2. The knowledge, skills and competences provided by the study program (Knowtedge; Abitities;

Criminal law Master Program (90 credits)has the purpose to train .specialists in criminal justice
field delivering theoretical and praclical knov,ledge on the func'tioning of crininal law mechanisms.
Moreover, the program i.s aimed al training specialists c2f'neu, type, able to engage in legal and social
context oJ a competitive and dynamic, possessing the skills of theoreticul analysis and practical
involvement in solving issues in criminal law.
Gradates of the Master Program Criminal Law (90 credits) should have the following general
competen.ces;
l. to possess depth knowledge of the specific legal terminoloEy and theories based on concrete real
examptes;
2 to use innot,afive ntethods, solutions', ntechanisms and/rtr tool.s to analvze, validate or interoret
the legal data and infbrmtttion;
3. to apply nationol, European and inlernational legal norms while solving newly occurred legal
issues;

and methodolopy;

- to transmit theoretical and practicul knowledge of secondary quality by acquiring competences,'

involvement in solvingvariou.s problems in criminaljustice and related matlers,'
- to modernize the continuous process of training in the context oJ'uncertainty, labor market/Iexibility
and boost motivation bene.ficiaries to various professions / aclivities falling in professional field.
To assure the sustainability of the Master Progyam Criminal Law, its objectives are coruoborated
with national strategie,s, realilies und tendencies in the criminal .justice Jield and Moldova State
University Stralegic Developntenl Plan as u,eLl as educalional strategies of Law Faculty.
4. The Conformity o.f the study pntgram and the contents of lhe Education Plon to the internutional
trends in the.field
The Educational Plan.for lhe Master',s Degree Program in Criminal Law is comparable to those
in the country and ahroad. For example, the Educational Plans,for the Master's programs in Criminal
Sciences applied in some universities in Romania (www.univ-danubius.ro, www.drept.unibuc.ro,
www.law:s.uaic.ro) contain both disciplines of material law and.from the procedural law, while the
Criminal Law Master Progyam oJ-the Faculty o.f Law of the USM it is .focused only on the disciplines of
material law, due to the existence u,ithin the Law Faculty of the Criminal Process and Criminalistics
Master Program. Regar.ding lhe disciplines of material law, u,e mention a similarity between them,
identifying similar disciplines such as: European Criminal Law, International Criminal Law,
Comparative Criminal Law, Re,spect,fbr Human Rights in Criminal Law (in the light oJ the European
Convention on Human Rights and ECTHR case law) etc.
5. Evaluation of the expectations of the economic and social sector (studying the requirements of the
National Quulifications Framework, as well as lhe European one; studying the job descriptions of the
potential employers' institutions, evaluating the market lhrough the questionnaire method etc.)
Criminal Law Master Progrom consist,s of disc'iplines designed in accordance with the
Nomenclature of profes.sional training and specialties antl adjusted to labor markets demands and
Frameu,ork Plan on bachelor (Cycle I), master (2nd cycle) programs and integrated studies efective as
of 10.02.2020. The training plan is developed in accordance with general and specific competences
stipulated in the National Qualification Framework regarding areas.for professional training/research
are as/tr aining pro gr am s.
Monitoring and revieu, of the educational offer and training program is done in accordance with
the Regulation on initiation, approval, monitoring and periodical assessment of training programs,
approved by MSU Senate on February 25 2011. UniversiQ lraining programs are constantly monitored
and periodically assessed to assure and improve their quality. The responsibility to monitor and assess
training programs is delegated to management team: dean's ffice, Quality Assurance Commission,
Criminal Law Department - Faculty level and Deputy Rector who covers didactic activity and Quality
Council - university level.
In addition, namely to meet the current needs of the company in the field of criminal justice, the
Master's program is also designed on the basis of the Strategy for re.forming the justice sector for the
years 2011-2016, extended by the Parliament Decision no.259 of 08.12.2016 on ensuring continuity
reforms in the justice sector, until 31.12.2017, with continuilt in the Strategt,.for the development o.f the
Justice Sector 2019-2022. Thus, out of the 7 pillars of the Strategl,t, 3 are included in the educational
offer of the Master Plan cuwiculum, with a tangential or even in-depth approach (In particular: Pillar
IV - Integrity of the aclors of the justice sector is investigated u,ithin the discipline Crimes that affect
service activity; Pillar V - The role ofjustice in economic development is addressedwithin lhe discipline
Economic offenses; Pillar VI - Respecl.for human rights in lha justice sector with an approach within
the discipline "Human Rights' protection in The Substantive Criminal Law").
Master Program Criminal Law i.s constantly revised and updated to assure its cognitive and
professional relevance according to the provisions o.f the European Qualification,g Framework and
National Qualifications Framework that aimed at obtaining the 7 level o.f qualification.
The Master in Criminal Law program o.ffers attractive and challenging career opportunities that
equally attract men and women, people u,ith high potential and those who, for whatever reason, face the
risk of being excludedfrom the labor market. In this respect, the Criminal Law Department is constantly
redefining its role and place within the national higher education system and is trying to become more
and more competitive on the educational offer market.
In another context, the economic impact is distinguished from the disciplines introduced in the
Educational Plan that offers graduates thejob placement and the real .:;ector.

The Alaster Program u,as developed based on the .follou,ing: ob.jection,s o.f the Quality Assurance
Commission at the Law Faculty: students opinions collected base on a sunley; the opinions of the
beneficiariesfrom the legal environment (Ministry of Justice of the Republic o.f Moldova, Supreme
Court of Justice of the Republic of Moldova, General Prosecutor'.s Of/ice o.f the Republic o.f Moldova,
Union of Lawyers of the Republic of Moldova).
7. The relevance o.f the study program for the lahor market
Master Program Criminal Law (90 credits) is designed./br lawfaculties graduates andfor legal
professionals. This progronx consisls of disciplines that facilitate the specialization of lawyers in
criminal justice Jield as its offers the opportunity to learn ctbout lhe newest criminal justice institutions.
This program also is a good v,ay o.f professionalization for court clerks, prosecutors, defense attorneys,
judges, criminal investigators and inve.stigative fficers as well as employee of Ministry of Interior and
Ministry of Justice. This program encourages the praclical approach of all discussed issues and
facilitates the improvement of'studenls' re.gearc'h skills antl abilitlt to u,ork individually or in gyoups.
Thus, this Master Program aimed at developing lawyering .skills as well as legal writing and reasoning
skills of legal professionals.

Moldova, alte universitdti din {ara, cAt gi universitdli de peste hotarele {6ri.
De asemenea, este de subliniat gi necesitatea continuitetii studiilor in vederea exercitirii profesiei
de Judecitor gi Procuror; or, in acest caz este absolut ngcesar de a deline diploma de magistru
(Regulamentul admitere la Institutul Nafional al Justiliei).
9. Access to education for holders of diplomas after completing that study program
The Master's program in Criminal Law ensures the possihility qf continuing the studies at the
cycle IIL' Doctorate in the./ieltl qf Lau, training and in other.fields, both within the State University of
Moldova, other universitie.s in the country, as well as at univer.sities abroad.
Likewise, it is worth highlighting the need .for continuity of studies in order to exercise the
profession of Judge ctnd Prosecutor; however, in this case it is absolutely necessary to hold a master's
degree (the Regulations.for admission to the National Institute of ,Iustice).
