Actions for ENTMRPA through Management Effectiveness Assessment
Workshop
The El Nido-Taytay Managed Resource
Protected Area (ENTMRPA), El Nido, Palawan is one of
the protected areas in the province that also uses the
Management Effectiveness Tracking Tool (METT) as a
progress reporting tool consistent with the World
Commission on Protected Areas. On October 4-5, 2016,
a two-day workshop on MPA Monitoring and Evaluation
of Management Effectiveness was conducted in El Nido,
Palawan to determine the progress of the Protected
Area management after the last assessment in 2014
using the Management Effectiveness Assessment Tool
(MEAT) and Management Effectiveness Tracking Tool
(METT). The activity is part of the projects of Coral
Triangle Initiative in Southeast Asia (CTI-SEA) that aims
to strengthen the network of protected areas (PAs) and
to safeguard marine turtles.
A team composed of Pablo Delos Reyes of the
Biodiversity Management Bureau (BMB); Cheryl Ventura
of Conservation International – Philippines;
representatives from GIZ headed by Marion Daclan;
and, Ms. Emerlinda Dizon, GIZ consultant, facilitated the
workshop which was attended by the PAMB members
and other stakeholders of ENTMRPA.
The assessment used the Enhanced METT
where PAMB members individually answered the forms
based on the criteria provided. The accomplished forms
were collected and consolidated by the facilitators for
processing and analysis. The areas for improvement
based on the assessment were discussed afterwards.
The answering of MEAT questionnaire was also
facilitated on the same day.
Based on the MEAT assessment, ENTMRPA
had scored 59 points for this year which is slightly higher
than the 2014 rating of 55 or 65% and 48 or 57% in
2011. For METT, ENTMRPA had a 51% rating which is
slightly lower compared to the 60% rating last 2014 and
50% in 2011. The PAMB members and other
stakeholders present held workshops to determine the
steps to be taken specifically to address the (1) identified
thresholds that were not yet met, (2) prevailing threats in
the PA, and (3) the criteria that were not satisfied.
The results of the assessment are expected to
improve the gasps in the protected area management for
the coming years and the recommendations will likewise
be included to the action plans for each Marine
Protected Area (MPA).
