የሚያስችለውን ኮንቬንሽን አጸደቀ
 ይህ የዓለም ቅርስ ጽንሰ ሀሳብ በመነጨውም በግበጽ በ 1960 በአቡነ
ሲምበል ቅርስ አጠገብ የ አስዋን ግድብ መገንባት ነው
 ይህንንም ተግባር ላማከናወን ዩኔስኮ ዎርልድ ሄሪቴጅ ኮሚቴን ኣቋቋመ
 እሰከ ዛሬ ድረስም 679 ባህላዊ እና 174 ተፈጥሮኣዊ በድምሩ 853
ቅርሶችን መዝግቦ አወጀ
 ዩኔስኮ ዎርልድ ሄሪቴጅ ኮሚቴ 21 አገራት በአባልነት የተመዘገቡበት
ድርጀት ሲሆን አባል አገራቱም ኮንቬንሽኑን ሲያጸድቁ
የተመዘገበለቸውን ቅርስ የመንከባከብ ግዴታ ገብተዋል
 ይህ አካል በአመት አንድ ጊዜ በቋሚነት ስብሰባ ያደርጋል መመዝገብ
ያለባቸውን ቅረሶች ይወስናል
የተመዘገቡትም መስፈርቶችን መጠበቃቸውን ያረጋግጣል
ቅርስን በዩነስኮ የማስመዝግቢያ (የመምረጫ) መስፈርቶች

በአለም ቅርስ ለመመዝገብ የሚያበቁ ስምነት መስፈረቶች አሉ። ከነዚህ መካከል ለመመዝገብ
ቢያንስ አንዱን መስፈርት ማመላት ይገባል
መስፈርቶቹ፡
 To represent a masterpiece of human creative genius;
በሰው ልጅ የፈጠራ ታሪክ ተግባራት ልዩ የሆነ/ የተወደሰ/ ተግባር

 To exhibit an important interchange of human values, over

a span of time or within a cultural area of the world, on
developments in architecture or technology, monumental
arts, town-planning or landscape design፡
በተለያዩ የእድገት ጎዳና የሰው ልጆች እርስ በርስ ትስስሰርን የሚያመለክት ሲሆን
 To bear a unique or at least exceptional testimony to a cultural
tradition or to a civilization which is living or which has disappeared;
መጠበቁ ወይም መታወሱ ለባህል ወይም ለስለጣኔ ልዩ አስተዋጾ መኖር (የጠፋም ሊሆን ይችላል)

 To be an outstanding example of a type of building, architectural or

technological ensemble or landscape which illustrates significant
stage(s) in human history
በሰው ልጅ ታሪክ ሂደት ውስጥ ወሳኝ የእድገት ሂደትን የሚያንጸባርቅ ህንጻ፣ ጥበብ

 To be an outstanding example of a traditional human settlement,

land-use, or sea-use which is representative of a culture (or cultures),
or human interaction with the environment especially when it has
become vulnerable under the impact of irreversible change
የሰው ልጅ በባህሉ ወይም ከተፈጥሮ ጋር ባለው ትስስር መሰረት የተከሰቱ ሰፈራዎች ፣ የመሮት አጠቃቀም
ተግባራት፣ የተከሰቱና በልዩ ምሳሌነት ሊቀርቡ የሚችሉ
 To be directly or tangibly associated with events or living traditions, with
ideas, or with beliefs, with artistic and literary works of outstanding
universal significance. (The Committee considers that this criterion should
preferably be used in conjunction with other criteria)

including the record of life, significant on-going geological processes in

በመሬተ የጂኦሎጂኣዊ ልውጥት ውስጥ ወሳኝ የሆነ ምዕራፍ ደረጃን ወይም ክስተት የሚያነጸባርቅ
 To be outstanding examples representing significant on-going
ecological and biological processes in the evolution and
development of terrestrial, fresh water, coastal and marine
ecosystems and communities of plants and animals
በየብስና በ ውሃ አከላት ላይ የተከሰቱ የስነ ህይወት ልውጠት ሂደት ወሳኝ የሆነ ምዕራፍ
ደረጃን ወይም ክስተት የሚያነጸባርቅ

 To contain the most important and significant natural habitats

for in-situ conservation of biological diversity, including those
containing threatened species of outstanding universal value
from the point of view of science or conservation.
የሰነ ህይወት ብዘሃነትን ለመጠበቅ የሚስችል ና አመቺ የሆነ habitat የያዘ መሆን
የምዝገባ ሂደቶች (REGISTRATION PROCESS ON UNESCO)
ሂደትና መስፈርት፡
በባህላዊ ቅርስነት ሊመዘገቡ የሚችሉት መስህቦች የ OUV(Outstanding Universal
Value)
ታሪካዊ እሴታቸው፣ ለፈጠራ ተግባርና ለሳይንሳዊ ምርምር ጠቀሜታቸው ሲረጋገጥ ብቻ
ነው። ይህም የሚረጋገጠው በመስህቡ፤

 የተለየ ባህሪ መኖር (uniqueness)

 በትክክለኛ/ እውነተኛ መረጃ መደገፉ (authenticiy)
 የቅርሱ ሁኔታ የሚ (integrity)
የምዝገባ ሂደት ደረጃዎች

Tentative List
 አንድ አገር በዓለም ቅርስ የሚመዝገብ ቅርስ አለኝ ብሎ ሲያምን፡ ኢንቬንተሪ/ ዳሰሳ
ጥናት ዶክመንት ያቀርበል። ይህም Tentative List በመባል ይታወቃል።
 ዝርዝር መረጃውን በሚቀጥሉት ከ5-10 ኣመታት ውስጥ ማቅረብ ይኖርበታል
 ይህ ካልሆነ World Heritage Committee የአንድን ሀገር ቅርስ
ለመመዝገብ የሚያስችለውን ጅምር ተግባር አይፈጽምም።
 ስለዚህ Tentative List አንድን ቅርስ በዓለም ቅርስ ለማስመዝገብ ወሳኙ
ምዕራፍ ነው

 ቅርሱን ቴንታቲቭ ሊስት ውስጥ ያስገባ አንድ ሀገር ቀጣይ ተግባሩ ኖሚኔሽን ፋይል
/ Nomination file መስራትና ማስረከብ ይሆናል
 ይህ ተግባር ሰፊና አድካሚም በመሆኑ ረጅም ጊዜ ይወስዳል
 የ World Heritage Centre ለአገሪቱ ተገቢውን ድጋፍ ይሰጣል
 ከተጣራ በኋላም ለአድቨይሰሪ እነዲገመገም ይለካል

 ግምገማውን ካለፈ ለ World Heritage Committee ይቀርባል

 As early as 1989, UNESCO included Harar in its International
Campaign to Safoguard the Principal Monuments and Sites
of Ethiopia,

 In 2006, Harar was

declared a
UNESCO World
Heritage Site,
based in large part
on its architectural
history.
Among the distinguished architecture of
the city are

 The former residences of Emperor Haile

Selassie (1892-1975)
 French poet Arthur Rimbaud (1854-91),
 As well as the Jugal wall.
THE CONCEPT OF HERITAGE IN ETHIOPIA
Emperor Menelik II and Heritage Protection
Began an archaeological and historical study to identify and
preserve the antiquities of his predecessors of the medieval rulers
of Ethiopia.
 Focused on Christian Pasts: the ruins of churches and royal
sites encouraged archaeological studies to be carried out.
 For example, in 1905 he expressed his desire for the
German archaeological mission to study the historical sites
in Ethiopia
 The aim of the program by the emperor was to uncover
historical objects associated with his predecessors.
 the ruins of royal palaces and churches to coins, stone
paintings, sculptures and statues and parchment
manuscript
ARCCH ESTABLISHMENT

Established the Authority for Research and Conservation

of Cultural heritage: Its objectives include:

 Carry out a scientific registration and supervision of

Cultural Heritage so that, Cultural Heritage, as
bearing witnesses to history, may be handed down
from generation to generation;
 Protect Cultural Heritage against man-made and
natural disasters;
 Enable the benefits of Cultural Heritage assist in the
economic and social development of the country;
and discover and study Cultural Heritage.

 የሚመለከታቸው አካሎች ለቅርሶች ተገቢውን ከበሬታ መስጠታቸው ይረጋገጣል፣
 ስለ ቅርስ ጠቀሜታ በዓለም አቀፍ ደረጃ የሚመለከታቸው አካሎች ግንዛቤ ኖሮት
ጥበቃውን እንዲያከናውን ያስችላል፡፡
 ለቅርሶች ጥበቃ የዓለም አቀፍ ትብብርና ድጋፍ ይገኛል፡፡
