 Contract Scope
The Contractor is required to install, manage operate, and
maintain an Entertainment Network Broadcast Service in the
hold rooms and other approved locations at Reagan National
(DCA) and Dulles International (IAD) Airports using equipment
furnished by the Contractor. See Attachment 1, Statement of
Work.

 Summary of Solicitation
• Procurement Method: Two-Step Invitation for Bids

• Performance Period: Three (3) year base

• Option Years: Two one-year option periods, at the discretion of the Airports Authority

• The Authority has established an Airport Concession Disadvantage Business Enterprise (ACDBE) goal of
zero percent (0%) for this contract. Bidders are encouraged to propose additional ACDBE participation.

• Bidders must offer a Minimum Annual Guarantee of $320,000 for Year One with an annual increase of
no less than three percent (3%) over the prior year’s MAG. The minimum Percentage of Revenue is
twenty-five percent (25%).

• Bid Guarantee of $5,000 must be submitted only by bidders who are invited to submit a Financial
Offer in Step 2.

• Performance Guarantee: $160,000 by the selected bidder.

• Term and Conditions are not negotiable in any material way. Contractors are encouraged to ask
questions or clarifications during the Q&A period

• Technical Proposals are due January 06, 2020 NLT 2:00 PM (EST) at the
address identified on the solicitation

Step 1, Part 1 – Representation
Package
Submit an original and one (1) copy of the following documents in the Representation
Package envelope:

a. Eligibility Form. See Attachment 4.

b. Signed acknowledgement of any and all Amendments.
c. Application for Joint Venture Eligibility. See Attachment 7.
d. Financial Statements – Provide full and complete financial statements for the
most recent fiscal year prepared in accordance with GAAP.

 Technical Proposal Submissions
Step 1, Part 2 – Technical Proposal
Package
• Do not include any reference to Financial Offer.
• Submit on typewritten 8 ½ x 11” plain white paper.
• Assemble in three-ring binder or staple.
• Do not exceed five (5), double-spaced, single sided pages. Exhibits, samples,
and Specification Checklist are not included in limit.
• Submit an original and three (3) copies of the following documents:

• Cover/Title Sheet
• Table of Contents – Include a table of contents that lists section
numbers and page numbers.
• Specification Checklist. See Attachment 2.
• Evaluation Criteria – Address the evaluation criteria in the order they
are presented.

 Evaluation Criteria

Criterion 1: Technical Requirements

1. The Bidder must explain in the technical proposal how it
intends to comply with the Statement of Work. The Bidder
should demonstrate the ability to meet the operations and
maintenance requirements in the Statement of Work and
provide programming that complies with the Statement of
Work.
2. The Bidder shall complete and submit the Entertainment
Network Broadcast Service – Specification Checklist. All items
must be checked, 1.1 through 3.1.

 Evaluation Criteria

Criterion 2: Experience, Qualifications, and Past Performance of

the Firm’s Personnel

Provide a minimum of three (3) customer references in which the

Bidder or Bidder’s principals and owners have installed,
maintained, and operated Entertainment Network Broadcast
Service within the past five (5) years at airports similar in size to
Reagan National Airport and Dulles International Airport.
References should speak to projects similar to the Entertainment
Network Broadcasting Services described in Statement of Work
and in the Specifications Checklist. Include the name of company,
contact person, address, telephone number, and e-mail address.

 Step 2 – Financial Offer Submissions

In the second step, only bids from Bidders with proposals determined to be
acceptable will be considered for award. Award shall be made to the
responsive, responsible Bidder whose financial offer is the highest received.

In a sealed envelope:

• Submit a Bid Guarantee in the sum of Five Thousand Dollars ($5,000).

• Submit the Financial Offer form. See Attachment 5.
