Vision

A productive, healthy, competitive, and thriving Kuria East Constituency.

Preamble
Fellow Kuria East Constituents,
Greetings!

My name is Makena Mwita, a resident of Kuria-East Constituency; born and raised in


Chinato Village to peasant farmers. In the upcoming General Elections of 9th August
2022 I have presented myself as a Candidate for the position of Member of National
Assembly (commonly ‘MP’) in Kuria East Constituency. I made this decision to offer
alternative leadership in the Constituency having grown up here, experienced the
challenges first-hand and also having traveled widely abroad where I have learnt about
best practices in developed democracies.

My vision for our Constituency is to see an inclusive, people-centered and approachable


leadership that will ensure prosperity and growth in terms of Infrastructure,
Education,Economic Development ,Security and Social wellbeing of our people. These
will be my anchor issues that I hope to focus on to spur growth and development in Kuria
East Constituency.

Over the past few years, I have mentored dozens of young people across Kuria East
Constituency, have shared with them national and international education opportunities
and helped many through their academic challenges. In addition, I started a monthly book
club within the constituency, whose vision is to raise the literacy levels of students in
Kuria East and position them to adequately compete nationally and globally. Through my
foundation; the Mwita Monanka Foundation, we have assisted over 150 (One hundred
and fifty) bright and needy students with School Shopping vouchers annually and I hope
to continue with this in the years to come. I have also extended social support to women,
widows, persons living with disability, the old, and many vulnerable groups in Kuria East
Constituency.

My candidacy is about hope, alternative leadership, the people, honesty, transparency and
accountability, representation at the national assembly, service and above all servant
leadership. It is my dream that you, the People of Kuria East will walk with me in this
journey towards 9th August, 2022 and beyond and it’s my undertaking to you that I shall
not fail you.

MY FIVE-POINT AGENDA FOR THE PEOPLE OF KURIA


EAST CONSTITUENCY;

My promise to the people of Kuria East Constituency…


1. My promise of equity, fairness, transparency, accountability and
participatory leadership.
A people-centered leadership from the Ward-level to inform decisions and transact
the affairs of the Constituency on behalf of the people in fairness, transparency and
participatory leadership
a) Develop a public participation model where a Constituency committee that will
constitute members from all the five (5) wards within the constituency to
facilitate communication and feedback from the public on the affairs of the
Constituency.
b) Every polling station will have a member in the Project Management
Committee of NGCDF at the community level which will serve as a link to the
NGCDF Committee at the constituency level to ensure project proposals are
participatory and reflect the priorities of mwananchi.
c) All project reports, bursary allocation will be made available to the constituents
through the constituency website and notice board.
d) An open tender process will be used in procurement of constituency tenders.
e) Ensure both the NG-CDF and Project Implementation Committees adhere to
the principle of inclusivity and recognize the diversity of the Constituency.
2. My promise on Education & ICT Development
A market-centric education environment that empowers students to learn and
achieve and a technologically-empowered Constituency
a) Make education accessible by streamlining the NG-CDF bursary application
and allocation process to make it more transparent, accountable and fair to
deserving, vulnerable and needy students in the Constituency.
b) Establish a well-equipped ICT Center and Community Library in every ward
within Kuria East Constituency. The centers will include a talent and business
incubation centers. Will lobby the Ministry of ICT to establish an Ajira Center
in the constituency to serve as incubation centers and provide online jobs for
Youth through online work.
c) Establish a Project Identification Committee with membership drawn from all
wards to assess infrastructure demands across all public primary and secondary
schools and advise on necessary projects to be undertaken by the NG-CDF.
d) Make all public schools learner-friendly by connecting them to piped water,
electricity, and constructing new and modern toilet blocks.
e) Introduce the Kuria East Airlift Program that will identify and support at least
two students annually from the constituency to pursue university education
abroad.
f) Establish a Constituency Performance Rewards Scheme for Primary and
Secondary schools for both teachers and learners aimed at encouraging good
performance across the Constituency.
g) Support and encourage young people to enroll in Technical institutions TVETS
and colleges to acquire necessary skills for employability and earning a living.

3. My Promise on Infrastructure and Economic Development


Enable a thriving economy and safe living through modern infrastructure and
supported local produce by leveraging the strategic position of the Constituency
which borders Tanzania.
a) Lobby the tarmac of the Taranganya - Ntimaru Road to bitumen standards as
well as the Isibania – Masangora – Nyamutiro – Senta - Kegonga road and
open up key link roads.
b) Collaborate with Kenya Power and Lighting Company, the Rural
Electrification Authority to connect at least 100 homes to the national grid
annually through the ‘Last Mile Connectivity’ project to increase connectivity
in the Constituency.
c) Lobby for the open-up of the border towns of Nyamtiro, Mogeimuya,
Gwitembe (Canaan) to business through the Ministry of East African
Community and the Kenya Revenue authority Regional integration initiatives.
d) Entrench value addition to local produce by empowering local farmers with
latest know-how through regular training/capacity building on new methods of
farming, village-based factories and farmers’ cooperatives.
e) Table a motion in Parliament to ensure minimum guaranteed returns on sweet
potatoes, sorghum, and coffee to the farmers and improve the quantity and
quality of agricultural produce through subsidies and incentives.
f) Help improve agricultural profitability through active market linkages both
locally and globally and incubate manufacturing through village-based
factories focused on agro-processing value addition.

4. My promise on Special interest groups; Youth, Women and Persons Living


With Disabilities (PLWDs)
Prioritizing Special Interests Groups in the Constituency.
a) Support PWDs to register with NCPWD for those who aren't registered so that
they can access benefits from the Council.
b) Support women and youth centered programs such as formalization of chamas
and bodaboda SACCOS to improve access to credit from National Government
Funds such as the Uwezo Fund and NGAAF and government procurement
opportunities.
c) Promote creation of vibrant business associations and linkages to the Kenya
National Chamber of Commerce and Innovation (KNCCI) and invite
international investors to explore investment opportunities that can create jobs
for the youth, women and persons living with disabilities.

d) 30% of all the constituency tenders will be reserved for the youth and Persons
Living With Disabilities- AGPO Act.

5. My Promise on Safety, Social Security, Sports & Talent Development


Facilitate a safe, secure and cohesive environment for living, work and business.
a) Finance installation of streetlights across all major roads, markets, towns, and
shopping centers and open up security roads.
b) Facilitate the upgrading of all police posts and stations infrastructure, and
facilities through NG-CDF and partner-financing.
c) Work with the Ministry of Lands Taskforce to enable landholders to have titles
for their parcels to avoid disputes.
d) Work with the elders, youth and NGAO officers to support the government
community policing initiatives across the constituency.
e) Make talent & sports an income-generating venture by improving the NG-CDF
tournaments to include diverse sporting activities for talent scouting.
f) Sponsor at least two youth per ward for the FIFA referee training each year to
gain skills that will enable them earn a living through sports.
