Scope of
1.1. Introduction
Work
 The Saudi Railways Organization (SRO) is a government organization responsible for construction
and management of railways in kingdom of Saudi Arabia. SRO provides Passenger Services to
citizens, Cargo & freight services to businesses.
 Saudi Railways Organization (SRO) operates main line railway on two routes between Dammam
and Riyadh in Saudi Arabia. An overview of the Saudi Railways network is shown on the website
of SRO www.sro.org.sa.
1) The Line No.1 (449 km long) is a high-speed line and is used for passenger traffic only. Trains are
currently operating at 180 Km/hr.
2) The Line No.2 between Dammam and Riyadh is 556 km long and is used for freight traffic only.
3) Diesel electric Power Units haul trains on both lines. SRO’s headquarters and main workshops are
located at Dammam on the Arabian Gulf Coast.
4) The Line 1 is fully equipped with signaling system and ETCS level 1 supplied by Siemens.
5) Currently there is no means of coverage on Line-2 by a public operator which in current project

engagement needs to be covered through SRO GSM-R service as the primary communication way.
6) At present 18 Passenger Trains per day are providing the passenger service between Dammam and
Riyadh via Hofuf and Abqaiq. New trains and train routes are also under consideration.
7) SRO currently operates fleet as follows:

8) The wagon fleet size will increase in future to comply with the increase in traffic. This increase is
projected to be 15% per year.

1.2. Project aims:

 Given the recent and projected growth of the Saudi Railways Organization (SRO) operations, it has
recognized the need to evaluate approach used to achieve operational efficiencies. In order to address
these concerns, the SRO’s operations department is seeking viable services from potential partners
capable of providing end-to-end vehicle tracking solution starting from network coverage to software
delivery and support.
 The Saudi Railways Organization’s (SRO) major purpose & objective for this engagement are:
i) Strategic focus: SRO Operation department strive to provide best in class services to the passenger
and ensure that the security is of outmost importance. With this enhancement, the operations
department would seamlessly be able to track the train and locomotive movements.
ii) Service improvement: Improve efficiency and effectiveness of operations department by leveraging
the best-in-class real-time vehicle tracking using standard vehicle tracking.
iii) Enhance Operations department Productivity, Knowledge & Awareness.
Streamline Vendor Coordination for Warranty Support.
 Vendors should evaluate and respond to this RFP; qualified vendors will be invited to respond to this
RFP with a written response.

1.3. General Scope of Work

1- The main purpose of this engagement shall be to design, supply, install, test, Commission, configure
and integrate GPS based Automatic Vehicle Tracking (AVT) for SRO Railway network.

2- The vendor needs to install and configure GPS (Global Positioning System) based system along with a
multiple way of communication, primarily through GSM-R service.

3- The scope of work shall “include design, procurement, manufacture and supply of all the required
hardware “including” Tracking Modules, displays, data transmission equipment, cables,
accessories, UPS.

4- Installation, testing and commissioning of the software and applications.

5- Survey, assess and evaluate existing Nokia GPRS network to align its mobile data transmission
capability with the requirements of the vehicle tracking system.

6- Installation, testing and commissioning of equipment at central and distributed network elements

7- Line number-2 track to be fully covered in-order to track all the rolling stocks as currently, there is no
feature available to track objects like locomotives, maintenance vehicles, contractor vehicles etc

8- Network coverage which includes the entire end-to-end communication through all the devices shall be
done through SRO GSM-R network under vendor’s supervision.

9- The system should have capability of providing live communication of train throughout its journey.

10- Real-time offline map of track along with 50meters of train track on either side of the track. Additionally,
features of zooming and drawing need to be available allowing users to zoom-in and zoom-out of the
map.

11- Vendor to provide a system which shall have searching and tracking features for all the nearby devices
and vehicles.

12- Durability and Reliability of devices should be considered of utmost importance as they are expected to
operate under harsh weather conditions.

13- System enhancements & optimization and hardware warranty must be included for a duration of 2 years.

14- Maps must be available from various locations like SRO HQ, stations, ports and remote locations.

15- Inventory of all the devices will be shared by Operations department for easier sizing and hardware
device request calculations.

16- All enhanced features of devices transmission to be considered.

17- Triggering of alarms and notifications based on the zones of registered objects which come near the track
to be notified to operations and CTC personnel.

18- Various real time displaying monitors at selected locations must be provided as part of engagement.

19- Each tracking device must have image of the object along with the name and description.

20- All the tracked information must be stored on backup devices. The storage retention period must be
considered to be 1 year. If cost involved in storing information for one year would exceed the budget then
only 6 months of storage can be accepted.

21- System must be able to integrate with Email & SMS gateway to notify in case of any major or minor
events.

22- Minimum of one month trial of the complete solution


23- The Successful bidder shall also provide the training on GPS device and Tracking system on operation
and maintenance of the system to SRO users/officials. Successful bidder shall develop a training plan
that ensures all users of the system receive sufficient training to successfully operate the system and
equipment specified under this RFP as follow:
i) Management training abroad for 5 SRO staff.
ii) Engineer training abroad for 10 SRO staff.
iii) Operation & maintenance training for 20 SRO staff. Tickets, accommodation all travel cost will
be on the client expense

24- Vendor must provide complete functional as well as technical system documentation, preferably in both
English as well as in Arabic language. However, considering the system capabilities, it may not be must
to provide the documentation in Arabic.

25- All the resources deployed on the project must be available onsite at DAMMAM headquarters and
offshore model of operations are not acceptable.

26- Tuning of the mobile data transmission network with overall tracking system

27- Provision of a list of required spares for 5 years.

28- Provision of project documents and As-built documents

29- Coordination with and the approval of local authorities

30- Provision of the power supply “including” electrical boards, protection switches

31- Provision of Cables “including” power supply cables, data cables, fiber optic cables

32- All other item and accessory required for the completion of project

 Acquire vehicle’s location, time and miscellaneous information (GPS data)

 Securely and reliably transmit the GPS data together with other vehicle data (distance, date, time,
speed) to a central server.

 Provide an application architecture to input and link vehicle variable data (“including” consignment data,
train and locomotive numbers) to the tracking information.

 Display and track in real time the location of the vehicles on a digital map of SRO network.

 Design and develop a computer network linking various operation, control and display locations to the
central server

 Provide web-based secure access to different users (both internal and external) and to configurable part
of the system data.

 Develop a system to control system access privileges by different users (both internal and external)

 Process, display and report the system data in the useful format

 Dimensioning the system taking into account SRO mobile data transmission capability and existing size
of the rolling stock and allow future adding of new vehicles without capacity constraints.

1.4. The following items are excluded from the scope of work:

8) All the equipment and material shall conform to applicable international standards, including Saudi
Arabia’s practices.

9) All metallic hardware shall be in accordance with Saudi Arabia’s practices and the system manufacturer’s
recommendations.

10) If changes are proposed to the configuration, the bidder shall be responsible for preparing the necessary
analysis and documents required to satisfy the requirements and to obtain approval of the SRO.

11) The bidder should hold formal session to transfer knowledge to the SRO employee which will include all
items such as install, test, operate and maintain the systems.

13) For the purpose of installations of the GPS, the train and freight traffic activities will not be disturbed. The
bidder will coordinate with the SRO Operations and Maintenance Departments to decide and finalize a
schedule for the installation of the GPS in the locomotives.

2. System hosting, network security and distributed locations.

1) Implemented system should be centrally hosted at SRO corporate datacenter and should have
capabilities to be accessed remotely from any of the SRO client locations over web-based channels using
standard HTTPS based protocol.
2) Vendor shall be responsible of providing network design and topology to integrate seamlessly with the
existing SRO’s corporate network.
3) Data transmission must happen on highly secure channel and all cyber-security threats must be
considered (end-to-end encryption).
4) Vendor shall be responsible of securely integrating all the devices and applications with SRO’s existing
Firewalls and Networking devices.
5) All routing, switching and configuration of network devices shall be responsibility of the vendor.
6) Vendor must be responsible of complete end-to-end network configuration.
7) The discussions and finalization of the security requirements shall be before making an offer.
8) Data Transmission techniques:
The data transmission between the devices and the equipment’s must be from the following two
methods:
 Primarily through GSM service.

network.
9) The vendor shall evaluate the existing GPRS capabilities to support the required data transfer speed
since the system shall appear as live tracking.
10) Alternately, should SRO network appear not to be advantageous in terms of cost, the use of a GSM
mobile network of an operator commercially providing data services can be considered.
11) The configuration of data transmission must be automated in way that it automatically switches between
the modes ensuring a complete and reliable communication is provided.

3. Product and system technical requirements:

1) The Contractor shall ensure and warrant that all the provisions of the project are from reputable
international suppliers with experience and references of at least three international implementations of
similar engagements.
2) Vendor must successfully complete commercial operations for at least three years on similar projects
(AVT using GPS) systems within similar environments.
3) The Contractor will submit the references and certificate from operator(s) (railway is strongly preferred)
currently using the system stating that the product has successfully completed the operation on their rail
network for at least 03 years period.
4) The proposed products and system equipment’s must strictly comply with Saudi government’s
regulations and ensure all regulatory requirements are vendor’s responsibility.
5) Contractors not capable of providing a certificate from other railways confirming the successful operation
of the system, may partner under the responsibility of another contractor fulfilling the requirements in 2)
6) For the supplies within the scope of this project, the following Life Expectancy shall apply:
i. Hardware expectancy: 20 years
ii. Software: upgradable for 20 years
iii. Network equipment: 20 years
iv. Availability of spare parts: 20 years
v. Equipment battery life: as main power source: > 02 year, as standby: >10 years
7) The Contractor shall submit a certificate confirming the desired Life Expectancy of the supplies.
8) The reliability and availability of the system must be at least 99.9%
9) The system should consist of state-of-the-art hardware and software enabling the tracking of the vehicles.

11) Hardware Specifications:
 The supplies shall consist of “including”:
i. Tracking Modules: as per vehicle to be tracked under the Functional Specifications
ii. AVT displays units at CTC monitoring room and Freight Main Office
iii. Network devices based on the connectivity requirements.
iv. UPS for the main server and database equipment.

12) Project material specifications


 The GPS tracker module shall be capable of operating in locations and environment far too harsh for
normal tracking devices. This is vital for secure operation of the system. The tracker devices used in
harsh environments are manufactured to meet industry standards, including NEMA ratings and the IP
Code (IEC 60529)
i. All tracking devices shall comply with IECEx/ATEX zone-20 standards or equivalent.
 IECEX zone 20:
 A hazardous atmosphere formed by dust cloud in air is present:
ii) Continuously or
iii) For long periods or
iv) Frequently
v) Dust layers may be formed
14) INTEGRATED TRACKING MODULE

1) The tracking module Modules shall have a self-powered contactless power supply unit as main power
source with an internal battery power source that guarantees of at least a week of continuous operation.

 The tracking shall have a built-in motion sensor, in order to use only minimal power when it’s not
moving.
 The Tracking Module shall constitute, “including”:
i) a GPS unit,
ii) a Cellular (GSM/GSM-R SRO/ GPRS) unit
iii) built in antennas both for GPS and GSM/GSM-R SRO/GPRS units
iv) control circuitry, configuration and software to provide GPS and GSM/GSM-R SRO/GPRS

v) ability to lock enough GPS satellites and apply most advanced and real-time GPS positioning

vii) a facility to exchange data in real time with the GSM based wireless data network
viii) built-in memory to save data in case wireless network is not available
ix) a facility to configure the module over the air
x) vibration, shock, heat, dust, water and tamper proof assembly
xi) a fully shielded casing

2) GPS UNIT
 GPS unit should provide enough channels working in parallel to get the accurate location reference.
The location reference should be able to differentiate parallel lines on SRO network, especially in yards.
Factor affecting GPS accuracy such as noise, line of sight, weather terrain etc. should have minimum
impact to the location accuracy.
 Following minimum requirements of Time-To-First-Fix (TTFF) shall apply. However, other industry
standard units are also acceptable, provided, they meet the minimum required international industry
standards.
i) Hot start: <1 sec
ii) Warm start: <30 seconds
iii) Cold start: <35 seconds. Respectively
 The design of the GPS unit should be insensitive to GPS navigation data changes, if any occurring in
the future
 The GPS unit shall have following parameters:
i) Sensitivity: >-160 dBm (for Tracking)
ii) Horizontal position accuracy: better than 2 meters
iii) Number of GPS Receiver Channels: >12
iv) Compatible with GALILEO
3) CELLULAR UNIT
 The Cellular unit shall exchange information including the received GPS information with GSM-R SRO
network or the available commercial cellular network.
 The Cellular unit shall have following parameters:
i. Transmitter: Class 4 / 2W / +33 dBm
ii. Receiver: Class 4 / -110 dBm
iii. GPRS Data: Multi-slot class 10, mobile station class B

iv. SIM: integrated SIM card slot (preferable: small SIM / 1.8 volts)

4) POLLING RATES:
 GPS unit shall be configured to send location reports after a pre-defined time interval. The polling rate
shall be such that the location of a vehicle is available in real-time. For the purpose of this project
following polling rates shall be:
 Two seconds when the locomotive/train is moving.
 Update interval of 15 min when it’s stationary

5) WIRELESS EQUIPMENT:
 The Contractor shall examine the coverage of SRO line by SRO GSM-R wireless network currently in
operation.
 The Contractor shall ensure that the project provisions are compatible with the network of the selected
data service provider i.e., SRO GSM-R and shall not affect the reliable delivery of the data in real time.
 GPS systems should give 100% coverage of the SRO line-2 in the first stage of the project and should
be scalable to provide 100% coverage for all the lines.
 Climate and atmospheric conditions should have low impact to the performance of GPS system.
 The Contractor shall provide all the necessary accessories, “including” hardware and software
component to satisfactorily transmit the data through the network of the selected service provider.

6) DATA Services:
 Within the scope of this project, the Contractor shall arrange the following data communication services
through SRO GSM-R network operating and providing the service cover over the entire network of the
SRO. Between vehicle and Tracking Server
 All proposed equipment must be operator independent and should not be bind to specific GSM service
provider, and should be interoperable with any service provider.
 Data communication services shall happen through SRO GSM-R network. Nevertheless, if other
carriers are found better, the Contractor shall provide advantages of using them.
 The contractor shall assess SRO GSM-R network and provide information regarding the GPRS network
data communication link requirements in terms of data speed, service availability to guaranty the
provision of a real time vehicle monitoring in the field.
 The Contractor shall perform a comparative study between SRO mobile network with other data

 The Contractor shall be responsible liaising with the GSM Operator (if this option is selected) for any
issue relating to the use of this service from its inception till completion of project, without referring it to
or claiming any direct or indirect obligation against the SRO.
 The Contractor shall arrange the following data services through the Fiber Optical Network of the SRO.
i) between Tracking Server and Freight Offices
ii) between Tracking Server and CTC
iii) between Tracking Server and Passenger Information Locations

7) Application services and Features:

 Tracking:
 The Tracking Application shall display in real time the location of all the fitted vehicles on a digitized
network map.
 The system shall be designed as a real time tracking system, i.e., continuously transmitting the tracking
data between the vehicle and the server as per defined polling rates.
 In case the data connection to the server is not available, the system will collect the tracking information
of the vehicle and store in the memory of the GPS device. Thereafter on the restoration of the data
connection, the information will be sent to the server.
 The Contractor shall develop and manage on daily basis the AVT portal “including”

 For the purpose of tracking, the Contractor shall customize the mapping network for the use of SRO’s
network in digital format but the quality of the product should be high-standard and of high quality.
 The maps must be customized specifically for SRO network.
 The GPS coordinates and position will be translated to a Kilometer point reference system in use by the
SRO. The tracking will be with reference to this Kilometer reference.
 The map will provide aerial views of the actual SRO network and lines.
 The map will provide the panning and zooming functionalities.
 As a part of optimization function, the Contractor will continuously update the map up to the project
completion to reflect the current network status and which will be the basis of the vehicle tracking.
 Live vehicle tracking information shall be displayed on the map. It shall be possible to see all vehicles
on the map.
 It shall be possible to monitor a single vehicle in real-time and on a separate enlarged section of a map.
 It shall be possible to either display full map or a section of a map on a terminal. For example, freight
offices may have display of the concerned yard and Dammam main freight office may have full view of
all the yards and may select to display at the workstation or wall display a specific yard if needed.
 CTC should be able to see all the vehicles on the network and marshalling yards.

 ACCESS:
 The Applications shall be user friendly, easily operable
 The application must be accessible by users through a standard web browser interface utilizing
standard HTTPS protocol through a highspeed internet connection.
 For normal operations, the Applications should automatically work without requiring human supervision,
interaction, inputs (other than operational and acknowledgement inputs).
 The applications shall support web-based access through popular browser interfaces “including”
Internet Edge, Firefox, and Google.
 The exchange within Web Services shall conform to industry standards.
 The access shall be as per defined roles, responsibility and authority levels, which shall be configurable

through the management interface of the application. It shall be possible to configure multiple roles for a
single user and role delegation to another user if officially required. The access plan shall be finalized
with the SRO.
 To track the consignment, limited access for certain features of AVT System shall be provided to the
consignees using login and password.

public without login feature.
 MASTER DATA AND DATA BACKUP:
 The application shall support the creation, update and re-configure of master data, “including”:
 GPS coordinates of a point on the route translated to the Kilometer reference
 Various loading / unloading facilities, permanent and configurable stop points, administrative and control
locations and passenger stations
 Vehicle inventory
 Rename or renumber a vehicle
 Once the database for the vehicle is customized, any change should be possible using the
Administrative function as a part of support required from the contractor.
 The system shall make provision to keep the record of tracking data for six (06) months.
 The record older than six months shall be transferred to external storage media that contractor shall
support SRO dedicated staff to handle.
 To know the location of passenger trains, limited access to Train Information System will be provided to
general public without login feature.
 STATUS MONITORING:
 Through a separate monitoring application, the System shall provide in real time at the Administration
client the following status, “including”:
 The status of Tracking Modules
i. The status of systems/sub-systems
ii. Alerts on alarm, depending on the alarm category

viii. The system shall provide remote management and troubleshooting facility of the network elements
ix. It shall be possible to generate and distribute to pre-defined users through email the periodic and/or
on demand reports of the status of the network elements
 SOFTWARE SUPPORT:
 Contractor shall explain all the aspects with regards to the system software. Its validity timeline and
eventually its upgrade modalities after expiration of system warranty period.
 From time to time, the Contractor shall track, examine, and decide the suitability of the new version of
the software issued by the manufacturer of a system forming a part of the supplies. If deemed
necessary for the performance of the system, the Contractor shall:
i. arrange update to the software
ii. shall adapt other programs to correctly work together with the new versions

8) Environmental requirements:
 Proposed solution and products must be operational under harsh and extreme weather conditions
 The Contractor shall consider the specific environmental conditions while selecting and offering the
equipment, planning the execution of the work, and integrating the system.
 The Contractor shall also safeguard against the seasonal impacts such as lightening, rainfall, sand
storms, heat, and solar radiations.
 The Contractor shall select, offer and use the energy efficient products with highly reliable operations.
 The SRO will regularly inspect the work to ascertain the compliance of the operational and efficiency
requirements.
 The Contractor shall select and install the on-board equipment to withstand the extreme conditions
expected on a railway network such as vibration, mechanical impacts, heat, wind, sand and sand storm
and rain.
 The Contractor material shall not in any case affect the integrity and function of other railway system
where such equipment will be installed, especially on the vehicles. And the equipment shall not interfere
with the operation and maintenance of these systems.
 The Contractor is advised to make survey of the existing SRO network to note the existing installations
on the vehicles and at the work locations. The Contractor shall confirm that the offered product will not
in any way interfere with the existing installations and if found affecting any existing system, the
Contractor will be liable to modify or exchange the products thus avoiding any interference.
 The Contractor shall offer products which shall sustain and correctly function over the equipment Life
Time Expectancy. Special consideration shall be given to harsh railway environment and extreme

climatic conditions of Saudi Arabia. The offered products shall be fit to work under the following
conditions:
 Environmental Temperature: -20 °C to +70°C, the Contractor shall enhance this temperature rating
depending on the location of the devices, especially if installed around bearings where because of
mechanical faults a temperature higher than this ratting is quite normal.
a. Humidity: 5% to 95% RH
b. Protection level: IP67 for outdoor equipment
c. Prolonged exposure to extreme operational and climatic conditions
d. Environment-friendly solution and should not create any hazard
e. UV stable, corrosion resistant, chemical resistant.
f. All the indoor cables of zero halogen type.
g. It is sole responsibility of the contractor to ensure high degree of safety measure in-terms of both
personnel and infrastructure is maintained and any unfortunate safety incident and damage as a
result of project activity would be vendor’s responsibility.

9) System Functional requirements for AVT:


 The functional requirements of the AVT system will be as follows, “including”:
i. Search a specific vehicle on the Map and in the database
ii. Zoom-in and Zoom-out of maps with exact co-ordinates with features for tagging and storing the
coordinates.
iii. Compute schedules and expected arrival and departure time
iv. Monitor and manage the AVT from the dedicated terminals
v. Audio and visual alarm in case of an error or failure of the system on the configured terminal, and
generate a SMS notification to predefined call numbers in case of the alarm is classified as a
critical alarm.
vi. Integrate the system with SRO’s existing notification engine in case of any emergency events or
predefine templates.
vii. Create historical records for database operation
viii. Search a specific vehicle on the Map and in the database using a selectable criterion “including”
vehicle number, consignment number/type, consignee, weight, destination, and moving, idle,
speed.

10) Requirements on Electromagnetic Compatibility (EMC):


 All materials and equipment shall continue to work correctly and safely under the influence of
electromagnetic interference (EMI) caused by other equipment and/or railways. The Bidder shall be
responsible for identifying such EMI sources and providing adequate screening or other remedial
measures to ensure electromagnetic compatibility (EMC).
 Likewise, the Bidder shall ensure that the supplied equipment do not emit electromagnetic radiation
beyond the level of susceptibility.
 The Bidder shall submit a document justifying the electromagnetic compatibility of all the equipment,
materials and designs of the new systems. Adequate shielding of both equipment and cables shall be
provided to ensure that no interference or unwanted signals can be produced.
11) Cables and cable routing.
 The bidder shall consider the harsh environment of station platforms while designing and installing the
system. It shall be the responsibility of the bidder to determine all the applicable requirements with
regards to the cables. Cable types shall be consistent with the application and platform environment. All
cables used for similar purpose shall be of identical type.

2) The bidder shall select the size of the wires of the equipment on the basis of their loads and operating
parameters complying with the standards in order to assure the proper operation of the equipment.

3) All wiring shall be routed through cable ways and dressed with cable ties following a regular vertical and
horizontal pattern. Means shall be provided to protect the cables against stray currents, electromagnetic
influences and interferences.

4) Cable fittings such as cable ducts, terminations, connectors, distribution boxes etc. must be water-tight,
sand-tight to prevent the corrosion or imperfect connection.

5) After finishing the cable work, the bidder shall prove the 100% functionality of all the cables. At least
following measurement result must be delivered to the SRO:

a) Continuity of each core


b) Insulation measurements between the cores themselves, as well as between the cores and the cable
sheet/shield or earth protection.

12) Vandalism Protection


 The equipment shall be suitably protected against vandalism. Measures shall be sufficient in protecting

13) Detailed Bill of Quantity and Price Schedule


 Bidders shall submit a detailed list of components for each item of the BOQ schedules, with prices and
quantities in the format same as of tender schedules. This break up shall be included as an attachment
in the technical bid of the Bidder.

1.1 Methodology of Work METHOD

1) The Bidder shall propose a suitable detailed methodology of the work, which will guarantee the high STATEMENT

quality of work and the successful completion of the project and minimize delay risk. The project shall OF WORKS

be realized according to this methodology. AND

2) The realization of the project shall be clearly structured and each of its stages shall be precisely
defined. The progress of the work during the whole project shall be documented and presented to the
SRO.

3) The work within the project shall consist of concrete tasks, which shall be arranged into the project
phases. In general, there shall be at least the following main phases:

1.2 Project Initiation Phase

1) Preparation of the Project Implementation Plan, of the detailed methodology of work and of the list and
structure of the project documentation.

2) Proposal of the coordination principles between the implementation works of the new system covered
in this project and other parallel projects.

3) Provision of a detailed Project Time Schedule.

4) Presentation of the results of this phase in the Inception Report.

1.3 Data Collection Phase

1) Collecting the available data of GSM/GSM-R network, locomotives, railway, fiber of the SRO railway
and overall system documentation.

2) Assessment of the existing mobile data transmission facility

1.4 Design Phase

1) Preparation of the Detailed Design of the new system, interfaces and network.

2) Design of all necessary adaptations of the planned system to the station architecture and the proposal
of adaptation of the operational rules.

1.5 Supply Phase

1) Delivery of the equipment to be installed

2) In this phase the Bidder has to explain where he intends to store the installation material after delivery
and before installation.

1.6 Installation Phase

1) Installation of the delivered equipment on sites.

2) Inspection after completing the installation.

1.7 Testing and Commissioning Phase

1) Function and performance tests of the system.

2) Commissioning and trial run of the system.

1.8 Documentation Phase

1) The bidder shall prepare the project documentation during the period of the project, which shall consist
of, but not be limited to:

a) The Project Time Schedule.


b) The Project Implementation Plan.
c) Project specific technical documents
d) System descriptions
e) Design documents
f) Detailed Bill of Quantities.
g) Installation documents
h) Tests procedures and test protocols

2) The results of each work shall be presented to the SRO as separate reports for review / approval.

3) The detailed design of the systems will require the approval of the SRO. The bidder shall submit a
complete set of design documents.

1.9 Project Implementation Plan

1) The Bidder shall submit a detailed Project Implementation Plan to the SRO for approval. Key items
shall be:

a) An outline of the project organization, including participants and their duration of employment.
b) A high-level description of the system to be delivered on the project, including an outline of the
proposed system architecture and an outline of all interfaces, electrical, mechanical, human, internal
and external.
c) Demonstration of RAMS, including Safety Integrity, Availability, Maintainability and Reliability.
d) The hierarchy and description of the deliverables which together will constitute the System Safety
Case, providing a compelling proof of safety, assuring safety throughout the transition and following
system commissioning.
e) Detailed methods for the installation and commissioning of the systems and the decommissioning of
the existing systems including any necessary stage works.
f) A description of the engineering safety culture to be developed within the project and an outline of the
roles and responsibilities of those involved in the management and implementation of engineering
safety.
g) The hierarchy and description of the deliverables which together will constitute the System Safety
Case, providing a compelling proof of safety, assuring safety throughout the transition and following
system commissioning.
h) In planning for the implementation of the system, the Bidder shall wherever possible minimize the
impact of his works on the operations of SRO and on the works of any other parties working in the
same area for SRO.
1.10 Project Organization and Staff Plan

1) The bidder shall submit the Organization Plan clarifying the management and control of the project.
The plan must include all the staff roles, levels and their interaction and reporting hierarchy. The plan

must also include the organization of sub-bidders.

2) The bidder shall include the list of key staff of the project also specifying their roles, qualifications,
trainings and similar work experience.

1.11 Design and Engineering

1) The Bidder shall execute the design and the engineering task in compliance with the provisions of the
Contract, or where not so specified, in accordance with good engineering practice.

2) All the design shall comply with the applicable standards. The design shall fully comply with the
contractual requirements. If the compliance of a requirement is impracticable, the Bidder shall propose
solutions.

3) All design documents and the proposed solution shall require the approval of SRO.

4) The new designs shall have the provision of at least 15% future expansion capacity.

5) The Bidder shall follow applicable system engineering process to appropriately document relevant
descriptions, drawings, layouts, test documents applicable for the design verification and safety
verification.

6) If changes are proposed to any part of the design, the bidder shall be responsible for preparing the
necessary analyses and documents required to satisfy the new requirements and to obtain the
approval of the SRO.

7) The Bidder shall be responsible for any discrepancies, errors or omissions in the specifications,
drawings and other technical documents that he has prepared, whether such specifications, drawings
and other documents have been approved by the SRO, provided that such discrepancies, errors or
omissions are not because of inaccurate information furnished in writing to the Bidder by the SRO. The
Bidder shall give a notice to the SRO about any identified error or inconsistency in any design, data,
drawing, specification or other document, or any modification thereof provided or designated by the
SRO, within ten (10) work days after receiving the document from the SRO.

8) The design task shall commence with a concept design which will form the basis for the subsequent
design activities and shall include:

a) an overview of all the systems, subsystems, equipment and connection methods.


b) functional diagram.
c) description of all the interfaces between the bidder’s system and existing systems.
d) Following the concept design, the basic design shall be produced which shall include:

1.12 Detailed Design

1) The detailed designs for each unit shall include:

a) schematic layouts.
b) geographical (scaled) layouts.
c) installation drawings.
d) installation and tests instructions and procedures.
e) test documents.
f) Commissioning instructions and documents.
g) cable layout including details, location, route, size, function, type, and number of conductors.
h) wiring diagrams.
i) circuit diagram
j) power supply system layouts and circuits.
k) data files, data test and data validation including different tools used in this regard.
l) Interfaces, interface control, interface tests documents.
m) earthing and protection system layouts and circuits.
n) operation and maintenance manuals.

2) The Bidder shall work out the detailed design of the new systems and sub systems in sufficient details.
The Detailed Design will be submitted to the SRO for approval.

3) All Detailed Design documents shall be prepared and delivered in English version. All drawings shall
also be prepared in English. However, since as-built drawings shall be later bi-lingual (showing all
captions and legends in Arabic and English language), it may be advisable to provide from the
beginning the bi-lingual Detailed Design drawings.

1.13 Risk Assessment

1) The Bidder shall carry out a risk assessment of the new systems together with their interfaces to
ascertain and demonstrate that any risk is either negligible or tolerable.

2) Alternative risk mitigation measures shall be considered and the decision on the most appropriate will

be documented within the risk assessment, this shall be demonstrated as being as low as reasonably
practicable (ALARP).

1.14 Vandalism Protection

1) The Bidder shall ensure all equipment is vandal resistant. He shall assess vandalism potentiality and
envisage the adequate measures such as secure locks, racks etc. As part of project development, the
Bidders suggestions for specific vandalism protection shall be submitted to the SRO, for approval.

2) The system equipment (to be located in secure locked racks, cabinets, containers and boxes).

1.15 Design documents and drawings


1.15.1 System Specifications

1) The Bidder shall prepare and submit for the approval of the SRO description and specifications of the
proposed systems and equipment.

2) The System Specification shall include the details about each equipment of a system. Equipment
details such as type, functionality, specification, physical size, power, wiring, handling, storage etc.
shall be a part of the specifications.

3) For the software, the system specifications should include the details such as description, type,
functions and features, systems interfaces, intended users, user interfaces, inputs/outputs, operating
environment / platform, protocols, encryption requirements / files, hardware requirements.

1.15.2Scheme Plans

1) Scheme Plans shall be prepared and provided for the whole area/scope of the project.

2) The plans shall include all the new and existing elements.

3) Each equipment shall be clearly indicated on the layouts, e.g., by using a different color. Following
conventions will apply:

a) Green: new equipment.


b) Red: equipment to be removed.
c) The plans shall include the coordinates of all the new equipment.

1.15.3Cable Network Plans

1) Cable Networks Plans shall be prepared and provided for the whole area/scope of the project.

2) The plans shall include details such as size, number of conductors (including spare cores), type and
function of each cable.

9.1.1 Geographical Layouts

1) Geographical Layouts shall be prepared and provided for the whole area/scope of the project.

2) The layouts shall include all the new AVT and GPS components.

3) The layouts shall include the coordinates of all the new equipment.

1.15.4 Room Layouts

1) Room Layouts shall be prepared and provided for the whole area/scope of the project.

2) The layout shall present the actual size, location and arrangement of all the items inside the CTC
room.

3) The layouts shall include all the new installed items and their details such as equipment, stand, cables,
frame, power supplies, wiring routes, protection and safety.

1.15.5 Power Supply Documents

1) Schematic layouts shall be submitted including the details and the components of the power supply
systems.

2) Calculation sheets shall also be provided for the power supply system sizing, different circuits,
expected loads, ratings, back up time.

1.15.6Shop Drawings

1) The bidder shall be responsible for the preparation and approval of all shop drawings. Shop drawings
shall be in conformance with the project plan, a list of which shall be provided during the design phase.
All the drawings shall bear the stamp and signature of the bidder’s staff designated for such tasks.

2) The SRO’s review is not meant to be a complete and detailed review. Upon review and approval of the
shop drawings, the SRO will initial, date, and stamp “Approved” or “Released for construction” or
otherwise return for correction.

3) Shop drawing submittals must be accompanied by sufficient information for adjoining components or
area of work to allow for proper evaluation of the shop drawings submitted for review.

4) Bidder to adherer full responsibility, SRO approval doesn’t release the Bidder from his own steamed
responsibility for any errors.

1.16 Method Statement

1) The bidder shall prepare and submit method statement for the planned works for the approval of the
SRO.

2) The method statement shall also include the following:

a) details of planned work.


b) sequence of the work.
c) person involved and their competencies
d) applicable standards and regulation.
e) health and safety measures.
f) emergency procedures.
g) planned machinery, tools and equipment
h) quality assurance procedures.

1.17 Test Methodology

1) The Bidder shall generate evidence through different inspections and tests that the project
requirements are appropriately fulfilled. The SRO will be entitled to attend the inspection and test.

2) Within 30 days of signing the contract, the Bidder shall prepare and submit a Test Plan for the approval
of the SRO. The plan shall include all the test planned at different stages of the project including:

a) Factory Acceptance Tests.


b) Site Inspections prior to installation
c) Site Functional Tests
d) Software check (no., version, date, etc.).
e) Data check (no., checksum, etc.)
f) Interface Tests.
g) Interoperability Tests.
h) Guarantee Tests.
i) Trial run.

3) The Bidder test plan shall include the inspection / test of all the items of the project.

4) The Bidder shall also prepare and submit Test Protocols for the SRO approval for each test. The
protocol shall include:

a) purpose of the test.


b) description of the test.
c) procedure of the test.
d) layout(s) and interconnection diagram of the test.
e) inputs and outputs of the test.
f) instruments and software to be used for the test.
g) forms to record the outcome of the test.
h) expected results of the test.
i) pass / fail criteria of the test
j) check list of the test

5) Only the approved documents will be followed during the tests and will be signed off by the relevant
parties.

6) The test will be followed in a sequence defined in the test plan. A test will be conducted if applicable
preceding test (or tests) have already been completed.

7) Before each test, the program and the schedule of the test shall be agreed with the SRO. The Bidder
shall give a reasonable notice to the SRO before the start of each inspection / test.

8) The Bidder shall be solely responsible for the successful planning and execution of all Test and
Commissioning tasks.

9) The Bidder shall ensure that all tests are carried out in a manner so as to have no negative impact on
the SRO operations other than the impact agreed beforehand.

10) The Bidder shall be responsible for providing all the equipment, simulations and software, personnel
required to successfully conduct the tests.

11) The Bidder shall develop and maintain a test log or equivalent test management system, which will list
all test failures along with the associated corrective actions and plans for closeout. SRO shall have

unrestricted access to the information in the Bidder’s test management system.

12) Once the facilities at a site have been operationally completed and tested as specified in the
contractual requirements and put in a tight and clean conditions, the Bidder shall so notify the SRO in
writing including the test report and the test certificates.

1.18 Factory Acceptance Tests (FAT)

1.18.1General Requirements

1) Factory Acceptance Tests (FAT) of the equipment shall be carried out to check the hardware and
software conform to the requirements and to guarantee the quality of the products. The FAT shall
demonstrate and verify that the new systems meet:

a) The SRO’s Requirements of the system


b) The approved Detailed Design of the system

1.18.2 FAT Procedure and Program

1) Before the start of FAT, the Bidder shall submit the FAT procedure and FAT program for the approval
of the SRO. The FAT must not be carried out prior the acceptance of the FAT procedure and program
by the SRO.

2) The FAT procedure shall detail the following items:

a) All tests to be conducted.


b) The equipment and the functions that will be tested.
c) The place and time of their execution and the sequence.
d) The methods and control procedures.
e) The expected test results.
f) Pass / fail criteria.

3) In case that the SRO makes remarks on the FAT procedure or program, the Bidder will be obliged to
take them into account and modify the procedure and program accordingly.

1.18.3 Execution of the FAT

1) The tests shall be carried out in the factory where the respective equipment and materials are
manufactured.

2) All internal tests and quality controls must have been held successfully before the start of FAT.

3) The tests can be held all at once or successively. Parts of the system can be tested with operation
simulation of missing parts.

4) The SRO will have the right to attend FAT on the SRO own cost for the boarding and lodging or
alternatively the SRO will ask for the FAT proceedings and FAT reports.

1.18.4FAT results

1) The FAT will be considered successful if the outcome of FAT is in compliance with the reference’s
standards and fulfilling SRO’s Requirements and the approved Design.

2) In case any outcome of a FAT unsatisfied, the discrepancy will be recorded. The Bidder shall be
obliged to correct the discrepancy.

3) For the unsatisfactory outcome, the SRO shall have the right to ask for the repetition of one or more
tests until satisfactory compliance.

4) The follow up actions will be agreed for insignificant imperfections, deficiencies and defects that
according to the SRO shall not affect the smooth operation and maintenance of the equipment.
Though, the Bidder is obliged to settle them immediately and before delivering the equipment.

5) A relevant FAT Protocol recording the proceeding at the FAT will be completed and signed by the
participants and submitted to the SRO.

1.19 Supply and Installation

1) The package, shipment, storage, transport and protection of all the equipment and material of the
project shall be the Bidder’s own responsibility up to their acceptance.

2) The installation of the system shall be carried out with a minimum impact to the regular operations and
maintenance. Disturbances to train operation and maintenance and passenger station activities shall
be minimized as far as possible.

3) The terms of the entire installation procedure including limitations, obstructions and inhibition breaks
shall be arranged and agreed with SRO prior to the execution.

1.20 Installation Inspections / Tests

1) The bidder shall make inspections / tests at defined stages during the installation, record the outcome
of tests using test protocols and produce test reports.

2) The signed test protocols and test reports shall be submitted to SRO immediately after the test. These
tests will be a pre-requisite for field tests.

1.21 Standalone Tests

1) Standalone Tests shall be carried out on each site when the installation of an equipment has been
successfully completed.

2) The tests shall include mechanical, electrical and other relevant tests of the equipment.

3) The tests shall be conducted to demonstrate and verify that the equipment meets the requirements of:

a) the specifications.
b) the approved design.

4) These tests will be a pre-requisite to performance tests.

1.22 Performance Tests

1) Performance Tests shall be carried out on site on individual item or a group of items of the project. The
tests shall include the functional part of both hardware and software of the selected item.

2) The tests shall be conducted to establish that functionality of each item is in accordance with the
specifications, approved design and the operational conditions.

3) The tests shall include the checks / tests of all the possible function of the item, especially the parts
which couldn’t be performed during the FAT.

4) The tests shall also include the test of the interfaces.

5) The interoperability tests shall also be required to demonstrate that the system can satisfactorily work
with the other station systems under different operational situations.

6) All these tests shall be made under the supervision of the SRO.

1.23 Commissioning

1) After all the pre-requisite successful tests, the bidder shall commence the commissioning of the system
in consultation with the SRO.

2) The bidder shall submit the plan and schedule of the commissioning for the approval of SRO.

3) The commissioning of the system shall be planned with a minimum possible impact to the regular
tracking and monitoring railway operations.

4) The bidder shall be solely responsible for the successful planning and execution of all commissioning
tasks.

5) The SRO will supply the operating personnel in the CTC and the station as per agreed plan and

6) The part of the tests which could not be performed earlier under actual site conditions, such tests will
be conducted during the commissioning.

1.24 Trial run test

1) The systems shall be required to complete the trial test of 30 days after the commissioning but before
the handover of the system.

1.25 Guarantee Test

2) The Guarantee Test shall be conducted at mutually agreed time to ascertain that the systems can
attain the functional guarantees as per contractual requirements.

3) It shall include functional and integration tests of the equipment in real time.

4) The SRO nominated group will attend the Guarantee Test.

1.26 Project Documentation

1) The technical documentation submitted by the Bidder shall at least include the following documents,
which shall be submitted in either English (E) language and / or Arabic (A) language as indicated in
brackets below:

a) Time schedules (E)

2) The Bidder shall submit the hard and soft copies of the documents.

1.27 Software tools and formats

1) Before starting the work on the project, the Bidder shall formally agree with the SRO for the software
tools and formats to be used for any documentation.

2) If no other agreement will be made, the following software tools and formats shall be applied in the
Project exclusively:

a) MS Office.
b) MS Project.
c) AutoCAD: DWG (Drawing) and CTB (Color table)
d) Picture formats: JPEG (compressed) and BMP (uncompressed).
e) E-mail formats: Outlook
f) Compressed files: ZIP format
g) PDF files

3) Original editable format of all the project documents shall be provided.

1.28 Approval of Technical Documents

1) The Bidder shall prepare and submit to the SRO in due time for the approval a complete set of:

a) System descriptions and documents.


b) Design documents.
c) FAT documents.
d) Shop drawings
e) Installation documents.
f) Test documents.
g) Commissioning documents.

1.29 Operation and Maintenance Manuals

1) The Bidder shall submit before completing the installations a complete set of operation and
maintenance manuals of the required systems.

2) Each manual shall be bound in an adequate cover with an approved legend. All manuals shall also be
supplied in electronic form. At least, the following manuals shall be provided:

a) Systems / Users Manuals: including comprehensive description of the principles, hardware and

vii) sufficient information on systems and equipment to enable first line fault diagnosis and fault
rectification by technical staff.

ix) handling and storage instructions.
x) test tools and equipment with operating instructions.
d) Software Manuals: including,
i) software functions and features.
ii) user instructions.
iii) system interfaces.
iv) description of user interface.
v) inputs/outputs and their ranges.
vi) details of protocols.
vii) hardware requirements.
viii) operating instructions.
ix) fault messages, correction and maintenance.
x) backup, upload and upgrade instructions.

1.30 ‘As-built’ documents

1) The Bidder shall prepare, and keep up-do-date, a complete set of “as-built” documents and drawings,
showing the exact as-built locations, sizes and details of the work as executed.

2) Each equipment shall be given a specific identification number. The equipment ID shall be in
consultation with the SRO.

3) The ‘as-built’ documentation and drawings shall be supplied in paper and in electronic form. The
records in paper form shall be kept on the Site. Further copies in paper and an electronic form shall be

supplied to the SRO.

4) All ‘as-built’ drawings shall be prepared bi-lingual, showing all captions and legends in Arabic and
English language.

5) The ‘as-built’ documents shall be updated and handed over to the SRO after the tests.

1.31 Test equipment and Tools

1) The Bidder shall submit the list of tools and test equipment which will be procured for the installation,
testing, commissioning of the project. The list shall include the quantity of tools and test equipment.

2) For the operation and maintenance of the system, the Bidder shall submit the list of minimum
suggested test equipment and tools during the design phase together with the calibration requirements
(if any).

3) The Bidder shall supply operating instructions and manuals for the test equipment and tools.

1.32 Spare Parts

1) Even spare parts delivery is not part of the offer, the Bidder shall recommend and submit a List of 5
years Spare Parts necessary for the supplied systems. The spare parts list shall include a well-justified
selection of spares for the system operation, maintenance and repair.

2) The List of Spare Parts shall depend on a mathematical model taking into account the number of units
in service, MTBF and MTTR, the time taken to transport a unit to the site and unit repair Turn-Around
Time. Bidders shall provide details of how the offered quantities have been calculated.

3) The List of Spare Parts for each item shall consist of:

a) Name and description


b) Catalogue number of the Bidder
c) Name and address of Original Manufacturer
d) Catalogue number of Original Manufacturer
e) Price
f) Delivery time, especially for Long Lead items

4) The Bidders shall indicate if any spares have a limited shelf life and if so, the precaution required for
their storage.

5) The bidder shall provide a commitment certificate assuring the availability of spare parts or their
suitable equivalents at least for a period of 5 years after the date of the acceptance of the system. A

written notification shall be given one year in advance in a case where the production of any spare part
is to be discontinued.

1.33 Progress Meeting

1) The bidder shall organize and participate periodic meetings with SRO as required for resolution of
design and/or construction issues. These meetings may include:

a) Technical issue resolution.


b) Maintenance issue resolution.
c) Scope resolution meeting
d) System integration meetings
e) Others, if necessary.

2) During the design, the bidder shall meet with the SRO on a bi-weekly basis and provide a one month
look ahead of the activities to be completed during the upcoming month.

3) During the construction, the bidder shall meet with the SRO on a weekly basis and provide a one week
look ahead for activities to be performed during the coming week.

4) The system integration meeting will be held on mutually agreeable dates. The bidder shall provide all
documents required to support system integration meetings, including detailed functional narrative text,
system and subsystem drawings and schematics. Also, documents shall be included to demonstrate all
elements of the proposed design which includes:

a) Technical, functional, and operational requirements.


b) Communication principle between integrated equipment.
c) Equipment, termination/patch panels.
d) Performance criteria.
e) Details relating to interfaces to test tools.

5) If a situation requires, a special meeting may be called on a request by either party.

1.34 Progress Reports

1) A monthly progress report shall be prepared by the Bidder and submitted to the SRO together with
mutually agreed number of copies. The first report shall cover the period up to the end of the first
calendar month following the Commencement Date. Reports shall be submitted monthly thereafter,
each within 7 days after the last day of the period to which it relates.

2) Reporting shall continue until the Bidder has completed all work, which is recorded as outstanding at

9.2 Permits

1) All permits required for a particular construction activity will need to be completed and applied in
advance as per requirements of the SRO.

2) Delays due to incomplete or erroneous application of permit, the time taken by the SRO for the
processing and approving the permit, the rejection of permit because of any violation will be the
responsibility of the bidder, and will not be considered sufficient reason for a time extension or
additional compensation.

3) The bidder will be responsible for any required permit fees (if applicable).

1. Quality Assurance Quality


 The contractor shall perform Quality Management services ("QA”) for the authorized subcontractor(s), Specification
partners, vendors...involved in the project implementation. The purpose of the contractor work is to
assure that appropriate levels of Quality Management activities are performed throughout the project
lifecycle. These activities shall provide partners with appropriate visibility into the type of process being
used and the products being built in the project. These Quality Management activities must be sufficient
to assure that the project satisfies the needs for which it was undertaken and that project risks are well
understood and appropriately mitigated or managed.

2 Quality Management approach


 The approach to ensure that the appropriate quality management and risk management activities are
conducted shall be based on International Standards Organization ISO12207 for system life cycle
management. This includes activities of Quality Management that determine the quality policy,
objectives, and responsibilities, and implements them by means such as quality planning, quality control
and quality assurance.

3 Major features of the quality assurance program


1) The contractor shall define all staff responsibilities and quality assurance systems operating within the
organization for ensuring adequate quality of the implementation.
2) The contractor has a senior officer with the authority reachable all the time to resolve matters of quality to
the satisfaction of the client.
3) The contractor has adequate facilities under the control of properly trained staff to perform the quality

4) All production operations and test functions are properly documented and available to any relevant
member of the contractor workforce.
5) A detailed inspection and test plan are prepared for the whole manufacturing operation.
6) Regular and systematic program of testing are carried out for all incoming raw materials.
7) Regular calibration checks are carried out on all measuring equipment used in the manufacturing
operations.
8) Statistical analyses are carried out regularly on appropriate test results to confirm that all processes are
performing within the specified tolerances.
9) Adequate procedures are planned for corrective action if quality checks show that performance is not
satisfactory.
10) All checking activities, test results etc. are recorded on appropriate standardized forms and these are
verified, certified, recorded and filed in a systematic manner.

The above listing is not exhaustive and any additional systems are to be put in by the contractor to
ensure timely and execution of the project.

3.1 Rules and Standards Groups

 EN 50128 "Railway applications - Communication, signalling and processing systems

 IEC 62279:2015 Railway applications - Communication, signalling and processing systems - Software
for railway control and protection IEC. Defines the process and technical requirements for the
development of software for programmable electronic systems for use in railway control and protection
applications.
 CENELEC - EN 50159: Railway applications - Communication, signalling and processing systems -
Safety-related communication in transmission systems.

3.2 System Validation

1) The systems shall be designed, developed and approved according to the mentioned or equivalent
standards.

2) The Bidder shall present a proof of successful assessment and validation by an authorized and
independent assessment authority internationally recognized for such work.

3) The system shall be designed and constructed as per well documented plan, including but not limited

to independent verification at different stages in the life cycle of the product.

4) The Bidder shall submit a document indicate release status indicating that the offered system is the
latest standard product.

5) The approval process for this project can be simplified by applying a Cross Acceptance procedure. The
Bidder will arrange appoint at his own cost an internationally recognized Independent Safety Assessor
who will:

a) Provision of Generic Product Safety Case by an internationally recognized institute.


b) review all the relevant documents to ensure that:
i) the quality control methods and configuration management processes are sufficiently robust.
ii) the operational and safety requirements of SRO are fully met.
iii) the risks have been reduced as low as reasonably possible (ALARP).

6) The Bidder will submit the relevant certificate and compliance report of the Independent Safety
Assessor.

7) The AVT system will need the approval of the SRO. The system tests will be carried out in close
coordination with the SRO.

8) The Bidder will be fully responsible for the entire test, verification and validation process of the AVT
AND GPS systems but within the timeframe mutually agreed for this project.

3.3 Quality Requirements:

1) The bidder shall be responsible for the professional quality, technical accuracy and coordination of all
surveys, designs, drawings, specifications, material, manufacture, delivery, construction and other
service, etc.
2) The bidder shall prepare a quality plan for this project including the quality procedures in order to
verify, independently check and review all design & construction drawings, specifications, and
documents prepared by the bidder.
3) The quality plan shall include quality assurance procedures to confirm that the prescribed quality
processes are in place and the procedures are being followed.
4) The bidder will share a marked up set of prints from the quality control review with each submittal.
The responsible professional engineers or professional surveyor performing the quality control review,
as well as the quality assurance manager will sign a statement certifying that the review of the
submittal has been conducted.
5) The bidder shall, without additional compensation, correct all errors or deficiencies in the surveys,
designs, drawings, specifications and/or other services if highlighted by any party, even the same

‫أو أضرار تلحق باملمتلكات أو أي إصابات أو حوادث أو وفيات نتيجة إهماله في إجراءات السالمة والحراسة‪.‬‬
