recovery facilities (MRFs). However, for the urban barangays the

The MRF shall be established in every barangay. For this purpose, the barangay or
cluster of barangays shall allocate a certain parcel of land for the MRF whose site and actual
establishment shall be determined by the clustered barangays. The residual wastes will be
temporarily deposited in the barangay MRF.
Sectors to target

Composting is the process that produces soil conditioner/enhancer. It is considered an


income generating activity, and collecting and selling recyclables materials also generates
income for the scavengers. Target sectors for this are farmers for the composting and
scavengers for recyclable wastes and junkshop owners.
Materials to be addressed are the non-biodegradable, they will be segregated in
accordance with these categories. Those that are saleable shall be diverted and be brought
directly to the market for sale.
It is also encouraged that every household, establishments, institutions and market
should segregate their waste and establish a composting activity. With this initiative, it will
not just reduce the volume of waste to be collected but also will help in the economic wellbeing
of every sector due to generation and production of soil conditioner/enhancer. In effect
only residual wastes shall be subject for collection while the recyclable ones may either be
sold out at junkshop or be stored at the MRF.

Collection

Proposed User Fees for Solid Waste Management Services

a. Commercial, industrial/institutional, establishments shall be charge an annual garbage


fees as stipulated in the Comprehensive SWM Ordinance (Payment shall be made to
the Municipal Treasurer of the Municipal Government of San Lorenzo Ruiz).
b. Residential units covered within the collection points shall be charge an amount
depending on the rate as approved in the Comprehensive SWM Ordinance.
On residential Areas:
The collection of segregated recyclable is the responsibility of residents and residuals
is the responsibility of the municipality while the collection of compostable is the
responsibility of the barangay.

Overview

The Municipality of San Lorenzo Ruiz has initiated strategies in order to come up with a
systematized collection system to include but not limited to the conduct of baseline waste
collection data on current collection schedules, routes, and fuel consumption, work out a
cost-effective route and schedule for the municipality’s garbage collection including rural
barangays, follow-up and monitor compliance of collection route and schedule and regular
briefing of collection crew for systematic implementation of “No segregation, No collection”
Policy.

garbage collection since the current waste collection activity is being done by
administration through the General Services Office.
Storage and Setout
In every designated place there shall be three (3) enclosed receptacles for the
biodegradable and non-biodegradable wastes (plastics & cans).
It shall be the main responsibility of the head of the family, owner or manager
of an establishment or enterprise, head teacher, principal, supervisor or
superintendent of a school, to ensure the cleanliness and orderliness of their
premises as well as the surrounding vicinity.

Household / Residential Sources


Residents and household members are required to segregate their solid waste
into biodegradable and non-biodegradable wastes. They shall ensure that the
solid wastes are properly placed or contained in the enclosed receptacles.
There shall be an instituted system where household receptacles and
communal depositories duly provided by the municipality or barangays shall
be assigned or placed in a strategic location to serve the need of a cluster of
residential units.
The constituent members of a cluster shall have the primary responsibility of
ensuring the cleanliness and orderliness of their premises as well as them
common vicinity. They shall ensure further that their assigned receptacles are
properly maintained and in good order.
Public thoroughfares and grounds in front or in the vicinity of residential
houses must be kept clean and orderly by the owner or lessee of the house or
building at all times.
Tree cuttings and other materials of agricultural nature, including those bulky
materials emanating from the garden, shall be stored and collected separately.

Commercial, Industrial, Institutional, Market Sources

Solid wastes generated from these establishments shall be segregated into


biodegradable, recyclables, residuals, toxic and hazardous wastes. These
particular wastes should be duly segregated and shall be placed in an enclosed
bag prior to their storage in the assigned receptacles within the premises of
the establishments.
Health Center, Birthing Facilities, TB Dots Center, Laboratory,
pharmaceutical and mortuary wastes shall be stored, collected, transported
and disposed of in accordance with pertinent national laws, rules and
regulations and guidelines of other agencies of the government like the
Department of Health.
Construction debris shall be disposed of by and with the expense of the owner
of the building, contractor, sub-contractor or whoever the in- charge of the construction.

Segregated recyclables

Segregated recyclable wastes should be duly segregated and shall be placed


in an enclosed bag prior to their storage in the assigned receptacles within
the premises of the households, establishments and other institutions for
either direct sale to junkshops and or barangay collection for depository in
their respective barangay MRF.
The collection vehicle is garbage compactor, it collects segregated
recyclables every Monday, Wednesday and Friday (MWF). In the morning at
the individual households and establishments and in the afternoon at the
San Lorenzo Ruiz Municipal Hall, Market, San Lorenzo Ruiz National High School,
Imelda Elem. School and thoroughfares.

Segregated compostable
All biodegradable materials will be collected by the municipality and will be
composted either by windrow, vermin-composting or practical and
appropriate composting technologies available. However, the respective
barangays should encourage to the processing of their green generated
wastes. The necessary carbon material for enhancing digestion such as; rice
hull, sawdust, or sugarcane tops will be introduced in the biodegradable
waste pile windrows.
The collection vehicle is garbage compactor, it will collect segregated
compostable every Tuesday and Thursday (TTH). In the morning at the
San Lorenzo Ruiz Municipal Hall, Market and Thoroughfares.
Mixed solid waste/residuals
SOLID WASTE MANAGEMENT PLAN
(2018-2028)
Residents and household members are required to segregate their solid waste

commercial establishments of the municipality.

Segregation, Recycling and Composting


Segregation, recycling and composting of segregated materials are the
responsibility of the barangay. The SWM plan should describe how the municipality
will work with the barangay to implement the programs.
7.3.1 Segregation
The imposition of the municipality’s “No Segregation, No Collection”
policy enhances the implementation of segregated collection.

The municipality likewise devised a strategy relative to the monitoring of

segregation at the barangay level. (Enclosed matrix for the current monitoring tool
re: segregation at source).

Recycling

One of the major components of waste management is recycling. The identified


recyclable materials at the household level will be brought mainly to the Barangay MRF
(Barangay collection) to be picked up by Mobile Buyers. The recyclables collected by the
municipality will be brought to the Central MRF in the Eco-Center. The remaining recyclables
(e.g. plastics, sando bags, etc.) will be deposited to the Eco-Center’s Central MRF
for future processing and recycling. As part of the recycling strategy, the municipality
recommends amendments to building ordinances, requiring newly constructed buildings to
provide storage space, devices, or systems that will facilitate source separation and storage of
designated recyclable materials.

Implementation:
Residential Areas:

a. Segregated recyclables shall be properly stored before collection. These


recyclables shall be collected separately and brought to the recycling center, eco-centers
or junk dealers.
b. Local waste managers shall be designated in every barangay who shall oversee the
collection of the recyclables and shall be responsible in coordinating with the
accredited dealers of manufacturers of the recycle product.
c. Food and kitchen refuse shall be collected as fodder or feeds for animals those
portion that are not suitable as fodder shall be composted.
d. Residence shall avoid open burning and dumping and adopt recycling practicing
F’s scheme (feed, fermentable, food and fuel). Fuel materials from household
waste consist of two kinds (a) firewood materials consist of twigs, branches,
leaves, husk, shells, cobs, chaffs, saw dust, wood shaving, soiled papers, biogases,
stalks, etc.; and (b) flammable gas-produced by anaerobic decomposition of all
biomass or biodegradable materials in biogas digester.

Commercial Areas:
a. Segregation of waste from commercial areas (shopping malls, restaurant,
commercial complexes, recreational center, etc.) shall be mandatory before
issuance of or renewal of business permits.
b. Markets / Agoras shall adopt the segregation scheme that will facilitate the
segregation of recyclable, foods/vegetables waste, non-recyclable, etc.
c. Food wastes from commercial centers (e.g. food centers, restaurant, canteens, etc.)
shall be collected as fodder/animal’s feeds shall not be disposed to sewers.

Industrial / Institutional Areas:

a. In industrial establishments segregation of biodegradable /compostable and


nonbiodegradable/
non-compostable waste shall be performed to avoid foul odors and
proliferation of flies.

b. School (both private and public) shall adopt appropriate resources recovery and
recycling strategies.
c. Hazardous waste shall be incinerated only after getting proper assistance /
guidance from concerned agencies.

Composting/ Management of Biodegradable Waste


Composting
All biodegradable materials that will be collected by the municipality will be
composted either by windrow or vermin-composting. The necessary carbon material for
enhancing digestion such as; rice hull, sawdust, etc., will be introduced in the
biodegradable waste pile windrows. The huge biodegradable heaps will be processed at
the composting facility of the Eco- Agri Park. The compost product will be introduced to
the municipality’s vast agricultural area as an enhancer or soil conditioner.

Vermin-Composting:

Biodegradable waste shall be shredded into small particles and stock in sacks for 15 days
for decomposition and put to the compost bin with the presence of vermin-worm (Night
Crawler). Moist the biodegradable material every day for biological decomposition under
controlled predominantly aerobic conditions to a state that is sufficiently stable for
nuisance free storage and handling and is satisfactorily matured for safe use in
agriculture.
Compost must be produced through a process that combines plant and animal
materials with an initial C: N ratio of between 25:1 and 40:1

Aside from composting facility established by the municipal government, all households
are enjoined to have their backyard composting activity at home. With this, initiative, they may
able to produce soil enhancer for their own consumption without spending so much expenses
purchasing in-organic fertilizer they need. Every barangay household is monitored by their
Barangay Kagawad, chairman committee on environmental protection.
Marketing

The Municipality markets the recyclable materials and electronic wastes to the Mobile
Buyers operating in the municipality. Likewise, Rain-fed farmers and vegetable planters were the
target markets for the compost produced to promote the utilization of soil conditioner/enhancer
out from the processed green wastes and other biodegradable waste materials.

Disposal

After passing through all prescribed waste processing treatments such as composting,
segregation at source or at the MRF, etc., the remaining 10-20% will remain as residual waste.
This waste fraction consists of non-recyclables as well as multi-component parts unable to
segregate due to contamination, small sizes or other reasons. The treatment for residual waste is
to dispose it in a residual containment area (RCA). In order to reduce the environmental impacts
related to waste disposal leachate collection pond and biological treatment are being established
which hinder the seepage of waste pollutants thus controls negative impacts of leachate
contamination to the underground water.

SW Disposal Capacity

The Local Government Unit is searching a Vacant lot of at least one hectare to purchased
Utilized as an open dumping site, Centralized Material Recovery Facility, Residual Care area
and Composting Facility. With estimated lifespan of Ten (10) to Twelve (12) years.
Proposed Facilities

The municipality of San Lorenzo Ruiz is proposing to establish an “Eco-Center”


which is an integrated solid waste management system where vital facility were installed for the
mass composting of biodegradable materials, recycling of the non-biodegradable residual wastes
to enable the municipality to comply with the mandatory waste diversion and installation of final
disposal facility (residual containment area).
The approach of technology used in project implementation is entirely a pioneering
application since the system is an integration of a waste processing area for biodegradable and
non-biodegradable waste, a residual containment area (RCA) utilizing the space at the final
disposal area for the residual waste such as (plastic cellophane, candy and biscuit wrappers).
Special Wastes

The Municipality is responsible in bringing toxic, hazardous, and health center, birthing
facilities, Tb-dots center and laboratory wastes into the drop center and disposed of in a
designated area in the final disposal site. However, prior to final disposal the pre-treated wastes
(e.g. syringe, needles) will be stored in a high-density plastic container after which such
container is sealed with concrete. Likewise, other recyclables extracted in some of the selected
hazardous waste (e.g. used motor batteries) will be brought to its appropriate recyclers for further
treatment and proper disposal.

Information, Education, and Communication (IEC)

owners, establishment owners and vendors.

Introduction
The target participants in the conduct of IEC were the Sangguniang Barangays, households,
business establishments, institutions, religious institutions, and other areas identified during the
course of implementation. The conduct of IEC is implemented in accordance with the
Implementing Rules and Regulation (IRR) set in the R.A. 9003 and its methodology is likewise
designed to advocate and reach as to many citizens as possible and be oriented in the mechanics
of SWM. Stressed in the campaign was the need for a serious and sincere “lifestyle change” that
will ease the overhaul of the personal and societal practices that contribute to the generation and
mismanagement of waste in the households, businesses, and institutional establishments.

Core Messages

The project training modules will have patterned those developed by the Solid Waste
Association of the Philippines (SWAPP), to be adapted by the Municipality of San Lorenzo Ruiz
environs and viewed through Power Point Software.

Approach

Two fliers will be developed. The first discussed ecological solid waste management and
its principles. Composting principles, especially in application to home and kitchen waste, will
be discussed in the other flier. These materials were distributed to the Sangguniang Barangay
and all other groups that underwent the ESWM trainings. Three (3) posters with similar
advocacy relative to ESWM information will be posted around strategic areas in the municipality
like the market, LGU offices, schools, churches. Banners with five (5) different information on

Barangay Training on Ecological Solid Waste Management (ESWM)

The Barangays will be given training/seminar workshop with 30 participants per


barangay. These will have composed of the whole Sangguniang Barangay, Secretary, Treasurer,
Day Care Teacher, Barangay Health Worker, and selected tanods, puroks leaders, and point or
model households of the barangay. The training will enable them to formulate their vision and
mission statements, which will be incorporated in the barangay plan. Each barangay is provided
with a “Barangay Training Manual on Ecological Solid Waste Management” that contains
pertinent information and references useful for planning and implementing ESWM.

Various cross visits to different “puroks” and “sitios” in nearby municipalities were also
facilitated to observe exemplary waste management practices and enable the participants to gain
insights for them to apply their respective barangays.

Solid Waste Management Program.
Objectives:
1. To establish a waste processing and final disposal facility.
2. To set up an effective Solid Waste Collection System.
3. To undertake rehabilitation and closure of Municipal Controlled Dumpsite.
4. To institutionalize IEC, monitoring and enforcement mechanism for the municipality’s

Monitoring Program
The municipality has adopted a Citizens Monitoring and Feedback Mechanism (CMFM)
tool to be able to monitor barangay compliance with respect to enforcing the

The municipality has no other option of waste diversion except for the utilization of

bio wastes in order to increase waste diversion.

Institutional Aspect – Planned structure for the implementation of plan
Roles
It shall be the responsibility of the Municipal Solid Waste Management Board to
formulate plans and policies as regards to the solid waste management program of the
municipality and approved by the municipal mayor. The municipality, through the Sangguniang

Bayan shall enact laws and ordinances consistent with the priorities identified by the MSWMB.
The municipal mayor as head of the municipality shall execute and implement programs and
projects relative to solid waste management.

The barangay shall create a Barangay Solid Waste Management Committee responsible
to prepare plans and programs pertaining to proper implementation of garbage disposal.
Consultation meetings and conferences are regularly held involving all stakeholders. They are
allowed to share ideas as additional inputs for an effective plan formulation.

The Municipal Solid Waste Management Board is the policy-making body which sets the
overall solid waste management program thrust-geared toward the institutionalization and
ensures sustainability of its operation in accordance with the Municipality’s (10) Year Solid
Waste Management Plan which is in harmony with the provision of the R.A. 9003 and other
environmental related laws. Private entities and institution as generators, citizens, NGOs and
recycling companies shall be empowered and get involved in the government effort to properly
implement the solid wastes management program. Their active participation in the plan
formulation is enjoined.

Participatory Approach
The local government recognized that success of solid waste management does not just lies on
the technical methods in disposing waste. Thus, people’s participation was utilized wherein all sectors of
the community were targeted to become involved in waste diversion at their level. These include the
private/industrial/agricultural sector, the schools, the 12 barangays and all households. Citizens are
further given the responsibility to manage waste in the purok level.
Waste Minimization and Increase Waste Diversion

Due to the focus of the Lifestyle Change Project to promote waste diversion at source,
such source segregation is already evidently practiced with households, industries, schools,
barangays and different community institutions doing their own respective SWM initiatives.
Regular waste characterization revealed the decreasing trend in waste contamination reaching to
only 3% in non-biodegradable currently waste contamination in biodegradables is also down to
3%. This makes it easier for the garbage collection team and the Eco-Centre to further segregate

and divert waste. Currently, waste diversion at the Eco-Centre reached an impressive 70% which
is more than the 25% required by R.A. 9003.

Behavioral Change Approach


The Local Government of San Lorenzo Ruiz went beyond the conventional solid waste
management program of using an efficient collection system and infrastructure. Instead, it
embarked on a comprehensive education and advocacy that sought to change people’s behavior
towards responsible waste management. While information, education and communication are
enunciated in R.A. 9003, the Behavioral Change Approach is based on an education platform
that enables the target audience to learn the positive or negative consequences of their action. It
further focuses on the benefits derived from positive waste management practice thus leading to
individual and group motivation.

Legal
The municipality has been planning to work out specific ordinance relative to
enforcement entitled “AN ORDINANCE DECLARING CERTAIN PROHIBITED ACTS
REGARDING WASTE DISPOSAL AND PROVIDING PENALTIES THERE OF’’ which
have gone already its public hearing and be soon passed. It manifested its commitment to
collaborate and participatory form of governance by entering into a partnership with a Non-
Government Organization, to implement the initial phase of the SWM program – the
information, education and communication initiative. The Solid Waste Management Board
recognized that such technical component/facilities are useless if the source of the waste,
households and institutions do not exercise responsibility in segregation. The Board will design
the IEC initiative to go beyond just the simple manner of providing knowledge but was directed
towards changing people’s attitude and behavior emphasizing early on project planning and
design that waste management is people’s responsibility.

Social and Environmental Aspects

Even at the beginning of the solid waste management initiative, the local government
recognized that service delivery could be done by other community institutions. It manifested its
commitment to collaborative and participatory form of governance by entering into a partnership

to make IEC as the primary initiative is to highlight the need to capacitate and empower people
to responsibly manage waste at the source level. There was a realization that capacity-building
leads people to develop a sense of ownership.
Social Aspects

The waste diversion efficiency expresses the fact that citizen responsibility is increasing
with most households doing segregation efforts. This also indicates that the avowed goal of
changing lifestyle that promotes individual and household responsibility in solid waste
management is taking root. In this manner, the project has significantly changed people’s attitude
and orientation towards waste. Policies of the government, whether those stipulated in R.A. 9003
as well as the LGU policy of “No Segregation, No Collection” could not be realized without
people’s new knowledge and changed behavior in segregating and diverting waste. Proof of such
change is exhibited in the different manner by which community associations and institutions are
initiating their own respective SWM initiatives. All Twelve (12) Barangays have been covered in
the IEC campaign. All barangays have also established their own Materials Recovery Facility.

Environmental Aspects
For the Proposed Purchased of Sanitary Landfill the Local Government Unit of San Lorenzo
Ruiz has an existing allocation the only hindrance is that the difficulty to find a suitable and
agreeable location based on the amount of the allocation of the Municipality.

Cost Estimates/Financial Aspects

The Solid Waste Management Program of LGU San Lorenzo Ruiz is being financed
through the 20% Development Fund (20% of the Internal Revenue Allotment or IRA) as source

of fund. The yearly budget is being deliberated annually (which usually falls on the 3 rd quarter of
the year) under the auspices of the Local Finance Committee.

USER FEES FOR SOLID WASTE MANAGEMENT SERVICES

a. Commercial, industrial/institutional, establishments shall be charge an annual garbage


fees as stipulated in the Municipal Revenue Code (Payment shall be made to the
Municipal
Treasurer of the Municipal Government of Mina).
b. Residential units covered within the collection points shall be charge an amount
depending on the rate as approved by the Barangay Solid Waste Management
Committee.
However, the amount shall not to exceed P500.00.

Trust Fund Creation

The main bottleneck of implementing SWM program for LGUs is funding or how to
source out financing for its implementation on a regular basis. The common source of funds is
actually taken from the coffers of the 20% Development Fund which is apparently dwindling due
to a significant number of emerging cities. Thus, municipality of San Lorenzo Ruiz tries to make
innovation by establishing a solid waste management trust fund. This fund is intended to finance
solid waste management projects without passing the common procedural steps of having an SB
approval. The source of these funds mainly comes from the sales of recyclables, compost, and
other potential wastes classified as non-contaminated residuals otherwise known as alternative
fuel and raw materials or AFR and cash award incentives from various Provincial, Regional and
National SWM competition.
