‘THE RAILWAY SERVANTS

(PASS )RULES 1986’


 

Applicability:
Applicable to all the Railway servants except following:
(i) Apprentices – Apprentices Act
(ii) Casual Labours
(iii) Excluded by a general or specific order
2. Definitions :

(i)Adopted child means a child for whom there is


satisfactory proof of adoption

(ii)Attendant means a person exclusively


employed on salary in the personal service of
.Railway Servant.
(iii) Dependent relative in relation to
railway servant, whose father is not alive,
means :-

a)Mother including a divorced mother

b)(i) Unmarried Sister


(ii) Widowed sister
(iii) Step Sister
(iv) Legally divorced sisters
(v) Widow mother-in-law in case of
widow appointed on CGA
(iii) Dependent relative Contd….:-
c) Brother, step-brother under 21 years of age
provided he resides with and is wholly
dependent on the railway servant.

d) Invalid brother of any age and

e) Brother who has attained the age of 21


years and is a bonafide student of a
recognized educational institution.
3) Family includes :

(i) Spouse of a railway servant whether


earning or not

(ii) Son or sons below the age of 21 years


and are wholly dependent on the railway
servant.
3) Family Contd.. :

(iii) Son or sons of the age of 21 and above who are


:

a) bonafide students of any recognized educational


institution
b) engaged in any research work and do not get
any Scholarship/ Stipend;
c) invalid, on appropriate certificate from Railway
Doctor
d) working as articled clerk with a CA

(iv) Unmarried daughter of any age whether earning


or not
(v) Widowed daughter provided she is
dependent on the railway servant;

(vi) Legally divorced daughter who is dependent


on the railway servant;

4. “Recognized educational Institution” for the


purpose of these Rules means any school,
college, university or institution recognized by the
Government for imparting education or training in
any discipline, viz. General, technical or
professional.
Dependent means
A dependent relative means whose income
from all sources including pension,
dearness relief does not exceed 15% of
basic pay p.m. or the amount arrived at by
adding minimum pension/family pension of
Rs.9000/- and dearness relief, whichever
is more.

(D) Duty Cheque Pass: It is issued to
individuals whenever the occasion arises to
proceed on duty.
(E) Duty Card Pass: It is issued to the
employees who need to travel frequently on
duty e.g. SSEs/JEs/Signal Maintainers etc.

2. Privilege Pass:

► Issued to the serving employees


► Debited to pass account
► Entitles the holder to travel free of
cost
► School passes are also a type of
privilege passes
(a) Group “A” & “B” (Gazetted Officers):

6 sets of passes

(b) Group “C”

Up to 5th year - one set

4. Residential Card Pass : Residential Card
passes are issued to those railway servants
who live away from the place of work and have
to travel to their place of work even if they draw

Note : A companion in lieu of attendant allowed @ 1/3rd


difference of fare betn 2nd/SL and other class, if Pensioner
is 70Yrs or above
5. Complimentary Passes to Widows:
•Widows are entitled to PRCP as under:

•Scheme effective from 12-3-87


•Half the number of sets of pass subject to
minimum one set every alternate year
•Date of death to be taken as date of
retirement to determine entitlement
•Dependent widow/divorce daughter can be
included without insisting on co-residency
criteria (Bd’s dtd. 6-8-18)
•One time contribution Rs. 250/- for those
who couldn’t opt

Note :- Can draw from the Railway Offices located in or near the
place of residence.
Transfer of PRCP & Widow Pass

•Retired Railway Servants can transfer


their PRCP account to the nearest
office/station from the place of their
residence. Same facility is available to
Widows drawing widow passes

6. Special Passes : A Special pass may be issued to
family members or dependent relatives on :
(a) Medical grounds
(b) Sports Account
(c) For Attending Courts
(d) Physical handicapped persons.
(e) Passes to staff of Railway Co-operative
Society/Bank, SBF
(f) On any other occasion which the department or
Railways or Railway Administration deems fit.
(a) Pass on Medical Ground
(i) To serving/retired staff when referred to outstation hospitals
(ii) For the class of entitlement
(iii) Valid by Rajdhani/Shatabdi/Duranto trains
(iv) Break journey allowed
(v) For minor children (Boy<15, Girl<18), Railway servant or
spouse, children and a medical attendant who may be family
member, are allowed
(vi) Validity One week prior, three weeks after the appointment date
(vii) Two attendants, if required, may be allowed

(b) Passes on Sports Account: Railway servant or family
members, for participating in tournament and
inter-Railway contests organized by Railway Sports
Control Board/Railway Administration or recognized by
the State Associations should be issued passes of class
of entitlement of the railway servant on privilege. A
higher Class pass not higher than 1st Class may be
issued to a team when at least one member of the
team is ordinarily entitled to travel by the higher class.
Railway servant traveling with a team as official or coach
may be issued special pass. The pass shall, however,
not be valid for travel by Rajdhani/Shatabadi Trains.
(c) For attending Courts. A Railway servant who is
summoned to give an evidence in a criminal/civil suit, a trial
before a Court Martial or proceedings to which Government
is a party or a departmental enquiry held by a properly
constituted authority may be granted duty pass, provided
the facts to which he has to give evidence have come to his
knowledge in the discharge of his public duties.
(d) Passes to physically handicapped railway
employees:
(i)When a blind railway servant travels alone, one
attendant in the same class in which he travels,
should be allowed.
(ii) Wheel chair or Tricycle may be allowed on
privilege pass when it is certified by DMO that it
is necessary for employee to carry.
(iii)A higher-class pass (First Class) may be issued to
physically handicapped employee and an escort may
be included in the same pass provided it is
recommended by CMD. Such employee will get
only 1 set pass per year even though he is entitled
for 3 sets.
The disability can be:
 
(i) Not having one/two hands

(ii) Not having one leg above or below knee

(iii) Not having both the legs and using


artificial limbs, and

(iv)Lost the function of legs and has to walk


with the support of hands.
 
These orders would be deemed to be valid
during the period the employee is in
service
PASSES TO PwD* with Companion
● No need to mention the type of Disability
on pass. Mention of “PwD” is sufficient.
● “CoD” should be produced by PwD
● For companion, Companion Requirement
Certificate is necessary
● CRC to be decided by a committee of at
least DMOs accepted by CMS/CMD and
then issued by a DMO
● Any Companion of the choice of Railway
Servant can be included in addition to
family members
● Same facility available for PRCPs & Duty
Pass

● Companion will travel in same class
● If a family member/dependent family
member is PwD, CRC is required for
such member and a companion can be
allowed
● No attendant allowed

Luggage Allowance:
The following luggage allowance is admissible for the various
Classes.
Per adult
1. ACC/First Class ‘A’ /Ist Class white = 140 K.G.
2. First Class = 70 K.G.
3. Second Class = 50 K.G.
4. Attendant of Pass holder = 50 K.G.
 
Each child over 3 years and under 12 years of age
shall be entitled to 50% of the above luggage
allowance.
 
Railway servants are allowed to carry Television Set as
part of their personal luggage on their free pass but it
is considered to be 25 Kilograms per Television set,
uniformly against permitted free luggage allowance.
Similarly bicycle is considered as 40 Kg and a 2 wheeler
as 150 Kg.
 
The maximum quantity of luggage that can be carried
by a passenger in compartment should not exceed the
following.

1. 1st AC Class = 150 K.G.


2. 1st Class/A.C. Sleeper = 100 K.G.
3. AC Chair Car` = 40 K.G.
4. Second Class = 70 K.G.
 
 
(i) Passes to Railway servants under suspension.

⚫ Advance Passes/PTO
⚫ When passes for the current year are exhausted
⚫ One set of Pass/PTO can be issued – 100 days in
advance – Validity from the date of issue but not
exceeding One Month + Adv.Res. Period
Route
⚫ Pass shall normally be issued via shortest route, provided
that a longer route may be permitted on the Privilege Pass
in the following circumstances :-
1) Two alternative routes are available for a
destination, for example - Bombay to Kolkata via Nagpur
or via Allahabad and Bombay to Delhi by the Central
Railway(via Bhusaval, Itarasi, Bhopal, Jhansi) or by the
Western Railway (Via Surat, Vadodara, Ratlam, Kota) -
such passes may be permitted by either route
irrespective of the distance involved;

2) If longer route preferred by the Railway employee does

not exceed by fifteen percent of the distance via the

direct route such passes may be issued even if a double

journey over a small portion is involved

(for example - ex-Chittaranjan to Kancharapara via


Howrah or ex-Lucknow to a station on the Southern/South
Central Railway via Bombay V.T. or to take advantage of
terminal facilities as in Bombay V.T. - Kalyan or
Madras-Arkonam sections;

3) If the longer route is quicker than the


direct route, irrespective of distance
involved.
Passes to Licensed Porters (Coolies):-
 
The Registered Licensed Porters (Coolies) shall be
granted one set Complimentary Cheque pass & PTOs as
under:

SURRENDER OF METAL PASSES BY OFFICERS
WHO AVAIL OF LAP FOR A SHORT PERIOD IN
CONTINUATION OF DUTY.

Officers need not surrender Metal pass after


availing of LAP (When no CL at Credit)for a short
period after performing out station duty away
from Headquarters and use their metal pass during
return journey from the station from where they
proceeded on leave..

•Grant of complimentary passes to non-Railway men/
Organization not connected with the railway working :-
The issue of passes to non-railway man or the
organizations not connected with Railways is said to be
not “customary”, i.e. for which no definite rules or
orders exists. In such cases Railway Board can approve
the issue of passes.
 
•Grant of complimentary passes to non-Railwaymen/
Organization not connected with the railway working

Any special complimentary passes which are “customary”
i.e. to non-Railwaymen/Organisation like members of
Committees, viz. Railway Users Consultative Committees
and Sub-Committees thereof, the Passenger Amenities
Committees, etc., which may be issued by General
Manager, should not be a class higher than the First
Class. Such passes should be without attendant in
Second Class.
All India Leave Travel Concession
Facility
(AILTC*)
Scheme is applicable to all Railway
Servants including those on deputation
and are entitled to Privilege Passes but
not applicable to those undergoing
minor penalty of stoppage of even a
single set of Privilege pass

entitlement and family
