Barangay Capinahan

Brief History

Sometime in 1936, a certain Isidro Monares decided to name this place Capinyahan
because of the widespread abundance of wild pineapples that grew below lush
vegetations and towering trees.
Isidro Monares was the first to settle on this vast uninhabited forest and farmland and
he kept on expanding the area he planned to develop for farming. During that time the
forest teemed with variety of trees such as Apitong, Toog, Hambabalud, Anislag and
Lawaan which towered above the landscape.
Until the onset of the Second World War in the 1940s, Monares continued with his plans
and established his family in this place. After the war in the early 1950s the place was
gradually occupied by other people who like Monares wanted to develop this into a
farming community. They started to plant coconut trees and other crops that could grow
in the area.
In the early part of 1970s, the first leader of Barangay Capinyahan Lorenzo Nolla
Bronola was called the Tenyente was also considered the first Barangay Chairman of
Capinyahan. Due to old age and deteriorating health, his reign did not last long and he
was succeeded by Ignacio Velasco who is a native of the barangay. Chronologically,
below is the list of the previous Barangay Captains of Barangay Capinyahan.

1989-1993 --------------------------------- Emeterio Inopiquez

1993-2002 --------------------------------- Ignacio Velasco

2002-2013 --------------------------------- Gualberto Inopiquez

2013-2018 --------------------------------- Ian Jay Malinao

2018 to present --------------------------- Julito A. Inopiquez

In 1956 the first school teacher was Fortunato Viovicente and the location of the first
school site was established at a distant place from the present location. Since the
teachers during that time found the school site to be quite far the barangay leaders
during that time decided to move to a new location which is currently where the present
school and barangay site is located.

Presently, the barangay is composed of 5 sitios namely Calmaga, Kangkalaw, Naga,

Bontod and Busay.
BARANGAY SAN FRANCISO

HISTORY

Like most place which derived its name from their Patron Saint, this barangay has no
exception as it got its name from the saint Sr. San Francisco Xavier. A certain Eugenio
Pelayo, the first elementary school teacher of the place brought with him an image of
the Saint from Palompon, Leyte.

Back then, the place was originally name Sitio Kangkalaw a sitio of Barangay Cahigan.
The place has not celebrated a fiesta since they were contented to celebrate with the
fiesta of the mother barangay.

In the year 1950 a new leader and visionary emerged in the person of Feliciano A.
Delgado, a former guerrilla during the Second World War was determined to fulfil the
wish of the people of Barangay San Francisco to have their own feast day honouring
their patron saint. Together with erstwhile pioneer Eugenion Pelayo they collaborated
with the support from barangay leaders, they were able to have their barangay
separated from Barangay Cahigan.

The first fiesta honouring San Francisco Javier was celebrated in the house of Eugenio
Pelayo in sitio Tagaytay which was the first site of the barangay. The school and the
chapel were built at that place as well. Unfortunately, a strong typhoon destroyed the
school building and the chapel. The pupils and students were forced to transfer at the
adjacent barangays. Eugenio Pelayo who was one of the teachers was forced to
transfer to barangay Cahigan to continue his passion for teaching.

When Eugenio Pelayo died, it left a vacuum of leadership and the search for new site
build the new school building began. First the barangay leaders made a plea to those
who could donate a portion of his land and a certain Agustin Coster heeded to the call
and donated part of his land where a makeshift school was built. However, it was only
shortlive owing to the lack of school facilities and the classrooms were made of light
materials.

For the third time the barangay proper was moved to the land donated by Felimon
Pelayo where they built again another temporary school building while the donation
papers were still in process but unfortunately it was not finished. The school again was
closed for that reason.

Finally, in 1988 when Maximo Onde was elected barangay chairman of San Francisco,
the barangay proper where the school, barangay hall and other barangay facilities were
established. The land where the present barangay proper stood was donated by the
uncle of the barangay chairman Policronio E. Onde.

It was also during the reign of Barangay Chairman Onde that the feast day honouring
their Patron Saint San Franciso Javier was celebrated every May 25 of every year. This
date stood until finally it was moved to December 5 of the year 2019 which the Parish
Priest of Villaba Msgr. Manuel Damayo has long been suggesting since December is
the feast month of Senor San Francisco Javier.

BARANGAY SAMBULAWAN

HISTORICAL BACKGROUND

According to the elders of this barangay this is how this place got its name. In the early
1900s there was a thick and large bunch of trees that grew abundantly in this place.
This tree is distinctly thick and strong which made it suitable for use in the building of
homes of the early residents. Also this tree has an attractive and uniquely beautiful
texture which can be seen while it is still standing. This feature is so inviting to the
natives that is why their homes were mostly built out of it.

As the years passed, they felt the gradual disappearance and reduce in the numbers of
this tree and that was also where the native felt and recognize the importance of this
trees to their lives. To make a lasting imprint to the place, the resident and its leaders
decided to name the place after the SAMBULAWAN tree which is now extinct.

The first leader of the barangay also known as “Tenyente del Barrio” or Barangay
Chairman as we know now was a resident named Joremo Villamor. In the early 1930s
before the onset of the Second World War the Sambulawan Tree could still be found
around the place but the apparent reduction in their number was very imminent.

Right after the Second World War in 1945 the Sambulawan Tree was totally considered
extinct which the residents failed to protect and preserve. Thus, only the name of the
Barangay Sambulawan remain in memory of those precious trees.

Until the present day the people only wished they could ever see and touch the majestic
tree that once abound in their place and though this trees were rarely heard of in other
places, there are personalities like the 83 year old Francisco Albarico, who is one of the
oldest residents of Barangay Sambulawan who could attest to the veracity of the story
of how the barangay got its name. In fact with his still sharp memory he was able to
enumerate all the barangay leaders (Teniente del Barrios and Barangay
Captain/Chairman) which is listed below. He was only a sixth grader and has been a
member of the Sangguniang Barangay for numerous times.

BARANGAY NEW BALANAC

HISTORY
During early times this place was named Sitio Tangohay which is derived from the wold
“Tango” which, in native dialect means Fang as plenty of Wild boar fangs were said to
have abound the place. This sitio was part of Barangay Casilion which was the first
barangay created earlier. One of the prominent individual who owned a vast area of
land in this place was one Helario Sales who dreamed of one day making this place a
separated barangay. Together with Teofilo Ayunan, then Municipal Councilor of Villaba
they joined forces to make the necessary moves in order to make this place a separate
barangay considering the clamor of their fellow residents.

The first leader or “Tenyente del Barrio” as they were known, was Bonifacio Apuya who
was unanimously choosen by the majority of the people as there was no formal election
at that time. He served from 1960 to 1965 and was succeeded by Teofilo Sales the son
of the pioneer Helario Sales who willingly donated a parcel of land that would become
the site of the barangay. Also in that parcel of land that the School building was erected
because at that time the house of the barangay leader was used as the school room.
That was in the year 1968 that the parcel of land of was formally donated allotting one
hectare for the barangay site and half a hectare for the school site.

With regards to where the name New Balanac was derived from, here are the narrated
stories as told by the elders of the barangay. This place has an adjacent sitio named
Sitio Balanac which was formerly a part of the town of Villaba but was annexed by the
town of Matag-ob when boundaries were settled. At Sitio Balanac there was an
abundant number of fish called “Banac”: which abound at the river and the people
named Balanac from the name of the fish “Banac”.

Through the relentless effort and determination by Teofilo Ayunan and Teofilo Sales
barangay was named “New Balanac” to emphasize its distinction from the adjacent sitio
Balanac which is until now is a part of Brgy. Sto. Rosario, Matag-ob. This happened in
1968 when the school was also established and the first teacher was Concordio
Quiahon who taught grades one to four according to the elders of the barangay.
