R.A. 11203: The Philippine Rice Tariffication Law and Global Food Security

I. Learning Outcomes
This lesson intends to prepare student to:
1. Define Global Food Security;
2. Differentiate Food Insecurity from Food Security;
3. Analyze the political factor which underlie enactment of Philippine Rice Tariffication Law of
2018;
4. Critique existing models of global food security; and
5. Work effectively to achieve food security in respective households.

II. Learning Management System

Lesson 1: Suggested Activity/Activities

Activity 1- Rich versus Poor Families


Divide the class into two (2) groups.
Make use of the amount of money they
have in their pocket or in possession at
the time this activity is being done. It is
very important in this exercise that said
amount will be used because it will shed
light in the true set up where a particular
student belongs. Assign the group title:
“Rich Family” to those having the
highest accumulated amount, and the
“Poor Family” to those who belong to

should be no discrimination whatsoever but instead said activity will equip them knowledge
about financial management and value scarcity of resources. Enlighten them that social
stratification is part of reality and society has to work hand in hand with government to eradicate
poverty. Generosity is the key which unlocks poverty because by that time there will be no more
space for greed. At this stage everyone would agree that indeed “love” conquers everything. Ask
some students, what is their favorite fairy tales? What they can say about the statement: and they
live happily ever after? Emphasize that God is love. Once a person becomes obedient like
Abraham that person is secured materially, emotionally, physically, and spiritually. Following
God’s commandment is not just a contract but it is a covenant between God and that person.
Activity 2- John, Peter and James: A Community
Allow them to have a knowledge that
there is only One God. But, since the
following activity will describe the
communal relationship of the Father,
the Son, and the Holy Spirit please be
sensitive because there is a possibility
that some from the whole class might
have different beliefs. In order to

class. Hypothetically we will be using the names: John, Peter and James. Using their true name
would not only provide simulated scenarios but it will resonate to their inner selves because from
within they are the main actors of the living drama being portrayed vividly. Tremendous impact
will be felt because there will be sense of ownership. As much as possible get first the place of
abode or residences of the three (3) students. Let us have Mexico for John, Angeles for Peter, and
Lubao for James. Introduce the three (3) kinds of love namely, Agape, Philia, and Eros. Agape is
the love of God for the Humanity: John 3:16, “For God so loved the world that He gave His only
begotten Son that whoever believes on Him will not perish but will have an everlasting life.”
Philia is the purity of love between friends. Eros is the love of a person towards another of an
opposite sex. Some described it as romantic or erotic love. Feel free if some might ask question if
lust or “libido” is Eros? Respond accurately that “pleasant” feeling or emotion is free from guilt.
If the person will not violate any law or transgress divine or moral law such feeling or emotion is
devoid of guilt otherwise the liberal interpretation will apply. Plain and simple assure them that
God is love. The story: “John, Peter and James are freshmen students of DHVSU. They were very
close to each other. All of them are working very hard to achieve their dreams. Mr. Capitulo one
of their instructors asked the whole class to watch a movie for film review and critiquing. Joh,
Peter and James unfortunately were assigned to the “last full show” group. They decided to go
home after viewing but found out later that there were no available “jeepneys” to bring them
home. They decided to wait, but to no avail none is coming. The three decided to stroll for a
while. James suggested that since all of them do not know yet their respective houses why not
plan to go there instead. Anyway that time might be the best opportunity to see the place. All of
them agreed. They decided to go to Mexico first because it is the nearest. They spent half an hour
conversing with each other. All of them were very happy when they reached the house of John.
They bid goodbye to each other. But John was so worried when he saw that Peter and James were
leaving him safely at the comfort of his home. He wants to reciprocate the kindness and affection
he received. He asked permission from his parents to accompany Peter and James in going to
Angeles. John being a trustworthy son was allowed by his parents. All of them found joy when
reunited with each other. Although walking they did not feel any difficulties. They laughed. They
happily conversed with each other. Time walks so fast and they did not notice they were already
in front of the house of Peter. Peter became so sad when they bid good bye. He now knows what
John felt. So worried with what might happen to his friends. He also tried to ask permission from
his parents. And because Peter is also a trustworthy person he was allowed by his parents. Their
journey going to Lubao became much exciting. Their story telling seemed unlimited. Their love
for each other brought them altogether as one. They become a community. Even they are only
three their communion with each other perfected them: a community of love. At last, they
reached Lubao. But while going towards the house of James. James felt what others had felt when
they bid good bye. He understood now the feelings experienced by John and Peter. He also asked
permission from his parents to accompany both John and Peter. And because James was also a
trustworthy son his parents allowed him. Very happy with their company they hugged each other.
After shouting: “Walang Iwanan!” They headed going to Mexico again.” John 3:16 always
reminds us of the eternal love of the Father to all of us. Our Lord and Savior Jesus Christ humbly
took the form of a slave to redeem us so that all of us will live so secured with His love. After
resurrection, Lord Jesus did not leave us because after His ascension to the Father He sent forth
the Holy Spirit to comfort us. This Covid-19 pandemic teaches us: Trust God above all because
He will never forsake us. Amen.

Lesson 2: Integration

Topic 1- Food Security defined


Food Security was defined by the United Nations’ Food Agriculture Organization (FAO) in
existence when all people, at all times, have physical and economic access to sufficient, safe and
nutritious food to meet their dietary needs and food preferences for an active and healthy life.
United States Department of Agriculture, however, defined food security for a household means
access by all members at all times to enough food for an active, healthy life.

Topic 1- Improvement of Philippines rank in GFS index


Enlighten all of them that according to the Global Food Security Index, the Philippines went up
from 2017 ranked of 79th with 47.3 score to 2018 ranked which was 70 th among 113 countries
assessed, with a score of 51.5 out of 100% (CNN Philippines, October 18, 2018). Challenges that
pose a risk to food security in the country include lack of agricultural research and development
and corruption. A global metrics on food security believes that the Philippines under present
dispensation has improved its capacity to feed its people.

Lesson 4: Presentation

Topic 1- Encomienda System


Ask all of them what is their understanding about the terms: encomienda and encomiendero?
Informed them that during the Spanish period the Spaniards residing in the Philippines and the
half-blooded Filipinos also known as “mestisos” were allowed by the King of Spain to own vast
tract of lands based on said decree. Such encomienda system designated trusted encomiendero to
manage the lands for cultivation by the “indios”. Jose Rizal our national hero cited numerous
abuses of Spaniards because of greed which included Catholic friars. The two novels: Noli Me
Tangere and El Filibusterismo vividly captured how greed reigns during this time. He also noted
that since there was no separation of state and the church then, churches became so rich and had
accumulated economic advantages owning properties and lands in the central districts of pueblos
or towns which if investigated were true throughout the whole archipelago. This topic has to be
discussed with clarity because this would explain why up to now there is a problem about uneven
distribution of wealth. Ask their personal opinion regarding this matter? Situate them to have a
feel of the discussion. Ask each of them if their respective families are residing in a lot which
they owned evidenced by a title of ownership? Do not be dismayed if this sociological inquiry
will reveal the truth that students in majority might be living in a place where they are treated
“squatters” from their native land. This will possibly the right time to awaken their consciousness
about Philippine Society in general which same problem being addressed by the Commission on
Higher Education (CHED) by including subjects which tackle sense of nationalism and patriotism
by studying lives of heroes and other readings in Philippine History which redirect mistakes of
our past. This also can give clarity about ancestral land of our forefathers especially those who
lived in mountainous areas which by law are protected likewise.

Lesson 5: Discussion Proper

Topic 1- What is Food Security?

Food Security is defined as the availability of food and one’s access to it. A household is
considered food secure when its occupants do not live in hunger or fear of starvation.

Topic 2- Four (4) Pillars of Food Security


1. Food Availability- sufficient quantities of
appropriate necessary types of food.
2. Food Accessibility- individuals have
adequate income to purchase appropriate
food needed to maintain consumption of
adequate diet and nutritional level.
3. Food Utilization- the ability of human
body to ingest and metabolize food through
adequate diet, clean water, good sanitation
and health care to reach a state of nutritional
well-being.
4. Food Stability- describes the temporal

of the time-frame over which food and nutrition security is being considered.

Topic 3- Things Affecting Food Security Today Include:


1. Global Water Crisis- water table reserves are falling in many countries including Northern
China, the United States, and India due to widespread over pumping and irrigation.
2. Climate Change-rising global temperatures are beginning to have a ripple effect on crop yields,
forest resources, water supplies and altering the balance of nature.
3. Land Degradation- intensive farming to a vicious cycle of exhaustion of soil fertility and
decline of agricultural yields.
4. Greedy Land Deals- corporations and governments buying rights to millions of acres of
agricultural land in developing countries to secure their own long-term food supplies.

Topic 4-Republic Act No. 11203: The Philippine Rice Tariffication Law

According to the National


Economic and Development Authority (NEDA) rice tariffication will directly benefit farmers and
the poor through lower rice prices and increased government assistance to the agricultural sector.
The newly-signed law provides for the establishment of the Rice Competitiveness Enhancement
Fund (RCEF), which will pipe in PHP10 billion pesos annually to the rice sector for the next six
years. The RCEF is allocated for the procurement of farm machinery and equipment, rice
development, propagation and promotion, as well as expanded rice credit and extension services
(Tobias, 2019).

Topic 5- Food Insecurity

Food insecurity- the state of being reliable access to a sufficient quantity of affordable, nutritious
food.
Topic 6- Impacts of Food Insecurity
1. Undernourishment- people can’t consume enough calories, and other nutrients for them to do
every day work and task.
2. Malnutrition- people can’t eat enough amount of right and nutritious food to keep them
healthy.
3. Wasting- the serious type of hunger. A severe malnutrition that leads to too much weight loss
and at risk of diseases.
4. Social Unrest- everyone needs to eat so when food supplies are low, people have to fight for
their survival.
5. Rising Prices- when there’s less food available, the price of that certain food increases.

Topic 6- Strategies to increase food security

1. Irrigation- can double the amount of food produced. Some parts of the world still do not have
irrigation systems.
2. Use of New Technology- use machines that can really help in producing and harvesting crops
fast and easy.
3. Support from the Government- government must support farmers financially, and providing
tools and machines for farming.
4. Promote farming to everyone. Everyone must know the proper way of farming and the beauty
of doing it.
III. Process Questions
The following questions are laid down to assess effectiveness of teaching-learning process. It will
also help them remember important concepts and principles discussed earlier and to apply what
they have learned in daily lives.
1. How would you rate your immediate family in terms of Food Security concerns? How about
the nutrients being intake?
2. Fast foods are readily available to known fast food chains like KFC, Jollibee, Chowking and
McDonalds, is this “availability” the one we are talking about?
3. Agricultural state universities throughout the country do not have sufficient student-enrollees
in their courses. What do you think are the reasons why these courses especially related to
agriculture not so popular?
