In Market Yard area lot of waste littering is observed along the


roads and in empty plots. The reason for this littering is the
Zero Waste Model in the ward, due to which no public bins are
seen in the precinct. This model is also leading to lot of waste
littering in the Ambil stream flowing next to the precinct with
caused flood in the ward in 2019 due to choking. Also for the
household waste collection two bodies are involved i.e. PMC’s
Vehicle and SWaCH because of the mismanagement of the
bodies the residents are facing lot of issues.

Local Urban Body i.e., Pune Municipal Corporation is


responsible for the policy making and creating detailed Solid
Waste management plan for the city. PMC have all the
decision making power and funds for the project collected in
the form of revenue. Any change in the current policy would
not be possible without the intervention of PMC.

12.2 Power v. Incentive

Private bodies basically involves the association of ragpickers


i.e. SWaCH which collects segregated waste from households
and Adar Poonawala Clean City Initiative which cleans all the
streets in the city. These bodies have the power and incentive
but less then that of the Urban Local Body.

Janiwani and Keshav Site Memorial trust are the two NGOs
working in Pune since a decade. They basically work to create
awareness about waste recycling, dry and wet waste
segregation and problems due to waste littering. They have a
high incentive but due to lack funds the power with them is
low.

The estimated cost for solving the issues of solid waste


management system would be around 100crs. The money
will be used to clean the Ambil water stream which flows
next to the precinct and also infrastructure for the waste
segregating sheds. The exit horizon of the project would be
short i.e., 4-5 years. As after implication of the of the
strategies return can be achieved early.
The risk involved in the project is medium, the risk can
majorly be of the execution of the proposal and any kind of
change in funding or policy due to the change of governing
body.
The returns from the project will be slow and medium, as the
returns will come in form of taxes paid by the citizens.

The capital expenditure can be funded by the Pune


Municipal Corporation under the SWM fund. Also PMC
has powers and incentives to regulate and control the
Solid Waste management System of the city.

12.4 Bundling and Unbundling

The operational expenditure can be funded by private


bodies as the current working system in the city. Private
investors can be promoted to invest in the project by
giving incentives.

The Capital from private investor can taken as loan from


banks. And can be repaid once the project is successful.

The capital from the public sector can taken as loans and the
Urban local body can pay the loan once taxes are paid.
