An Assessment of the Values Education Program in the Philippines


Following Models:
1. The Values Integration for Government Renewal or VIGOR Model
2. The Miriam College Foundation (MCF) Model

The Values Integration for Government Renewal or VIGOR Model


 The Civil Service Commission which is tasked with promoting integrity and
professionalism in the government issued Memorandum Circular No. 2, s. 1991 entitled
“Enjoining Agency Support in the conduct of Values Integration for Government
Renewal (VIGOR) Program and other Parallel Value Development Activities”. Section 12
of the Code of conduct and Ethical Standard for Government officials and employees
which mandated that the civil service commission be “Tasked with the administration
and enforcement of this Act”. Responding to the call, the commission come out with the
implementing guidelines of RA 6713 on March 25, 1985.

Section 1, Rule 111, Rules Implementing RA 6713 provides that it is the responsibility of
“every department, office, and agency to ensure that officials and employees attend
value programs and participate in Parallel value Development efforts”.
The Civil Service Commission envisioned certain support services and mechanism for program
maintenance that should be provided: These are

1. Authorizing the conduct of the initial batches of the Values Orientation Workshops
(VOW) from January to March 1991 by the Values facilitators who attended the
November 18 to 30 training.
2. Authorizing the participation of agency personnel to those VOWs;
3. Formally designating those values facilitators to take charge these workshop and giving
necessary office recognition and endorsement to them:
4. Allowing the value facilitator’s, coordinators, resource person, staff and participants to
be temporarily free from other responsibilities during the time they are to prepare.
5. Allowing the value facilitator’s to plan and conduct other value Development Activities.
6. Authorizing Material and financial support for these workshops (the VOWs) and other
values development projects; and,
7. Installing and maintaining open dialogue/communication between and among
concerned value development officials.

The Miriam College Foundation (MCF) Model


 The general goal of this model is to empower the person of the Filipinos teacher so that
he or she can develop the whole person of the adolescent Students who’s is sitting at his
or her foot. It has the following Objectives:

1. To prepare psychologically to undertake a personal change process;


2. To experience value clarification as a strategy in classroom learning;
3. To clarify and reinforce the thrust of the DECS for values education;
4. To learn facilitative ways of responding in a helping relationships;
5. To learn the effective use of the Total Person Experiential Learning (TPEL); and,
6. To gain inspiration and courage in facing back-home situation.
This Process helps the learner’s through reflection to know the facts or concepts, to put
these into action and also to appreciate, to love and be committed to what they learn and
do. In other words the learner’s whole person, his complete self, mind, heart and body does
the total learning.
A very positive attribute of this model is it’s emphasis on the development of the total
person and on the facilitative role of the teacher in Values Education. Another strength of
the MCF Model is it’s workshop approach which uses a blend of several exercises drawn
from other known valuing exercises or designed specifically for the activity. Such activities
require the active involvement of the teacher, hence fulfilling the experiential dimension.
It’s main thrust is limited to candid confrontation with an expression of personal feelings.
