In September 2020, the Philippine Statistics Authority
(PSA) conducted the 2020 CPH in all barangays
nationwide.

OBJECTIVES
GENERAL OBJECTIVE:
“The 2020 CPH aims to provide government planners,

policy makers, and administrators with population and housing data
on which to base their social and economic development plans,
policies, and programs.”

OBJECTIVES
SPECIFIC OBJECTIVE:
2020 CPH seeks to gather data on:

• demographic characteristics
• socio-economic characteristics
• household-level characteristics
• housing characteristics
• barangay characteristics
The 2020 CPH listing of households will serve as sampling frame

for use in household-based surveys.

ENUMERATION UNITS
The enumeration units for the 2020 CPH are:

❖ Households
❖ Housing Units
❖ Institutional Living Quarters (ILQ).
Thus, all households, housing units, and ILQs in all barangays

throughout the country were listed and enumerated.

ENUMERATION UNITS
Filipinos residing in Philippine embassies, missions, and

consulates abroad, as well as homeless population were
listed and enumerated.

SCOPE AND COVERAGE
DATA COLLECTED
The following information are gathered using five (5) major
types of questionnaires:
1) CPH Form 1 (Listing Booklet) – list of buildings, housing

units, households, and ILQ
2) CPH Form 2 (Common Household Questionnaire) and
3) CPH Form 3 (Sample Household Questionnaire) -
demographic and socio-economic characteristics of the
population and selected household-level and housing
characteristics
SCOPE AND COVERAGE
DATA COLLECTED
Five (5) major types of questionnaires are used to gather the
necessary information. These are:
4. CPH Form 4 (Institutional Population Questionnaire) –

characteristics of institutional population
5. CPH Form 5 (Barangay Schedule) – barangay
characteristics

The authority and mandate of the PSA to conduct
the 2020 CPH emanates primarily from:
o Republic Act (RA) No. 10625

(Philippine Statistical Act of 2013)
o Batas Pambansa (BP) Blg. 72
o Executive Order No. 352

(Designation of Statistical Activities That Will
Generate Critical Data for Decision-Making of
the Government and Private Sector )
DATA PRIVACY
o Republic Act No. 10173

(Data Privacy Act of 2012)
“It is the policy of the State to protect the

fundamental human right of privacy, of
communication while ensuring free flow of
information to promote innovation and growth.”

CONFIDENTIALITY OF INFORMATION
All personnel involved in the 2020 CPH are

required to keep in STRICT CONFIDENCE
any information obtained during the census
that pertains to any particular household or
individual person.
