1. Title of Project: Small scale poultry faming for improve the livelihood of low income families
at 66 Grama Niladhari Divisions from Nuwara Eliya Divisional Secretariat Division.

2. Project area: District: Nuwara Eliya.

3. Beneficiaries of the project:

Direct beneficiary: 4351 low income families.

Indirect beneficiaries: Egg and chicken sellers, agrarians and compost makers

4. Background of the Project :


Improvement of the livelihood of the village is very necessary for develop living standard of
grassroots level population and economic development of the country. The Government encourage to
develop the potential domestic production as utilizing local resources appropriate to diversify places.
‘Gama Samaga Pilisangara’ (Conversation with the village) National progrmme has given one of the
priorities to the livelihood development for the every Grama Niladhari Divisions (GND) for
upliftment of the low income people. More than 85% of the GND level development committees
proposed small poultry farming as the livelihood programme at Nuware Eliya Divisional Secretariat
Division (DSD).

Nuwara Eliya DSD is one of the divisional secretariat divisions in the Nuwara Eliya district which has
78 GNDs. Majority of the people in the project area are plantation workers, vegetable cultivators and
unorganized workers in different field, their income is not sufficient for fulfill the day today
livelihood. Lack of family financial management, more dependence in the household, women leaded
families, unemployment or low income employment and waste of time and money caused by working
too far places are some reasons for the high level of poverty in Nuwara Eliya DSD.

Therefore, to overcome from above issues there will be a need to increase the income level of the
families through find alternative income source. While small poultry farming is very suitable project
for additional earning of the low income families which has been able to implement with limited
resources such as space, finance, time contribution etc. There is the good demand for the chicken meat
and eggs. Hence this project is not only concentrated for the income of the people but also contribute
the economic and healthy food need of the country. Presently many people are involving the small
scale poultry farming in our project area. However this project will be aimed to establish the proper
system of farming and marketing facilities. Also it will lead to fulfill the goal of the presented and
build the prosperous Sri Lanka in future.

5. Brief Description of the Project

‘Gama Samaka Pilisangara’ (Conversation with the village) national progrmme is implemented at
GN division level in all over the country. The Government decided allocate three million rupees for
each GND for infrastructure development, livelihood development, environment and sustainable
development and social welfare & social development as 40%, 40%, 10% and 10% respectively in
2022. Development committees from 66 GNDs in Nuwara Eliya DSD proposed small scale poultry
farming under the livelihood development projects.

This project will be identified the 1902 beneficiary including low income families, women leaded
families, special needed people etc. from 66 GNDs. Thirty Thousand Rupees (30,000/=) allocated for
each beneficiaries buy chickens and making poultry sheds. Trainings and technical supports will be
provided by divisional secretariat for sustain the project. The Department of Animal Production and
Health (DAPH) Nuwara Eliya will function as the service provider to provide its technical support to
the beneficiaries, necessary follow-up actions to undertake the production activities and build the
capacity of the beneficiaries to continue their livelihood. The Divisional Secretariat, Nuwara Eliya
will function as an implementing partner to select beneficiaries, construction of sheds, support to
conduct trainings and purchase & distribution of chicks, Monitoring & follow-up activities with the
collaboration of DAPH to ensure the sustainability of the activities

Poultry Farmers Society will be formed in each GND for conducting this project. Also this project
proposed formed 5 regional level collecting center such as Agrapatanna, Thalawakele, Nanuoya,
Nuwara Eliya and Kandapola and they will collect the eggs and promote the value added process
and prepare the proper output for marketing. At the same time, we hope that this project will be
contribute to fulfill the need of food consumption in the country to some extent. Although this
project will be integrated with our other project as Compost making and Azolla cultivation
conducted by our Divisional Secretariat Nuwara Eliya.

6. Objectives
1. Income of the 4351 low income families through small scale poultry farming in
NuwaraEliya DSD increased in 2022
2. Establish the value added process and marketing networkers with stranded price.
3. Women’s involvement on small scale poultry farming increased
4. Support for poultry farming from government and non-government organizations
increased.
5. Level of malnutrition in Nuwara Eliya DSD decreased in 2023.

8. Rational of the project

The policy of the present government is in favor of village based domestic productions. Numbers of
people in our target area involve in small scale animal husbandry apart from their main employment.
Poultry farming is considered to be the best project for earning additional income to using small
space, low investment and less time. It a good opportunity for housewives to using leisure time as
useful way. Furthermore this project is practically easy to implement and achieve the target in short
run. Therefore most of development committees in our target area, unanimously proposed the small
scale poultry farming as the livelihood project.

Majority of beneficiaries are estate workers. Lack of land availability is main obstacle for carried out
the livelihood project among them. Hence this project is somewhat suitable to implement with
plantation community. Likewise malnutrition rate is highest in Nuwara Eliya district compare to other
district in country. This project expects to meet the nutritional need in our target area by selecting low
income families. Most of the people consume chicken and eggs as the affordable protein food in our
country, while it has good demand, especially local eggs. There are availability of marketing from
Cargill’s Food cities, Super Keels, Cooperative shops, pharmacies etc. are willing to collect eggs,
either chicken. In a regular basis with paying good prices from the project areas. Subsequently, this
project planned to establish a group of entrepreneurs to promote the value added process and prepare
the proper output for marketing.

This project hopes to integrate with other livelihood projects. Compost fertilizer making project are
going on plenty of GND in our DSD through Soubagiye Productive Village programme and other
livelihood projects. Hence poultry manures will be utilized for compost making programme. Likewise
Azolla, is high proteins content animal feed, which project is conducting successfully at Diyagama,
one of our GNDs. Therefore, we have an opportunity to get benefit from them.

9. Selection Criteria of Beneficiaries (Households)

10. Monitoring Mechanism and Reporting Requirements

A brief progress report at the end of each month with the following contents: results achieved;
highlights of issues and problems encountered during the implementation; recommendations on
how to resolve issues and problems related to the implementation and the certified work schedule
of extension staff for the payment (for the service rented by them).

A final report which will include work done and results achieved; highlights of remaining issues
and problems in the project area.
The Responsible Officer (RO), assisted by other relevant officers of the Project according to their
specific terms of references, will ensure receipt of reports from Service Provider and be
responsible for the monitoring and evaluation of the performance of the Service Provider under
the specific activity
