Recorded incidents:

1. Snatching of Ballots
a. Precinct/Barangay: Barangay Bolao
b. Time: at around quarte to 9.
c. Perpetrator/s: supporters of Mayoralty Candidate Hakim Abinal
d. Witness: Paralegal of Incumbent Mayor
e. Narrative: at around quarter to 9, the ballots and the VCMs were being transported
from the Municipal Gymnasium to the polling place located at the back of the house of
Mayoralty Candidate Hakim Abinal when his supporters forcibly took the ballots out of
the hands of the BEIs and at the presence of the Watchers and Paralegals of the
Incumbent Mayor. They took the ballot inside the house of Mayoralty Candidate Abinal
and a man, armed with assault riffle appear therefrom that intimidated the paralegal of
incumbent mayor and his watchers. After the armed men went inside, watchers of
incumbent and challenger confronted with a fist fights that halted the election to
commence. This actions lead to the unusual defeat of the incumbent mayor garnering
only 15 votes out of more than 800 votes.
2. Missing ballots
a. Precinct/Barangay: Barangay Malungun
b. Time: as early as the BEIs tries to start the voting
c. Perpetrator/s: unidentified
d. Witness: BEIs, watchers, Paralegals, and voters
e. Narrative: as early as the BEIs about to start the voting, they found out that they are
ballots missing. A heated debate started when both mayoralty candidates’ watchers
blamed each other. Both are accusing one another of intentionally misplacing the
ballots. Reports suggest that in the afternoon of the election day, the missing ballots
were returned.
3. Voted by one person
a. Precinct/Barangay: Barangay Balawag
b. Time: as early as the ballots arrived at the polling precinct
c. Perpetrator/s: former Brgy. Chairman (Rashid)
d. Witness: BEIs, watchers, Paralegals, and voters
e. Narrative: accordingly, when the ballots arrived at the polling place, a certain Rashid
(Former Brgy Chairman of Balawag), a cousin of Mayoralty Candidate Abinal forcefully
took the ballots and VCM and lock the precinct and voted all the ballots all by himself
not allowing anybody to enter.
4. Delayed releasing of Ballots and VCMs.
a. Precinct/Barangay: Barangays, Bothod, Borrowa, Pindolonan, and Dimarao
b. Time: 10am, and the Ballots and VCMs’ are still in the Municipal Gymnasium
c. Perpetrator/s: Unidentified
d. Witness: BEIs, watchers, Paralegals
e. Narrative: the ballots and VCMs’ are not released as late as 10:38am. The causse was
not yet identified.
5. Shooting incidents
a. Precinct/Barangay: Barangay Buadi Angcay
b. Time: afternoon
c. Persons involved: Certain Lindy, Rashid, and an unidentified person
d. Narrative: the commotion started during the start of the voting. Both parties agreed to
split the ballots among themselves. Accordingly, this Rashid (Watcher of Abinal) wants
to forceful take the ballots from incumbent Mayor’s (Watcher), the commotion was
neutralized when Mr. Lindy, to his dismay fired a pistol on the other the bushing, were
not in his knowledge, Mr. Rashid was hiding. Mr. Rashid suffered a gunshot wound in his
butt. When an unidentified man saw Mr. Rashid, he took his pistol and shot Mr. Lindy
and hit his abdominal part. Mr. Lindy and Mr. Rashid was rushed to the nearest clinics,
while the unidentified gunman was reportedly ran to the isolated barangay or Agagan.
6. Threatening voters
a. Precinct/Barangay: Barangay Borrowa
b. Time: afternoon
c. Persons involved: Supporters of Mayoralty Candidate Abinal
d. Narrative: Nephew of Candidate Abinal, together with his Uncle (Bokhari) and his cousin
(Nano) blocked the entrance of the precinct and harassing the lines of voters,
contending that they are flying voters even if they are clearly listed in the Precinct
Voters’ List. At one point the husband of the chairwoman stand against the perpetrators
in defense of his constituents but the three of them, (Bokhari, Dominic, and Nano), tried
to engage in a fist fight with husband of the Chairwoman. Thankfully, there are numbers
of his constituents who neutralized the situation but despite what happened, all the
three of them threatened to kill the husband of the chairwoman. Because of this
incidents, tens of voters backed out if fear of their life. All this event was in the presence
of the police officers and SAF. Some says that Candidate Abinal bribed the police and
Army so they can do whatever they want and was evident because they did not
responded in the commotion.
7. Vote buying
a. Precinct/Barangay: all polling places
b. Time: throughout the election period
c. Persons involved: Mayoralty candidate
d. Narrative: vote buying was rampant during the election period, money stappled with
flyers with the name, number, and picture of the candidate. Specially, municipal
councilors and Provincial Board members.

Observations:

 Uniformed men under our patch are only few, only two of then to be exact.
 Reform Party Poll Watchers ID were never used for gubernatorial candidate but for councilor
candidate. The Manipal councilor gathered six thousand votes while Gubernatorial Candidate
got only few. Had the Watchers, facilitated and watched the votes for Usman, he would have six
thousand votes.
 Some ballots are pre-shaded for gubernatorial posts.
 Barangay chairmen are the inside the precincts and they are the ones releasing the ballots to
the voters.
 Army and PNP tolerates the election violations of candidate Abinal.
