Job Title: Lifting and Collection of Filter bags and Grease from Bahrain Steel

2.0 HOURS OF WORK

Crown Industries B.S.C (C) shall comply with work timing as agreed by Client. The work will be from
07:00 am to 05:30 pm, Saturday to Thursday as per the approval and instructions from Client area owner.
Timings shall be subject to Government rules and regulations during the summer (4:00am to 12:00 noon).
Working time of 60 hours a week shall be followed.

4.0 OBJECTIVE

The purpose of this document is to establish contractor’s safe methodology for carrying out the Lifting &
Collection of Filter bags and Grease.

Crown Industries B.S.C (C) shall remain responsible to ensure compliance with all work and safety
stipulation/measures as stated in this method statement and ensure all due care and protection for the
existing facilities in the vicinity.

5.0 SCOPE
This Procedure covers the minimum requirements for the Safe Lifting and Collection of Grease and Filter
bags from Bahrain Steel
All safety precautions and risk assessment are covered separately under the attached comprehensive risk
assessment for this job.

6.0 SPECIFICATIONS
6.1 The Codes and Regulation of Client’s Project Specifications shall be used for construction and inspection
of all activities.
6.2 Quality control procedure: Crown Industries is certified for ISO 9001, EN14001 & ISO 45001, all
quality, environment, and safety procedures as per our Integrated Management System shall be complied.
6.3 Any deviation from the above specifications and construction drawings if required in any case shall be
addressed and shall be approved prior to proceeding with the work.

7.0 RESPONSIBILITIES:

7.1 Project Manager shall be overall responsible for site organization, contracts administration and control.
7.2 Site Supervisor shall be overall responsible for the site execution, controlling of resources and for
ensuring that work is being carried out as per schedule.

7.3 Safety In charge shall be overall responsible for site safety conduct, through effective control measures.
Crown Industries Safety Officer shall be responsible for on-site surveillance, implementing corrective
actions and to ensure full compliance with the project safety program.
7.4 Production Manager shall be overall responsible for site Quality activities, through systematic
implementation of quality procedures.
7.5 Monitoring & reporting the progress and percentage completion.
7.6 Site Supervisor shall be responsible for overall coordination with client and for clarifying technical
issues.
7.7 Site Supervisor shall be responsible for the construction works as per approved schedule according to the
project specifications.
7.8 Site Supervisor/Transport In - Charge shall be responsible for all the rigging activities. He shall engage
qualified, certified personnel for the job. For critical lifts he himself or only one assigned banksman for
signaling.
7.9 Certified Operators shall be employed for the operation of equipment activities using certified equipment.
7.10 Project Manager shall be responsible for maintaining proper records of materials received and issued to
site. He will arrange for Waste Manifest for transportation as per the requirement.

8.0 EQUIPMENT, RIGGING TACKLES & SAFETY GEAR

8.1 All the lifting & rigging gears, tools, tackles shall be tested / calibrated periodically by Crown Industries
and certified by a third party to ensure that the equipment are in prime condition.
8.2 Inspection of all tools and tackles shall be done by Client’s Transportation Department and color coded
by Contractor. Third party certificate shall be provided upon demand.
8.3 All Heavy lifting equipment such as Cranes, Hiab, Man lift, etc., shall be inspected by rigging department
periodically.
8.4 All the electrical equipment and tools if required, shall be inspected, and tagged by Client’s electrical
department.

9.0 SAFETY PRECAUTIONS


9.1 Ensure that all work personnel are equipped with personal protective equipment (PPE).
9.2 People working at temporary platform shall wear full body safety harness and secure it properly. Helmets
shall be with chin strap.
9.3 All mandatory checks on equipment, tools, & tackles, etc., prior to commencement of works shall be
carried out. The work area shall be barricaded to ensure that no persons other than the working crew are
permitted access.
9.4 Warning of the hazards associated with the work shall be discussed with the crew through toolbox talks
and displayed at the work site as required.
9.5 No lifting operation by crane shall be carried out above the existing facilities
9.6 Special permission shall be obtained if any lifting to be carried out above existing facilities

10.0 WORKMANSHIP
10.1 Site Supervisor shall explain to the Foremen, working crews, and equipment operators the job
requirement as instructed by the Site Superintendent.
10.2 Safety Officer shall make sure that all arrangements done by the crew are safe and shall continuously
monitor the construction site.
10.3 Certified Personnel shall make all the necessary lifting arrangements for safe lifting and shall give proper
and clear signals to the equipment Operators.

10.4 Quality Control Inspector and Site Supervisors / Foremen shall make sure the works are being carried out
in accordance with approved Project Specifications.

11.0 CONTROL DOCUMENTS


11.1 Valid Inspection Certificate of the equipment and tools.
11.2 Valid license of the equipment operators.
11.3 QA/QC Documents related to Removal of Filter Bags and Grease
11.4 ISO 9001/14001/45001
11.5 Approved IMS Policy.

12.0 WORK PROCEDURE

12.1 Permit to Work

All the works shall be conducted under the Client’s PTW system and job watcher shall be deployed as
per Client’s stipulations. Continuous gas monitoring is to be ensured as per permit restrictions. Other
safety precautions are briefed in the attached risk assessment.
Risk Assessment of the works/areas shall be conducted before commencement of task and install all
appropriate controls as required to reduce risk to a minimum. For all types of hot cutting if required
ensure Hot work Permit in place.
12.1.1 Loading of the waste materials from the Client’s Yard: The waste materials will be loaded on to
trailers by using material handling equipment. Loading shall be carried out with utmost care to ensure
no spillage of the waste materials on to the ground. The waste materials are to be loaded from the
Client’s yard and shall be transported to Crown’s Incineration facility.
12.1.2 Collecting or sorting the materials into groups for transportation. This will be achieved by using
telehandlers. Working with this equipment, it shall be ensured that all employees use the appropriate
combination of personal protective equipment such as compulsory high-viz jackets to be worn by all
site employees, (PPE) such as hard hat, safety shoes, gloves, protective clothing, and dust masks shall
be used to be adequately protected from safety and health hazards.
12.1.3 Employees will stay clear 3m from all operating equipment vehicles. Trained riggers supervised by
rigger supervisor shall be present on site during all loading operations. All movement of equipment
and vehicles within the site will be guided and monitored by the Site Supervisor and where required
banksman shall be used. All material handling equipment shall be equipped with proper machine
guards to prevent employees from meeting moving parts. Emergency stop devices will be provided
within easy reach and operators shall be properly trained in all safety devices.

12.1.4 Inspection of equipment prior to use: Operators shall examine and inspect material handling
equipment and tools at the beginning of each shift to ensure they are in prime condition.
12.1.5 All passages used by material handling equipment and vehicles shall be kept clear of any
obstructions. Drivers and operators shall remain in their seats during the loading operation.
12.1.6 JCB Telehandler with additional bucket: The telehandler consists of an upper carriage with
hydraulically rotating upper deck (revolving 360º) and attachment, directly mounted to a crawler
undercarriage. The front end of the Telehandler attachment consists of a bucket or only the forks.
12.1.7 Safety precautions to be exercised for the use of the equipment are, compulsory wearing of personal
protective equipment. Prestart up inspection shall be carried out at the beginning of each shift.
Scheduled inspections and maintenance shall be carried out for all our equipment.
12.1.8 Pre-Start up procedure: Ensure that the operator is properly trained and qualified to operate the
equipment, only authorized personnel may operate the telehandler. It shall be ensured that the
operator is mentally and physically fit, have good vision, spatial perception, adequate hearing, and

quick response time. He will be familiar with the layout and operation of the Telehandler and identify
a clear and safe approach to machine. Prior to every shift, the operator shall perform a daily walk-
around inspection of the Telehandler and job site surroundings, checking for any loose pin and bolt
connections, wear and tear items and structural damage of any kind. Pay close attention to ant
deficiencies such as clogged radiator/cooler cores, air filter indicator, damaged hoses, or hose
assemblies. Ensure that safety signs are installed and are legible. A Daily check list shall be filled up
and immediate reporting of any deficiencies to the maintenance department will be made. Ensure that
windows, wind shields, are clean and that the mirrors are positioned for best possible visibility.
Operator shall make sure that the area of operation is clear of obstacles and employees.
12.1.9 Starting the Operation: The operator will start the operation of material handling equipment by
sounding horn twice. Operator shall make sure that the personnel in vicinity are aware that the
machine has been started and that the operation about to commence. He will ensure to maintain good
communication with co-workers and good visibility at all times. Place the material handling
equipment into the proper working position and begin operation.
12.1.10 During operation make sure that the attachment or basic machine sufficiently clears buildings, power
lines and other obstructions. Be sure to operate within the machine’s lifting capabilities always (see
lift chart or refer to the manufacturer’s manual). Maintain a safe distance to basements, ditches,
slopes, and embankments.
12.1.11 Shut Down procedure will be followed: Park the material handling equipment on level and firm
ground. Line- up upper deck with undercarriage and lower the attachment completely to the ground.
Engage the parking and swing brake functions. In case of an emergency, if the machine stops on an
incline, lower the attachment completely to the ground and use blocks/rocks to keep the machine from
rolling downhill Disengage the safety lever. Gradually reduce the engine speed and remain in idle for
three minutes before shut-off Work the joysticks in a circular motion to relieve system pressure Shut,
secure and lock windows, all covers and cab door Climb off the Telehandler facing the machine and
using a three-point stance. Never jump of a machine Switch off the battery disconnect (if applicable)
and remove the disconnect key
12.1.12 Fire extinguishers shall be made available, mounted properly, refilled per regulation, and distributed
in the correct locations. The appropriate type of fire extinguisher shall be used for the Remember that
fire extinguishers are not all the same. You shall have a professional review the work area hazards to
provide the correct volume and extinguishing suppressant. Be prepared for fires by properly marking
exits, keep exists clear and take notes when inspected by the fire marshal. Never allow employees to
enter enclosed spaces without professional training, safety equipment and supervision. Know your
metals and air born contaminates. These can be released by burning, breaking, or cutting various
metals.
12.1.13 Manual Lifting: All precaution shall be taken to prevent any injury to back by wrong methods of
lifting. All our workers are trained for proper manual lifting of loads within the normal lifting
capacity. Where required material handling equipment will be used.
12.1.14 Housekeeping and site cleanliness: Factors that contribute to slips trips incidents will be corrected
immediately. Care shall be taken to ensure that floor contamination, objects on the floor, passages,
walkways, are cleaned promptly and spill containment is provided.
12.1.15 Heat Safety: Outdoor workers and truck drivers who are at risk of sun related injuries due to the
nature of the work will be protected by implementing comprehensive protection program, which
includes a range of protective measures to prevent sun-related injuries and reduce the suffering and
costs associated heat stress and sun burns. Summer ban timings shall be strictly followed.
12.1.16 Visitor Alert: Post safety signs that inform of all jobsite hazards. Inform to maintain the proper and
safe distance from operational equipment, especially in the loading and unloading area. Instruct truck
drivers to leave their cab and to proceed to a designated safe area.

12.1.17 General Safety Instructions: Project Manager/ Site Supervisor shall make the crane operator aware of
the dangers and risks involved with the operation of his truck crane. Train every employee what each
warning signal or audible alarm represents. Identify potential areas where flying debris may occur.
Frequently check the placement of safety signs, make certain they are legible and complete. Replace
missing or illegible safety signs at once. Adhere fully to the instructions on the safety signs Identify
and cordon off or mark specific areas that are prohibited to enter during crane operation. Ensure that
trip and fall hazards are kept away out of drive and walkways Always follow good housekeeping
procedures. No one is permitted to stay underneath the crane or its attachment when being serviced.
12.1.18 Movement of Traffic: No movement of traffic is allowed within the working area, all traffic
movements including the mobilizing of waste materials shall be conducted using the authorized roads.
Crown employee’s CPR will be used for ID purposes for entry from and to the Client’s Yard with a
log entry of all in and out transactions

2.0 PREMOBILISATION / PREPARATORY ACTIVITIES PRIOR TO WORKING

2.1 Conduct site visit to identify scope of work and any potential hazards or special conditions and
discuss with owner department.
2.2 Discuss vehicle and personnel access and restrictions.
2.3 Clarify conditions of the permit to work system and any other requirements.
2.4 Check all equipment has been inspected and tagged by Client prior to mobilization.
2.5 Check PPE is available and in good condition and worn by all.
2.6 Identify the location of the nearest emergency telephone if any; and check it is in working
condition.
2.7 Assembly point shall be known to all & marked / Emergency evacuation plan know to all.
2.8 Adequate fire extinguishers will be provided on site.
2.9 Copy of Client approved rigging study shall be provided in case required.

3.0 SITE ACCESS AND EGRESS (VEHICLE ROUTES)

Vehicle access to the site shall be as per the Client’s approved document /Rules. Vehicle access during
transportation and lifting shall be closed with Client’s approval.

The crew shall use the Lunchroom facilities at the Crown Industries to take breaks. Water coolers/
insulated cooler jugs shall be kept at the site and the personnel shall use the toilets which are designated
by the Client for contractor use. Cooling Shelters shall be provided for the crew.

5.0 SAFETY & ENVIRONMENTAL PRECAUTIONS

5.1 The approved risk assessment for the project shall be explained to all personnel involved prior
to start of the job and shall be attached to this method statement once approved. The approved
risk assessment shall be used for conducting daily toolbox talk as well.
5.2 Daily toolbox talk shall be conducted at start of job and change of activity and records shall be
maintained at site.
5.3 For all the work inside Client’s premises, in case required a Work permit to be obtained as per
Client’s PTW System.
5.4 Job watcher shall be present at site all the time where required.
5.5 Dedicated safety officer shall be assigned for the project and shall be monitoring the site
regularly.
5.6 Unwanted materials shall be disposed of regularly to maintain proper housekeeping and
tidiness.
5.7 Adequate Personnel protective equipment’s shall be used by all employees at work
5.8 All other safety instructions stipulated by the Client shall be strictly adhered to.
5.9 Personnel shall be standby during major lifting and man lift operations if required.

6.0 MOBILISATION

6.1
Ensure the availability of work permit if required before start of any activities.
6.2
Ensure the availability of fire extinguisher.
6.3
Appropriate safety warning sign shall be posted at respective work locations
6.4
Conduct initial toolbox meeting and discuss the possible hazards of activities in which they are
involved.
6.5 Ensure the availability of Crown’s work & safety team.
6.6 Appropriate Hearing protection shall be used by Crown employees in areas designated as high
noise area.
6.7 Copies of equipment and personnel certification shall be available at site.
7.0 EMERGENCY PROCEDURES

In the event of an emergency, stop the work and inform the concerned first and as per the hierarchy report
to Crown or call Client’s emergency to report the issue. Workers at the site shall go to the nearest
assembly point.

8.0 WASTE MANAGEMENT PLAN

Waste generated at the site shall be collected in skips with nomenclature and disposed at approved
designated area as agreed with Client.

9.0 DEMOBILIZATION

9.1 Upon completion of all activities, all associated equipment is to be demobilized from site only
after Crown/ Client’s approval of the works.
9.2 Ensure the availability of all required permit and toolbox is conducted prior to demobilization.
9.3 The entire QC related documentation to be submitted to Client if required.
9.4 Work area to be left in a safe hazard free condition at the end of each work period.

10.0 ALTERATIONS TO THE METHOD STATEMENT

No alterations are permitted to the method statement without review and prior approval of all
stakeholders

11.0 RISK CONTROL COMMUNICATION

All workers shall read, or have explained to them in a comprehensible language, the method statement
and risk assessment and sign the acknowledgement form to indicate that they understand its content.
