  2. DO 50, S. 2016 – HIRING GUIDELINES FOR TEACHER I POSITION IN SCHOOLS IMPLEMENTING
INDIGENOUS PEOPLES EDUCATION EFFECTIVE SCHOOL YEAR 2016-2017
Who can apply?
1. BEED graduate
2. As per DO #7, s. 2015, applicants with non-education baccalaureate degrees with
eighteen (18) professional units in elem education/Child Psychology/Beginning
Reading/ Foundation of Education
Where to apply?
1.An applicant can apply to any schools nearest to his/her residence.
When to apply?
1. Teacher 1 applicants in the elementary can apply and submit applications from
January 10-21, 2022.

What are the needed data and documents upon application?
As per DO No.7, s.2015, an applicant shall submit to the head of elementary or secondary school where a teacher shortage or
vacancy (regular and/or natural) exists, a written application, with the Applicant Number indicated, supported by the following
documents:
a.CSC Form 212 (Revised 2005) in two copies with the latest 2x2 ID picture.
b.Certified photocopy of PRC professional identification card or a PRC certification showing the teacher's name, LET rating, and
other information recorded in the PRC Office.
c.Certified photocopy of ratings obtained in the Licensure Examination for Teachers (LET)/Professional Board Examination for
Teachers (PBET).
d.Certified copy of transcript of records.
e.Copies of service records, performance rating, and school clearance for those with teaching experience. If unavailable, the
applicant must submit a justification citing the reason/s for unavailability.
f.Certificates of specialized training, if any.
g.Certified copy of the Voter's ID and/or any proof of residency as deemed acceptable by the School Screening Committee.
h.NBI Clearance
i.Omnibus certification of authenticity and veracity of all documents submitted, signed by the applicant
ELEMENTARY

How many sets of documents will be submitted?

1.Applicant will submit three (3) sets of documents to


the school nearest to the applicant’s residence.
2. One set is for the school, one for the district and
one set will be submitted to the Division Office by the
Public Schools District Supervisor (PSDS).

ELEMENTARY

Who will accept and verify the documents?


1. School head of elementary school accepts the documents submitted by the
teacher applicant.
2. School head of elementary school where the applicant wants to apply,
verifies the veracity and authenticity of the submitted documents against
the original documents.
3. School head affixes his/her signature in the applicant’s folder and writes
the date and time of acceptance in the school.
4. School head issues certification to applicants.
5. School head transmits applicant’s folder to the PSDS.
6. PSDS encodes data and information of teacher applicants in their own
district using downloaded Form No. 6.
ELEMENTARY

Who will submit Teacher 1 applicants’ folder to the Division Office?


1.Public Schools District Supervisor/SH/AO makes a transmittal letter of the
applicants’ folder and submits to the EPS incharge as the receiving unit of
Teacher 1 applicants’ folder.

Who will take care of the applicant’s folder?


1.The Curriculum Implementation Division (CID) takes care of the folders
headed by the chief (Division Level)
2.The School Head takes care of the applicants’ folders in the school level and
the PSDS in the district level.

Where is the venue of the assessment for elementary?

1. School/District Screening Committee identifies the


venue.

2.Sub-Division assessment for elementary is conducted


in an identified school within the district (see
attached schedule in DVM No.002, s.2022-ask PSDS).
ELEMENTARY

Who will assess the different criteria as provided by DO #7, s. 2015?

1. School/District Screening Committee will assess categories A,B,C,D, E and F while for category G,
members of the assessment committee shall refer to EPT results (EPT 2020, EPT 2021)
2. PSDS will identify the members of the Division Sub-Committee responsible for the assessment of the
different criteria mentioned in item number 1 and list down in Assessment Form No. 4.
3.There will be different committees in the School/District Screening Committee responsible for the
different criteria as per DO No. 7, s. 2015.
4.For districts with more than twenty (20) applicants can create two (2) assessment committees for each
criterion.
5.There will be separate committee for secretariat chaired by the District ICT Coordinator and two (2) school
ICT coordinators as members.
6.In Elementary, there will be three (3) raters in demonstration teaching chaired by the Principal and Master
Teachers as members.

ELEMENTARY

What is the time standard to each applicant for demonstration teaching? Specialized Training
and Skills? Interview?
1.Demonstration teaching shall last for 40-50 minutes for the elementary.
2. Specialized training and skills’ demonstration shall last for NOT more than 60 minutes.
3.Interview shall last for 15-30 minutes per applicant.

What tool to be used in the assessment of Teacher 1 applicants in the Elementary?


1. DO No. 7, s. 2015
2. Assessment Forms will be issued to the PSDSs.  
ELEMENTARY
 
Guidelines in the Demonstration Teaching.
1.Applicant shall have his/her demo teaching in the assigned assessment room.
2.Demonstration Teaching shall last for 40-50 minutes.
3.Applicant shall prepare a Semi-Detailed Lesson Plan.
4.Raters shall use the prescribed rubrics as per DO No. 7, s. 2015.
5.Chairman shall submit the individual and consolidated scores to the Division Sub-Committee Secretariat
at the end of the day.

Guidelines for Interview


1.Applicant shall have his/her interview in the assigned assessment room.
2.Interview shall last for 15-30 minutes.
3.Interview shall cover applicants’ knowledge on teaching ability, classroom management and school fit.
4.Raters shall use the prescribed rubrics as per DO No. 7, s. 2015.
5.Chairman shall submit the individual and consolidated scores to the Division Sub-Committee Secretariat
at the end of the day.
 
ELEMENTARY

Guidelines for Specialized Training and Skills Demonstration

1.Applicant shall present his/her certificate of at least 10-day training to earn


five (5) points and shall demonstrate the skill to earn another five (5) points.
2.Applicant may demonstrate his/her specialized skill based on his/her
presented certificate to earn five (5) points.
3. Applicant shall demonstrate in the designated assessment room.
4.Specialized Training and Skills Demonstration shall last for NOT more than one
hour.
5. Raters shall use the prescribed rubrics as per DO No. 7, s. 2015.
6. Chairman shall submit the individual and consolidated scores to the Division
Sub-Committee Secretariat at the end of the day.
 
ELEMENTARY

What to do next after the Division Sub-Committee assessment?


1.PSDS-in-charge of the district collects Assessment Form 1A and verifies its
completeness against the number of applicants assessed and submits the same
to the FOCAL PERSON.
2.PSDS or assigned secretariat encodes the scores in each criterion using
Assessment Form No. 5A for elementary for consolidation and submission
online to FOCAL PERSON (EPS Inocencio T. Carag) .
3.PSDS will double check the entries in Assessment Form No. 5A based on
Assessment Form 1A before submitting through email and same scores MUST
also be encoded on the link which will be provided by the Division Selection
Committee.
4.PSDS maintains a hard copy of this form in the district for verification and
record purposes.
ELEMENTARY

As per DVM No. 002, s. 2022

Those already in the Registry of Qualified Applicants (RQA) for SY 2021-2022 who
are not yet hired have the following options to be put in writing;

a. Retain Score provided that all scores are still valid (i.e. EPT Score)
b. Update and specify the criterion/criteria in DepEd Order No. 7, s. 2015
for ELEM, JHS and Deped Order No. 3, s.2016 for SHS
c. Undergo the whole process of assessment

Submit all letter request to the District Selection Committee and to the focal
person/s of the Division Selection Committee.

Who can apply?
1.Aside from BSED graduates, graduates in the non-education baccalaureate degrees but with
eighteen (18) professional units in education are allowed to apply.

1.School/District Screening Committee will assess all categories as per DO No. 7, s. 2015
2.PSDS/School head in charge will identify the members of the municipal/school committees responsible for
the assessment of the different criteria and list down in Assessment Form
3. In the assessment of Teacher1 position in the secondary, there will be separate committees to assess the
different specialized training and skills, namely;
a.ICT e. Front Desk Servicing
b.HE
c.Industrial Arts
d. Arts and Design
Assessment centers for the specialized training and skills will be identified by EPS Melita Cuarteros in-
charge of TLE.

Who can apply?
1.Aside from BSED graduates, graduates in the non-education baccalaureate degrees with
eighteen (18) professional units in education and any graduates of a four year course are
allowed to apply (refer to DO No. 3,s 2016)./ EIM/SMAW/RAC/ARTS AND DESIGN
 
Where to apply?
1.An applicant can apply to only one school nearest to his/her residence.

When to apply?
1.Teacher applicant can apply and submit applications from January 10-21, 2022.

In the computation of general weighted average of an applicant who
studied in different learning institutions with different grading system, grades
in the earning units shall be transmuted parallel to the grading system of the
former before computing the GWA.

What to do next after the Division Sub-Committee assessment?


1.PSDS-in-charge of the district collects Assessment Form 1C and verifies its
completeness against the number of applicants assessed and submits the same
to the FOCAL PERSON.
2.PSDS or assigned secretariat encodes the scores in each criterion using
Assessment Form No. 5C for secondary for consolidation and submission
online to FOCAL PERSON (EPS Gerry Goze).
3.PSDS will double check the entries in Assessment Form No. 5C based on
Assessment Form 1C before submitting through email and same scores MUST
also be encoded on the link which will be provided by the Division Selection
Committee.
4.PSDS maintains a hard copy of this form in the district for verification and
record purposes.

The General Guidelines for the Elementary, Junior High School and Senior High School on the
conduct of SCHOOLS DIVISION ASSESSMENT FOR ELEMENTARY, JUNIOR HIGH SCHOOL & SENIOR
HIGH SCHOOL TEACHING POSITIONS FOR SY 2022-2023 REGISTRY OF QUALIFIED APPLICANTS (RQA)
were presented by the facilitators and with the consensus of the body the following were agreed
upon:
 
1. DepEd Order no. 3 s. 2016 will be used as guidelines in the assessment of Senior High School
teacher applicants;
2. DepEd Order no. 7, s. 2015 will be used as guidelines in the assessment of Elementary & Junior
High School teacher applicants;
3. DepEd Order no. 50 , s. 2016 for IP applicants

1.All hired contractual Senior High School Teachers shall undergo


the assessment process and are advised to submit their
documents to the School Head of the School where they are
teaching. Non-LET passers are no longer allowed to participate in
the assessment.

3. Applicants who are already in the RQA of SY 2021-2022 and are NOT yet
hired have the following options to be put in writing and submit such letter to
the Division Focal Person/s and to the District Focal Person:
a.Retain score
b.Update and specify criteria in DO no. 7, s. 2015 and D.O. no. 3, s.
2016 for Elementary/Junior High School and Senior High School
applicants respectively
c. In that particular criterion/criteria where updating will be done, all
the documents shall be assessed or re-assessed.
4. Documents submitted after the set deadline shall NOT be accepted or
included anymore.

5. If an applicant who is in the RQA opts to be reassessed, he or she should be ready to


accept any consequence. Thus, the result may increase or decrease;

6. Applicants are required to get a certification of their General Weighted Average (GWA)
from the school where they graduated. For those who cannot secure, they are required to
submit an encoded soft copy of their grades copied from the TOR indicating the grade and
the no. of units earned in each particular subject. All subjects with grade and with
particular number of unit earned are included in the computation of GWA;

7. In the computation of GWA where the grading system uses letters e.g. A+, B, B+; the
median of the corresponding value of the letter grades should be used;

8. Certificate of Employment MUST be secured indicating the number of


months rendered;
9. School Heads are advised to post this Memorandum on conspicuous places;
10. Every school MUST have a School Screening Committee;
11. Immediate assessment of documents as to completeness should be done
by the School Screening Committee upon submission of applicant;
12. The template on the profile of the applicant should be strictly followed and
MUST be properly coded;

13. Assessment Forms 5A, 5B, 5C MUST be properly accomplished;


14. Those who took the EPT last August 2020 and August 2021 are
NOT required to take the EPT anymore because the result of their EPT
is still valid.
15. Applicants are required to submit 3 sets of documents in each
particular level he/she applies for wherein these copies will be given
to the School, District and Division Screening Committees for proper
assessment and evaluation;

16. Certified True Copy of Documents as stated in 5.2 of the Guidelines should be submitted
and Omnibus Certification on the Veracity and Correctness of the documents submitted
MUST be notarized;
17. There will be separate RQAs for Kindergarten Education, Elementary Education, Junior
High and Senior High School. Elementary Teacher Applicants who meet the qualifications of
Kindergarten Teacher as stated in D.O. no. 7, s. 2015 must be prioritized to be assigned to
handle Kindergarten.
18. Secondary School Teacher applicants may apply both in the Junior and Senior High School,
provided that they are LET Passers;
19. Senior High School Teacher Applicants may apply in several subject groups as long as they
meet the requirements but MUST submit complete set of documents in each group they
apply for;

20. Certification of Volunteer Teachers issued by the School Heads noted by PSDS during the
pandemic is credited but before the pandemic is NOT credited, hence he/she MUST secure a
certification from the SDO or higher authorities;
21. Teaching experience as DSWD teacher, LGU-funded earned NOT later than 2012, DOLE slot
deployed in school and para teachers with certification or proof of employment will be
credited but MUST refer to D.O. no. 7,s. 2015 as to the points;
22. In the assessment and demonstration of specialized skills, only skills related to the work,
duties and functions of a Teacher 1 position are considered. Certificate and Demonstration
are treated separately.

23. In the assessment of IPs, D.O. no. 50, s. 2016 should be considered;
24. In the interview portion, a panel of 3 should be observed, where these 3 have to ask
separate questions (refer to the guidelines) to each applicant;
25. In the demonstration teaching, applicant should NOT be stopped by the panel unless
he/she exhibits exemplary performance in all the phases of the lesson that he/she does not
need to finish the whole lesson but the panel should be tactful in stopping. However, in the
SHS, demo-teaching should be finished.
26. In the SHS, separate committees on the different subject groups should be submitted;
a. General School Assessment Committee;
b. Sub Committees for different Criteria;
27. Applicants can only apply to one school nearest to their residence;

28. To the TVL applicants, NC and TM are required;


29. BSIT graduates without NC can apply in HUMMSS particularly in Media and
Information Technology;
30. Business Permit is a requirement to credit an experience in an industry at
least from the Mayor’s Office;
31. Only earned certificates after Baccalaureate Degree related to the
tracks/subject groups applied for are credited;
32. In the assessment of outstanding performance or merits, all activities from
the school to regional level are considered sub national level but only the first
place/champion be given point.
