Legal History

TESDA: Technical-Vocational
St. Ignatius Technical College, Inc. with business address at Zone 11, National
Highway, Barangay Poblacion, Tagoloan, Misamis Oriental, a family owned technical
school for secondary graduates who intend to pursue technical studies on Computer
Technology was granted a juridical personality by the Securities and Exchange
Commission on October 29, 2003 through its Registration No. CN 200322733. The
school started its operation by offering TESDA courses namely: Two Years Diploma in
Computer Technician and Two Years Diploma in Computer Programming. SITC has run
these programs for almost three years before each respective title was changed. In
2007, TESDA Director General issued a directive that all diploma courses will be
delivered based on the number of hours as determined and prescribed by the technical
school management. Consequently, SITC diploma courses were changed from Diploma
in Computer Technician to Computer Hardware Servicing NC II with 1,800 hours
duration of course delivery. Similarly, Diploma in Computer Programming was changed
to Programming NC IV with 1,800 duration of course delivery. SITC management has
successfully delivered the same computer courses under their new titles until 2011.

Another mandate was released by TESDA Director General in 2011, limiting the
number of hours of delivery of TESDA courses based on TESDA Training Regulations.
With such mandate, Computer Hardware Servicing NC II with 1,800 hours duration of
course delivery was limited to 292 hours only, since that year up to the present. TESDA
did not offer any more Programming NC IV because of some stringent requirements of
the program. SITC continue its operation with only one program being offered to
students.
In 2015, when the demand for Bookkeeping NC III was rising, SITC management
endeavoured to apply with TESDA R10 to offer the course and luckily the Tech- Voc
agency on April 23, 2015 granted a Registration No 201510043033, WTR 2436 for

Bookkeeping NC III 292 hours duration of course delivery. Since May 2015 up to the
present SITC continue teaching Bookkeeping NC III to interested students.

DepEd: Senior High School

In July, 2015 when the Department of Education (DepEd) encouraged the private
school owners to participate in the delivery of the new program of the basic education
which was the senior high curriculum, SITC management endeavoured to apply through
DepEd Central Office. After compliance with all the requirements asked by the
education agency submitted through DepEd regional and provincial offices, the school
was granted a Government Permit No. 230, s. 2015 on December 10, 2015 to operate
one Academic Track: Accountancy, Business and Management (ABM), and a Technical
-Vocational Track: ICT- Computer Hardware Servicing NCII effective SY 2016-2017

During SY 2016-2017, while the delivery of two senior high school tracks were
going on, many parents as well as graduating junior high students kept on requesting
SITC management to offer another academic track which was Humanities and Social
Sciences (HUMSS).Consequently, in March 2017, SITC management endeavoured to
apply to offer HUMSS for the next SY 2017-2018. Luckily, on May 8, 2017 DepEd, RO-
X, Government Permit No. SHS-P 076, s. 2017, was granted to the school to operate
the aforementioned academic track effective SY 2017-2018.

Again, owing to the persistent demand of many prospective senior high students
for a Technical-Vocational Livelihood Track on Automotive Servicing, SITC
management endeavoured to apply for a new permit to deliver Automotive Servicing NC
I & NC II. On July 19, 2019, a DepEd RO-X, Government Permit SHS P-155, s. 2019
was granted to the school to operate the aforementioned Tech-Voc Track effective SY
2019-2020.
To date, SITC is delivering four tracks: two academics (ABM and HUMSS) and
two Tech-Voc (ICT and Automotive).

o Gamecast is a hook for some functionality that will be available in the future.
What it does is send play by play data to our web server. The intent is that if you
are scoring a game on an iPhone (or an iPod Touch with WiFi connectivity), you
will be able to send the paly by play data to the server in real time, and other
people interested in your game will be able to access your data.

There are at least a couple of ways we intent to make this data available:

1. A web view of the game much like you can see on espn.com of MLB games
where as the game progresses, people can “watch it’ on the internet.
2. Another use with iScore can be kept in sync while you are scoring a game.

o A podcast is an episodic series of digital audio or video files which a user can
download and listen to. It is often available for subscription, so that new
episodes are automatically downloaded via web syndication to the user’s own
local computer, mobile application, or portable media player.

ST. IGNATIUS TECHNICAL COLLEGE, INC. NOT FOR SALE 13

o A vodcast is something like a TV program or element of a program. Unlike TV
programs which you have to watch when scheduled vodcast are stored on
servers and you can download them whenever you want.
o “Video on demand’ (VOD) with “cast” thrown on the end as in broadcast.

Benefits of Vodcast
 Video content on demand – when consumer wants access.
 Easier and cheaper than TV production
 Allows for skills and delivery convergence – a newspaper can be an online
broadcaster and a broadcaster can be an online newspaper.
 Flexible mass distribution much easier.
 Little to no cost for maker or consumer – no copies to be made and distributed.

 DESIGNING AND COPYWRITING FOR ICT PROJECTS

Design
- Question: “How?”

The plan for the end system is developed

 One or more designs are developed with which the project result can
apparently be achieved.
 One project involved producing a number of designs, which were quite
important to the success of the projects.
 Depending on the subject of the project, the products of the design phase
can include dioramas, sketches, flow charts, site trees, HTML, screen
designs, prototypes, photo impressions and UML schemas.
 The project supervisors use these designs to choose the definitive design
that will be produced in the project.
 Defines the implementation of the project without actually executing the
project.
 Once the design has been chosen, it cannot be changed in a later stage of
the project.
ST. IGNATIUS TECHNICAL COLLEGE, INC. NOT FOR SALE 35
Why are we doing this?

 To undertake a structured process to develop a detailed design for a solution

that meets agreed requirements.

What you’ll need to produce a detailed design

 Detailed design specifications Product planning.
 Develop test plans and use cases.
 Create stage plan for next stage update project plan and refine business
case accurately.

Copywriting and Design

 Copy and design are like the two oars of a run boat. It they’re not moving in
concert, you’re going to exercise an enormous effort only to gain very little.
 It you’re a marketer who has ever written copy for a display ad. Case study,
eBook, etc. You’re probably interacted with a designer. And the same goes
for designers – if you’ve ever designed a piece of marketing collateral, you
definitely had to work with a copywriter.
 When both don’t align from the start of a project, the warning signs start to
flare and the project goes downhill fast.
 Partnership between a copywriter and a designer is crucial to the success
and effectiveness of any web project.

 Constructing and Developing

- Question: “How to implement?”

 To use the agreed detailed design to build a solution that meets agreed business
requirement.

Constructing and Developing

 The ICT team actually constructs the projects or system

 The team uses a process map that identifies the procedures that need to be
completed to duplicate the agreed upon terms.
 Everything that will be needed in implementing the project is arranged.
 Potential supplies o subcontractors are bought in, a schedule is made, materials
and tools are ordered, instructions are given to the personnel and so forth.
 Implementation should be ready to start.
 All matters must be clear for the parties that will carry out the implementation.
 In some projects, particularly smaller ones, a formal development phase is
probably not necessary.
 The important point is that it must be clear what must be done in the
implementation phase, by whom and when.

MONITORING SOCIAL IMPACT OF ADVOCACIES VIA AN ICT PROJECT

As the world continuous to change and grow, many negative effects have
emerged out of the continuous development. People who have limited access to that
modern life can offer are logging behind, including the “Digital Divided” that separates
those who have access to technology and to those who have none.

REFLECTING ON THE LEARNING PROCESS

In the beginning, computers were created to facilitate engineering and scientific
calculation. Then gradually the computers useful found its way into business and
industry. Computers were quite expensive initially, and only those with enough budgets
would be able to afford them. Lately, computers have reached a point that they have
also become common learning tools, finding their way into school and homes to
accomplish tasks, and obtain knowledge and information.

 SOCIAL

 ECONOMIC

 SELF
o Integrating and effectively ICT as a tool for efficient and effective learning is what
every computer-based enriching as students cognitive skills such as critical
thinking, synthesis, analysis, and problem solving capability. As an individual
learner in school or at home, the students now has access to enormous
educational resource in advancing and learning more than what the regular class
room can offer, the students have now in their finger tips the resource that were
not available without ICT, and the efficiency and ease in accessing them has never
been as fast as today.
o ICT also allows learning outside the confines of a classroom and beyond the time
usually designated for learning. ICT in education has helped in student
collaboration; effective teachers are more of guiding and interacting rather than
simply downloading information from teacher to students. The challenge today is
the self discipline and self-management of young students in the use of ICT, since
computers also tend to attract them to entertainment and games, which distract
them from learning.

 SOCIETY
o ICT as means to improve the quality of community life is real and feasible. The
opportunities and challenge of implementing ICT for development need further and
deep study to ensure its effective application. Providing reliable, timely, and
accurate information to the resident or citizens of the locale or country would be
beneficial to everyone. An effective ICT execution should provide the following
benefits:

1. Better income and business climate

2. Superior help system
3. Improve educational system
4. Constant information campaign
5. Participative decision-making for constituents
6. Equitable sharing and utilization of resources
