RATIONALE

Cancayang Elementary School envisions to provide quality education to its clientele. It is

tasked to strive for excellence in learning outcomes and to commit to the pupils at risk of

dropping out and plan for interventions in order to maintain zero drop-out rate for school year

2011-2012.

The realization of its vision, mission and its urgent task is a challenge to stakeholders

which can only be addressed through collaboration of efforts.

BACKGROUND/OVERVIEW

Cancayang Elementary School is located at the southern part barangay of Javier, Leyte.

It occupies a lot of 10,000 square meters. As an institution, it has provided the educational

needs of the populace being a public school. Though it is located in an interior barangay, it is

accessible to any form of transportation.

Barangay Cancayang has a population of more or less 700 people in the community.

Seventy per cent (70%) of the populations are farmers, fifteen per cent (15%) are self-employed

and fifteen per cent (15%) are employed in the government and private agencies.
Farming is the means of livelihood in this barangay. Farm roads are provided for any

transportation of farm products. So , business-oriented people come and go to this place.

People in the barangay speak mostly in Waray-waray dialect. Seventy-five per cent

(75%) are Roman Catholic and twenty-five per cent (25%) are from other different religions.

Their favorite delicacies are “suman” and “moron”. Every seventh day of May, people of this

said barangay celebrated their barangay fiesta in honor of Saint Isidore as their patron saint.

STATEMENT OF THE PROBLEM

The focal point of pedagogy is to provide quality education to the learners of different

learning levels. All ways and means were executed and implemented but still they were not

suffice and met the standards of providing better performance and high learning outcomes due

to some problems encountered. The mere fact is that, Cancayang Elementary School is

struggling to these problems. They are as follows:

1. Absenteeism

2. Pupils lack of school learning materials or school supplies

3. Non-reader pupils

4. Non-numerate pupils

5. Under-nourished/Malnourished pupils

6. Untrained teachers
These problems affect much on the pupils’ learning outcomes. Persistent absences of

pupils have causes identified after the teachers conducted survey and home visitation. Poverty

is at the top most causes. Some parents let their children work to help them in providing basic

needs, especially food. These pupils are often called the potential PARDO or Pupils at Risk for

Dropping Out. Since absenteeism exist, some pupils are non-readers and non-numerates.

Because of poverty many pupils lacked school materials or school supplies and there are under-

nourished or malnourished pupils. Hence, the school needs to save these PARDO’s to maintain

zero drop-out rate and to improve Mean Percentage Score (MPS) in every test to be conducted

especially in the National Achievement Test.

DESCRIPTION

Cancayang Elementary School of Javier District aspires to save the Pupils at Risk for

Dropping Out (PARDO) in order to improve Mean Percentage Score (MPS) in every test.

The teachers together with the superb leadership of the school head scrutinize these

problems and request the PTCA, Barangay Officials and stakeholders to share out their

concepts, beliefs and opinions to take in hand these problems.

There are thirty-three (33) identified PARDO’s within this school year. As such greater

number of pupils at risk for dropping-out the school together with the stakeholders and other

organizations propose some interventions like; giving school supplies to pupils, constructing

varied instructional materials and utilizing them, feeding program, conducting INSET on

teaching strategies and strengthening school and community partnership.


Poverty is one of the factors of PARDO. Many pupils lacked school supplies and

materials. That is why it is suggested by the school head, teachers, barangay officials and PTCA

to give school supplies to these pupils and minimize school contribution. This will be done on

October to November, 2011. Because of poverty many pupils are under-nourished and

malnourished. Feeding program is believed that could help improve the nutritional status of

these pupils and mitigate below normal nutritional status of pupils. Feeding program started on

June 2011.This will be up to March 2012. Functional school clinic is also planned to put up

where medicines like Neozep, paracetamol, and other first aid kit are available to the pupils to

use.

Teachers should construct varied instructional materials and utilize them, conduct

intensive review, institutionalize RRE and SRT, conduct diagnostic test and analyze the test

result, conduct silent and oral reading to improve MPS on the National Achievement Test and

other tests to be conducted. This will be done from October 2011- March 2012.

Attending INSET on teaching strategies could be a big help in improving MPS. Base on

the training design, this will be done on January 2012. Participants are the eight teachers of

Cancayang Elementary school including the Pre-elementary teacher and the school head. A

resource person will be invited to make this project a fruitful one.

This project will be monitored by the school head, teachers, PTCA, Brgy. Officials and

Stakeholders through monthly meetings.


SAMPLE SCHOOL GRANT AWARD AGREEMENT

DEPARTMENT OF EDUCATION – DIVISION OFFICE OF LEYTE, with office address at


__________________________________ represented by the Schools Division Superintendent, SARAH T. APURILLO,
(hereinafter called the “Division Office”).

WITNESSETH:

WHEREAS, the Department of Education through the Division Office has made available School- Based Management (SBM)
Grants to school for the purpose of establishing and strengthening the implementation of SBM and/or support the
implementation of specific activities/projects identified in their approved School Improvement Plans;

WHEREAS, the School has requested and was granted a School Grant for said purpose.

WHEREAS, the release, utilization and reporting the use of SBM Grant shall conform with the provisions of the attached
guidelines;

NOW THEREFORE, above premises considered, the Parties hereby commit themselves to perform their respective obligations
under this Agreement:

a. That the Division shall release the amount of _________, upon compliance to Section 7.7 of the SBM Grant Guidelines;

b. That the School shall be responsible for the implementation and completion of the project and utilization of the Grant
for such purpose with due diligence and efficiency;

c. Both the Division and School shall observe and comply with their roles and responsibilities in implementing SBM;

d. That this Agreement shall become effective upon signing of both parties. It will be in force and in effect until_______,
or until earlier terminated by both or any one of parties; and

e. That all parties to this agreement shall be provided each with a signed and notarized copy of this document.

The materials procured in the SBM Grant Proposal and in the AIP are to be sustained for future
use in Cancayang Elementary School as follows:

1. Provision of Equitable Access

- The purchase of school supplies will serve as additional educational instructional materials
for pupils’ academic achievement.

2. Quality and Relevance of Basic Education Staff Development

- Conduct intensive NAT review to obtain the target MPS.

- Encourage teachers to attend INSET/ training on teaching strategies to help them become
effective teacher.

- Help children improve their nutritional status through supplementary feeding once a month
to mitigate below normal pupils.

3. School Management of Education Service

- Stakeholders Participation

Having monthly pintakasi will keep the school premises well-groomed without
disrupting of classes.

- Quarterly Meeting (PTA)


Reporting, consulting, and sharing of knowledge towards the improvement of the school
as a whole.

4. Performance and Completion Rate

All activities done in school will help achieve to increased performance indicator and will
be sustained in order to produce effective and productive citizens in the future.
