Developing Diplomacy

Traditional diplomacy changed day by day as we passed from the 20th century to the 21st
century, with the effect of globalization. As a natural consequence of globalization, some
features of diplomacy have evolved in a completely different direction. This change and
development has caused some social, political and economic effects. Like what, it has become
a situation where diplomacy is not only done through the state. Some individuals and
institutions, such as NGOs, Religious officials, and Economists, began to affect diplomacy
directly and indirectly.

Diplomacy, understood as the representation and governing among recognized polities, is the
infrastructure of world politics. (Ole Jacob Sending V. P., The future of diplomacy: Changing practices,
evolving relationships, 2011, p. 530) In traditional diplomacy, representation factors are less than in
new diplomacy. The new diplomacy has led to the emergence of different representation
systems with globalization. As a result of the development of the social and political relations
of diplomats in the 21st century, their representation systems also encountered some
differences. The concept of representation in the field of diplomacy has expanded as a result
of the increase of actors representing states with globalization. The increase in the number of
people and institutions representing changed the social, economic and political framework of
state activity. (Wilfried Bolewski, Diplomacy and International Law in Globalized Relations, 2007, p.16) As
a natural consequence of the increase in representation: ‘’It is how the institution of
diplomacy, as well as the work done by diplomats and nondiplomats, is changing over time as
new actors are included in global governance and new forms of governing are being
developed and put to use.’’ (Ole Jacob Sending, 2011, pg.536)

During the transition from the 20th century to the 21st century, the interaction and depth of
interaction in diplomacy has greatly increased. In traditional diplomacy, interaction was not
very high. As a result of the development of communication tools, the depth of interaction has
increased. Increasing depth created positive and negative effects. The depth of the interaction
and the extent of the interaction has resulted in the creation of a huge source of information.
This intensity made it difficult to use the information correctly in the field of diplomacy. For
this reason, the foreign ministry has to make some innovations in order to properly manage
the increasing interaction. '' In view of the timely and appropriate realization of the
coordinating competence by the foreign ministry such political consultancy and advice
through academia seems not only very valuable but eventually indispensable in the endeavor
to foresee the unexpected and to imagine the future. '' (Wilfried Bolewski, 2007, p.8)

I think the most important change in the field of diplomacy is the depth of interaction. The
depth of interaction has shown its effect in the social, economic and political field. This
intensity of knowledge in diplomacy can cause some problems if not managed effectively
with government agencies. Due to the developing communication network, the information
density is increasing day by day. This interaction can have great effects in the social field.
Successful diplomatic representation is possible by carefully examining this intensity of
information and ranking according to priorities. Incorrect ordering of priorities can cause
economic and political problems. ''On the other hand it requests a better understanding by
civil society including science and academia of the demands, conditions and working
processes for political decisions under time-pressure, uncertainty and unpredictability of
changing circumstances, future events and developments. Scientists should develop a greater
sensitivity to the social and political impact of the advice proffered. '' (Wilfried Bolewski, 2007,
p.8)

In summary, Diplomacy has been an important institution for centuries. The transition from
Traditional Diplomacy to New Diplomacy has caused social, economic and political changes.
With globalization, NGOs and some organizations affect diplomacy directly or indirectly. As
a result of these developments, the social and political structure of diplomacy has changed.
The information density that increases as a result of the depth of interaction should be well
managed. In this way, social, political and economic problems that may occur through
diplomatic means should be prevented.
