Executive Summary
ES.1 Introduction
The Government of Uttarakhand intends to create a State of the Art performance level campus
for carry out day to day functioning of SDRF battalion HQ cum Training Centre. It is informed
that the project will be financed by The World Bank under UDRP-AF, therefore for
implementation of the project the PIU (Public Building), UDRF will be the implementation
agency/ client/ employer for the said project.
ES.1.1 Background:
Uttarakhand, the hill state by virtue of its geographical setting is vulnerable to different types of
natural calamities like earthquakes, landslide, cloud bursts, flash floods, avalanches, and forest
fires especially during the rainy season. Uttarakhand is emerging as one of the favored
destinations for religious and adventure tourism which has also contributed to the ever
increasing tourist footfall in the hill State.
SDRF has been equipped with requisite latest equipment under The World Bank assisted
Uttarakhand Disaster Recovery Project (UDRP), each member of SDRF has been provided with
an individual disaster kit in order to take control of an emergency situation. Due to availability
of latest search and rescue equipments provided by the World Bank, SDRF has been established
as a visible and reliable response force to provide specialized response during disaster.
SDRF is a dedicated, highly trained, technologically advanced, and humanitarian force, which is
working as a multi disciplinary, multi hazard, and community centric response unit. The SDRF
is also involved in capacity building of community during peace hours. The core function of
SDRF Headquarter Campus shall be to fulfill all the requirements related to training of SDRF
personnel.
The facility is planned to later to simultaneously for imparting training and capacity building to
approximate 1500 personal in a year. It could be used as a training resource centre for other
organization.
This project is proposed to execute in 3 phases, Phase-I for Administrative block, Training
block, Barracks, Hostels, multipurpose hall which is in construction stage, Phase-II for Training
components and Phase-III for Residential and other infrastructure.
ES.2 Project Description
ES.2.1 Scope of work
The scopes of work for training components are divided into three stages;
Design Stage (Task-1)
Tender Stage (Task-2)
Supervision Stage (Construction stage) (Task-3)
The concept design and layout report has been submitted and approved on 11.03.2020. This
report dealt with stage-2 of Task-1. Preliminary Drawing and Draft Design Base Report.
A contiguous stretch of 23 hectare land has been allotted from the Ministry of Environment,
Forest and Climate Change, Government of India. The notifications regarding change of land
use has also been granted by the Forest Department Government of India vide aforesaid letter
dated 27.05.2015.

E.S.4.Obstacle Course
Obstacle course helps the trainers to develop motor fitness including speed, agility, coordination,
and related skills and abilities. Many of these activities also give trainers the chance to plan
strategy, make split-second decisions, learn teamwork, and demonstrate leadership.
Physical performance and success in combat depends on a trainer's ability to perform skills like
those required on the obstacle course.
1. Conditioning: Conditioning course has low obstacles. Running the course will be a test
for the trainer's basic motor skills and physical condition. After trainers receive
instruction and practice the skills, they run the course against time.
Based on the above type, the following obstacle Training components are Proposed.

2. The areas under and around obstacles will be covered with an impact reducing material
appropriate to prevent serious injury in the event a trainer falls while negotiating subject
obstacle.
3. When purchasing fall protection equipment required for an obstacle, installations will ensure
equipment meets or exceeds standard without creating a greater hazard. Where impact-reducing
material is required, sand, wood chips, saw dust, or shredded tire rubber is sufficient.
4. Below are essential items of fall protection required by obstacle.
Wood chips/sand/or shredded rubber beneath obstacle.
Pole vault safety pad placed at base of obstacle.
Safety net placed beneath obstacle extended 8 feet out from point of potential fall. All
netting will be rated for outside use and meet OSHA specifications for fall protection.
Eye bolt or hook for instructor safety harness positioned at top of obstacle.
Instructor platform with eye bolt or metal hook to secure safety harness.
Net placed beneath the length of descent rope.
Padding placed on net beneath descent rope.
Pads at end of net near release point.
Pole vault pad at the base of release point.
The area under and around obstacle covered with impact reducing material.
Netting extended from first level (optional).
Padding on tops of upper side braces.
Padding on tops of front support logs.
Padding on the tops of rear support logs.
Pole vault padding beneath center of obstacle.
There are steps which designers reduce injuries.
All landing areas are raked and refilled before each use.
Puddles of water under obstacles will be cause a false sense of security. This results in
improper landing techniques and serious injuries.
Safety equipment (nets, pads, and ground covering) are procured from reliable sources. If
shredded rubber is used, get samples prior to purchasing. When procuring netting, ensure
provider include design specifications and usage restrictions. To ensure maximum life of Safety
equipment, inspect on a regular interval and store away from extreme weather conditions when
possible.
Based on the above Designs standards and specifications, Obstacle course training Components
drawings has prepared and presented in Drawing Volume Based on the above details Line
Estimate has been prepared to assess the overall Project Cost.
ES.4.6.Training Equipment
The training equipments for each category of training components are required for safety
purpose as well as to be utilized for training purpose. The safety equipments are to be procured
from reliable sources. Samples are to be procured prior to purchasing as per procurement policy.
Also strategy to be worked out by the training authority to ensure maximum life of safety
equipment. Inspect on a regular in travel and store away from extreme weather conditions shall
be done. The list of equipments to be purchased for each training components is given in chapter
11.
ES.4.7. Cost Estimate
The Civil cost for the above training components has been worked out based on specifications
and requirements mentioned in each chapter.
Obstacle training components and Dog Training components cost are worked by bill of
quantities based on preliminary drawings.
The specifications, Item rates are followed as per CPWD – DSR – 2021. For Non schedule of
item, market rates are followed. Contingency 3% has been included the cost estimate.
For Machinery and training component material rates are received from vendors.
The design standards and material specifications proposed to be adopted for the project will be
primarily based on FEMA, IS, NFPA, NBC publications, circulars and relevant
recommendations of the international standards.
The design standards evolved for the project would cover all aspects of detailed design including
the design of geometric elements, design of structures, safety measures, and materials. The
design standards adopted for each training components are given in chapter 14.
Stockholder consultation with the officials of Uttarakhand Disaster Recovery Project (UDRP-
AF) and State Disaster Response Force (SDRF) user department are discussed in details about
the Requirement of this project and its concepts. The details of the meetings conducted with the
user agency and PIU are given in the chapter 15.
The public consultation meeting was conducted on 17.06.2020. The consultations were
undertaken with village community individually due to the COVID19 issue by maintaining
sufficient social distance. The people shared their views of the proposed development of SDRF
Project.
Consultants explained about the environmental and social assessment. Outcome of public
consultation is as stated under:
The local community people gave a cordial welcome as they felt very safe after the
establishment of SDRF Campus, as in case of any emergency they will recover
them immediately.
They also suggested that, the training can be given to the local volunteers to
support the SDRF.
Village communities are happy that their agriculture land is saved from wild
animals after the construction of SDRF Campus boundary wall.
Village community felt that the educated persons should get employment in SDRF
Department and to provide awareness for the educated one.
Now people are feeling safe from thieves and there should not be any firing range
inside the Campus.
The community felt that there will be commercial development around this area
due to this project which will get more indirect benefits for the local publics.
People asked that required land for the proposed project is available with 23
hectare, which has already given by MOEF. Weather any private land will be
acquired.
Village community suggested that unemployed youths from the village should get
priority to get job during construction work in future also.
Village community told that presently, there is no air, noise and water pollution
and suggested that it should be sustained during construction phase.
Due to COVID19 they were scared about the lockdown.
