21.1 Criteria, sub-criteria, and point system for the evaluation of the Full
Technical Proposals:

(i) Specific experience of the Contractor (as a firm) relevant to the Assignment

ii) Adequacy and quality of the proposed methodology, and work plan in
responding to the Terms of Reference (TORs): [30 Point]

(iii) Key Experts’ qualifications and competence for the Assignment:60

a)Position: Project Manager–25Point.
b)Position: Site Engineer- 20Point.
c)Position: Accountant – 15 Point.
Total points for criterion (iii):[60 Point]

The number of points to be assigned to each of the above positions shall be

determined considering the following three sub-criteria and relevant
percentage weights:
1) General Qualifications (General Education, Training, and Experience): [30
%]
2) Adequacy for the Assignment (Relevant Education, Training, Experience in
the sector/similar assignments): [60%]
3) Relevant experience in the region (working level fluency in local
language(s)/knowledge of local culture or administrative system,
government organization, etc.): [ 10 %]

Total Points for the Three Criteria: 100

The minimum technical score (St) required to pass is:75%

The number of points to be assigned to each of the above positions or disciplines shall be
determined considering the following three sub-criteria and relevant percentage weights:

(a) General qualifications 20-30%

(b) Adequacy for the assignment 50-60%

(c) Experience in region and language 10-20%

Total weight: 100%
