I. General Requirement

Bidders’ statement

1. General
The equipment bid upon shall be new, unused, current model of production, Comply
which is substantially the same as the model in successful use for not less than
one year or 2000 hours.
2. Language requirement
All documents, manuals, charts, drawings and manufacturer's specification Comply

3. Basic information
3.1. Bidders shall provide detailed clause-by-clause commentary to the entire
respective specification requirement. Failure to do so might result in rejection
of the bid.
3.2. The words “comply “or “satisfy” or “yes” or similar word alone may not be
adequate response where it is expected to respond in figures or in clear terms.
Failure to do so might result in rejection of the bid.
3.3. The equipment is expected to be made in accordance with current industry Comply
practices regardless of requirement being specified in this specification and/or
being fundamental or with merit point. Failure to fulfill standard features and
components might result in rejection of the offer /bid.
3.4. Bidder shall submit original manufacturer technical booklet, data sheet,
brochure, leaflet which tells about the product characteristics, test results or
specification describing in detail the unit bid upon including all standard and
optional equipment with the reference of known recognized international
standards.
3.5. The foot of each page of the specification with compliance & attached
brochure and any other technical details shall be signed & stamped by the
bidder/ supplier
4. Compliance to requirements
Bidders are expected to offer equipment from their product range that closely
meets the technical specification. However, bids, which do not comply, to the Comply
fundamental requirements described in this technical specification may be
rejected as non – responsive. Bids with higher performance and /or better
features than specified may be considered in bid evaluation even where such
preference has not been specified.
5. Service requirements
The equipment to be supplied will be used on various construction works in
Ethiopia where: -
• Climate varies from humid tropics to arid desert, Comply

6. Manufacturing requirement
6.1. Material used shall be free from defects, which would affect the performance
and maintainability of individual components or the overall assembly.

6.3. Safety; all units and parts subject to high operational temperatures or
hazardous to the safety of the operator shall be insulated, enclosed or fully
guarded.
7. Manufacturer Certification [fundamental] Comply

8. Onsite warranty
8.1. The bidder / supplier guarantees that all materials, parts, components,
accessories and attachments that the unit bid upon have been manufactured
and assembled are of high quality and good workmanship. The bidder /
supplier also guarantees to replace at his cost (DDP cost plus transportation
and all labor charges up to the worksite and or the final destination) any part
or component that may break or fail by reason of inferior or defective material
and/or workmanship within the warranty period. [fundamental] Comply
8.2. The warranty period shall be minimum 12 months or 2000 hr. from the date of
formal acceptance. [fundamental]
8.3. The bidder /supplier shall undertake to rectify faults under warranty upon
notification by the purchaser within a maximum of 60 calendar days from date
of notification of such occurrences by the concerned body of the purchaser.
Failure to do so will result in remedial action being undertaken by the
purchaser at the risk and expense of the bidder/supplier.
8.4. The purchaser reserves the right to further claim for down time costs if faults
are not rectified within a specified time above.

12. Pre-delivery service
The manufacturer/ supplier shall under take inspection and servicing of the Comply
unit, including washing, greasing, lubrication, adjustment, testing and
calibration (if any) at his costs (parts, materials, labor, etc.) to purchaser’s
satisfaction before final acceptance of the unit at final destination.
13. Recommended spare parts list Comply
The bidder must furnish itemized & individually priced suggested list of
recommended spare parts for the unit bid for the first 4,000hrs. of operation,
or to the value of 15% of order, with prices valid for a period of one year.
14. Training
Technical training shall be provided at the expense of the supplier as follows.
• In operation of the unit for at least two operators per unit. Comply

persons per unit plant.
• The Supplier shall propose technical and familiarization training for at least
four buyer senior professionals and pre-shipment inspection at the
manufacturer’s facility for duration of at least 10 days.

15. Supply requirements

• One copy of each operator’s manual, work shop/ repair manual & spare
parts catalogue must be supplied with each unit.
• All manuals shall be supplied in hard and/or soft copy.
• Manuals and catalogues shall cover the equipment and all its components, Comply
attachments & accessories thereof.
15.2. Tools:
• A set of essential standard tools which include appropriate lubrication gun,
shall be provided in a lockable toolbox with each unit.
• List of special tools shall be provided with separate price (if applicable).
• Proper size multi-purpose fire extinguisher shall be furnished.
15.3. Color
• Manufacturer standard preferably Omaha orange for visibility and
branding.
• Dark color is not acceptable.
16. Others
Bidders shall provide the following data:

 The successful bidder is required to erect & install the
complete plant at his full responsibility & expense at the
buyer work sites and test operates to prove the plant
capacity under condition prescribed.
 The locations wherein the plant shall be erected/installed
are the following ERA Road maintenance districts quarry
site and specific location shall be within 100km range
(maximum) from the districts.
1. Alemegena district.
2. Combolcha district.
3. Shashemene district.
4. Debre markos district.
 Commissioning & performance test shall be within four
weeks after the plant arrived at the work sites & informed
the same to the bidder.
 The erection site plan with full details shall be provided by
the successful bidder prior to the shipment of the plant.
 The erection cost shall include at least the following:
