A social problem is one that affects a large number of people in a society. It is frequently the
result of factors beyond an individual's control, and it is the source of divergent views on what
constitutes a morally just personal life or societal order.[clarification needed] Social issues are
distinct from economic issues; however, some issues (such as immigration) have both social and
economic aspects. Warfare, for example, is a topic that does not fit into either category.

There may be differences on which social issues are important to address or which should be
prioritized. Perceptions vary among persons and communities.

Poverty, violence, criminality, and racism are all serious socioeconomic issues. According to
James M. Henslin, "A social problem is an aspect of society that people are concerned about and
would like changed. Social problems begin with an objective condition, some aspect of society
that can be measured or experienced...The second key element of a social problem is subjective
concern, the concern that a significant number of people (or a significant number of significant
people) have about the condition" (Social Problems,2003,p.3). Disengagement, according to
Steinberg, has the potential to be not only a general social problem but also a big concern.
