Purpose
Standard Operating Procedures (SOP) is one of the most important &
authenticated document which is to be followed to execute any
job/activities safely thereby protecting any injury to our colleagues &
damage to properties
Hence, we all must well versed with SOP and shall not deviate from
any steps defined in SOP for execution of any job/activities
Root cause for maximum accident is due to non-compliance or non-
adherence to SOP
A culture to be developed that all operational professional must read
SOP for his assigned jobs at least once in six (06) months & it should
be ensured by auditor during audit & Area Manager during field visit
As One Day training is under suspension due to present scenario, Fire
Services has developed this document for self study to refresh your
knowledge about one of the most important aspect
It is also requested to Safety Officers for kind help to other officials in
sensitizing through amO^mfm for easy understanding with comfortability

Introduction

A Standard Operating Procedure (SOP) is a


set of step-by-step instructions and well
defined procedures to operate the
equipment or to carry out any activity with
all possible safety precautions to prevent
injuries to person(s), protect property from
damage, avoid fire incident, etc.

In hydrocarbon industry every operation is


critical, required strict supervision and
failure of machine, process or mistake of an
employee may leads to an accident

SOP supports to achieve efficiency, quality output with integrity of


product, uniformity in performance and to carry out entire
operations in controlled & safe manner
Development of SOP
SOPs are developed considering various factors
like:
Operating atmosphere
Equipment Data Sheet, Process Data & Safety
Data
Risk & Hazard associated with the Equipment
Capacity & Capability of person(s) authorized
to undertake the job
Resource availability, etc.
SOPs need to be written in a concise, step-by-step, easy-to-read
format and simple language so that all operators and employees
required to perform the task are able to read and understand easily.
Flow chart / equipment drawing to illustrate the process also to be
described
SOPs shall always be available in amO^mfm, Local & English Language
Development of SOP
Authority to develop SOP
It is site specific, needs to be drafted by an well conversant
Executive from the facility itself under the guidance from
senior Executives like Installation Manager, Area manager,
Safety Officer (HSE), etc.
The document needs to be examined, endorsed & accepted
by the local Key executive (Location Manager / Surface
Manager)

Frequency for review/revision

The SOP needs to be reviewed at least every two years &


revised if required. However, it shall need a review/ revision
even earlier if the installation has undergone a major
revamping, modification in systems/ equipment/ process on
account of policy change or government regulation
Precautions for Welding Cutting

Welding – cutting of pipe lines to arrest leakage is one of the major


hazardous job in ONGC’s operational area. There are instances also
where major accident occur during welding cutting operations
Before commencing the job following precautions are to be taken:-
Allow only authorized personnel to undertake the job
Workforce should have sufficient knowledge about the job
Usages of proper PPE
Ensure that the area is free from hydrocarbon (Oil & Gas)
Issue Permit to Work (PTW) after proper checking of all points
Keep fire extinguisher ready to handle any eventuality
effectively & efficiently
Keep other fire fighting equipment ready
Vigilant on all other activities
Precautions for Welding Cutting

PTW shall have approval of competent authority


De-pressurization, flushing & injection of inert gas for
purging of flammable gas to be considered to avoid
explosion
Ensure all Precautionary measures are adequate and
commensurate with the potential hazards
Try to carry out Hot Job between sun rise and sun set
Monitor the flammable gas concentration constantly
Commencement of hot job to be intimated to the
nearest Fire Station
Before leaving, inspect the area and ensure that there is
no source for ignition
Inform Fire Station after completion of job.
SOP for Portable Fire Extinguishers

SOP for DCP Extinguishers (9 Kg capacity)


Take out extinguisher from the bracket/cabinet
Carry the extinguisher near to the spot & keep on
the floor maintaining safe distance
Pull or Remove Safety pin
Take the position considering upwind direction
Hold the discharge hose with one hand and
squeeze grip lever with other hand
Aim extinguisher at the base of the flame
Press the squeeze grip operating lever for 2
seconds and release. It is for pressurizing the
Extinguisher
Again press it continuously directing the DCP on
base of flame in sweeping action
For stored pressure type fire extinguisher, take out
the safety pin, squeeze the operating lever and
aim at the base of fire
SOP for Portable Fire Extinguisher

SOP for CO2 (2,3.2,4.5,6.8,9 & 13 Kg) Extinguishers


Take out extinguisher from the bracket/cabinet or
move the extinguisher on wheels
Hold the handle firmly and transfer the
extinguisher to fire spot
Pull or remove safety pin if present
Hold the discharge horn firmly
Take a position considering upwind direction
Open the cylinder valve in anticlockwise direction
or press the squeeze grip lever
Directly charge CO2 on base of flame in sweeping
action
SOP for Portable Fire Extinguisher

SOP for Trolley Mounted Mechanical Foam


Extinguishers (50 Litres Capacity)
Carry the extinguisher and place at a safe
distance of 5-6 mtrs. from the seat of fire
Unroll the delivery hose
Take the position considering upwind direction
Aim extinguisher on the opposite side wall of
burning liquid container OR
Aim extinguisher such a way that foam should
gently flow over burning liquid
Strike the plunger with Palm
During striking keep your face away from extinguisher
Directly discharge gently on to the burning liquid

SOP for Trolley mounted DCP Extinguishers


(25 Kg, 50 Kg & 75 Kg Capacity)

Carry the extinguisher and place at a safe


distance of 5-6 mtrs. from the seat of fire

Unroll the delivery hose

Take the position considering upwind


direction

Open the CO2 cylinder valve

Squeeze the nozzle and direct the jet of powder on the fire in
sweeping motion

SOP for Hydrant


Take out delivery hose and nozzle from the
hose box
Unroll the hose, keeping male end at hydrant
side and female end towards fire side
Connect male coupling of the delivery hose
with the female coupling of hydrant landing
valve and female coupling with nozzle
Ensure that all couplings and nozzle engaged
properly and there is no kink (bend) in the
delivery hose(s)
Sometimes, kink in the delivery hose causes
bursting the hose or develop pressure
certainly or even disengaged the couplings
made of metal which may strike heavily to
any person working in the near vicinity
SOP for use of Hydrant, Hose & Branch

Open the hydrant gate valve on the


stand post slowly only when the branch
& nozzle properly hold by at least two
persons & signal received from branch
man

Open the hydrant landing valve slowly


to avoid development of certain high
pressure at nozzle
One person cannot withstand pressure
of more than 3 Kg/Cm2

Apply water for fire fighting or cooling

SOP for use of Monitor

Water Monitor
Turn the monitor towards intended side
loosening the locking levers meant for
rotating in vertical as well as horizontal
plane
Open the isolation valve below the monitor
by hand or by using valve key
Target the monitor towards fire for fire
fighting or cooling operation by holding the Water Monitor
monitor handle tightly
After extinguishment of fire or cooling operation, close the
isolation valve, open the drain valve and tighten the locking
levers
SOP for use of Monitor

Water cum Foam Monitor


Ensure that foam pick up tube inserted
inside foam concentration drum
Fix the position of nozzle in jet or spray or
fog as per the requirement
Target the nozzle towards fire
Open the gate valve slowly
Move the monitor on horizontal or vertical Water cum
plane holding the handle as per foam monitor
requirement
After extinguishment of fire, move the monitor target from
fire zone, withdraw foam pick up tube from foam drum and
allow flushing with water
Close the isolation valve, open the drain valve and tighten the
locking levers
SOP for use of Foam Trolley

Foam Trolley (200 Litres) at Installations


Place the Mobile Foam Trolley in upwind direction
of fire at a distance of approximately 25 to 30
meters from fire
Take out one delivery hose kept in the Trolley,
carry it to the nearest Fire Hydrant and unroll the
hose keeping male coupling near the hydrant and
female coupling towards foam trolley
Connect male coupling of the delivery hose with
the hydrant female coupling
Connect female coupling of the delivery hose with the male
coupling of the foam inductor available on the top of foam trolley.
Please ensure that there is no kink (bend) in the delivery hose
Take out another delivery hose kept in the foam trolley, unroll it
keeping male end near the foam trolley and female end towards
fire
SOP for use of Foam Trolley

Connect male coupling of the delivery hose with the female coupling
of the inline inductor available on the foam trolley
Take the foam branch from the foam trolley and connect with the
female end of the delivery hose which has already unroll If required
more than one delivery hose can be connected with the same logic
Hold the Foam Branch firmly with one hand on its handle near its
outlet and other hand on its wheel type handle near its inlet.
Position yourself properly with your feet placed forward & backward
to maintain balance
Ensure all couplings engaged properly & stand away from trolley &
hose where hoses are coupled
Ask a person to open the Hydrant Gate Valve first (if available)
slowly, then open Hydrant landing valve slowly to allow flow of
water into the delivery hose for induction of foam concentration
from foam tank & thereafter flowing foam water solution to the
foam branch
Always ensure that couplings are properly fitted and open valve very
very slowly for safety of engaged professionals
SOP for Fire Fighting Pump
Trailer Fire Pump available at Drilling & Work Over Rig

Before starting the pump:


Park the Trailer Fire Pump away from rig
mouth, considering the wind direction
Ensure proper fitment of spark arrestor in the
exhaust
Check the radiator water/coolant level in
engine & top up if required
Ensure sufficient fuel in fuel tank
Check the engine oil level and top up if required.
Visually check the fan belt tension
Check the batteries electrolyte level at least fortnightly
Check all delivery valves are properly closed and delivery hoses
are properly connected
SOP for Fire Fighting Pump
Operation of pump:
Connect suction hoses with strainer to suction eye and delivery
hoses to the delivery outlet. Ensure proper engagement of couplings
& no kink (bend) in the Deliveries.
Ensure all valves are properly closed. Start the engine by pressing
ignition switch.
For Drilling Rigs, engage the Pump to engine by PTO Gear
Mechanism Lever
For Drilling Rigs, prime the pump by Automatic Water-Ring Primer
or Manual Exhaust Gas Ejector Primer
For Work Over Rig, open the valve between Water Tank and Pump
(Positive Suction provision available)
Check pressure gauges
Open the cooling line valve
Open the delivery valves slowly slowly & once gets signal that two
persons properly hold the branch & nozzle
After the initial warm up of engine, check engine oil pressure,
water temperature, battery charging meter, etc.
Check the working of panel lights
