o Issuing of pass to railway employee:
▪ Duty Pass – White colour is to be entitled as per grade pay for a fixed time
period maximum of 1 month.
▪ Account concurrence is required for more than 1 month.
▪ Privilege pass is of pink colour for group D staff and has to be signed &
sealed for entitlement of free seat.
▪ Privilege pass is of green in colour for group c (g-pay 4200 and above), and
entitled to travel in 3rd A.C. for train other than Rajdhani, Shatabdi and
Duranto.
▪ When travelling with dependents, max 5 seats are allowed.
▪ Pass validity = 5 months
▪ Entitled for 1 set till 5 years thereafter 3 sets.
▪ Every year, for dependent and family members, employee has to give
affidavit.
▪ Register for record of free pass and PTOs is kept with SSE P way.
▪ For PTO, no route compulsion is there and is issued as separate half set.
▪ For the period when employee is not having pass or under renew period,
special duty pass can be given signed by depot head.
▪ Duty pass book has to be issued from ADEN office.

▪ Leave account register is maintained at SSE in-charge office.
▪ When L.A.P is encashed, it is as per last month Basic pay + D.A.
▪ Encashment can be done 6 times in 2 years interval.
▪ After encashment 30 days LAP should be balanced in your account.
▪ Max 300 laps can be encashed.

▪ At Jabalpur division, seniority is maintained ADEN wise i.e., seniority list of
staff under each ADEN will be separately maintained.
▪ For general promotions as per seniority, list from every depot is sent to ADEN office
where O/S makes the seniority list for sub division.

o Trade Test:
▪ Test for Promotion of artisan category.
▪ Promotion from Helper to Technician Gr.III and from Technician Gr.III to Gr.
II.
▪ Promotion for semi-skilled on the basis of aptitude test except in certain
category to be conducted by trade testing panel.
▪ In practice trade test is conducted by Asst officer and result approved by JAG
officer of Department.
o Union Formation:
▪ At Jabalpur, there are two unions present, Employees union and Men’s union.
▪ They get recognized by getting more than 30 percent of the votes of the total.
▪ Personnel department organizes their voting every 5 years.
o Screening of casual labour is not applicable now.
o Maintenance of schools is done by engineering department using Staff and welfare
fund.
o Non-Payment meeting is done after every 2 months – 1 union at a time.

• Attended block of rail unloading through EUR rake:
o Location: 793/21 km on Jabalpur-Itarsi UP line on Suhagpur – Guramkhedi UP line.
o Block timings: 11:40 to 12:40
o Salient features:
▪ Saw unloading of 130 m panels – 60 kg.
▪ Flash butt welding of these panels was done at Itarsi
▪ Labour and Track maintainers present: 40.

o Schedule of inspection of ADEN:
▪ Points and crossings: Once a year –
• All P & C on passenger running lines;
• 10 % of P & C on other lines.
▪ Curves: Inspect the curves based on results of TRC/OMS/FP and inspection
details of JE/ SSE/P. Way.
▪ Level crossing: Once in six months - all level crossings.
▪ Trolley inspection:
• Routes having speed above 110 Kmph and Multiple Line Routes:
Entire section once in 6 months by Push Trolley/ Motor Trolley
• Other Routes: Entire section including loops and yard once in 3
months
▪ Night footplate:
• Once in a month - to check alertness of Gateman / Station staff,
Patrolmen, Stationary watchmen, observance of speed limits by Loco
Pilots, visibility of signals/engineering fixed signals / hectometer
posts, riding quality etc.
• Inspection should preferably be done between 00.00 hrs. to 04.00 hrs.
▪ Bridge inspection:
• Once in a year (after monsoon) – All bridges including ROB / RUB
(Bridges whose condition warrant special attention to be inspected
more frequently) as per the procedure and instructions given in Indian
Railways Bridge Manual.

o Observations during machine working:
▪ 250mm clean Ballast cushion was available at site.
▪ Total GMT at site exceed 500GMT
▪ Period of last deep screening data was not available.
▪ Machine was working in smoothing mode with a general lifting not >100mm
before cleaning ballast
▪ Before starting the work, a preliminary survey was planned to check that there
should be no infringement within 4.5m along the track to the cutter bar.
▪ Adequate Ballast was available at Cess for Ballast profiling
▪ Before the Cutting operation a trench of 300mm depth & 1m width was
prepared for cutter bar
▪ DGS 439 was available for stabilization of ballast.
▪ Banner flag availability was ensured for the protection of Line as per G&SR
rule.
▪ Hooter was ensured for the safety of workers at BCM Site
▪ A person on either side of BCM was nominated for to watch for any
obstruction.
▪ Ramp of 1 in 1000 was given before closing the day’s work.
▪ Immediate after the deep screening a round of tamping with DTS was carried
out to resume the traffic at speed of 40kmph
▪ Then, Track Parameter was recorded and any deviation was brought to notice
of concerned SSE/Pway, Loose fittings were tightened, broken fittings
replaced.

32 Tungsten Carbide Tamping Tool (TCTT) are now being used for tamping 2
sleepers at a time. The lifting and lowering of tamping units are achieved by
means of a hydraulic tamping unit.
o Functions:
▪ Correction of alignment,
▪ Correction of longitudinal and cross levels,
▪ Tamping of ballast under the sleepers.
Tamping machine
o Pre-tamping inspection:
▪ Minimum 150 mm clean cushion was available.
▪ Adequate Ballast were insured for a minimum lift of 20 mm.
▪ Last deep Screening was done 5 years ago.
▪ Condition of Track drainage was not proper.
▪ Condition of Cess was satisfactory.
▪ Spacing of Sleepers were uniform for most of the part except few stretches.
▪ Fitting of ERC were in a good condition.
▪ No hogged/battered joints were encountered.
▪ As track was straight, a general lift had given for smoothening mode no
survey for the longitudinal level.
▪ No ballast heaping was observed.
▪ Availability of OHE staff had been ensured.

o Operation during tamping:


▪ Protection of site work and adjoining Track done as per G& SR rule.
▪ Straight Alignment were planned.
▪ No Point & Crossing present in planned stretch.
▪ Levelling being done on the general lift value.
▪ Setting of tamping depth being ensured properly.
▪ The depth of 12mm bet the top edge of tamping blade and bottom edge of the
sleeper in closed position being ensured.
▪ The squeezing pressure of 110 kg/cm2 being correct set.
▪ Maximum lift of 40 mm being done.
▪ Single Insertion between sleeper being done.
▪ The squeezing time of 0.5 seconds being set.
▪ The ramping of 1 in 1000 given before closing of day’s work.
▪ The parameters including gauge and cross level being measured after the
tamping by the staff and any deviation from the stipulated values being
recorded by the staff.
▪ After the day’s work the loose and broken fitting being replaced and ballast
being dressed properly.

▪ The engine Crew look back at the Curve to ensure safe running of train
▪ Loco pilot follows correctly Permanent Speed Restriction, Engineering

• Method:
o A steel casing pipe with a shoe at the bottom is driven first to the required depth. The
reinforcement cage of the pile is then lowered inside the casing and the pile
concreted. If possible, the concrete is tamped and compacted as it is poured, or a high
slump concrete is poured through a tremie. As the concreting of the pile proceeds
upwards, the casing is withdrawn keeping a suitable over lapping length.
