1. Mumbai Refinery:
Mumbai Refinery was constructed in an area of 321 acres initially started in 1954 with a crude
refining capacity of 1.25 MMTPA and with five products. Lube Refinery was commissioned in
1969 in the complex, the largest in the country producing Lube Base oils of intermediate standards
with a capacity of 165,000 TPA. During the year 1974, the Government of India took over the
ESSO operations and formed Hindustan Petroleum Corporation Limited and in the year 1975
Lube India Ltd., was also taken over by the Government of India and it was merged with HPCL.
Subsequently, by way of expansions, de-bottlenecking and process modifications, the crude
refining capacity has been increased in stages i.e. 1.25 MMTPA up-graded to 2.0 MMTPA while
expansion units add another 3.5 MMTPA, which totals up to 5.5 MMTPA installed capacity and
after Green Fuels Emission Control (GFEC) commissioning installed capacity has been upgraded
to 7.5 MMTPA, while Lube Refinery installed capacity also has been increased to 450,000 TPA
with the total number of products growing to about 30.
The products currently manufactured by Refinery are LPG, Naphtha, Motor Spirit (MS), Food
Grade Hexane, Aviation Turbine Fuel (ATF), Superior Kerosene Oil (SKO), High Speed Oil
(HSD), Light Diesel Oil (LDO), Low Sulphur Heavy Stock (LSHS), Industrial Furnace Oil (IFO),
Carbon Black Feed Stock, Rubber Processing Oil, Lube Base Stocks (LOBS), Bitumen, Sulphur,.
Etc.
These products are evacuated to the marketing terminals, coastally moved through tankers
and most of the products evacuation (about 87%) is carried out to various consumption points
through Mumbai Pune Sholapur Pipeline (MPSPL).
In line with Auto Fuel Policy, Mumbai Refinery has implemented Green Fuels and Emission
Control (GFEC) project and Diesel Hydro Desulphurization (DHDS) for the production of BS-
III/IV MS and BS-III HSD respectively. Mumbai Refinery also commissioned Diesel Hydrotreater
unity and Diesel Isomerisation Unit to meet BS-IV HSD compliance.

4. Nodal Officers:
Vijay S Agashe, Chief General Manager – Operations Mumbai Refinery, will be the Nodal Officer
of MR . In his absence, Shaji Idicula, Chief General Manager -Maintenance will be the nodal
officer of Mumbai Refinery.
As per ERDMP of Mumbai Refinery authorization for Declaring Level-2 Emergency Siren, if
the incident goes beyond control, Level-2 Emergency will be declared by the Chief Incident
Controller (ED-MR/Alternative). During evening & night shift or holidays, Level-2 Emergency
will be declared by Refinery Shift Manager (RSM) in consultation with ED-MR/ CGM –
Operations. Level-3 Emergency, when emergency becomes catastrophic and evacuation
beyond the plant premises, the Chief Incident Controller (ED-MR/Alternative) declares
Level-3 and hands over to District Authority for implementing the Offsite Emergency Plan.
Level 2 & level-3 emergency considered as crisis for reporting of incident to Ministry and
other statutory authorizes.
Information about the crisis shall be immediately communicated over phone to all concerned
officers / authorities. Escalation of information flow will be as given below:

IV Mock Drills:
Periodic mock drills and inspections of the operating units, project sites and operating
locations will be carried out to check the preparedness for handling the crisis.
V. Media Management:
In case of employee strike, CGM - HR to provide information as per Annexure-IV. The
information about the crisis shall be immediately communicated over phone to all concerned
officers / authorities. In-charge of Public Relations & Corporate Communications (PRCC)
Department of HPCL will handle media management in the event of crisis. Chief General
Manager-HR will assist PRCC.

1. Visakh Refinery:
Visakh Refinery was the first East Coast Oil refinery commissioned as Caltex Oil Refining India
Ltd. (CORIL) in 1957 with crude processing capacity of 0.675 MMTPA, Taken Over by GOI in
1976 and merged with HPCL in 1978 with an installed capacity of 1.5 MMTPA.
First expansion (VREP-I) was carried out in 1985. The capacity was increased from 1.5 MMTPA
to 4.5 MMTPA. Propylene Recovery Unit (PRU) was commissioned in 1993 for production of
chemical grade Propylene, which is a value added product. The second expansion (VREP-II) was
carried out in 1999 increasing the capacity to 7.5 MMTPA. Further the units have been recently
revamped in 2012 to augment its capacity to 8.3 MMTPA.
The products currently manufactured in Refinery are LPG, Propylene, Naphtha, Motor Spirit
(MS), Aviation Turbine Fuel (ATF), Superior Kerosene (SKO), High Speed Oil (HSD), Light
Diesel Oil (LDO), Low Sulphur Heavy Stock (LSHS), Industrial Furnace Oil (IFO), Bitumen,
Sulphur, etc.
These products are evacuated to the marketing terminals (HPCL, BPCL and IOCL), coastally
moved through tankers and also evacuated through the cross –country Pipeline (85%) from
Visakhapatnam to Secunderabad via Vijayawada (VVSPL).
In line with Auto Fuel Policy, HPCL Visakh Refinery has implemented Clean Fuels Projects
(VRCFP) and Diesel Hydro Desulphurization (DHDS) Projects for the production of EURO-III/
IV MS and EURO –III HSD respectively. Visakh Refinery also commissioned Diesel Hydrotreater
unit to meet BS-IV HSD compliance.

4. Nodal Officers:

Refinery. In his absence, P Veerabhadra Rao, CGM-Maintenance is the nodal officer.

1. Operations, Distribution & Engineering (OD&E):
There are a total of 76 Installations (29 Terminals & 47 Depots) across the country under OD
& E Business unit (OD & E BU) of HPCL. There are 7 Retail Zonal Offices located at Mumbai,
Ahmedabad, Delhi, Lucknow, Kolkata, Secunderabad and Chennai. The Zones are headed by
Retail - Zonal Heads and they are assisted by Zonal Heads – O&D for overseeing the Operations
and Distribution activities. While the Terminals report directly to the Zones, the depots report
to the Retail Regional Offices, which in turn report to the Zones.
OD & E has handled a total throughput of around 50 MMT during 2017 – 18. The Petroleum
products are transported from the supply sources to POL installations by Rail, Sea and Pipelines.
MPSPL, MDPL, VVSPL & RKPL are the major pipelines through which product is received
at various OD & E locations. Marginal quantity is received at POL installations through road
tankers.

1. LPG:
LPG Strategic Business unit (LPG SBU) of HPCL has 7 Zonal offices, 38 Regional offices, 48 LPG
bottling plants and 2 LPG import facilities at Mangalore and Visakh. LPG SBU caters to about
6.87 crores domestic customers and industrial customers through a wide network of about 4849
LPG distributors. About 5500 packed trucks are operating under contract with HPCL for road
transportation of LPG cylinders from various plants to distributor godowns. Total Marketing
demand of LPG for HPCL for the year 2017-18 is about 6139 TMT out of which 3479 TMT is
procured from indigenous sources and balance quantity 2660 TMT is imported by ocean tankers
at various ports. JLPL, VVSPL are the major LPG pipelines through which about 1.945 MMT of
LPG is transported from the supply sources to LPG plants. 0.344 MMT is transported by Rail
and balance quantity of about 3.85 MMT is transported by road through 5200 contract bulk LPG
tank trucks.
Simultaneously, First information of crisis would be intimated by the concerned Plant In-
charge over phone to the following officers / authorities;
• Regional Manager / Zonal Office
• District Magistrate

• Nodal Officer – LPG SBU
• ED-LPG / Director (Marketing)
Plant-in-charge will also ensure that the communication is simultaneously passed on to

Controller of Explosives, PESO, Nagpur.
Director (M) / Chairman & Managing Director will in turn communicate the first
information of crisis to the Nodal Officer of the Ministry of Petroleum and Natural Gas,
Govt. of India. Flow Charts for sending first information are given in the Annexure A/B.

Following four locations are reporting to Lubes SBU:

2. Locations:
I. Mazgaon Terminal:
Mazgaon Terminal is HPCL’s biggest manufacturing lube-blending plant, manufacturing
about 60% of the Lube Products marketed by HPCL. This terminal has two plants situated
in the same complex. LUBE PLANT -1 is the erstwhile ESSO Plant and LUBE PLANT 2 is
the erstwhile CALTEX Plant. These plants were constructed more than 60 years back on a
total Land area of 17.37 Acres. The Plant operates in two shifts.

HPCL sells ATF at 42 Airports in the country, out of which HPCL is having its own operation
at 35 Airports, at 3 airports we are have hospitality arrangement with other suppliers and at 5

1. Pipelines:
Existing Pipelines network at HPCL is 3371 Km long and having capacity of 27.03 MMTPA and
a branch line capacity of 11.07 MMTPA. Pipeline department currently operates following major
cross country pipelines.

9 INDUSTRAIL RELATIONS

1. Industrial Relations Department:
In HPCL, emphasis is always laid on having industrial harmony which, it believes, is a pre-requisite
for sustainable growth. The focus has always been to build on positive employee relations thru’
increased dialogue & communication, employee engagement initiatives and employee wellbeing.
The Unions and workmen demonstrate their commitment to achieve organizational objectives
thru’ partnering in the various processes thereby resulting in increase in productivity, optimum
deployment of human capital and commissioning of new Units etc.
HPCL has a very strong Employee Relations platform wherein bipartite / tripartite agreements,
govern the productivity, wages and other conditions of employment. HPCL has entered in to
tripartite agreement with Chief / Regional Labour Commissioner (C) and Unions for Long
Term Settlements (Wage Revision). The various terms and conditions of employability of non-
management employees (workmen) are governed by the certified ‘Standing Orders’. HPCL has
a well-defined Productivity Incentive Scheme for non-management employees which keeps our
employees motivated for maximum productivity on a continuous basis.Regular meetings are
held with the representatives of Unions to deliberate on various challenges and opportunities
concerning Organization as well as workmen.
There are 9 unions in Marketing Division & 2 Unions each in Mumbai Refinery & Visakh Refinery
which represent non-management employees in HPCL. The SC/ST employees & OBC employees
of the Corporation have All India HP SC/ST Employees’ Welfare Association & All India HP OBC
Employees’ Welfare Association respectively. The management engages in frequent dialogues
with all the above associations in order to ensure smooth and effective Industrial Relations. The
collective bargaining is done only through the trade unions operating in the respective divisions
of the Corporation. HPCL is one of the first companies to have defined “Code of Conduct” in
recognition of trade unions, representations for the All-India Meetings, Zonal Meetings and
Location meetings.
Due to the excellent culture and relations between the Management, unions and employees,
there has not been a man-days loss on account of strikes, go-slow etc. since 1995.
With the excellent cooperation from non-management employees and the Unions, various
projects viz. Project Utkarsh in LPG, Project Utkrisht in O&D, Project Uttam in Direct Sales
SBU etc. has yielded substantial increase in Productivity.
HPCL is the only organisation to have an IR Council - consisting of senior management from
Business & HR and senior office bearers from each of the Unions operating in the Corporation,
which deliberate on various issues pertaining to future challenges of the Corporation and for
coming out with meaningful suggestions. It has also formed a HPCL Trust for Promoting
Industrial Harmony in the Corporation.
With a focus on employee connect, various programmes were conducted across the locations for
which feedback received from the employees and their family members have been very positive.
The Corporation has focused programme for enhancing the leadership capabilities of our Union
Representatives.

2. Crisis Management Plan (CMP):
The objective of making this Crisis Management Plan is to ensure quick response to any crisis
arising out of strike by officials/employees of the Corporation including strike by Contract
Labours. The plan includes:
a. Upon receipt of information about call for All India strike, refer the matter to Chief Labour
Commissioner (C)/ Regional Labour Commissioner (C) for conciliation.
b. Approach High Court to obtain injunction restraining the Unions / Association from going
on strike.
c. To advise all HR Heads to draw a contingency plan with SBU Heads to ensure maintenance
of normal operations.
d. Following activities are advised to be carried out by SBU/Location / Department Heads:

i. Marketing Control Room co-ordinates information for the entire Marketing Division and
communicates appropriate information required from time to time to Corporate Control
Room. Keeps Director – Marketing appraised of developments.
ii. Refineries Control Room, RCD co-ordinates information for the two refineries and
communicates appropriate information required from time to time to Corporate Control
Room. Keeps Director – Refineries appraised of developments.
iii. Corporate Control Room co-ordinates information for the entire Corporation through
the Marketing and Refineries Control Room and communicates appropriate information
required from time to time to the Control Room at DCO, Delhi. Keeps Director – HR &
the Top Management apprised of the developments.
iv. Control Room at DCO, Delhi co-ordinates information from Corporate Control Room
and communicates appropriate information required from time to time to Ministry in
consultation with the Top Management.
In cases where strike affects normal operation at regional level, a letter is issued to respective
Regional Labour Commissioner to seize the matter in conciliation and accordingly Control
Room is setup for specific region, corresponding Head Quarters, Corporate Office and DCO.
Similar action is taken for strikes in locations, i.e., a letter is issued to concerned ALC to seize
the matter in conciliation and a Control Room set up for specific location, Zone, corresponding
Head Quarters, Corporate Office and DCO.

Following preventive measures are in place to thwart terrorist attacks in marketing locations:
• Marketing locations of HPCL (Depots, Terminals, LPG plants and Pipelines SV stations and
Control rooms) are provided with 10 feet high boundary wall topped with 2 feet concertina
coil.
• All HPCL locations are manned round the clock by security guards.
• Watch towers to keep vigil on the activities outside the boundary wall are installed at strategic
locations inside the premises.
• CCTV cameras to transmit live footages with adequate storage capacities are installed. Live
footages are monitored either by designated officer or guards at security cabin.
• Access inside the premises is regulated and from predefined gate.
• Apart from In and Out gates, one additional gate (emergency gate) for egress in the event of
any emergency is also provided. This Emergency gate is kept in locked condition and opened
fortnightly to ascertain its smooth movement. Opening of emergency gate is recorded in log
book.
• All gates are heavy in weight and made up of Iron. Boom gate barriers and speed breakers are
followed by In-gate to restrict speed.
• Many locations have Spike busters and are moved/fixed alongside of the In & Out gate after
closure of operations.
• Vehicles (TTs and LPG bullets) are allowed only after proper frisking outside the entry gate.
Gate is opened after frisking of TTs/LPG bullets.
• Cross country pipelines carrying petroleum products are underground and patrolled by line
walkers who are equipped with Global Positioning System (GPS).
• Movement of line walkers is monitored by pipeline control rooms.
• Visitors into the premises are employees, workmen and business associates. Character and
Antecedents (C&A) of Workforce provided by contractor and TT crew are got verified by
police station and records for the same are maintained. Those workmen or TT crew who
do not have C & A verification certificate are asked to submit the acknowledgement copy of
application made to police station for obtaining C&A certificate.
• Entry of employees, workmen, TT crew and business associates is after passing through Door
Frame Metal Detector (DFMD) followed by frisking with help of Hand Held Metal Detector
(HHMD).
• Business associates are allowed after prior appointment and subjected to frisking through
DFMD and HHMD. They are allowed inside the premises after issuance of visitor pass which
is either computerized or manual. Records for the same are maintained.
• All HPCL marketing locations are well illuminated to facilitate viewing in the dark. Night
vision Binoculars (NVB) have been provided.
• Apart from above, many more measures such as Night surprise inspections, Monthly fire
drills, DCMP (On-Site/Off-Site), evacuation drills, Bomb disposal drills, local security
coordination committees/Mutual Aid committees are in place.
In the event of terrorist attacks, information about attack to be conveyed to local police station/
Office of District collector/Fire brigade immediately and Standard Operating Procedures (SOP)
as enumerated in Disaster Control Plan headed by State authorities (Administration/Police)
will be activated.
