Subject: Permission under Regulation 196 (3) of the Coal Mines Regulations, 2017 to conduct
controlled deep hole blasting on trial basis in collaboration with MBM College, Jodhpur within 500m
and beyond 100m  of the dwellings /permanent structures  of permanent nature not belonging to the
Owner in the area bounded by A,B,C,D,E,F,G,H,I,J,J1,J2,J3,R1,R,S&A at Hindustan Lalpeth
Opencast Coal Mine of M/s Western Coalfields Limited in Chandrapur district. 

Sir,

1.0     Please refer to your Online Application ID – 194952 dated 23.09.2021 & Offline letter no. –
WCL/CHA AREA/AGENT/HLSA/959/A dated 18.09.2021, plan no. HLOCM/KEY PLAN/BLAST PER/01
dated 10.09.2021 and documents enclosed therewith on the above subject. 

2.0     The matter has since been considered in this Directorate. By virtue of the powers conferred on the
Chief Inspector of Mines (also designated as Director-General of Mines Safety) under the provisions of
Regulation 196 (3)  of the Coal Mines Regulations, 2017, and by virtue of the authorisation granted to me by
the Chief Inspector of Mines (also designated as the Director-General of Mines Safety) under Section 6(1) of
the Mines Act, 1952, I hereby permit you under Regulation 196(3) of the Coal Mines Regulations, 2017 to
conduct controlled deep hole blasting on trial basis in collaboration with MBM College Jodhpur within 500m
and beyond 100m  of the dwellings /permanent structures  of permanent nature not belong to the Owner in
the area bounded by A,B,C,D,E,F,G,H,I,J,J1,J2,J3,R1,R,S&A as shown in the plan HLOCM/KEY
PLAN/BLAST PER/01 dated 10.09.2021enclosed with application of Hindustan Lalpeth Opencast Coal
Mine of M/s. Western Coalfields  Limited, subject to the following conditions being strictly complied with:

2.1       No blasting shall be carried out in the mine within 100m of the surface structures and other
surface structures not belonging to the owner.

2.2       The restricted zone of 100 meter from the structures not belonging to the owner shall be clearly
demarcated on the ground by actual survey. 

2.3       Before blasting an efficient public address system shall be used to warn all persons within the danger
zone regarding blasting operations and it shall be ensured that all persons within the danger zone have taken
adequate shelter of substantial construction to protect them from fly-rocks. The information regarding
completion of blasting shall also be communicated to all concerned in the similar manner.

2.4       Provisions of Regulation 196(2) of CMR, 2017 shall be strictly ensured and before blasting at least
two guards shall be posted one in either direction at the two extreme points of the road which falls within
danger zone (i.e. 500m from the blasting site) who by an efficient system of wireless communication shall
ensure that no passer-by and vehicles pass by the said road during the period of blasting and also no vehicle
movement in the road shall be allowed till the completion of blasting.
2.5       The experimental blasts shall be carried out in close collaboration with the scientists/technical
officers of the MBM College, Jodhpur, in these connection, DGMs (Tech)/(S&T) Circular no. 7 of 1997
dated 29/08/1997 regarding number of trial blasts and observations to be made shall be followed.

2.6       Pattern of holes and muffling of the trial blast shall be carried out as per the blast design and
recommendation as proposed by MBM College, vide letter No. JNVU/FE/Mi/2020-21/86 and submitted vide
your application No, WCL/CHA AREA/AGENT/HLSA/959/A dated 18.09.2021

2.7       The manager of the mine shall personally workout the pattern of holes to be drilled in consultation/
collaboration with scientist of MBM College, Jodhpur to minimize ground vibrations and occurrence of any
excessive fly rocks.

2.8       The drilling, charging, stemming and blasting operations shall be carried out under the direct personal
supervision of an assistant manager holding 1st class manager’s certificate of competency in accordance with
the guidelines and direction of the manager.

2.9       A technical expert from MBM College, Jodhpur shall always be present during each trial blast.

2.10     Blast timings shall be fixed by the manager and a board depicting the blasting timings along with
caution, shall be fixed at prominent places of the mine. No blasting shall be permitted beyond day light
hours.

2.11     The deep hole blasting in the mine shall be carried out complying with the stipulations of
DGMS(Tech) Circular No.7 of 1997, DGMS Circular No.3 of 1980 and DGMS Circular No.4 of 1983 and
the conditions specified in the Gazette  notification GSR 985(E) dated 1st October 2018 under Regulation
194 of the Coal Mines Regulations 2017.

2.12     The condition of blasting in the fire area in opencast mine, specified in the Gazette Notification GSR
986(E) dated 1st October 2018 under Regulation 202 of the Coal Mines Regulations 2017 shall be strictly
ensured.

2.13     Conditions for transport of explosive in bulk in open cast mine, specified in the Gazette notification
GSR 982(E) dated 1st October 2018 under Regulation 188 of the Coal Mines Regulations 2017 shall be
strictly ensured.

2.14     DGMS Circular No. 14 of 2020 regarding precaution against premature blast of Site Mixed Emulsion
/ Site Mixed Slurry explosives shall be strictly adhered to.

2.15     The cartridge of explosive shall be lowered carefully to avoid sticking of cartridges in the hole so as
not to cause air space. After each cartridge the length of the stemming hole shall be measured to ascertain
that the cartridges are in close contact and there is no air space. In case the length of remaining hole is not as
per calculation, indicating the presence of air space, attempt shall be made to push down the charge in case
of slurry cartridges. The remaining hole shall then be stemmed with moist sand and clay mixture.

2.16     Proper delay sequence shall be adopted to separate firing of different holes of different rows. Only 25
second short-delay detonators shall be used and minimum delay interval shall not be less than 25 milli
second. The progression of detonator shall be opposite to the direction of surface structures.

2.17     Nonel- shock tube combinations shall be used for overburden and coal benches during the trial blast.

2.18     Maximum charge per delay shall not exceed 34.5Kg during the period of experimental blasting.

2.19     The free face direction shall be as far as possible away from the structures (temporary or permanent)
if these fall within 500 meter of the blasts.

2.20     Effective muffling of shots with old wire ropes screens/ conveyor belts and sand bags etc., shall be
done in such a manner that flying fragments do not project to a distance more than 10m.
2.21     A proper record of every blast giving date and time of blast, location with bench level and distance
from structures, type of strata, depth of hole, spacing, burden, diameter, number of holes, sub drilling depth,
type of explosives used, type of primer used, type of in-hole initiation and surface initiation, stemming
height, charge per hole, charge per delay, No. of holes per delay, total quantity of explosives consumed per
round of blast, observations regarding fly rocks, ground vibration including acoustics air blast levels and the
name and designation of the shotfirer shall be maintained in a bound paged book.   All entries in this book
shall be duly signed by the Asstt. Manager in charge of the blasting operations and shall be countersigned by
the Manager.

2.22     No blasting shall be done in crushed, broken or sliced ground

2.23     Proper warning system shall be established and only after receiving the all clear signals from all the
sentries, the blasting shall be carried out.

2.24     The management indemnify the occupants of buildings and other houses, dwellings against damage
to their property or injury to them or others present.

2.25     “NO” person including shotfirer and his assistants shall take shelter except in zone beyond 200m of
the place of blasting and such shelter shall be of adequate construction so as to protect them from injury by
flying fragments.

2.26     The area of 100m and 200m from the site of blasting shall be clearly demarcated on the statutory
plans which shall be kept upto date on monthly basis.

2.27     The place where drilling is to be done, shall be thoroughly cleaned so that loose debris or loose rocks
flying over the area are removed. 

2.28     It shall be ensured by the mine manager of HOLC through the mine manager of Nandgaon Incline
that all persons present in the danger zone including in the underground workings of the Nandgaon incline
have taken safe shelter before conducting the blasting.

2.29     A code of practice shall be framed for conducting safe blasting in HLOC mine with reference to the
underground workings of Nandgaon incline and the same shall be approved by the managers of HLOC and
 Nandgaon incline and shall be implemented. A copy of the same shall be submitted to this Directorate.

2.30      For ensuring the safety of the person employed in belowground workings and stability of
underground workings of Nadgoan Incline due to blast-induced vibration from HLOC mine , guidelines
issued under No.DGMS(Technical) Circular No.6 of 2007 Dhanbad, dated 28.5.2007 shall be strictly
complied with.

3.0       Please note that, this permission is subject to the following additional conditions

3.1       In the event of any change in the circumstances connected with this permission which is likely to
endanger the life of the workmen employed in the mine or endanger the mine, the mining operations for
which this permission has been granted shall be stopped forthwith and intimation thereof sent to this
Directorate.  The said mining operation shall not be resumed without an express and fresh permission in
writing from this Directorate.

3.2       This permission is being issued specifically under the Regulation mentioned above and without
prejudice to any other provision of law which may become applicable at any time.

3.3       If at any time any one of the conditions subject to which this permission has been granted is violated
or not complied with, this permission shall be deemed to have been revoked with immediate effect.

3.4       The above permission may be amended or withdrawn at any time if considered necessary in the
interest of safety.

3.5       This Directorate shall be informed as soon as trial blasting is commenced in accordance with the
above permission within seven days from the start of the operations.  The intimation about completion of the
trial blasting shall also be sent promptly an in any case not later than one month thereof.          

3.6       This permission shall remain valid for a period of six months from the date of issue of this letter.
