Main Issues raised by the Contractors, ECRA and the University

1. Lack of willingness to assist the Contractors
2. Shortage of supervision team existed
3. The reporting format is not clear
4. Negligence to respond the problems encountered and the Contractor’s inquiries
5. Intentionally, there is materials approval delay
6. There were sole determination without consulting the Employer
7. There is no professional indemnity provided
8. Design problem/Mesafint Yerdaw’s project Gutter failure/
9. communications are rough
10. inspection, quarterly and annual reports are not issued properly
11. meetings are not facilitated and conducted
12. less site management
13. considering the market conditions, there weren’t any substitutions and modifications

Way forwards
1. phase one and two projects shall be finalized till June 30,2022
2. material approval shall be done on site
3. additional supervision teams shall be mobilized to the site
4. for those materials not available in the market shall be substituted with available one
5. investigation shall be conducted on the “structural failure” occurred
6. special attentions shall be given for this university before actions are taken
7. reports shall be clear and concise
8. there should be smooth relationship among stakeholders
