1. Purpose
To provide clarification and definitive direction to CBI design houses in regard to trainstop
proving in the signal in rear.

2. Scope
The application of principles in writing CBI data varies across the MTM network and in
particular, from one CBI contractor to another. Many of the data writing practices are
attributable to legacy practices prior to the introduction of VRIOGS and the continued use
of these practices. In addition, the varied application of some signalling principles results
in: operational restrictions under fault scenarios; non-conformances to VRIOGS; and
highlights omissions, ambiguities and contradictions within the VRIOGS.

4. Background
Following receipt of control tables and data design packages from various design houses
as part of RRL, it has been noted that trainstop proving in the signal in rear is being applied
in some cases, and not in other cases. VRIOGS refers to trainstop proving in the signal in
rear in the following clauses:
VRIOGS 12.1, section 6.10.4 (c): The proving of the trainstop in the trip (stop) position
shall be reflected in the following control functions:
(i) The signal in rear unless the infrastructure manager directs otherwise and, if the train
has not yet cleared the overlap track of the signal behind or is not proved at rest behind
the signal.

VRIOGS 12.0.2, section 5.1 (3): Proving requirements to display a proceed aspect:
d) The trainstop shall not be proved in the raised position in the following control function:
(i) The signal in the rear unless the Infrastructure Manager directs otherwise.
and:
VRIOGS 12.1, section 6.10.4 (b): After the passage of each train, the trainstop shall be
proved to be returned to the trip (stop) position by a proving contact in a track stick repeat
function. This function shall be used exclusively in its own signal control circuit and shall
be indicated on the local Track Diagram if provided.

5. The Issue
There is confusion surrounding the interpretation of the above clauses in respect to proving
of the trainstop in the signal in rear. VRIOGS 12.1 section 6.10.4 (c) is referring to a
trainstop in the stop position whereas VRIOGS 12.0.2 section 5.1 (3) is referring to the
requirements to display a proceed aspect.
There is conjecture as to the use of the track stick repeat function being used in its own
signal and if it is to be applied in the signal in rear.

6. The Requirement
It is required to prove the trainstop in the trip (stop) position in the signal in rear’s warning
aspect, as stipulated in VRIOGS 12.1, section 6.10.4 c). In preferential order, it may be
achieved by:
1. directly using the trainstop trip (stop) detection input, as in the case of a CBI, or
2. where this is not possible, in the case of existing relay interlockings, apply the track
stick repeat function into the controls of the signal in rear.
These requirements are intended in a general context as that of VRIOGS 12.1, section
6.10.4.c. Individual project requirements that need to deviate from these requirements
shall require risk assessment and approval by the Chief Engineer via the standard waiver
process (L1-CHE-PRO-001).
Further more, VRIOGS 12.0.2 section 5.1 (3) is referring to the trainstop proving
requirements in the case of displaying a proceed aspect and thus is unrelated to, and does
not change, the requirement of VRIOGS 12.1, section 6.10.4 (c) that is, to prove the
trainstop in the raised (stop) position in the signal in rear.

7. Responsibilities
All planned works to cater for this design requirement.

This document is to supplement and clearly define MTM’s requirements in relation to
VRIOGS 12.1 and 12.0.2.
