TECHNICAL REPORT AMF SYSTEM

1. INTRODUCTION

This technical brief report is a synthesis of the submitted and AADC approved Material
submittals of the AMF panel, approved on 8 th August 2019; and the RGCP panel approved 29 th
August 2019.
All the information shown in this report is part of both approved submittals.

2. DESCRIPTION OF THE PROJECT AND AMF

The new Al Ain Project receives power from the primary substation 33kV/11kV. The 11kV power
network consist of a Switching Utility Station and 10 Distribution Substations.
The Switching Utility Station is fed from 2nos. incomers from 33/11kV Primary Stations and 7
nos. Generators. The Switching Utility station feeds 3 Ring Emergency loops for five Distribution
Substations, 7 chillers and 4 Transformers.

The PLC based Automatic Mains Failure (AMF) Panel, with Synchronizing and load management,
provides:
 Control and monitor the Switching station’s which contains 7 nos. Generators, 7 nos.
chiller feeders, 4nos Transformer feeders, 3 nos. ring Emergency feeders, 5 nos.
Emergency Distribution Station, and the monitoring of 20 nos. Outgoing feeders in the
Primary Substation (AMF RIO)
 Connection with the Electrical SCADA SCADA switch via IEC104 to takes the inputs from
all Emergency switchgear Distribution Substation feeders through RTUs and provide
command to the switchgear feeders via IEC 104 through RTU.
 Switching Station feeders are connected via Hard wire contacts from AMF

3. SYSTEM ARCHITECTURE

This Architecture graphic has been slightly adjusted from the one approved in August, 8 2019, to
improve the visual understanding.

Brief description of the architecture in case of power outage:


The AMF PLC sends a command to the seven numbers of RGCP/LCPs to start the Gensets. The
RGCP/LCP manages the Genset breakers, the starting of the Gensets and the associated genset
settings. The AMF manages the load shedding accordingly with the generator capacities.

During the restoration, the AMF module APM802 manages the synchronization of the power
plant to the grid, closing breakers K03, K33 and K17. After transfer of load to the grid, the RGCP
opens genset breaker and goes to cool down mode.

4. CONTROL SYSTEM DESCRIPTION

AMF PANEL:

The AMF Panel is based on a modular rack system that contains seven modules. cubicles

The CPU rack is based on a SIMATIC S7-400H Dual Redundant PLC. One PLC is working as a
Master and the other as Slave. Under normal conditions, the Master controls the plant.
The I/O racks (2nos.) has the analog and digital inputs and outputs (I/O). Those racks are based
on low power and ET200M components. The processor and the I/O racks are connected with
Profibus cables.

The balance four racks contain the two redundant base modules APM802, that manages the
breakers K01, K02, K03, K17, K33 and K34; with his associated two HMIs and the Mimic panels.

The AMF system performs monitoring, annunciation, and control of the electrical Emergency
power network. The AMF manages and control the Logic of Operation, including the logic of
feeders’ prioritization and the load management within the Emergency Power substations and
the switching station.

In the AMF workstation and HMI the following functionalities will be available:
 Control of circuits breakers / feeders as per the signal list
 Remote monitoring of alarms and events as per the signal list
 Data base manager and network monitoring of animated SLD

RGCP PANEL:

The RGCP panels are based on a modular rack system that contains two modules cubicles per
generator.
Each RGCP contains a base module APM802, regulation module and an HMI. In case of power
outage, the AMF will send a signal to the RGCP which manages the generator settings and the
generator breaker.
During power outage, the RGCP manages the genset regulation and the load sharing.
