Objectives
This project aims to upgrade and enhance the current PhilGEPS to
PhilGEPS 1.5

This intends to replace the existing version of the


system until such time that a modernized PhilGEPS is
up and available to continuously provide a service
that will allow government agencies to post their bid
and award information and allow merchants to
maintain current and updated registration and
eligibility documents, with ease.

What is GOP-OMR?

“The Government of the


Philippines-Official Merchants
refers to the centralized electronic
database of manufacturers, suppliers,
distributors, contractors, and
consultants developed and
maintained by the PhilGEPS office
pursuant to Section 8.2.2 of the
Revised IRR of R.A. 9184.”
General Provisions
GPPB issued Circular 07-2017 Deferring the Mandatory Submission of
PhilGEPS Certificate of Registration and Membership

• Bidders may still submit their Class “A” Eligibility Documents required to be
uploaded and maintained current and updated in the PhilGEPS pursuant to
Section 8.5.2 of the same IRR, or if already registered in the PhilGEPS under
Platinum category, their Certificate of Registration and Membership in lieu of
their uploaded file of Class “A” Documents, or a combination thereof.

• In case the bidder opted to submit their Class “A” Documents, the Certificate of
PhilGEPS Registration (Platinum Membership) shall remain as a post-qualification
requirement to be submitted in accordance with Section 34.2 of the 2016
Revised IRR of RA 9184;
Manufacturers, suppliers, distributors, contractors and/or consultants are
mandated to register with PhilGEPS and provide a PhilGEPS registration
number in the following alternative methods of procurement as a
condition for award:

• Direct Contracting
• Shopping 52.1b
• Take-over of contracts
• Highly Technical Consultants
• Small Value Procurement
• Lease of Real Property
• Scientific, Scholarly or Artistic Work, Exclusive Technology and
