1.0 SCOPE

There are two 3000m³ control-storage tanks have been put into production at WTP, CNOOC
will add one new 3000m³ control-storage tank to reduce the water intake and water quality
wave for the process flow.

The primary purpose of three 3000m³ control-storage tanks is to remove gross quantities of
oil and solids by gravity separation prior to further treatment downstream. In addition to
primary separation of oil and solids, the tanks will balance water supply and demand, and
provide enough buffer capacity for flow surges which may occur as a result of upstream
upset conditions.

The tanks will be based on 8 hours residence time, each equivalent to a dimension of 18.9m
diameter and 12.38m height for a total capacity of 9000m³.

2.0 PURPOSE

The purpose of this construction procedure is to have an appropriate methodology to carry


out the Erection, welding, Inspection and NDT activities of control storage Tank
(TK851001C) by Conventional Method at Missan Oil Field, BUT, WTP Upgrade Project.

7.0 SEQUENCE OF ACTIVITIES

• Prefabrication and blasting & priming activities shall be carried out at workshop division
of SERT. Shifting of all prefabricated materials from division of SERT Workshop to site
designated storage yard (Inside BUT) by trailer.
• Foundation taking over.
• Erection & welding of Annular & bottom plates.
• RT of Annular plates weld joints.
• Vacuum box testing of Bottom plate lap weld joints.
• Marking of shell diameter & fixing of erection stool on annular plate.
• Erection, fit-up, vertical joint welding & RT of Shell courses. Welding Sequence shall
be carried out by following approved Welding Sequence Procedures.

8.0 METHODOLOGY

• JSA Shall be conducted, Permit to Work (General), Lifting plan, Scaffolding Procedure
Shall be made, Emergency Evacuation Plan shall be obtained prior to commence the
site activity. Necessary work permit shall be obtained prior to commencement of any
construction activity at site.
• All the fabricated, blasted, painted plates/ structural items and rolled shell plates shall
be transported from SERT to the lay down area, adjacent to the respective tanks
progressively by trailer.
• The ground levelness and compaction check shall be done by lifting supervisor visually
prior to position the crane at work site.
• Crane set up shall be done on level & compacted surface offloading of the plates, if
using the mobile cranes. Crane tyres shall not be touched on the ground after outriggers
are jacked up, if using the mobile crane.
• Lifting area shall be barricaded to avoid any unauthorized person entry. Wooden
sleepers shall be placed on the storage yard for stacking of steels plate.
• Horizontal lifting clamp (4 nos.) attached with lifting gears shall be installed on plates
and lifting gears to be hooked into the crane hook.
• Tag lines shall be used during lifting activities for controlling of load.
• Lift the plates slowly and swing to the required direction signaled by signal man, and
slowly bring down the plate load on the wooden sleepers.
• All shell plates shall be stacked on prefabricated saddle support and structural items
on wooden sleeper/ C channel / scrap beams.
• Low bed trailer shall be used for shifting of the annular plates, bottom plates & shell
plates from storage yard to the outside of tank periphery for installation.

9.0 ERECTION & WELDING OF ANNULAR PLATES

• Tank supervisor shall take over the tank foundation from Civil Supervisor.
• Mechanical team shall follow the marking of orientation marked by civil surveyor for
laying of bottom & annular plates.
• Permit to Work (General), Hot work permit certificate and Lifting Certificate shall be
obtained prior to commence the site activity.
• The ground levelness and compaction check shall be done by lifting supervisor visually
prior to position the crane at work site.
• The crane set up shall be done on levelled and compacted surface and crane tyres
should not be touched on the ground after outriggers are jacked-up, if using mobile
cranes, Erection, fit-up, vertical joint welding & RT of Shell courses.
• Bottom plate welding sequence shall be carried out by following approved Welding
Sequence Procedures.

CMIT-804-00-SERT-WEL-15.71-19001 WELDING SEQUENCE FOR THE BOTTOM

• Sledge hammer shall not be used for fit-up of annular & bottom plates to avoid damage
of foundation.
• Annular plate butt joints shall be welded in the sequence of opposite joints 180 degree
apart to avoid uneven shrinkage. Install the horizontal lifting clamp near the annular
plate weld joint and hook the lifting gears into the crane hook.
• Then annular joint shall be raised up 50 – 100 mm by using of horizontal clamp, lifting
gears & crane and packing of steel channel/beam to be provided underneath of annular
plate followed by installation of key plate or temporary stiffener on top of annular plate
to avoid weld joint distortion.
• Preheating & post heating shall be done as per API 650, latest edition. if applicable.
Welding of annular plate joint shall be performed 300 mm length from outside to inside
where shell plates are seated or full length of weld joint according to site condition.
• Flush grinding shall be done on annular plate welding prior to commence the erection
of shell where shell plates are seated on the annular plate.
• After welding of annular plate joint, steel channel packing shall be placed underneath
of both side of annular joint to place the Radiography film for Radiography Testing by
using of horizontal clamp, lifting gears & crane.
• Packing of steel channel shall be removed by using of horizontal clamp, lifting gears &
crane & annular plate to be placed on the foundation after completion of Radiography
• Vacuum box testing of annular joint shall be carried out prior to commence the shell
erection.

10.0 ERECTION AND WELDING OF BOTTOM PLATES

• Erection of bottom plates shall be carried out starting from Centre to outwards or from
outwards to tank center by using of spreader bar, horizontal clamp, lifting gears & crane.
• Install the lifting clamp on the bottom plate and attach the lifting gears into the lifting
clamps & spreader bar.
• Another two lifting belts shall be attached on the spreader bar by “D” shackle and hook
into the crane hook.
• Lift the bottom plate and swing to the required direction as signaled by signal man to
erect the bottom plate. Then crow bar to be used for removal of horizontal clamps.
• Tag lines shall be used during erection activity to control the load.
• The same sequence to be followed for laying of all bottom plates.
• After Completion of Bottom Plates erection, alternate joint fit up & Welding of bottom
plates. All Welding sequence shall be carried out according to approved procedure.
• Temporary stiffeners will be fixed on the bottom plates at the time of Lap joint welding
to prevent any distortion occurred during welding.
• All Welding parameter shall be as per approved WPS & PQR.
• Bottom profile inspection shall be done by visual, NDT, Recording and acceptance after
completion of bottom plate welding.

11.0 ERECTION AND WELDING OF SHELL PLATES

• Annular plates shall be marked with required Deg, tank shell plate Ø with hard punch.
• Tank diameter marked on the annular plate.
• Shell plates shall be shifted from storage yard to around the tank periphery by using of
trailer and crane with all lifting gears, shell plates shall be stacked on the saddle
supports.
• Lifting gears & spreader bar shall be installed on the lifting lugs 2 no’s welded on shell
plate / vertical clamps and hook the lifting belts into the crane hook.
• Lift the crane slowly and swing the crane to bring the shell plate into vertical position.
• After stabilizing the shell plate in vertical position, lift the shell plate slowly and swing to
the required position as signaled by signal man. The above sequence shall be used for
erection of all shell courses.
• Fit up, welding & RT of vertical joints of shell course shall be carried out followed by
peaking & banding inspection.
• Back gouging shall be done by arc gouging / grinding machines / back chipping after
completion of outside welding of vertical & horizontal joint.
• Welding machine parameters shall meet as per approved WPS& PQR. For welding of
shell vertical & horizontal welding.

• Close monitoring of vertical & horizontal joint welding shall be carried out to avoid any
distortion.
• The local foundation settlement check by Auto Level/Total Station shall be carried out
& recorded periodically according to progressing of shell erection.
• Peaking by horizontal sweep board and banding inspection by vertical sweep board
shall be done on vertical & horizontal weld joint prior to commence the erection of next
shell course and the same shall be done for all shell courses.
• The next shell course shall be erected after completion of vertical joint welding of
previous courses.
• Erection of HSE approved Working Platform (Scaffolding) shall be installed inside and
outside of tank periphery prior to commencement of all shell course. erection wherever
required.
• HSE approved access ladder or steps shall be provided from the ground and to be
secured in the working platform by clamps.
• Mobile trolley shall be used for fit-up & welding work in tank inside.
• After completion of welding of all the vertical joints of 1st shell course, 2nd shell course
plates shall be erected over the 1st shell course. If decided to erect only shell course
according to site condition, compression ring shall be erected and followed by welding.
• Verticality and roundness shall be checked prior to commence the erection of all shell
courses.
• Plumb bob for verticality checking & measurement tape / horizontal sweep board for
roundness checking respectively.
• Alignment, fit up & welding and RT of vertical joints shall be completed, followed by fit
up, welding & RT of horizontal joint. Peaking and banding inspection shall be done on
vertical & horizontal weld joint prior to commence the lifting of tank next shell erection.
• If shell mounted welder trolley shall be used for vertical joint welding of last shell course
in tank inside and outside as well.
• After completion of shell courses, compression ring shall be erected and welded. Then
dome roof erection shall be performed.
• The shell course shall be erected by sheet by sheet method(conventional method)
• Then erection of next shell course shall be completed followed by fit up, welding and
RT of vertical joint & horizontal joint.
• The same sequence shall be followed till complete the erection of 1st shell course.
• Welding of annular plate to the bottom shell course shall be commenced after
completion of vertical joints in the entire bottom shell course.
• Goal post shall be installed on the opening of short make-up plate prior to removal of
short make up plate by using of crane & lifting gears.
• The foundation settlement check shall be carried out & recorded periodically according
to progressing of shell erection.

• The local settlement shall be checked periodically.


• Fit-up, Welding, leak testing & Vacuum box test of tank shell to annular bottom plate
joint shall be carried out.
• Temporary stiffener shall be provided on shell to annular plate prior to commence the
welding of Annular to shell welding.
• Preheating & post heating shall be done as per API 650.
• If the annular plate joint welding completed only 300 mm length, remaining welding
shall be carried out after completion of shell to annular plate joint welding.
• Fit-up, Welding & VBT of Annular plate to bottom Sketch plates shall be carried out
after completion of shell to annular plate corner joint welding.
• Nozzles openings shall be marked, cut, fitted-up and welded to the correct
alignments/orientations as per the Approved Drawing. NDT shall be carried out for
nozzles.
• Vacuum Box testing shall be completed on bottom plate welds prior to commence the
temporary staging.

12.0 ERECTION AND WEDLING OF ROOF

• After complete installation of last (Top) shell courses roof erection shall be performed.
• HSE approved elevated working platform shall be erected around the tank outside
periphery at required height for installation of dome roof.
• If required mobile tower scaffolding shall be used tank inside for installation of roof
structure & roof plates.
• Compression Bar shall be erected on the compression ring by using suitable capacity
crane, followed by alignment, fit up, & welding of the compression bar.
• Welding of two numbers lifting lug shall be done on each compression bar.
• Attach the lifting gears on the lifting lugs welded on the compression bar and hook into
the crane hook.
• Lift slowly and swing to the required orientation as mentioned in the approved drawing
and erection & fit-up shall be done.
• The same sequence shall be followed till complete the erection& fit-up of compression
bar and welding will be completed.
• Stool type members / supports shall be fixed on the shell plates at the locations where
the main trusses shall be connected.
• Install the lifting belts on the king post and hook into the crane hook.
• Lift & swing slowly to the center of the tank and lower down the center of the tank.
• Verticality of the king post shall be checked.
• Temporary post shall be erected at the center of the tank (center derrick) on the bottom
plates and tack weld shall be one with bottom plates.

• There after center drum is to be erected, positioned and aligned on the erected king
post at the center of the tank as specified in the approved drawings.
• Initially two numbers of main trusses shall be erected 180 degree apart and aligned.
• One end (towards center) of the main truss shall be fixed with the center drum and
another end (towards shell side) shall be fixed with the stool support provided / fixed
on the shell plates.
• Thereafter, another two numbers of main trusses shall be erected at 90° to the erected
trusses. Subsequently balance main trusses will be erected in opposite direction
followed by alignment, fit up & welding.
• Proper erection sequence shall be maintained in order to maintain the equal
load/weight distribution for roof structure’s stability. Workforce will make the connection
like Tacking & Bolting of the structural members with proper scaffolding & working
platform.
• Once the trusses are erected, cross girders / purlins erection will be started from the
center (center drum side) towards the outer periphery (shell side). This way the main
trusses will also be finally aligned. Lastly welding will be started from inside to towards
outside as per the approved drawing.
• After complete installation of roof rafters, the same method of compression ring erection
shall be followed for compression bar erection, fit-up and welding.
• All the secondary rafters shall be erected one by one over the erected cross girders,
followed by all the rafters, top chord bracings and likely all the balance roof structural
members shall be erected, aligned, fixed, fitted & welded accordingly.
• After complete fitting, welding and final painting of the roof structures, Roof Plates shall
be laid, positioned & fitted on the roof supports as per approved drawing.
• Inspection for all activities will be followed as per approved ITP.
• Alternate short seam welding will be followed by remaining short seam & alternate long
seam welding, in order to avoid distortion.
• The circumferential welding of the joints connecting the roof plates with the
compression bar, shall be welded after upon the completion of welding of short and
long seams of Roof Plates.
• Roof-Man Ways, Nozzles, Vents and other roof openings shall be marked, cut, fitted-
up and welded to the correct alignments/orientations as per the Approved Drawing after
completion of all roof plate joints.
• Once the roof plate fit-up & welding is completed, remaining shell erection work will be
carried out by jacking of shell assembly with roof.
• King post shall be cut and removed part by part. Temporary lugs shall be welded on the
crown ring underside at various orientation. Chain block shall be hooked onto these
lugs to hold the King post before and after cutting. King post is cut into pieces which
shall be lowered using Chain blocks.

• Piping spools shall be taken in through tank final roof plate openings. All piping activity
shall be carried out before commencement of hydrotest.

13.0 INSTALLATION AND WELDING OF TANK ATTACHMENTS

• Stairway erection & welding shall be commenced after completion of all shell erection
starting from top to downwards as per approved drawing.
• For Roof Handrail, lay out position of all post handrail at around top roof plate, Set up
and weld each post handrail to roof plate, Set up and weld pipe handrail (already
bended) on the top post handrail, Set up and weld pipe handrail as middle handrail on
the middle of the post, handrail, Set up and weld flat bar as bottom handrail on bottom
post of hand rail the distance is as per drawing
• Stairway treads assembled with stringer on ground prior to commence the erection.
• Boom Lift shall be used for bolting & welding of stringer and installation & welding of
stairway brackets.
• Installation of brackets / structures / cable trays for electrical & instrumentation items,
lightening and installation of CP cleats if any.
• Settlement marker shall be fixed around tank periphery as per API 650, 12th Edition
March 2013.Tank settlement shall be carried out on periphery of foundation and tank
internal bottom prior to commencement of water filling by Auto Level/ Total Station.
• Tank over all verticality by plumb bob and roundness by sweep board & measurement
tape shall be checked and recorded prior to commence the water filling.
• Measuring, recording and acceptance of tank bottom profile and roundness of tank
(peaking & banding) shall be done prior to commencement of water filling.
• Piping & other arrangements work shall be done for hydro testing of tank.
• Hydro test of Tank shall be carried out as per approved Tank Hydrotest Procedure
• After successful Hydro testing, dewatering & tank Cleaning shall be carried out. Method
of dewatering and cleaning shall be included in the hydrotest procedure.
• Tank settlement by Auto Level / Total Station shall be checked & recorded on periphery
of tank outside and top of bottom plates inside tank after dewatering & cleaning of tank.
• Bottom profile shall be visually checked and to be recorded the measurement after
hydrotest.
• Tank Calibration shall be carried out as per approved Tank Calibration Procedure
• If any permanent lightening protection, and earthing shall be completed the installation
prior to tank hydro testing.
• All permanent attachments shall be completed prior to start hydro testing.
• Nozzle and supports for heating coil shall be completed prior to hydro testing and
heating coil will be installed after completion of hydro testing of tank, If any.
• Installation of cathodic protection work shall be carried as per approved procedure

• Installation of Electrical & Instrumentation items.


• Lay out position of name plate accordance’s with drawing Set up support name plate
to shell plate. Weld support name plate to shell plate.
• Preparation & clearance of final punch list and final walk down with PMC.
• Final Boxing-up of Tank

14.0 SUPERVISION, CONTROLS AND MONITORING

• Task Supervisor – Shall closely supervise the work as per the sequence of work
described above. He shall monitor the work from elevated platform.
• Safety Supervisor – Shall carry out all safety checks prior to start of the work and
monitor the work from an elevated platform.
• Use of Cage Ladders secured to landing platforms at vertical interval of 6m, to ensure
access and egress for workers from elevated work platforms.
• Removal of Shell plate section to enable transporting material into the tank.
• Use of HSE approved work platform to the inner and outer side of the shell plates.
• Use of primary wind girder for working on the outside of the shell plate.
• Maximum work to be performed in "open to Sky" mode to eliminate confined space
hazard.
• Confined space works to be performed only after all mandatory and best practices are
in place; ie AESP, AGT, ventilation, lighting, temperature monitoring. Training shall be
provided for the workers working in confined space.
• With PTW, Confined space work certificate shall be obtained for confined space work.

15.0 INSPECTION, TESTING AND DOCUMENTATION

• Radiographic Testing shall be carried out for but welding joints and bevel joint with
backing strip joint as per API 650, 12th Edition March 2013.
• Liquid Penetrant Testing shall be carried out for corner welding joint as per API 650,
12th Edition March 2013.
• Magnetic Particle Testing shall be carried out for all temporary attachments wherever
required API 650, 12th Edition March 2013.
• All stage wise inspection, testing shall be carried out in stages and in accordance with
the approved ITP and API 650, 12th Edition March 2013.
• Control of consumables shall be carried out as per approved Consumables Handling
Procedure
• Vacuum box testing shall be carried out prior to apply the painting as per approved
Vacuum Box Testing Procedure
• Oil chalk leak testing shall be carried out for corner weld joint and bulk head welding
on deck plates as per approved Oil Leak Testing Procedure.
• Tank Painting shall be carried out in accordance with the approved painting procedure.

• Documentations shall be maintained by CONTRACTOR QA/QC department.


• Any defect noticed during any stage of inspection shall be rectified before proceeding
for further next activity.
• Radiography film must be stacked / stored properly and orderly.
• CONTRACTOR to define the system for recording all quality control activities on a
database and listing the status and records required at each stage of construction the
database is to the reference the appropriate ITP, Procedure and Certification.
• All the records of inspection and testing shall be maintained as hard copy in the box file
and electronic copy in the computers maintaining by DCC.

16.0 HEALTH, SAFETY, SECURITY AND ENVIRONMENT MANAGEMENT

• JSA Shall be conducted before commencement of construction of tank.


• Permit to Work shall be obtained prior to commence any activity at site.
• Frequent participation shall be done in the tool box talk by site management on before
start every activity on daily basis.
• Tank shall be secured by Guy rope against wind, if required.
• Flammable gas cylinder shall be secured properly all times at site at ground floor.
• Cylinder trolley shall be used for carrying of oxy-acetylene/propane gas cylinder and
always keep in vertical position, flash back arrester must be used.
• Gas cylinders shall be covered by wet fire blanket to avoid from any ignition source
during site activity. Empty Cylinders shall be should not be stored at operation area.
• Confined space log sheet maintained by confined space hole watcher during working
in confined space.
• Confined space hole watcher must be reported to emergency response team, in case
any emergency in confined space.
• Eye goggles & Full-face shield shall be used for while cutting & grinding.
• All welders shall be used welding mask & dark glass while performing the welding work.
• Fire extinguisher shall be checked periodically and certified.
• All personnel must be mustered under the tent during lightening.
• Radiography source shall be stored in the approved pit constructed at site.
• Area shall be cordoned off and warning sign to be posted prior to commence the
radiography work at site.
• Permit to Work must be obtained prior to commence the radiography work at site.
• All construction waste shall be stored in appropriate waste bin and transferred to
designated waste disposal yard.
• Scrap materials shall be stored away from the work place to avoid from tripping hazard.
• All personnel must be adhered to local rules & regulations and laws.
• Barricade shall be provided underneath of working at height to avoid falling object from
height, Area shall be cordoned off while working at height.
• Every week inspection for scaffolding shall be done by scaffolding inspector with
scaffolder and scaffolding team shall submit certificates to owner.
• Scaffoldings procedure must be submitting before commencement of scaffolding job.

• Unauthorized entry restricted.


• Necessary safety Sign board shall be displayed at work site.
• Chemical using for developing of films shall be reused.
• Barricading shall be provided at erection site
• Equipment and Personnel shall be deployed as per requirement.
• All instruments / equipment shall be maintained in good working condition
• Radiography shall be done at lean time.
• Nobody shall be allowed to work nearby during radiography.
• All workmen, supervisors and engineers shall use proper personnel protection
equipment. All employees should follow the HSSE Rules.
• Full body harness and lifeline will be used while working at height. Sufficient numbers
of Fire Extinguishers will be placed for any fire incident.
• All power tools, Jacks will be inspected by competent person before use.
• Hydraulic jack pressure pump (Power Pack) shall be maintained and spillage of
hydraulic oil at work location shall be avoided.
• Lifting will be done as per the lifting plan.
• All necessary precautions shall be taken during lifting operation.
• Lifting plan shall be prepared by and submit to owner for approval and will be attached
with lifting certificate prior to commence the lifting activity at site.

17.0 RESCUE AND EMERGENCY ARRANGEMENTS

Rescue team shall be kept as standby to respond to any adverse situation adequately &
trained.

18.0 LIGHTENING AND ADVERSE WEATHER

Approved Sky scan manual lightning detector will be used for lightning detector and placed
with the site safety supervisor closely monitoring the work. All workers shall be immediately
brought down to the lightning protected area in case of lightning alert. All incidents shall be
reported as per project incident report procedure no CMIT-804-HSE-00.16-19002-0.

19.0 MODIFICATION

In case any modification or alteration is to be done to the present specification for this tank,
such will be first discussed with owner representative and no modification or alteration shall
be done without his approval.

20.0 REVISION NOTE

This procedure shall be revised if it is found to be inadequate for the proposed work upon
completion of Engineering / New construction practice / New site information or as
requested by COMPANY.
