Temporary Lodging Allowance (TLA)

UP TO 60 DAYS MAXIMUM!
• Members are required to actively seek off-base
housing.

• Complete House Viewing Log for all homes


viewed and return it to the Housing Referral
section every 10 days for TLA verification and
endorsement.
OHA Requirements

• Member must have a Navy Approved lease


negotiated through the Housing Services
Center in order to receive OHA/LQA, loaner
appliances/furnishings.
• Amenities such as satellite/cable TV,
internet/telephone, bicycle parking, etc. must
not be included in your lease.
• We ensure rent is proper for the unit’s location,
size, conditions and other factors imposed by
the Installation.
Certification of OHA

• Location – Within 30 miles of CFAY


• Size – Must be Larger than 550 Square Feet
• Conditions – Inspection required within the last 3 years.
– If a unit requires an inspection that maybe delay your move-
in and could affect your TLA. Please understand we have
limited number of inspectors and they have other inspection
scheduled weeks in advance. We recommend not to view
any home that requires an inspection.

Off-Base Housing Fees

Normal Required fees (Normally equals 1 months rent for each)

• Owner fee
• Renter’s Insurance – Is a prohibited item from being included in your
rent but most agents require it. Normally is no more than $250 for
two years.

Japan Pet Requirements

• All service members and DoD civilians who are pet owners
must complete the pet quarantine process prior to moving
off-base.

• The quarantine process is complete when the Yokosuka


Veterinarian signs the Pet Quarantine and Examination
Certificate (MDJ 270) Part IV. The pet owner will provide a
copy of the completed form to the Housing Services Center
prior to the off-base contract signing appointment.

Loaner Appliances

Appliances will be provided by the Housing Office


if the rental property is not provided. These
appliances are provided until vacating:
• Washer/Dryer

• Refrigerator

• Convection Oven If no Stove is Provided


• Stove - The resident is responsible for the connection.
These fees range between $100 to $150 and there
might be a disconnect fee which range from $40 to $150
due upon vacating.
Temp Loan Furniture

Loaner furniture is available for use up to 90 days.


This can be extended by the Housing Director.

90 days Return Policy

Exceeding the 90 days return policy will result in member


being required to do one of the following:
a) Personally return the furniture to Housing.

b) Reimburse housing the cost of picking up the furniture.


Housing will complete the DD Form 1131 cash collection
voucher and member will take to the PSD Cash Cage and will
provide a copy of the receipt to the Housing Office.

c) Failure to provide payment will result in a pay checkage via a


DD Form 139.
Note: If unable to return loaner furniture on time due to
deployments etc… Please contact the Housing Office.

In order to continue to draw TLA each member is REQUIRED to view 5


listings every 10 days! If not TLA may not be authorized. Extensions
beyond 60 days must be fully justified.

a. Visit www.homes.mil to house hunt online.


b. Visit Housing and review the binders. Remove
up to three listings from the binders.
c. Provide the listings to the interpreter who will
verify availability and will help to schedule your
viewing appointment(s).

Working with an Agent

• Some Real Estate agents have base access and


may be able to pick you up at a set location.
• You can visit any agency directly (English
Speaking Agent List is in your briefing package).
• Most Real Estate offices open around 1000 and
are open on the weekends. The office hours are
posted on their doors.
• Ensure you have your House Viewing Log when
you visit the agent.

This log must be completed and signed by the agent. Without the
agents signature TLA may not be able to be paid.
Selecting a Home

a. Negotiate Terms, Remember the things that


cannot be included in your lease and ensure
they are not.
b. Bring your selection form to housing. A counselor will
confirm the costs which will be required when you route
your requests chit for advance MIHA/OHA. (Housing is
authorized to approve advance MIHA/OHA for CFAY sailors
only, all others will have to have their commands approve.)
c. Once Chits Approved; Housing is in receipt of all required
paperwork…Schedule your SPW appointment

Paperwork Preparation

Housing will assist or will prepare the following:


• Housing can help with preparing the required OHA/MIHA
forms for advances.
• Housing will schedule your lease signing appointment
which will include:
 move-in date
 appliances and/or temp loan furniture delivery
 information on the amount of funds needed.
 Provide an advance copy of your lease for your
review.
Signing the LEASE

• Sign all documents with the Agent (escort agent if required or


you can take all the documents to your agents office)
– All payments will be made in Yen, you will receive the keys
and receipts.
– If you sign your lease at the agents office, please bring
copies back to the Housing Office.
• Will need to provide copies of all documents to your
CPPA/Disbursing/finance office.
• Counselor will discuss your responsibilities while living off-base.
Converting Dollars to Yen

Community Bank

• Please notify Community Bank at least 1 week in advance when
exchanging amounts over $5000.

* NFCU - Please notify NFCU at least 2 weeks in advance when


withdrawing cash amounts over $15,000.

School Bus Information

Please contact DoDEA to obtain the most current information regarding


the commuting areas and where the closest bus stops are located to your
residents. If outside the commuting area you will be required to provide
your own transportation to and from school or an existing school bus stop
within the DoDEA commuting area.
To confirm the location of the bus stops, take your Rental Map to the
DoDEA Student Transportation Office located in building 774 in Ikego.
DoDEA will provide you the latest information and will require you to
certify in writing that you have been advised regarding the commuting
areas.

Please understand, once your lease is signed,


Housing is not allowed to get involved in disputes
between you and your agent/neighbors, you can
request help from you command in these matters.

Rental Partnership Program (RPP)

Ikego information

• Approximately 6 miles (9 km) from Main Base.


• Is approximately a 20 minutes in moderate traffic.
• There is a Home-to-work bus (free, dependents can
ride once all Active duty are on board). This is
managed by PW.

• There is easy access to the train station (Keikyu Line)

• Elementary School: K-5


• Ikego CDC/Youth Programs
• Child Day Care (CDC) 0~5 years old
• School Age Care (SAC) 6~12 years old
MFH Application

ON BASE SELECTION – A list of available


units on that day will be provided in your
eligibility category (JE/SE/Officer)
– Senior Officer Quarters are handled
separately with CO approval for
assignment.
• Please note that Yokosuka is currently under a
mandatory MFH policy but that could change without
prior notice.
Pet Policy

• Limited to 2 per household


i.e. 2 cats, 2 dogs, or one of each
• Dogs are only authorized in townhouse, and units up to the 3rd
floor of high-rise.
• Pets are not permitted in high-rise elevators or any unit above
the 3rd Floor.
• Cats must be spayed / neutered. Please provide verification
documentation.
• All pets must be registered with the Yokosuka VET.
• Exotic or non-domesticated species or animals, to include
snakes, spider, squirrels, bats, monkeys, tanuki, or species
designated as wildlife, are not authorized.
Clarification Pet Owner

• Completion of quarantine, or in the process must be


provided.
• VET certification registered at Yokosuka VET clinic.
• Pet’s flight itinerary.
• If you do not have any documents to certify that your
dog is in Yokosuka or is scheduled to arrive, your
eligibility status will be considered as that of a non-
dog owner. Per CNIC having a dog is not a reason
to turn down MFH if desired to reside.

Bedroom Eligibility

• Yokosuka housing has a combination of 2, 3 & 4 Bedroom units.


Assignment is based on Pay Grade and family composition.
• All E7 and Above are eligible for a minimum of 3 bedrooms.
• Junior Enlisted (E-6 and below) eligibility based on family size and
composition.
• Yokosuka also has designated categories for Senior Officers (O6),
Officers (W1 to O5), Senior Enlisted (E7 to E9) and Junior Enlisted
(E1 to E6).
• Senior Officer Quarters are only located on Main Base and are
assigned separately and assignment is approved by the CO.
• Civilians will be normally be housed in Officer housing and bedroom
requirement.
MFH Application

• Each will receive the same list of available housing units for all
applicants in the same eligibility category on a given day.

• Member must return their Prioritized list by 1500 on 2nd business


day after receiving list as below:
Receive list on Mon, Return to housing by 1500 on Wed
Receive list on Thurs., Return to housing by Mon.
Receive list on Fri, Return to housing by 1500 on Tues.

• Preferences will be prioritized based on applicants’ Control


Dates. Each applicant will be offered an on-base housing unit.

• Per DOD/CNIC the Control date is the detachment date from


your last PDS.
MFH Assignment

• If there is no unit available in your category;


 You will be placed on the Waiting List based on your control
date, and will be referred to off-base. You will be eligible to
receive Overseas Housing Allowance (OHA). When you
reach to the top of the waiting list, you will be offered the
first available MFH unit regardless of location and type of
the unit.

 If you turn down the housing offer you will be removed from
the waiting list and your status will then be deemed
complete. You will continue to draw OHA.
MFH Assignment

• If there are available units in your eligibility category


but you decline or don’t make a selection, then housing
will make an offer regardless of location, if you decline
to accept the bona fide offer you will be referred to off
base and will not be eligible to draw Off base
allowances.
• If you are a dog owner and there are no dog permitted
unit in your category available; You will be referred to
off-base housing with OHA; Your assignment process
will be deemed complete. NO waiting list option and
you will not be allowed to return at a later date and
make application.
