This is with reference


to Mr. Omar Hayat, DD Structures, LCBDDA email dated February 16, 2022 and
subsequent meeting held in NESPAK House with Mr. Munir Ahmad Rana, Engineering
Consultant to Nova
Group in presence of Mr. Omar Hayat, DD Structures, LCBDDA
and Mr. Abdul Rafay, Coordinator PMC,
NESPAK to discuss various possible types
of temporary shoring systems to support deep excavation required
for
construction of 4 basements of Nova-1. The following points were discussed in
the meeting:

1.      An updated master plan of CBD Walton will be shared with


Nova-1 design team.
 
2.      Keeping in view pile construction tolerances,
including deviations in the position, dimensions, alignment
and verticality of
the pile bores, NESPAK strongly recommended that retention piles should be
constructed
after leaving at least 1 feet space all around the plot to avoid
any damage to the adjacent existing structures
or hindrance in the construction
of adjacent proposed structures. In addition, NESPAK emphasized that
piling contractors
shall ensure highest quality of pile construction and shall make frequent
checks on the
plumpness, alignment and dimensions of the piles to keep them
within the permissible limits and plot
boundary, all along their length.

 
3.      Keeping in view Lahore High Court’s Decision (refer
to the attached letter from director town planning,
LDA), it was decided that ground
anchors could not be installed at the edge of the plot towards Main
Boulevard
Gulberg while on other three sides the possibility of installation of ground
anchors is subject to
the following pre-requisites:

a.           
Consent of
adjacent plot owners should be taken by Nova-1 group to install ground
anchors in
their property; LCBDDA will facilitate Nova-1 group, in every possible manner,
to
get the required consent. In addition, ground anchors shall be de-stressed
by Nova-1
construction team, if and when required by the adjacent plot owners
to allow them to safely
execute excavation works at their plot for construction
of basements.

b.         
Construction of
ground anchors/shoring system should not cause any damage to the
adjacent/nearby
existing structures. In addition, shoring system should be stiff enough to keep
displacements in the adjoining ground and nearby structures within the
permissible limits; the
displacement of the adjoining ground and nearby
structure should be periodically monitored
by Nova-1 construction team.

c.           
Nova-1 design
team should explain how foundation piles of adjacently proposed multi-
storey
building with fewer numbers of basements will be constructed keeping in view in
the
proposed temporary shoring system design, including spacing of ground
anchors (the

horizontal spacing between ground anchors is only 3 feet


considering staggering
arrangement).
 
Initially, retention
piles will be installed at the edge of the plot located towards Main Boulevard
Gulberg side
and excavation at a stable slope will be carried out. Subsequently,
after construction of basement structure in
the excavated area, a suitable
internally braced temporary shoring system will be designed and installed
towards Main Boulevard Gulberg side and basement structure will be completed.
 
4.      Geotechnical design of temporary shoring system is
reviewed and we recommend that temporary shoring
system should be re-designed
by Nova-1 design team in the light of the following comments:
a.      
Anchors
unbounded length should be larger of [‘4.5 m’
and ‘distance up to failure plane
plus
1.5 m or 0.2 H whichever is greater’] instead of [‘4.5 m’ and ‘distance up to failure
plane plus 2.0 m whichever is greater’]
as considered in the submitted calculations (refer to
FHWA design manual); accordingly,
anchors unbounded lengths should be revised.

b.         
Surcharge of
adjacent structures shall be considered in the design of temporary shoring
system; in case of nearby building supported on mat foundation, the temporary
shoring
system should be designed for a surcharge pressure of approximately 15
kPa per floor.

c.            Anchor lengths longer than 12 m should be avoided, otherwise


special
procedures are
required to bond the tendon to the grout such that capacity can
be mobilized along the longer
length
(refer to FHWA design manual).

d.     
A check on axial
compressive capacity of the embedded potion of the soldier piles against
various vertical loads, including sum of the vertical component of each ground
anchor load,
dead weight of the piles, etc. should be included in the design
calculations.

e.           
It should be
mentioned in the temporary shoring system drawings that displacement of
the
retention system and deformation of the adjoining ground and nearby structures
should be
continuously monitored until completion of basement works.

f.           
Anchor pull-out
tests should be executed and it should be mentioned in the temporary
shoring
system drawings that anchor lengths must be finalized based on the results of
anchor
pull-out tests.

g.     
It should be
mentioned in the temporary shoring system drawings/design that the system
is
designed considering 4 no. of basements; moreover, basement floor levels should
also be
shown in the drawings.

 
5.          A comprehensive construction site access plan should
be developed in line with project requirements
which will offer efficient
constriction of the project.

6.      Geotechnical investigation report will be updated by


Nova-1 design team, in accordance with comments
given by NESPAK, at the time of
foundation design; the updated report will be submitted to NESPAK for
review
and approval.

However, it must be noted


that the sole responsibility of authenticity of the data and geotechnical design
of temporary shoring system lies with the Nova-1 design team.
