The discussion started with Ms. Jessica Ramos-Casas, the representative of the Department of Interior
and Local Government - City (City DILG), reiterating some of the important points given by Ms. Vicky Sarcena
of the same agency during her speech about the mechanics of the Executive-Legislative Agenda (ELA)
workshop. Ms. Casas stressed that the projects to be proposed during the ELA must fall under the
Comprehensive Development Plan of the City. Since the proposed projects will be used as the blueprint of the
City Government for the next three (3) years, these identified projects must be given details such as budgetary
requirements, implementing agency or person and legal bases.

City Councilor Dante L. Apostol Sr., the Chairperson of the Committee on Franchises and Public Utilities,
excused himself as he transferred to another cluster because his proposed projects were for the making and
improving of thoroughfares.

Ms. April Marie C. Dayap, acting as the team leader of the cluster for Economic Development, informed
the people at that table that the cluster held a meeting prior to July 11, 2019. She explained further that there
were already suggested projects/programs/activities per subtopic under Economic Development.

It was decided amongst the members that cluster leader Ms. April Marie C. Dayap will report on the
outcome of the group’s discussions.

As there were no more proposed projects, programs or activities, the cluster proceeded to have their
lunch with the Mayor and the Vice Mayor at around 12 noon.
