EXPLANATORY NOTE
3. The objectives of the study program, including theii cowespondence to the purpose of the
U niversity (Obj ectives ; Compliance)
The objectives of the study program:
- to transmit theoretical and practical knowledge of secondary quality by acquiring competences;
- to train highly qualified specialists of a new type, capable of involvement competitive and
dynamic tegal and social context, which possess skills and competencies of theoretical analysis
and practical involvement in solving various problems in criminal justice and related matters,'
- to modernize the continuous process of training in the context of uncertainty, labor market
flexibility /
and boost motivation beneficiaries to various professions activities falling in
professional field.
To assure the sustainability of the Master Program Criminal Law, its obiectives are
corroborated with national straiegies, realities and tendencies in the criminal iustice field and
Moldova State (Jniversity Strategic Development Plan as well as educational strategies of Law
Faculty.

se existenlei in cadrul Facultilii de Drept a Programului de master Proces penal gi criminalisticd. Cu
referire la disciplinele dreptului material menliondm o similitudine intre ele, identificdnd discipline
asem[ndtoare cum ar fi: Drept penal european, Drept penal internafional, Drept penal comparat,
Respectarea drepturilor omului in dreptul penal (Convenfia europeand a drepturilor omului.
Jurisprudenla CEDO), etc.
4. The Conformity of the study program and the contenls of the Education Plan to the
international trends in the Jield
The Educational Plan for the Master's Degree Program in Criminal Law is comparable to
those in the country and abroad. For example, the Educational Plans for the Master's programs in
Criminal Scienies applied in some universities in Romania (www.univ-danubius.ro,
www.drept.unibuc.ro, www.laws.uaic.ro) contain both disciplines of material law and from the
procedural law, while the Criminal Law Master Program of the Faculty of Law of the USM it is
focused only on the disciplines of material law, due to the existence within the Law Faculty of the
Criminal Process and Criminalistics Master Program. Regarding the disciplines of material law, we
mention a similarity bet'vveen them, identfying similar disciplines such as: European Criminal Law,
International Criminal Law, Comparative Criminal Law, Respectfor Human Rights in Criminal Law
(in the light of the European Convention on Human Rights and ECTHR case law) etc.
5. Evalualion of the expectations of the economic and social sector (studying the requirements of
the National Quatifications Framework, as well as the European one; studying the iob
descriptions of the potential employers' institutions, evaluating the market through the
questionnaire method etc)
Criminal Law Master Program consists of disciplines designed in accovdance with the
Nomenclature of professional training and specialties and adiusted to labor markets demands and
Framework PIan onbachelor (Cycle I), master (2nd cycle) programs and integrated studies effective
as of 10.02.2020. The training plan is developed in accordance with general and specific
competences stipulated in the National Qualification Framework regarding areas for professional
fr aining/re se ar c h ar e a s/tr aining pro gr ams.
Monitoring and review of the educationat offer and training program is done in accordance
with the Regulition on initiation, approval, monitoring and periodical assessment of training
programs, approved by MSU Senate on February 24, 2014 (edited on 28.12.2017). University
training programs are constantly monitored and periodically assessed to assure and improve their
quality. The responsibility to monitor and assess training programs is delegated to management
i"o-i dean's offi"r, Quatity Assurance Commission, Criminal Law Department - Faculty level and
Deputy Rector who covers didactic activiQ and Quality Council - university level.
In addition, namely to meet the curuent needs of the company in the field of criminal iustic.e,
the Master's program is also designed on the basis of the Strateg,t for reforming the iustice sector for
the years 20ll-2016, extended by the Parliament Decision no.259 of 08.12.2016 on ensuring
coniinuity reforms in the justice sector, until 31.12.2017, with continuity in the Strateg,t for the
developmeniof the Justice Sector 2019-2022. Thus, out of the 7 pillars of the Strateg,t,3 are included
in the educational offer of the Master Plan curriculum, with a tangential or even in-depth approach
(In particular: Pillar IV - Integrity of the actors of the justice sector is investigated within the
disiiptine Crimes that affect serv.ice activity; Pillar V - The role of iustice in economic development
is addressed within thi discipline Economic offenses; Pillar VI - Respect for human rights in the
justice sector with an approach within the discipline "Human Rights' protection in The Substantive
Criminal Law").
Master Program Criminal Law is corntantly revised and updated to assure its cognitive and
professional

releiance according to the provisions of the European Qualifications Framework and
Qualifications Framework that aimed at obtaining the 7 level of qualification.
The Master in Criminal Law program offers attractive and challenging career opportunities
that equally attract men and women, people with high potential and those who, for whatever reason,

face the risk of being excluded from the labor market. In this respect, the Criminal
is constantly iedefiitng its role and place within the national higher education system and is trying
to become more and more competitive on the educational offer market.
In another context, the iconomic impact is distinguishedfrom the disciplines introduced in the
Educational Plan that offirs graduates the job placement and the real sector.
