1 DETAILED SCOPE OF PROJECT WORKS نطاق العمل
Scope of
1.1. Introduction
Work
The Saudi Railways Organization (SRO) is a government organization responsible for construction
and management of railways in kingdom of Saudi Arabia. SRO provides Passenger Services to
citizens, Cargo & freight services to businesses.
Saudi Railways Organization (SRO) operates main line railway on two routes between Dammam
and Riyadh in Saudi Arabia. An overview of the Saudi Railways network is shown on the website
of SRO www.sro.org.sa.
1) The Line No.1 (449 km long) is a high-speed line and is used for passenger traffic only. Trains are
currently operating at 180 Km/hr.
2) The Line No.2 between Dammam and Riyadh is 556 km long and is used for freight traffic only.
3) Diesel electric Power Units haul trains on both lines. SRO’s headquarters and main workshops are
located at Dammam on the Arabian Gulf Coast.
4) The Line 1 is fully equipped with signaling system and ETCS level 1 supplied by Siemens.
5) Currently there is no means of coverage on Line-2 by a public operator which in current project

engagement needs to be covered through SRO GSM-R service as the primary communication way.
6) At present 18 Passenger Trains per day are providing the passenger service between Dammam and
Riyadh via Hofuf and Abqaiq. New trains and train routes are also under consideration.

projected to be 15% per year.
Given the recent and projected growth of the Saudi Railways Organization (SRO) operations, it has
recognized the need to evaluate approach used to achieve operational efficiencies. In order to address
these concerns, the SRO’s operations department is seeking viable services from potential partners
capable of providing end-to-end vehicle tracking solution starting from network coverage to software
delivery and support.
The Saudi Railways Organization’s (SRO) major purpose & objective for this engagement are:
i) Strategic focus: SRO Operation department strive to provide best in class services to the passenger
and ensure that the security is of outmost importance. With this enhancement, the operations
department would seamlessly be able to track the train and locomotive movements.
ii) Service improvement: Improve efficiency and effectiveness of operations department by leveraging
the best-in-class real-time vehicle tracking using standard vehicle tracking.
iii) Enhance Operations department Productivity, Knowledge & Awareness.
Streamline Vendor Coordination for Warranty Support.
Vendors should evaluate and respond to this RFP; qualified vendors will be invited to respond to this
RFP with a written response.
1- The main purpose of this engagement shall be to design, supply, install, test, Commission, configure
and integrate GPS based Automatic Vehicle Tracking (AVT) for SRO Railway network.

2- The vendor needs to install and configure GPS (Global Positioning System) based system along with a
multiple way of communication, primarily through GSM-R service.
3- The scope of work shall “include design, procurement, manufacture and supply of all the required
hardware “including” Tracking Modules, displays, data transmission equipment, cables,
accessories, UPS.
5- Survey, assess and evaluate existing Nokia GPRS network to align its mobile data transmission
capability with the requirements of the vehicle tracking system.
6- Installation, testing and commissioning of equipment at central and distributed network elements
7- Line number-2 track to be fully covered in-order to track all the rolling stocks as currently, there is no
feature available to track objects like locomotives, maintenance vehicles, contractor vehicles etc
8- Network coverage which includes the entire end-to-end communication through all the devices shall be
done through SRO GSM-R network under vendor’s supervision.
9- The system should have capability of providing live communication of train throughout its journey.
10- Real-time offline map of track along with 50meters of train track on either side of the track. Additionally,
features of zooming and drawing need to be available allowing users to zoom-in and zoom-out of the
map.
11- Vendor to provide a system which shall have searching and tracking features for all the nearby devices
and vehicles.
12- Durability and Reliability of devices should be considered of utmost importance as they are expected to
operate under harsh weather conditions.
13- System enhancements & optimization and hardware warranty must be included for a duration of 2 years.
14- Maps must be available from various locations like SRO HQ, stations, ports and remote locations.
15- Inventory of all the devices will be shared by Operations department for easier sizing and hardware
device request calculations.
17- Triggering of alarms and notifications based on the zones of registered objects which come near the track
to be notified to operations and CTC personnel.

18- Various real time displaying monitors at selected locations must be provided as part of engagement.
19- Each tracking device must have image of the object along with the name and description.
20- All the tracked information must be stored on backup devices. The storage retention period must be
considered to be 1 year. If cost involved in storing information for one year would exceed the budget then
only 6 months of storage can be accepted.
21- System must be able to integrate with Email & SMS gateway to notify in case of any major or minor
events.
24- Vendor must provide complete functional as well as technical system documentation, preferably in both
English as well as in Arabic language. However, considering the system capabilities, it may not be must
to provide the documentation in Arabic.
25- All the resources deployed on the project must be available onsite at DAMMAM headquarters and
offshore model of operations are not acceptable.

Securely and reliably transmit the GPS data together with other vehicle data (distance, date, time,
speed) to a central server.
Provide an application architecture to input and link vehicle variable data (“including” consignment data,
train and locomotive numbers) to the tracking information.
Display and track in real time the location of the vehicles on a digital map of SRO network.
Design and develop a computer network linking various operation, control and display locations to the
central server
Provide web-based secure access to different users (both internal and external) and to configurable part
of the system data.
Develop a system to control system access privileges by different users (both internal and external)
Process, display and report the system data in the useful format
Dimensioning the system taking into account SRO mobile data transmission capability and existing size
of the rolling stock and allow future adding of new vehicles without capacity constraints.

1) The material of the project shall be brand new, compliant with international industry standards and المواد

materials to be furnished, and as to the requirements of all contract documents.
5) The bidder shall make their own investigations and prepare other preliminary data to make the bid. The
submission of a proposal is at first glance evidence that the bidder has made the examination as
described in this provision.
6) The assemblies provided shall constitute a complete working assembly. The bidder shall include in the
offer all the hardware, software, cable, fittings, casings, accessories and all the items required to install
and make operational the provisions of this tender.
7) All equipment and material shall be standard products produced by a renowned manufacturer who is
regularly engaged in the production of such equipment or material.

8) All the equipment and material shall conform to applicable international standards, including Saudi
Arabia’s practices.
9) All metallic hardware shall be in accordance with Saudi Arabia’s practices and the system manufacturer’s
recommendations.
10) If changes are proposed to the configuration, the bidder shall be responsible for preparing the necessary
analysis and documents required to satisfy the requirements and to obtain approval of the SRO.
11) The bidder should hold formal session to transfer knowledge to the SRO employee which will include all
items such as install, test, operate and maintain the systems.

13) For the purpose of installations of the GPS, the train and freight traffic activities will not be disturbed. The
bidder will coordinate with the SRO Operations and Maintenance Departments to decide and finalize a
schedule for the installation of the GPS in the locomotives.
1) Implemented system should be centrally hosted at SRO corporate datacenter and should have
capabilities to be accessed remotely from any of the SRO client locations over web-based channels using
standard HTTPS based protocol.
2) Vendor shall be responsible of providing network design and topology to integrate seamlessly with the
existing SRO’s corporate network.
3) Data transmission must happen on highly secure channel and all cyber-security threats must be
considered (end-to-end encryption).
4) Vendor shall be responsible of securely integrating all the devices and applications with SRO’s existing
Firewalls and Networking devices.
5) All routing, switching and configuration of network devices shall be responsibility of the vendor.
6) Vendor must be responsible of complete end-to-end network configuration.
7) The discussions and finalization of the security requirements shall be before making an offer.

The data transmission between the devices and the equipment’s must be from the following two

9) The vendor shall evaluate the existing GPRS capabilities to support the required data transfer speed
since the system shall appear as live tracking.
10) Alternately, should SRO network appear not to be advantageous in terms of cost, the use of a GSM
mobile network of an operator commercially providing data services can be considered.
11) The configuration of data transmission must be automated in way that it automatically switches between
the modes ensuring a complete and reliable communication is provided.
1) The Contractor shall ensure and warrant that all the provisions of the project are from reputable
international suppliers with experience and references of at least three international implementations of
similar engagements.
2) Vendor must successfully complete commercial operations for at least three years on similar projects
(AVT using GPS) systems within similar environments.
3) The Contractor will submit the references and certificate from operator(s) (railway is strongly preferred)
currently using the system stating that the product has successfully completed the operation on their rail
network for at least 03 years period.
4) The proposed products and system equipment’s must strictly comply with Saudi government’s
regulations and ensure all regulatory requirements are vendor’s responsibility.
5) Contractors not capable of providing a certificate from other railways confirming the successful operation
of the system, may partner under the responsibility of another contractor fulfilling the requirements in 2)
6) For the supplies within the scope of this project, the following Life Expectancy shall apply:
i. Hardware expectancy: 20 years
ii. Software: upgradable for 20 years
iii. Network equipment: 20 years
iv. Availability of spare parts: 20 years
v. Equipment battery life: as main power source: > 02 year, as standby: >10 years
7) The Contractor shall submit a certificate confirming the desired Life Expectancy of the supplies.
8) The reliability and availability of the system must be at least 99.9%
9) The system should consist of state-of-the-art hardware and software enabling the tracking of the vehicles.
10) The telecom supplies shall be as per CITC Technical Specification (applicable versions) for such supplies

and the Contractor shall arrange CITC approval (if not already existing).
11) Hardware Specifications:
The supplies shall consist of “including”:
i. Tracking Modules: as per vehicle to be tracked under the Functional Specifications
ii. AVT displays units at CTC monitoring room and Freight Main Office
iii. Network devices based on the connectivity requirements.
iv. UPS for the main server and database equipment.
1) The tracking module Modules shall have a self-powered contactless power supply unit as main power
source with an internal battery power source that guarantees of at least a week of continuous operation.
The tracking shall have a built-in motion sensor, in order to use only minimal power when it’s not
moving.
The Tracking Module shall constitute, “including”:
i) a GPS unit,
ii) a Cellular (GSM/GSM-R SRO/ GPRS) unit
iii) built in antennas both for GPS and GSM/GSM-R SRO/GPRS units
iv) control circuitry, configuration and software to provide GPS and GSM/GSM-R SRO/GPRS

2) GPS UNIT
GPS unit should provide enough channels working in parallel to get the accurate location reference.
The location reference should be able to differentiate parallel lines on SRO network, especially in yards.
Factor affecting GPS accuracy such as noise, line of sight, weather terrain etc. should have minimum
impact to the location accuracy.
Following minimum requirements of Time-To-First-Fix (TTFF) shall apply. However, other industry
standard units are also acceptable, provided, they meet the minimum required international industry
standards.
i) Hot start: <1 sec
ii) Warm start: <30 seconds
iii) Cold start: <35 seconds. Respectively
The design of the GPS unit should be insensitive to GPS navigation data changes, if any occurring in
the future
The GPS unit shall have following parameters:
i) Sensitivity: >-160 dBm (for Tracking)
ii) Horizontal position accuracy: better than 2 meters
iii) Number of GPS Receiver Channels: >12
iv) Compatible with GALILEO
3) CELLULAR UNIT
The Cellular unit shall exchange information including the received GPS information with GSM-R SRO
network or the available commercial cellular network.
The Cellular unit shall have following parameters:
i. Transmitter: Class 4 / 2W / +33 dBm
ii. Receiver: Class 4 / -110 dBm
iii. GPRS Data: Multi-slot class 10, mobile station class B

4) POLLING RATES:
GPS unit shall be configured to send location reports after a pre-defined time interval. The polling rate
shall be such that the location of a vehicle is available in real-time. For the purpose of this project
following polling rates shall be:
Two seconds when the locomotive/train is moving.
Update interval of 15 min when it’s stationary
5) WIRELESS EQUIPMENT:
The Contractor shall examine the coverage of SRO line by SRO GSM-R wireless network currently in
operation.
The Contractor shall ensure that the project provisions are compatible with the network of the selected
data service provider i.e., SRO GSM-R and shall not affect the reliable delivery of the data in real time.
GPS systems should give 100% coverage of the SRO line-2 in the first stage of the project and should
be scalable to provide 100% coverage for all the lines.
Climate and atmospheric conditions should have low impact to the performance of GPS system.
The Contractor shall provide all the necessary accessories, “including” hardware and software
component to satisfactorily transmit the data through the network of the selected service provider.
6) DATA Services:
Within the scope of this project, the Contractor shall arrange the following data communication services
through SRO GSM-R network operating and providing the service cover over the entire network of the
SRO. Between vehicle and Tracking Server
All proposed equipment must be operator independent and should not be bind to specific GSM service
provider, and should be interoperable with any service provider.
Data communication services shall happen through SRO GSM-R network. Nevertheless, if other
carriers are found better, the Contractor shall provide advantages of using them.
The contractor shall assess SRO GSM-R network and provide information regarding the GPRS network
data communication link requirements in terms of data speed, service availability to guaranty the
provision of a real time vehicle monitoring in the field.
The Contractor shall perform a comparative study between SRO mobile network with other data

Tracking:
The Tracking Application shall display in real time the location of all the fitted vehicles on a digitized
network map.
The system shall be designed as a real time tracking system, i.e., continuously transmitting the tracking
data between the vehicle and the server as per defined polling rates.
In case the data connection to the server is not available, the system will collect the tracking information
of the vehicle and store in the memory of the GPS device. Thereafter on the restoration of the data
connection, the information will be sent to the server.
The Contractor shall develop and manage on daily basis the AVT portal “including”

The Applications shall be user friendly, easily operable
The application must be accessible by users through a standard web browser interface utilizing
standard HTTPS protocol through a highspeed internet connection.
For normal operations, the Applications should automatically work without requiring human supervision,
interaction, inputs (other than operational and acknowledgement inputs).
The applications shall support web-based access through popular browser interfaces “including”
Internet Edge, Firefox, and Google.
The exchange within Web Services shall conform to industry standards.
The access shall be as per defined roles, responsibility and authority levels, which shall be configurable

through the management interface of the application. It shall be possible to configure multiple roles for a
single user and role delegation to another user if officially required. The access plan shall be finalized
with the SRO.
To track the consignment, limited access for certain features of AVT System shall be provided to the
consignees using login and password.
To know the location of passenger trains, limited access to AVT System will be provided to general
public without login feature.
MASTER DATA AND DATA BACKUP:
The application shall support the creation, update and re-configure of master data, “including”:
GPS coordinates of a point on the route translated to the Kilometer reference
Various loading / unloading facilities, permanent and configurable stop points, administrative and control
locations and passenger stations
Vehicle inventory
Rename or renumber a vehicle
Once the database for the vehicle is customized, any change should be possible using the
Administrative function as a part of support required from the contractor.
The system shall make provision to keep the record of tracking data for six (06) months.
The record older than six months shall be transferred to external storage media that contractor shall
support SRO dedicated staff to handle.
To know the location of passenger trains, limited access to Train Information System will be provided to
general public without login feature.
STATUS MONITORING:
Through a separate monitoring application, the System shall provide in real time at the Administration
client the following status, “including”:
The status of Tracking Modules
i. The status of systems/sub-systems
ii. Alerts on alarm, depending on the alarm category
iii. The status of servers including processor and processes load, memory use
iv. The status of storage system
v. The status of network elements
vi. The status of network links
vii. The system shall run a scheduled self-check and automatically report an irregularity if detected.

viii. The system shall provide remote management and troubleshooting facility of the network elements
ix. It shall be possible to generate and distribute to pre-defined users through email the periodic and/or
on demand reports of the status of the network elements
SOFTWARE SUPPORT:
Contractor shall explain all the aspects with regards to the system software. Its validity timeline and
eventually its upgrade modalities after expiration of system warranty period.
From time to time, the Contractor shall track, examine, and decide the suitability of the new version of
the software issued by the manufacturer of a system forming a part of the supplies. If deemed
necessary for the performance of the system, the Contractor shall:
i. arrange update to the software
ii. shall adapt other programs to correctly work together with the new versions
8) Environmental requirements:
Proposed solution and products must be operational under harsh and extreme weather conditions
The Contractor shall consider the specific environmental conditions while selecting and offering the
equipment, planning the execution of the work, and integrating the system.
The Contractor shall also safeguard against the seasonal impacts such as lightening, rainfall, sand
storms, heat, and solar radiations.
The Contractor shall select, offer and use the energy efficient products with highly reliable operations.
The SRO will regularly inspect the work to ascertain the compliance of the operational and efficiency
requirements.
The Contractor shall select and install the on-board equipment to withstand the extreme conditions
expected on a railway network such as vibration, mechanical impacts, heat, wind, sand and sand storm
and rain.
The Contractor material shall not in any case affect the integrity and function of other railway system
where such equipment will be installed, especially on the vehicles. And the equipment shall not interfere
with the operation and maintenance of these systems.
The Contractor is advised to make survey of the existing SRO network to note the existing installations
on the vehicles and at the work locations. The Contractor shall confirm that the offered product will not
in any way interfere with the existing installations and if found affecting any existing system, the
Contractor will be liable to modify or exchange the products thus avoiding any interference.
The Contractor shall offer products which shall sustain and correctly function over the equipment Life
Time Expectancy. Special consideration shall be given to harsh railway environment and extreme

Environmental Temperature: -20 °C to +70°C, the Contractor shall enhance this temperature rating
depending on the location of the devices, especially if installed around bearings where because of
mechanical faults a temperature higher than this ratting is quite normal.

b. Protection level: IP67 for outdoor equipment
c. Prolonged exposure to extreme operational and climatic conditions
d. Environment-friendly solution and should not create any hazard

g. It is sole responsibility of the contractor to ensure high degree of safety measure in-terms of both

2) The bidder shall select the size of the wires of the equipment on the basis of their loads and operating
parameters complying with the standards in order to assure the proper operation of the equipment.
3) All wiring shall be routed through cable ways and dressed with cable ties following a regular vertical and
horizontal pattern. Means shall be provided to protect the cables against stray currents, electromagnetic
influences and interferences.
4) Cable fittings such as cable ducts, terminations, connectors, distribution boxes etc. must be water-tight,
sand-tight to prevent the corrosion or imperfect connection.
5) After finishing the cable work, the bidder shall prove the 100% functionality of all the cables. At least

2) The results of each work shall be presented to the SRO as separate reports for review / approval.
3) The detailed design of the systems will require the approval of the SRO. The bidder shall submit a
complete set of design documents.
1) The Bidder shall submit a detailed Project Implementation Plan to the SRO for approval. Key items
shall be:
a) An outline of the project organization, including participants and their duration of employment.
b) A high-level description of the system to be delivered on the project, including an outline of the
proposed system architecture and an outline of all interfaces, electrical, mechanical, human, internal
and external.
c) Demonstration of RAMS, including Safety Integrity, Availability, Maintainability and Reliability.
d) The hierarchy and description of the deliverables which together will constitute the System Safety
Case, providing a compelling proof of safety, assuring safety throughout the transition and following
system commissioning.
e) Detailed methods for the installation and commissioning of the systems and the decommissioning of
the existing systems including any necessary stage works.
f) A description of the engineering safety culture to be developed within the project and an outline of the
roles and responsibilities of those involved in the management and implementation of engineering
safety.
g) The hierarchy and description of the deliverables which together will constitute the System Safety
Case, providing a compelling proof of safety, assuring safety throughout the transition and following
system commissioning.
h) In planning for the implementation of the system, the Bidder shall wherever possible minimize the
impact of his works on the operations of SRO and on the works of any other parties working in the
same area for SRO.
1.10 Project Organization and Staff Plan
1) The bidder shall submit the Organization Plan clarifying the management and control of the project.
The plan must include all the staff roles, levels and their interaction and reporting hierarchy. The plan

2) The bidder shall include the list of key staff of the project also specifying their roles, qualifications,
trainings and similar work experience.
1) The Bidder shall execute the design and the engineering task in compliance with the provisions of the
Contract, or where not so specified, in accordance with good engineering practice.
2) All the design shall comply with the applicable standards. The design shall fully comply with the
contractual requirements. If the compliance of a requirement is impracticable, the Bidder shall propose
solutions.
3) All design documents and the proposed solution shall require the approval of SRO.
4) The new designs shall have the provision of at least 15% future expansion capacity.
5) The Bidder shall follow applicable system engineering process to appropriately document relevant
descriptions, drawings, layouts, test documents applicable for the design verification and safety
verification.
6) If changes are proposed to any part of the design, the bidder shall be responsible for preparing the
necessary analyses and documents required to satisfy the new requirements and to obtain the
approval of the SRO.
7) The Bidder shall be responsible for any discrepancies, errors or omissions in the specifications,
drawings and other technical documents that he has prepared, whether such specifications, drawings
and other documents have been approved by the SRO, provided that such discrepancies, errors or
omissions are not because of inaccurate information furnished in writing to the Bidder by the SRO. The
Bidder shall give a notice to the SRO about any identified error or inconsistency in any design, data,
drawing, specification or other document, or any modification thereof provided or designated by the
SRO, within ten (10) work days after receiving the document from the SRO.
8) The design task shall commence with a concept design which will form the basis for the subsequent
design activities and shall include:

3) All Detailed Design documents shall be prepared and delivered in English version. All drawings shall
also be prepared in English. However, since as-built drawings shall be later bi-lingual (showing all
captions and legends in Arabic and English language), it may be advisable to provide from the
beginning the bi-lingual Detailed Design drawings.
1) The Bidder shall carry out a risk assessment of the new systems together with their interfaces to
ascertain and demonstrate that any risk is either negligible or tolerable.

1) The Bidder shall ensure all equipment is vandal resistant. He shall assess vandalism potentiality and
envisage the adequate measures such as secure locks, racks etc. As part of project development, the
Bidders suggestions for specific vandalism protection shall be submitted to the SRO, for approval.
2) The system equipment (to be located in secure locked racks, cabinets, containers and boxes).

All the drawings shall bear the stamp and signature of the bidder’s staff designated for such tasks.
2) The SRO’s review is not meant to be a complete and detailed review. Upon review and approval of the
shop drawings, the SRO will initial, date, and stamp “Approved” or “Released for construction” or
otherwise return for correction.
3) Shop drawing submittals must be accompanied by sufficient information for adjoining components or
area of work to allow for proper evaluation of the shop drawings submitted for review.
4) Bidder to adherer full responsibility, SRO approval doesn’t release the Bidder from his own steamed
responsibility for any errors.

1) The bidder shall prepare and submit method statement for the planned works for the approval of the

3) The Bidder test plan shall include the inspection / test of all the items of the project.
4) The Bidder shall also prepare and submit Test Protocols for the SRO approval for each test. The

required to successfully conduct the tests.
11) The Bidder shall develop and maintain a test log or equivalent test management system, which will list
all test failures along with the associated corrective actions and plans for closeout. SRO shall have

12) Once the facilities at a site have been operationally completed and tested as specified in the
contractual requirements and put in a tight and clean conditions, the Bidder shall so notify the SRO in
writing including the test report and the test certificates.
1.18.1General Requirements
1) Factory Acceptance Tests (FAT) of the equipment shall be carried out to check the hardware and
software conform to the requirements and to guarantee the quality of the products. The FAT shall
demonstrate and verify that the new systems meet:
1) Before the start of FAT, the Bidder shall submit the FAT procedure and FAT program for the approval
of the SRO. The FAT must not be carried out prior the acceptance of the FAT procedure and program
by the SRO.
3) In case that the SRO makes remarks on the FAT procedure or program, the Bidder will be obliged to
take them into account and modify the procedure and program accordingly.

3) The tests can be held all at once or successively. Parts of the system can be tested with operation
simulation of missing parts.
4) The SRO will have the right to attend FAT on the SRO own cost for the boarding and lodging or
alternatively the SRO will ask for the FAT proceedings and FAT reports.
1.18.4FAT results
1) The FAT will be considered successful if the outcome of FAT is in compliance with the reference’s
standards and fulfilling SRO’s Requirements and the approved Design.
2) In case any outcome of a FAT unsatisfied, the discrepancy will be recorded. The Bidder shall be
obliged to correct the discrepancy.
3) For the unsatisfactory outcome, the SRO shall have the right to ask for the repetition of one or more
tests until satisfactory compliance.
4) The follow up actions will be agreed for insignificant imperfections, deficiencies and defects that
according to the SRO shall not affect the smooth operation and maintenance of the equipment.
Though, the Bidder is obliged to settle them immediately and before delivering the equipment.
5) A relevant FAT Protocol recording the proceeding at the FAT will be completed and signed by the
participants and submitted to the SRO.
1) The package, shipment, storage, transport and protection of all the equipment and material of the
project shall be the Bidder’s own responsibility up to their acceptance.
2) The installation of the system shall be carried out with a minimum impact to the regular operations and
maintenance. Disturbances to train operation and maintenance and passenger station activities shall
be minimized as far as possible.
3) The terms of the entire installation procedure including limitations, obstructions and inhibition breaks
shall be arranged and agreed with SRO prior to the execution.
1) The bidder shall make inspections / tests at defined stages during the installation, record the outcome
of tests using test protocols and produce test reports.
2) The signed test protocols and test reports shall be submitted to SRO immediately after the test. These
tests will be a pre-requisite for field tests.

1) Standalone Tests shall be carried out on each site when the installation of an equipment has been
successfully completed.
2) The tests shall include mechanical, electrical and other relevant tests of the equipment.

1) Performance Tests shall be carried out on site on individual item or a group of items of the project. The
tests shall include the functional part of both hardware and software of the selected item.

3) The tests shall include the checks / tests of all the possible function of the item, especially the parts
which couldn’t be performed during the FAT.
5) The interoperability tests shall also be required to demonstrate that the system can satisfactorily work
with the other station systems under different operational situations.
6) All these tests shall be made under the supervision of the SRO.
1.23 Commissioning
1) After all the pre-requisite successful tests, the bidder shall commence the commissioning of the system
in consultation with the SRO.
2) The bidder shall submit the plan and schedule of the commissioning for the approval of SRO.
3) The commissioning of the system shall be planned with a minimum possible impact to the regular
tracking and monitoring railway operations.
4) The bidder shall be solely responsible for the successful planning and execution of all commissioning
tasks.
5) The SRO will supply the operating personnel in the CTC and the station as per agreed plan and

4) All ‘as-built’ drawings shall be prepared bi-lingual, showing all captions and legends in Arabic and
English language.
5) The ‘as-built’ documents shall be updated and handed over to the SRO after the tests.

testing, commissioning of the project. The list shall include the quantity of tools and test equipment.

9.2 Permits
1) All permits required for a particular construction activity will need to be completed and applied in
advance as per requirements of the SRO.
2) Delays due to incomplete or erroneous application of permit, the time taken by the SRO for the
processing and approving the permit, the rejection of permit because of any violation will be the
responsibility of the bidder, and will not be considered sufficient reason for a time extension or
additional compensation.
