Approved Rules of Contests

INDIVIDUAL WRITING CONTESTS

1. Eligibility. Any bonafide college student is eligible to participate in the press


conference. Certification from the school registrar (with dry seal) is required upon
registration. Each contestant shall bring a duly authenticated student identification
card for AY 2018-2019. Strict compliance with CHED CMO No. 63, S. 2017 is required.

2. The registration fee per participant for the three-day press conference is as follows:

Php 4,750.00 for early bird (on or before February 6, 2019, with conference kit)
PhP 5,000.00 for regular registration (until February 16, 2019, with conference kit)
PhP 5,000.00 for walk-ins (February 17, 2019 onwards, NO conference kit)

First meal shall be lunch of March 6 and last meal shall be lunch of March 8.

Only CASH payments shall be accepted during registration. NO CHECK PAYMENTS


for walk-in participants or for those who did not deposit their pre-registration
payment.

3. Participation in the individual writing contest is exclusive to the top 5 regional
winners as certified by the report from the Regional Association Presidents. However,
in the absence of any one of the qualified regional winners, other top 10 regional
winners (6th to 10th place) in the same event and medium may serve as substitute
provided that: a) this is formally endorsed by the Regional President; and b) the
organizing committee is informed before the general registration of participants.

4. Contestants may participate in not more than three (3) contests.


Participants/contestants who will not comply with this shall be disqualified in ALL
events.
5. There shall be 12 contested categories in English and Filipino. These are the following:
newswriting, editorial writing, sports writing, feature writing, poetry writing,
development communication writing, comic strip drawing, copyreading/headline
writing, column writing, editorial cartooning, photojournalism and literary graphics
illustration.

Layouting shall follow these guidelines:


a. Each contestant should bring a laptop or desktop computer with CD/DVD
writer or USB port. The laptop/desktop computer should have Adobe
Photoshop and In-Design of any version.

b. Materials (text, photos, graphics, masthead, editorial box) shall be provided by


the lecturer/judge either in Filipino or English.

c. In two and a half (2 ½) hours, including the lecture, each contestant shall make
a layout of a 4-page newsletter with 8.5”x11” sized paper that shall contain
news, opinion, feature and sports sections.

d. Contestants are not allowed to add or remove any of the materials provided by
the judge in the final layout.

e. Final layout should be saved in .pdf format and should also be saved in a blank
cd/dvd or flash drive for submission to the proctor for judging. Contestants
should bring their own cd/dvd or flashdrive.

f. Placing of any marks that shall identify the school is not allowed. Entries with
marks shall be automatically disqualified.

6. Contestants in Editorial Cartooning shall use charcoal and/or pencil only. A 1/8-
illustration board shall be used for the competition. Contestants shall bring their own
illustration board.
7. Use of ink in Comic Strip Drawing is allowed. Comics drawing should be in 4 boxes.
1/8-illustration board shall be used for the competition. Contestants shall bring their
own illustration board.
8. For Literary Graphics Illustration, contestants are to interpret a poem or any prose to
be given by the lecturer/judge in a 1/8-illustration board. Any medium maybe used.
Contestants shall bring their own illustration board.
9. Topic for opinion writing shall be on national or development issues.
10. Photojournalism contestants shall use digital SLR cameras, however, printing cost of
three (3) pictures shall be shouldered by the contestants. Contestants shall bring their
¼-illustration board and all necessary materials for layouting (e.g. glue, scissors, ruler,
pentel pen, etc.)
11. Participants who shall come late in his/her contest due to participation in another
individual contest shall be given one (1) hour. Participants who shall arrive late not
due to participation in another contest shall be allowed in the contest but he/she shall
only consume the remaining time allotted for that particular contest.
12. Top 10 shall be announced winners. All shall receive medals and certificates of
recognition, while certificates of merit shall be awarded to the winners’ advisers.
Note: Dress code shall be strictly observed. Contestant shall not be allowed inside the
contest rooms in house clothes. Advisers are not exempted from this rule.
GROUP COMPETITIONS:

1. School papers/publications published within the present academic year (June 2018 to
May 2019 or August 2018 to July 2019) shall be considered entries to the group
competitions.

2. There shall be 4 brackets: MAGAZINE, NEWSLETTER, TABLOID and


LITERARY FOLIO.

3. Schools can enter their publications in ANY or ALL bracket categories provided there
is no duplication of the same bracket type as entry. Any form of duplication of
articles/contents/pictures in different brackets shall be ground for disqualification.
Only schools participating in the 18th LHEPC shall be allowed to join the group
contests. However, schools without regional winners shall be allowed to send entries
provided they have official participants in the Luzonwide press conference.

4. Standard sizes of Print Publications shall be observed as stated below. The decision of
the organizing committee shall be respected in determining acceptance of entries
deviating from the following:
• Magazine - Glossy/White Book Paper or Newsprint
(8.5” x 11.5” or 9”x12”, minimum of 24 pages)
• Best Newsletter – Newsprint only
(8.5” x 11.5” or 9”x12”, minimum of 12 pages)
• Best Literary Folio - Glossy/White Book Paper or Newsprint
(any size, minimum of 40 pages)
• Tabloid – Newsprint only
(12” x 18”, minimum of 12 pages)

5. Mimeographed and computer printed papers or publications shall not be allowed for
competition. ONLY OFFSET PRINTED PUBLICATIONS SHALL BE ACCEPTED.

6. Five (5) copies are required in each bracket for the competition.

7. Top 10 shall be announced winners. ALL shall receive trophies and certificates of
recognition.

8. All group entries should be received on or before February 6, 2019 by the 18th LHEPC

9. Mailed group entries post-marked on or before February 6, 2019 shall still be accepted
by the Secretariat. Entries received after the specified date shall be disqualified.

10. Failure to comply with any of these requirements shall disqualify the paper from the
contests.

13. Regional colors: Ilocos (Purple), Cagayan (Blue), Central Luzon (Red),
CALABARZON (Gray), MIMAROPA (Green), BICOL (Pink), Cordillera (Orange),
Guest Region (Yellow). Regional shirts shall be worn during the opening program on
March 6, 2019.

Other requirements:

1. A duly notarized certificate of compliance with CHED CMO No. 63, S. 2017 signed buy
an authorized school official should be submitted to the Registration Committee.

2. Accommodations shall be strictly on a “FIRST COME, FIRST SERVED BASIS.”


Participating schools who shall send their pre-registration forms early shall be given
priority in billeting. NO PRE-REGISTRATION FORM, NO KIT. Daily updates on
received pre-registration forms and group contest entries shall be posted on the official
Facebook update page of the 18th LHEPC.

3. Participants with special food requirements should coordinate with the Secretariat
immediately upon registration. First meal shall be lunch of March 6 and last meal shall
be lunch of March 8. Only principal meals will be served. No snacks.
