CHAPTER 4

RESULTS AND DISCUSSION

This chapter focuses on the findings obtained from the statistical instrument used in this study.
It discusses the demographic profile of respondents, the assessment on the implementation of the social
welfare services in the City of Cabuyao and the difference of the variables that are studied in this
research to make discussion easy, researchers provided tables that summarize the responses of the
respondents.

Table 2 shows the distribution of resident-respondents involved in this study in terms of age. As
seen on the table, bigger number of respondents 11 or 28.21 percent belongs to age bracket of 23-30
from Banay-Banay while from Niugan both 9 or 23.08% belong to 23-30 and 39-46 age bracket and from
Sala, 8 or 20.51% of the respondents belongs to 39-46 age bracket.

Table 3 presents the demographic profile of the respondents involved in this study in terms of
gender. As presented on the table, majority of the respondents are female. Respectively, from Banay-
Banay, 25 or 64.10%, Niugan, 21 or 53.85% and Sala, 26 or 68.42%.

Table 4 shows the demographic profile of the respondents involved in this study in terms of
marital status. As reflected on the table, majority of the respondents from Banay-Banay are single with
frequency of 20 or 51.28 whereas in Niugan and Sala, majority of the respondents are married with
frequency of 22 or 56.41% and 20 or 52.63%.

Table 5 shows the demographic profile of the respondents in terms of family income. As seen on
the table, using indicators (CSWD-based), majority of the family income of the respondents fall within
the bracket of the 1" income group(less than 6000) with frequency of 32 or 85.02% from Banay-
Banay,27 or 69.23% from Niugan and 30 or 78.95% from Sala.

Table 6 shows the demographic profile of the respondents in terms of educational attainment.
As reflected on the table, greater number of respondents from Banay-Banay had reached elementary
level with frequency 14 or 30.77% whereas in Niugan and Sala, big number of the respondents have
graduated high school with frequency of 13 or 33.3% and 13 or 34.21% respectively.
Big number of respondents belong to ages 23-30 years of age, female and married, with a
monthly income less than Php6000 thousand and elementary level and high school graduate.

Most respondents are young adult, female and married earning below poverty line, elementary
level and high school graduate.

2. What are the assessments of the respondents towards the social welfare services in the City of
Cabuyao.

Table 7 shows the assessment of the respondents in terms of Daycare Center Services. As seen
on the table, as assessed by the respondents, City of Cabuyao daycare services provides the following in
order of priorities for indicators 1,4,2,3 as highly evident except for indicator number 5. Ranked first was
indicator number 1 “monitoring of registration of births and completion of the immunization series for
prevention of tuberculosis, diphtheria, pertussis, tetanus, measles, poliomyelitis and such other diseases
for which vaccines have been developed for administration to children up to (4) years of age” with
weighted mean of 3.89, indicator number 4 ranked second “ support the holistic development of
children ages 3 to 4 years old through intellectual and mental stimulation to children, as well as
supervise wholesome recreation, with a balanced program of supervised play, mental stimulation
activities, and group activities with peers” with weighted mean of 3.85 interpreted as highly evident,
indicator number 2 ranked third “growth and nutritional monitoring, with supplementary nutritional
feeding” with weighted mean of3.81 whereas indicator number 5 “validation of situations for abused,
neglected or exploited children either in one child institution in the barangay and/or a network of
sanctuary homes which will take in children in urgent need of protection due to a situation which
endangers the child or which has exposed the child to cruelty and abuse "ranked fifth with a weighted
mean score of 3.26 as evident. An average weighted mean score of 3.70 revealed that the services
delivered by the City of Cabuyao daycare services are highly evident. About 70% of parents place their
young children in some type of daily care. Whether you choose in-home or center-based care, a
preschool, or someone else's home for your child's daily care setting, you should follow some specific
guidelines to ensure receiving quality, professional care (Blau, David M., 2001).The latest longitudinal
NICHD study spent millions of dollars to effectively implement and measure “quantity, quality, and type
of care while examining these factors separately, additively, and interactively”. Repeated measurements
of the quality of the child's family environment and the quality of the non-maternal care were made at
6,15,24,36 and 54 months of age. The child's socio-emotional and cognitive-linguistic development was
measured during laboratory visits at 15, 24, 36, and 54 months, as well as by teacher and parent reports
in kindergarten. Basic demographic information was obtained to measure the quality of the child's
family rearing environment, socio-economic status, family functioning and maternal well-being. The
quality of the mothering was gathered by observational and maternal reporting. Various established
instruments were administered to assess each child's cognitive and linguistic development, social
competence, and behavior problems (Blesky, 2006).

Table 8 shows the assessment of the respondents in terms services for persons with disabilities.
As seen on the table, services for persons with disabilities provided by the City of Cabuyao in order of
priorities for indicators 3, 2, and 1 as less evident except for indicators 4 and 5. Ranked first was
indicator number 3“educational assistance to persons with disability, for them to pursue primary,
secondary, tertiary, post tertiary, as well as vocational or technical education through SPED program”
with weighted mean of 2.0 interpreted as less evident. Ranked second was indicator 2 “at least twenty
percent (20%) discount for the purchase of medicines in all drugstores for the exclusive use or
enjoyment of persons with disability” with weighted mean of 1.81 interpreted as less evident. Ranked
third was number 1 “at least twenty percent (20%) discount from all establishments relative to the
utilization of all services in hotels and similar lodging establishments; restaurants and recreation centers
for the exclusive use or enjoyment of persons with disability; fares in public transport etc”with weighted
mean of 1.78 interpreted as less evident Ranked fourth was indicator number “financial aids and
allowances to persons with disabilities and subsidies such as wheelchairs, crutch etc” with weighted
mean of 1.41 interpreted as least evident and ranked fifth was number 5 “At least 5% discount in prime
commodities”with weighted mean of 1.15 interpreted also as least evident. An average weighted mean
score of 1.63 revealed that the services delivered by the City of Cabuyao to persons with disabilities are
less evident.

According to World Health Organization, disabilities are an umbrella term, covering


impairments, activity limitations, and participation restrictions. Impairment is a problem in body
function or structure; an activity limitation is a difficulty encountered by an individual in executing a task
or action; while a participation restriction is a problem experienced by an individual in involvement in
life situations. It is thus not just a health problem. It is a complex phenomenon, reflecting the interaction
