1. Criteria for selection of Technical Proposal
1.1. The Technical Proposal should provide the following information:
(i) Summary of the Technical Proposa
Description of key features of the Technical Proposal, the special competence provided by the
Tenderer, and the main objectives as perceived by the Tenderer.
 (ii) Tenderer´s Experience
A brief description of the Tenderer´s organization and an outline of recent experience on
assignments of a similar nature.
(iii) Approach and Methodology
A short description of the methodology by which the Tenderer proposes to execute the services.
(iv) Curriculum Vitae (CV’s)

CVs of each individual team member shall be submitted. CVs have to be signed by the proposed
staff member and the authorized representative submitting the Tender, when so expressly
required by the ToR.
(v) Work Plan/Time Schedule

The work programmed should include a bar chart of items and sub-items and graphics of the
work plan proposed by the Tenderer.
(vi) Total Time Input

Estimate of the total staff input of time (core team and support staff) to be provided to carry out
the “Services” should be indicated.
2. Evaluation Criteria and Point System
2.1. The technical Proposal shall be evaluated and weighed according to the following:
I. Consulting firm’s general experience and relevant experience in the field covered by the
Terms of Reference (ToR) ----------------------------------------------------25%
II. Appreciation of and responsiveness of the consulting firm’s proposal to the ToR- 15%
III. Adequacy of the proposed methodology, work plan and time frame for undertaking
tasks as stated in the ToR--------------------------------------------30%
